Dear wise and loving God, first let me say thank you on behalf of all who are gathered here today. Thank you for your many blessings. In the Scriptures, you have said that citizens ought to obey the Stated Meeting April 11, 2019 have established those very authorities to promote peace and order and justice. Therefore, I pray for our Mayor, for the various levels of City officials, and in particular for this assembled Council. We ask your blessings on the people who have been called to lead the community in which we live and work and play in and around our beloved City of Philadelphia. Dear Lord Jesus, who touched the lepers, who ate meals with other outcasts, please remind them that no matter where we live, everyone straight, gay, transgender, black or white, Hispanic or Asian, Muslim, Jew, Hindu or Atheist - is our neighbor, our sibling, and that throughout the ages, prophets have called the leaders of the people to respect and protect the least of those among us, our children, the elderly, the poor, those who are hungry, those who have no homes, those who are Stated Meeting April 11, 2019 body, mind or spirit, the strangers and immigrants, those who live on the margins, those who are alone, those who are forgotten. I'm asking you that you would graciously grant the Council of our City the wisdom and courage to know and to do what is right and good and true, and the ability to work together in harmony even when there is honest disagreement. I pray for the agenda set before them today. This we pray in the name of all that we hold sacred and holy, all that we hold good and right and true. So I'm going to do the following: For those of you that have written testimony, we will be paring that timeframe from three minutes to two minutes to give people an opportunity to speak, everyone. So if you want to alter your written testimony to reflect the two-minute timeframe as opposed to the three-minute timeframe, I will ask you to do that. I also want to make sure -- and I'm going to say it again when it comes time for public comment -- that you must speak on an issue that is on the Final Passage Calendar today. That means a bill that has had a process and it is on Stated Meeting April 11, 2019 today. So if you need to get a Calendar -- they're available to my left -- to make sure that what you're speaking about today is on the list. All right? I just want to give you a heads-up on that note, and we'll be saying that again at the time. It's a pleasure to be here this morning for this presentation declaring April 7th through April 13th, 2019 Realtist Week in the City of Philadelphia. Whereas, the Philadelphia Metropolitan Board of Realtist is the local chapter of the National Association of Real Estate Brokers ("NAREB"), the country's oldest minority real estate trade association. Founded in 1947 as a response to widespread housing Stated Meeting April 11, 2019 practices, NAREB and its local chapters are dedicated to ensuring equal housing opportunities for all; and
Whereas, NAREB and its local chapters' approach to increasing Black wealth through homeownership incorporates financial education, homeownership preparation and counseling, outreach to the faith-based community, and expanding Black consumers' knowledge base about the importance of advocating for public policies that support and increase affordable and sustainable homeownership; and
Whereas, from April 7th through the 13th, 2019 the Philadelphia Metropolitan Board of Realtist will join with other NAREB chapters to celebrate Realtist Week. Celebrated annually during National Fair Housing Month to commemorate the passage of the Fair Housing Act in 1968, Philadelphia's Realtist Week will feature Stated Meeting April 11, 2019 to heighten the community's and policymakers' awareness about the importance of affordable homeownership as a wealth and building tool; and
Whereas, the Black homeownership rate stands at 42.9 percent, according to the data published by the U.S. Census Bureau in February 2019. This represents a decline from 2004, when the figure approached 50 percent, and it is markedly lower than the nationwide rate at 64.8 percent; and
Whereas, the City of Philadelphia is dedicated to creating equal opportunities for all of its citizens. Given the central role of homeownership for economic advancement and in light of the ongoing inequities that exist in the housing market, the importance of the Philadelphia Metropolitan Board of Realtist's efforts cannot be overstated. The City is proud to join with the Board in celebration of Stated Meeting April 11, 2019 Week; now, therefore, be it
Resolved, that the Council of the City of Philadelphia, hereby declares April 7th through April 13th, 2019 "Realtist Week" in the City of Philadelphia. Further resolved that an engrossed copy of this resolution be presented to the Philadelphia Metropolitan Board of Realtist as evidence of the sincere sentiments of this legislative body. Once again, it's a pleasure to be here this morning. April is always an outstanding month, not only because we've transitioned from winter into spring, but it's also the time that we celebrate those who have the learning difference of autism. And many of the people in this body know that I'm very committed to this issue, having a son on the autism spectrum, and I try to celebrate those that have outstanding and extraordinary talents. And so as we celebrate Autism Awareness Month, it gives me great pleasure to present this resolution to this outstanding family for the contributions they've made not only Stated Meeting April 11, 2019 of Philadelphia but around the world. And so we are recognizing April 2019 as Autism Awareness Month in the City of Philadelphia, and honoring Kambel Smith, accomplished artist and co-founder of the Autisarian Network.
Whereas, April is National Autism Awareness Month, a time to educate our community about autism, also known as Autism Spectrum Disorder (ASD). It's a complex neurological condition that affects, in varying degrees, language and social skill development, characterized by challenges in communication and social interactions, repetitive behaviors and movement, impacting individuals of all racial, ethnic, and socioeconomic backgrounds; and
Whereas, the Center for Disease Control and Prevention recently found that 1 in 68 children meet criteria for autism Stated Meeting April 11, 2019 nationwide; and Whereas, the 2014 Pennsylvania Census Report identified over 4,167 individuals in Philadelphia County with autism receiving those services, more than double the previously documented number, the majority of whom are between the ages of 5 and 17 years old, with the number of adults over 21 increasing as the population ages; and
Whereas, the Autisarian Network was founded by Kambel Smith and his brother Kantai Smith, in order to showcase their artistic endeavors and push back against the notion of autism as a disorder; and Whereas, through the Autisarian Network, Kambel and Kantai are changing the face of autism by encouraging those who suffer from its negative effects to find and use the superhuman abilities within them, and telling the story of the Autisarians, a neuro-atypical race of beings who were created at the beginning Stated Meeting April 11, 2019 the laws of the universe and oversee the evolutionary process of each planet; and Whereas, Kambel has also gained widespread attention and praise for his oil paintings and detailed, large-scale sculptures of historical structures, some of which have been acquired by prestigious institutions, including the American Folk Art Museum and the West Collection; now, therefore, be it Resolved, by the Council of the City of Philadelphia, that we recognize April 2019 as Autism Awareness Month in the City of Philadelphia, and honor Kambel Smith, accomplished artist and co-founder of the Autisarian Network. Further resolved, that an engrossed copy of this resolution be presented to the Smith family, evidencing the sincere admiration and respect of this legislative body. Congratulations. (Applause.) I'd like to thank Council for having us here and thank them for the award. We really appreciate it. There's not too much to say. Councilman pretty much got it all in a nutshell. The one thing I would like to say is that it's difficult when you have children with autism. I'm sure a lot of people are touched. Maybe a lot of people here are touched by it. Our struggle has been really difficult, but the Autisarian Network was designed to help other parents look at us and maybe follow us and find different ways to deal with autism. In the network, we believe that the Autisarians aren't on the spectrum. We ride the spectrum. You can't tell an Autisarian where he or she is on the spectrum. We will tell you where we want Stated Meeting April 11, 2019 spectrum, because the spectrum doesn't define an Autisarian. The Autisarian defines the spectrum, and that's the way we live, and that has helped my sons become men, become who they want to be. Again, I'd like to thank Council for having us here, and we appreciate the award. Thank you. (Applause.)

Good morning. It is always important that we take a moment during critical times throughout the year to celebrate and uplift when we in the City of Philadelphia are leading the national discussion around comprehensive, proactive support services for children, particularly children of sexual abuse. In the Seventh Councilmanic District, we are extremely honored to support the Philadelphia Children's Alliance co-location in Hunting Park. I want to take a note and Stated Meeting April 11, 2019 partners who are part of it, the District Attorney's Office, and I know that every year they host a legislative day. For those of you who haven't had the opportunity to go by the building, please do so. The collaboration between the Children's Hospital and St. Christopher's Hospital and the uniqueness of the service but, more importantly, the human element to how folks get treated when they walk in the door is felt, and I want to thank the staff. It doesn't always get to come out here and celebrate, but are dealing with our families and children at some of the most difficult times in their lives. And so we are incredibly grateful, and that's why we love this tradition of taking a moment to recognize the Children's Alliance and their collaborators for this very unique service during April, Child Abuse Awareness and Prevention Month. So recognizing and honoring the Philadelphia Children's Alliance and the Stated Meeting April 11, 2019 Services for their collaborative commitment to bringing healing and justice to victims of child abuse in Philadelphia and declaring April 2019 to be Child Abuse Awareness and Prevention Month in the City of Philadelphia; and
And whereas, for the past 29 years, the Philadelphia Children's Alliance and the Philadelphia Department of Human Services have advocated for a teen-based approach, built cooperative relationships, introduced efficiencies into the system to provide a rapid response, and effectively changed how abused children are served and cared for in the City of Philadelphia; and
Whereas, the Philadelphia Children's Alliance is a national best standards model for peer agencies nationwide, and is accredited by the National Children's Alliance; and Whereas, in 2013, the Stated Meeting April 11, 2019 Alliance, the Philadelphia Department of Human Services, the Philadelphia Police Special Victims Unit, the Philadelphia District Attorney's Office, Children's Hospital of Philadelphia, and St. Christopher's Hospital for Children co-located in one facility within the Seventh Councilmanic District to provide a victim-centered response to all children in Philadelphia who have been sexually abused. All are dedicated to providing justice and healing for sexually abused children, ending the cycle of abuse, protecting children who have experienced sex trafficking, and improving the quality of abuse investigations; and
My heart moves me to punctuate and underscore what Councilwoman Sanchez has said. If you have not had the good fortune to visit this place, it is a place of hope for families and, most importantly, children, who are sometimes in the darkest moment Stated Meeting April 11, 2019 lives, and to see these professionals across the system, which is not always the case, come together with one sole purpose of trying to restore a child and their family is remarkable. Take a moment and go visit this amazing space. Whereas, in 2018, the Philadelphia Children's Alliance and co-located partners conducted 1,957 forensic interviews, with 2,546 children and caregivers receiving victim advocacy. 188 children received mental health therapy on site, and an additional 867 children were linked with trauma-focused therapy at mental health partner agencies throughout Philadelphia. In 2018, 604 children received medical evaluations on site at the St. Christopher's Hospital and the Children's Hospital of Philadelphia co-located facility; and
Whereas, the Philadelphia Children's Alliance has engaged the business community to help Stated Meeting April 11, 2019 about the issues of child sexual abuse everywhere and specifically in Philadelphia. Using April's National Child Abuse Awareness Month as an anchor, local businesses are partnering with PCA to financially support PCA's mission; and
Whereas, April is National Child Abuse Awareness Month and the Philadelphia Children's Alliance, with the Philadelphia Department of Human Services, recognize this month by promoting increased knowledge of the resources available to parents and caregivers to prevent child maltreatment and promote well-being; and
Therefore, be it resolved, that the Council of the City of Philadelphia, hereby recognizes, congratulates, honors, and celebrates the Philadelphia Children's Alliance, the Philadelphia Department of Human Services, and all their partners for their commitment to Stated Meeting April 11, 2019 for victims of child abuse in Philadelphia and declaring April 2019 to be Child Abuse Awareness Month in the City of Philadelphia. We extend the sincere respect and admiration of this legislative body, and thank the organizations' contributions to better the lives for our city's youth. Further resolved, that a copy of this resolution be presented to PCA as evidence of our sincere respect and admiration of this legislative body. Thank you so much for all you do. (Applause.)

COMMISSIONER FIGUEROA: Thank you, Councilman Clarke and Councilwoman Maria Quinones-Sanchez and all members of Council for having us today and Stated Meeting April 11, 2019 behalf of the Philadelphia Department of Human Services and in partnership with the Philadelphia Children's Alliance, thank you for recognizing April 2019 as Child Abuse Awareness and Prevention Month in the City of Philadelphia. The Department of Human Services and the Philadelphia Children's Alliance are here representing an extremely unique collaboration in the City of Philadelphia, the Safety Collaborative, where multiple City departments and providers work together in a victim-centered trauma-informed moment. I want to take a moment to recognize the fantastic staff and the members of PCA who work every day tirelessly to meet the needs of children. The power of our partnership exemplifies how child abuse is everyone's problem. As parents and caretakers, we play a huge role in teaching children Stated Meeting April 11, 2019 can help children identify boundaries so they know what's okay and what's not okay. As elected officials, City provider leaders, what we say and do is powerful. We need to speak up loudly and clearly to eliminate any tolerance or confusion about what is abuse. I'm proud to be part of an Administration that supports children and families. Preventing child abuse is not just the responsibility of child welfare; it's all of our jobs to support programs and communities building the need to strengthen families so that they can better care for their children. Thank you to City Council, your leadership, as we work together to grow in partnership, and thank you to PCA.
Thank you, Commissioner Figueroa. I am Chris Kirchner, the Director of the Philadelphia Children's Alliance. I want to thank Council for Stated Meeting April 11, 2019 Abuse Awareness Month and for the work of the public and private partners at the Philadelphia Safety Collaborative. As you heard, when I say "we," we're referring to the many people who do this challenging work - our partners at the Philadelphia Department of Human Services, the Special Victims Unit of the Police, our team from the District Attorney's Office, the medical professionals from Children's Hospital and St. Christopher's, and our mental health partners throughout the City. When a child in our city finds the courage to disclose that they have been sexually abused, we owe it to them to provide the best possible response, a response that stops their abuse and puts them on a path to healing. By working collaboratively, we ensure that children don't have to be interviewed many times by different people in different locations about their experiences. They Stated Meeting April 11, 2019 exam the same day as their investigative interview. DHS, Police, and PCA share information throughout the investigation. Victim advocates ensure that non-offending caregivers have everything they need to support their child through the entire investigation, but especially through court. And we link all kids to long-term therapy services to provide them the opportunity to work with trained professionals to deal with the trauma and ultimately heal from it. Last year alone, as you heard, we spoke to nearly 2,000 children who came forward and spoke of alleged abuse. From ages 2 and a half to 17, they all came through our doors, eight to ten of them a day, to receive a sensitive, comprehensive response, and some of these were in the middle of the night, because we are prepared and do respond 24/7 when reports come in. I know, Council, that you Stated Meeting April 11, 2019 Foles this year. " Nick then became a generous donor, contributing $135,000 to our work over the past two years. We've also been honored to be partnered with the Philadelphia Eagles as a charitable partner, which brought many benefits to us. Most recently several players joined with some of our kids to create an ocean mural in our waiting room. I'll take this opportunity to echo the sentiments earlier that you should all come for a tour. We would welcome the opportunity to introduce you to members of our team and to show you the program that we've created. And this may all sound familiar, because I came here last year with a similar message, but as you know from opening the newspaper any given day, Stated Meeting April 11, 2019 from over. It may seem like it's an issue that's far away in Hollywood or professional sports, and while those issues are heartbreaking, we have to remember that they have happen every day in our own backyard. We can't focus on Michael Jackson or R. Kelly and forget about the little boy from Kingsessing, the little girl from Port Richmond or any of the children from any of the neighborhoods in our community. We get reports from every zip code in Philadelphia. So in closing, I want to thank Commissioner Figueroa for her leadership, for DHS's leadership in creating the Philadelphia Safety Collaborative and supporting it, and for all of their staff for the tireless work that they do every day as our partners. I want to thank also the Special Victims of the Police Department and the District Attorney's Office. I also want to thank Councilwoman Maria Quinones-Sanchez. Hello. My name is Lexus Anderson. I am currently a PHLpreK educator at Something to Grow on Educational Center. I have been providing quality care and education in the PHLpreK program for two years with the help of the sweetened beverage tax. My greatest benefit of the program would be helping families in my community. I feel amazing walking into my classroom each day knowing I am preparing future leaders. I find it rewarding that I am helping children despite any circumstances they may be facing living in their communities. Stated Meeting April 11, 2019 My students would not have the privilege of attending quality pre-K without PHLpreK program. The PHLpreK program provides children the foundation they need to be successful educationally, and this alone greatly reduces the need to suspend children. Every parent that drops off their child into the classroom is grateful for this educational opportunity for their child. As an active member of my community, we must hold our officials accountable for their actions. I currently live and work in Jannie Blackwell's district and would like to personally thank her for voting for the original beverage tax bill and not co-sponsoring the new introduced tax bill. They must make decisions that are in the best interest of our children. Our early learners need quality care. Our children cannot speak for themselves. We must speak up and let City officials know we need this program. We must Stated Meeting April 11, 2019 provide them a village that supports them educationally. Good afternoon. My name is Abdul Halim Hassan. I'm a past resident Imam of Masjidullah in the West Oak Lane section of the City. I'm here today in support of the Resolution 180669 put forth by Councilwoman Cherelle Parker. More important, I'm here to testify as to the relationship that we in the Muslim community in West Oak Lane have with Councilwoman Parker. Stated Meeting April 11, 2019 We've been working with her for years now, starting with voter engagement. Also we have as a member of POWER Interfaith organization, I sit on the Board. We did the first Jum'ah in the State Capitol in Harrisburg, which Councilwoman Parker came out and participated with us and hosted our children and gave them a tour of the rotunda there. Also, when big business tried to come into our community and set up another dollar store, which was not needed or wanted, it was Councilwoman Parker who rallied the community to make sure that the Masjid was first in line to bid on that property, which we got. So we just want to let everyone know here the relationship that she has with the Muslim community in the West Oak Lane section of the City and how valuable a friend she has been to us. It gives me great honor today to support this resolution in honor of our very beloved Councilwoman Cherelle Parker. Some of the great women of America are African American, and it Stated Meeting April 11, 2019 gives us great honor and wanting to support this resolution that you have presented. Although the resolution is being held, I want to show Councilmembers that there is tremendous community support for this initiative led by Councilwoman Parker and joined by Councilwoman Reynolds Brown and Blackwell. Dr. Mossell Alexander's accomplishments in spite of immense challenges are a testament and example for all people of all colors. I also want to ensure that we're all aware that Councilwoman Parker's leadership and commitment in our community, specifically the Ninth Ward, the Muslim community, and the City in general. Last week's hearing on the amnesty bill, which I support, by the way, was not indicative of how we as Muslims or as human beings are directed to treat other human beings. She fought for and continues to fight for pre-K services for our families. We operate an early childcare center that has served over 150 children since the start of the program. Good afternoon, President of Council Clarke and the members of Council and the City. My name is Reverend Nimra Ramsey Hassan. I'm here today to speak on the Resolution 180669, the erection of a statue for Dr. Alexander. There is no doubt that it is much needed to have a representation of a person who back in the early 1920s completed and graduated from the University of Pennsylvania. She was the first African American female to do such. We do not have any representation of any African American female statues in our city, which is a shortcoming or shortsightedness on our part. We are proud to support Councilperson Parker in these efforts. She serves us in two different methods. One, I am a business owner in her district and my religious institution also is in her district. I have noticed the work that she has done, not by her Stated Meeting April 11, 2019 being present but by her staff and her people representing her in the community. Questions have been asked, and she has answered them or had her staff answer them most rapidly. We are all for the support of her. We cannot find or I have not been able to find any reason to think that she has done anything other than support the members and persons in her district. So we are here to support her and hope that she will continue and the staff will continue, Council will continue allowing her to do so.

Hi. My name is Jennifer Storm. I am the Victim Advocate for the Commonwealth of Pennsylvania. I want to first acknowledge the resolution condemning the cowardly and hateful acts Stated Meeting April 11, 2019 that occurred during the swearing-in ceremony of Movita Johnson Harrell. I was on the floor with Movita and her family, as she is one of my dearest friends, and I was absolutely appalled that her historic day was hindered by bigotry and ignorance. So I want to thank you for acknowledging that. (Applause.)
She is also a fierce victim advocate, so I am also here on behalf of the resolution for Marsy's Law. I want to once again thank this body for taking time to acknowledge crime victims. This is the second resolution that you have passed during National Crime Victims' Rights Week. We do have good victims' rights in Pennsylvania. The problem is is that we have rights without recourses. So when a crime victim's right is violated, there's nothing they can do legally to amend that right. I would ask you that if you Stated Meeting April 11, 2019 have a right but you have no recourse, do you really have a right? I want to thank this body specifically for always standing up for crime victims, for helping us in our efforts to amend the Constitution to ensure that every single right that a crime victim has in Pennsylvania is afforded at the highest level of law. Hello. My name is Curt Krouse and I'm joined by Lindsay Frei, and we represent the Eastern Pennsylvania Hemophilia Foundation. Stated Meeting April 11, 2019 We're here to support and thank Councilman Johnson for the resolution that recognizes Wednesday, April 17th, 2019 as World Hemophilia Day. World Hemophilia Day is an international awareness day for hemophilia and other bleeding disorders. The whole bleeding disorders community comes together to celebrate the continuous advances in treatment, while raising awareness and bringing understanding and attention to the issues related to proper care into the wider public. The bleeding disorders community in Philadelphia and the Philadelphia area is blessed with four outstanding hemophilia treatment centers at St. Christopher's Hospital for Children, the Children's Hospital of Philadelphia, Thomas Jefferson University Hospital, and the Hospital of the University of Pennsylvania. Philadelphia is also home to Spark Therapeutics, a world leader in Stated Meeting April 11, 2019 gene therapy research for the hemophilia community. Eastern Pennsylvania Hemophilia Foundation would like to show our support for the bleeding disorders community in the United States and around the world on World Hemophilia Day. I really do. You worked with us over the past year and a half, and I'm happy to say that now we've come to some consensus on a lot of issues. I want to thank you guys. But I need you also to know that we do this public a disservice when we only tell half of the truth, when we only tell half of the story. It's like we praising Cherelle Parker as a Councilperson. Let's say she owned a grocery store and I want to make some soup, and Cherelle and her grocery store sell me great carrots and she sell me great stock and celery, but then she sell Stated Meeting April 11, 2019 me bad meat. So I'm praising her because she sells the kids and children great vegetables but selling this bad meat. We all know that the Kenney Administration is wrong for taking that $22 million contract from that black-owned company in Philadelphia and giving it to a Chicago-based white company just because they couldn't give it to Elliott-Lewis. We all know that Bobby Henon, that Rich Lazer, and Johnny Doc cut the deals to give it to Elliott-Lewis before Jim Kenney was even elected Mayor. This body and this City Council cannot stand for that. They lost that contract or were disqualified from that contract over the submission of two pages? So they submitted a 327-page proposal for a contract they had for over 17 years and was disqualified for two pages electronically filed that the City just implemented just for the first time. So they implement a process for the first Stated Meeting April 11, 2019 time. The contractor that had the contract for 17 years applying to it for the first time. They omit two pages and they get disqualified, because you want to give it to Elliott-Lewis, a white company? City Council can't put up with that. It can't stand for that. Cherelle, you can't be a hero and a champion for black people some of the time. We need you to be a hero all of the time. You can't make -

I own International Foods and Spices located in Councilwoman Blackwell's district. I have owned this business for 31 years. We specialize in importing hard-to-find foods from many cultures. The beverage tax has impacted the sales of my business and I only order a quarter of the amount of products, beverage drinks, that we originally sold. Just an example, a case of juice that we used to sell for 14.99 with the tax now added $6 and the cost has risen to $21, and nobody wants to pay a 30 percent markup on a product. The beverage tax has driven customers away. The taxes and fees for operating business in the City of Stated Meeting April 11, 2019 Philadelphia are increasing, but the profits are decreasing due to misplaced taxes like the beverage tax. Tracking the tax is also expensive. My accountant is charging more for his services for the effort of tracking these new costs, and I can't blame him for that. He's doing extra work. My distributors are not large and sophisticated enough to track the extra expenses, so if I want their product, I have to figure out the tax on my own. So please repeal this tax and help us stay and do business in the City of Philadelphia. Thank you. (Applause.)

My name is Mohar Yousef and I'm here to support Resolution 170408 prohibiting the suspension of the elementary-aged student. I support increased education funding for our children, but I'm not -but I do not think the Philadelphia beverages taxes is the right way. I own Quick Stop located in Council Squilla district. I have owned the store for almost 25 years. My current gross sales almost decreased by 50 percent. Before the taxes, I have -- before the beverage taxes, I have almost 14 employees. After Stated Meeting April 11, 2019 the taxes now, maybe I have nine, sometimes seven, depends on that week. Sometimes I thought I'm doing something wrong as businessman. Sometimes I think there's something wrong. Then when I talk to my supplier sometimes coming to the store to give us supplies, they say it's all over the City. It's not only in my store. I'm here just -- I just -please, I just here just to tell you please repeal that tax so maybe we can continue our businesses.
If you want to talk about -- if anybody wants to talk about the beverage tax, Monday 4:30 is the public testimony for anything relating to the City's budget. Good afternoon. My name is Denny Dong. I am in support of 170408 for prevention of suspension of elementary-aged kids. I'm here representing my mom's little shop, Riley Deli. We're located in District Nine. As much as I'd like to see all the extra help to help our kids, our young generation growing up, I'm also Stated Meeting April 11, 2019 against the uses of the Philadelphia beverage tax. I'd like to increase educational funds, but I don't like the way it's being done, especially since we're in a store two blocks away from another county, affecting our business 25 percent of our beverage. We're just a small eatery, a small ma-and-pa shop. I'm not trying to do much other than, please, Councilpeople, can you relook at it, see what else you could do. It's just hurting us. We're working very hard for just a small shop. Thank you, and I hope you guys have a nice one.
My name is Fernando Suarez. I represent The Small Business Union. We just saw a few people here that are small business owners, but I represent 1,000 of them. There's about 2,300 grocery stores in the City of Philadelphia.
Are you going to talk about the school suspension?
I support the Bill 170408. Definitely we need to educate, educate, educate, especially our children. Our city is taught by that, but with the beverage tax, the sugar tax, I do not agree that that's how it should be funded. If we take these 1,000 stores that I represent -- and I'm here during tax season. This is my heaviest time. These business owners cannot be here Stated Meeting April 11, 2019 right now. They used to have employees, and I'm doing their tax returns this year. I see they are reporting less employees, less sales by about a general 30 to 40 percent less. We are a billion-dollar industry, just these 1,000 stores. If you multiply a billion dollars by 30 percent, start taking a look at the tax dollars that we're losing as a city. This year alone, there was reports from the Inquirer there was hundreds of millions of dollars misallocated here in the City of Philadelphia. I want you to take a look at the numbers on the big scale, not just one store at a time. If we added all the store owners that really should be here, it would be 1,000 or 50 or 60 or 70 more, but they can't. They're employing less people and they're sitting behind their cash register. They can't be here today. I want you to understand, they would be here today, and that's what I Stated Meeting April 11, 2019 represent. Please take a look at the numbers all added up together. The City of Philadelphia is decreasing its revenue just because of this. It's not increasing it. It's really coming down. I support the education. I support the preschools. We all need that. We need to take care of our children, but it's affecting our economy here in the City of Philadelphia. Thank you.

Good afternoon. My name is Joselito Vinas. I support the Resolution 170408. I support increasing educational funding for our children, but do not think that the Philadelphia beverage tax is the right one. My family, we own several store called the Eight Brothers in the City of Philadelphia. The beverage tax has caused a drop down sale of 30 to 40 percent of business, beverage sale tax. Stated Meeting April 11, 2019 I'm also concerned about all the businesses being able to survive. Philadelphia, West Philly shop closed down and all the business have closed down because this tax is really, really hurting us. And not only the stores, it's also hurting the community because (unintelligible), it's the citizens of Philadelphia who pay the taxes. It's really hurting -- like every day I see 30 or 40 or 50 kids come into my store to buy lunch for their school, and I see every one of them kids buy a sugar drink and they have to pay -- I say I gonna have to collect the 30 cent on a bottled product -- they have to pay 30 cent more than what they should really be paying. I think that you guys need to look at that, and I need you guys to really look and repeal that tax. Thank you.

I'm here to remind you again that many, many groups are still opposed to this project. We remain opposed to this project from a public health perspective. People unable to breathe the air in their neighborhoods, air fowled by fossil fuel emissions. We also remain opposed to this project from a climate perspective, that physics demands that we must not invest in any new fossil fuel project. We remain opposed to this project from a financial perspective as well. It does not appear that it will be making as much money as advertised. Stated Meeting April 11, 2019 Just a reminder, this project is not needed to heat our homes. This project is not needed. We, therefore, recommend that we cancel this project and ask that each of you vote no on Bill No. 181063. I ask that we focus our energy on transitioning PGW to a more sustainable entity, one that does not require it to sell more and more gas to remain viable. Four murders every night. Highest murder rate in ten years. Twenty-six cranes in the City. One percent of the contracts, five percent of the jobs. Just came out this morning that the City will be raising taxes in 2020. The Mayor said that the Office of Property Assessment messed up on the assessment of properties in poor neighborhoods, but yet they haven't stopped the Sheriff Sales. It's just unfair and unbelievable. I think we acted within Stated Meeting April 11, 2019 our rights last time we were down here testifying at the hearing, because we are fighting for our lives and we're fighting for our homes. You're taking our homes. You're just doing everything. People are being murdered in the City every night. Nobody is doing nothing about it. All you hear is no suspects, no motive. It's unacceptable. People are getting murdered. Our children are being murdered. Just had a little child commit suicide just because he was being bullied in school, 11 years old. Nobody is addressing the real problems. You're talking about across the street with those business owners underground. What Philadelphia does is, they put their poor people underground, and it's unacceptable. And the same thing that we were saying, only thing what we're saying is the same thing even with Councilman Domb, we don't want his salary for our children. We want him to pay his share of real estate taxes, just Stated Meeting April 11, 2019 like you want us to pay our share. You give $140,000 a year to our children in salary. We don't want no 140,000. We want the $5 million that you own in property taxes. Pay your taxes and we'll be able to keep our schools open. But it would have been truly appropriate for Councilwoman Reynolds Brown to introduce and move this through all of the members of Council, but particularly the female members of Council. Ms. Thornton was in a class by herself. She sat upon the top of the Belmont Plateau in the Belmont Mansion and gave a whole nother level of professionalism, advocacy for history in the City of Philadelphia and a passion to restore an otherwise less than loved Stated Meeting April 11, 2019 4/11/19 - STATED - 2ND READING building. She spent a great deal of her life fighting for that property, also recognizing its role in bringing to the forefront our history in this city. She will be missed. Thank you very much, Council President. I was invited to speak at Chestnut Hill College on Tuesday about Asian Pacific American Heritage Month, and I talked about the history, untold and mis-told. And then when I arrived home, I was looking at my social media and saw in my feed a comedy routine from the previous week where an Asian American female comedienne was going through the routine of ridiculing Asian American men. Seen it many times. Stated Meeting April 11, 2019 a standard. I just noted the date, April 5th. April 5th is National Go For Broke Day. And I'm sure she doesn't know what that is, like most people. It is a tribute to the 442 Regimental Combat Team Japanese Americans who left the internment camps to fight in World War II between 1943 and 1945. A movie was made about them in 1951, because they're the most highly decorated unit in U.S. military history for their size and length of service - 21 Medal of Honor recipients, 52 Distinguished Service Crosses, 560 Silver Stars, 9,486 Purple Hearts. Thousands killed in action and wounded. Lieutenant Young-Oak Kim, one of the Distinguished Service Cross recipients, a Korean American, was asked if he would like to be transferred because he was Korean serving in a Japanese unit, and he responded, we're all Americans. Over 70 years later, Chinese Stated Meeting April 11, 2019 veterans of World War II were finally recognized with Congressional Gold Medals. And so history is important. I thank them for their service, sacrifice, and heroism for our country. Thank you.

One, I want to encourage individuals to sign up for our annual Point Breeze 5K run/walk and health fair that's going to take place on Saturday, April the 27th at 8:00 a.m. at Wharton Square Park, 24th and Wharton Streets. So I encourage everyone to sign up a team and come on out and get your run/walk on. But also, Council President, Stated Meeting April 11, 2019 then, we get a chance to move the ball forward here in City Council, and I'm proud to have been working in partnership with yourself and Councilman Curtis Jones on advocating for the new community grant program that the Mayor's Office has rolled out. The maximum amount of money that community groups, which we call boots on the ground, can apply for is $20,000. This has been a long day coming. We've listened to the advocates. We know how critically important it is when we talk about addressing the issue of youth gun violence. We can't arrest our way out of this situation. We have to make sure that we have violence prevention programs. And if we tell our young men to put down the guns, we need to also be able to step up with resources to give them an alternative to standing on the corner and living a life of crime and violence. And so I just wanted to commend Stated Meeting April 11, 2019 advocacy, commend Councilman Curtis Jones for his advocacy, and also commend the Mayor and his staff and his team for being responsive to our request to make sure we're supporting the boots on the ground community advocates who are on the front line day in and day out addressing the issue of gun violence. And so I just wanted to state that for the record. Thank you, Council President.

Yes. Very briefly, Mr. President. I too want to join in support -- no; congratulate Councilman Bill [sic] Green. My sisters and I are avid March Madness fans and have been since my brother who was at University of Pennsylvania went to the Stated Meeting April 11, 2019 we paid a lot of attention to what was going on and were texting each other back and forth. What I was struck by most was after Monday night's victory, the head coach, Tom [sic] Bennett, told CNN about his method to motivate students after their devastating loss in the tournament last season. He said, and I quote, when they come into my office, I got a poster of Rocky on the steps and I told them, I just want a chance at a title fight one day. Thanks to the inspiring image of Rocky on the Art Museum steps, Coach Bennett motivated his team to reach new heights and now they are indeed champions. So my staff and I thought it might be quite appropriate if we gave to my colleague Councilman Bill Green a picture of Rocky Balboa on the steps. We want you to put this in your office and hope that it too will inspire you to be a Stated Meeting April 11, 2019 short days. Congratulations, Councilman Green.

I'll make sure I share those comments with other graduates of the University of Virginia, like State Representative Jim Roebuck, who was the first African American Student Body President of the University of Virginia, as well as former Judge Renee Cardwell Hughes, and someone that worked in this body, State Representative Morgan Cephas. So we will share those comments and Stated Meeting April 11, 2019 to remind my colleagues that the Philadelphia Cultural Fund will be having a briefing immediately following Council. Lunch will be provided. It will be in the Caucus Room. Tomorrow the Sustainable Business Network will also be having a briefing regarding green stormwater infrastructure at 1 o'clock in the Caucus Room. Lunch will be provided. And then, finally, I just want to thank the Administration, specifically our Chief Administrative Officer, Christine Derenick-Lopez, working with me on the legislation that we introduced today regarding a local procurement initiative. Last year we were able to pass the Best Value Initiative, which was a way to make it easier for local businesses, especially businesses of color, to do business with the City of Stated Meeting April 11, 2019 procurement initiative, small businesses will not have to go through an RFP process for contracts for the City of Philadelphia for certain amounts. Most cities around the nation do not have the same threshold that we have. Anything over $34,000 we need to do an RFP process here in the City of Philadelphia. That's very burdensome for small businesses, especially businesses of color, and many do not even decide to participate in that process because of the challenge of doing those type of RFPs. So the legislation that was introduced today, we will continue to have conversations and find additional ways to help our local, especially businesses of color, to do more business with the City of Philadelphia to help us address poverty in our city.
