Thank you very much. That concludes our Calendar. Are there any speeches on the part of the minority? And the Chair recognizes Councilman Oh.
Thank you very much, Council President. I raise an issue and I believe it is being corrected as we sit here, but unfortunately it has not been corrected for over a year and, that is, that this Council body passed legislation creating a tax credit for employers who hire returning veterans in the City of Philadelphia. That was amended to increase to $5,000 for a full-time employee per year for three Stated Meeting September 8, 2016 to my attention last year that the City's website provided outdated information, which stated that that tax credit ended in 2014. It provided an outdated worksheet and application form, and unfortunately that means that employers cannot process the application for the tax credit. Now there is no mention of this tax credit on the current Revenue website and, therefore, nobody can apply for this tax credit. I did raise this issue several times. I believe it is now being addressed, but I am letting people know that the City of Philadelphia does have a tax credit for employers who hire returning veterans, and that tax credit is in effect from June 2014 to June 2020. And so I do urge the Administration to correct that as quickly as possible. Thank you very much.
Thank you, Councilman. Thanks for Stated Meeting September 8, 2016 attention. Speeches on the part of the majority? The Chair recognizes Councilman Jones.
Thank you, Mr. President. Thirty-two years ago we started celebrating nationally Minority Enterprise Development Week, and it's been an ongoing celebration in the City of Philadelphia and we are, in the first week of October, going to celebrate it again. But more recently in these Chambers, it was recognized the importance of small business to the local economy. It started with the beverage tax debate last session, and I think it was Councilwoman Parker raised the issue of the lack of ownership by local businesses on the commercial corridors that would be impacted by the sugary drinks tax. And thinking about it, I thought about it, and over those 32 Stated Meeting September 8, 2016 years, it is true the local ownership, whether it's replaced by national chains or whether mom and pop shops just have gone a different direction, local ownership has decreased on our corridors. It was again raised yesterday by, I believe, Councilman Green talking about a strategy that the City of Philadelphia needed to have to really address this issue to make sure that people who live here, who benefit by living here, should also benefit in the consumption of goods and services in the City of Philadelphia. By way of impact, small businesses represent 98 percent of all new growth in America, and in Pennsylvania, I believe we have 98.2 percent of the employment that is done is done by small businesses, other than government, other than big universities. It is the small businessman that makes this happen, but in particular, in our neighborhoods, at the micro level. Stated Meeting September 8, 2016 the impact of Denise's Bakery on North 22nd Street and how she is a fixture of that community or whether you talk about the McDonald's that was introduced a resolution recognizing the independent owners and what John Dawkins says meant to individual communities throughout Philadelphia or whether you talk about Marta Diaz who used to have a butcher shop and she lived above it for dozens and dozens of years, that that kind of merchant, that kind of entrepreneur on the 100 commercial corridors is the glue of most communities. And I'm calling on the Commerce Department, in conjunction with us, to develop an attraction and ownership strategy locally. This is something that Wilson Goode and I have talked about, even before either one of us was elected, at PCDC, but we want to reinvigorate that kind of thought process as we deliberate in our budget. Stated Meeting September 8, 2016 end, Councilwoman Parker and myself are co-sponsoring a small business workshop. It's called Ready, Set and Grow, on October 3rd, and it's going to be at the local -- what is that -- pipeline right across the street, but it's going to be with the intention of figuring out how we can get more Philadelphians to benefit from the local economy and keep that synergy of money in the community. Thank you, Mr. President.
Thank you, Councilman. Good point. The Chair recognizes Councilwoman Gym.
Thank you very much, Mr. President, and good morning still to all of our colleagues. We're moving very quickly today. On Tuesday, the Supreme Court of Pennsylvania will determine if children across this Commonwealth deserve their day in court. Our state system of Stated Meeting September 8, 2016 is seriously broken, and next week we will have, for the first time in more than a decade, a chance to hear a different way of looking at how we fund public education. Local communities have too often been forced to pick up what has not been funded at the state level. This body in particular has delivered funding to the Philadelphia public schools by more than $400 million in the last five years, but it's not sustainable. And this is a state that ranks at the bottom of the nation in terms of the funding gap between the poorest school districts and the wealthiest school districts. We don't have to go outside of Pennsylvania to -- or outside of Philadelphia to understand what that looks like. It means that we had 77 students in a gym class at Mastbaum. It means that we had hundreds of teacher vacancies last year. We've done a huge lift at the local level and we've gone as Stated Meeting September 8, 2016 can, and it's time for Harrisburg to step up. It's time for us to have a serious conversation about what it looks like and what it takes to fund our schools, but ultimately it's going to come through a mandate that's constitutionally based, that's delivered with force and emphasis, and we're going to look forward to having that day in court. But beforehand, I want to thank all my colleagues and particularly Councilwoman Blackwell, Councilmembers Domb, Green, Henon, Quinones-Sanchez, Reynolds Brown, Squilla, and Oh, who are going to come together and sponsor a singing concert for our schools on Monday, the 12th. We welcome everybody out to Dilworth from 2:00 to 6:00 p.m. We're taking it over. We've got marching bands, step teams. They're all coming in. We've even got somebody from Erie coming in all the way over here. We welcome any and all colleagues to come and say a few words to Stated Meeting September 8, 2016 means to have a voice on school funding and seeking justice for our young people all across the Commonwealth, not only just for Philadelphia but for all children. And then on Tuesday, we welcome you here in City Hall in the Supreme Court to hear a case that's been a long time coming. So thank you very much, Council President. Thank you very much to my colleagues too.
Thank you, Councilwoman. The Chair recognizes Councilman Domb.
Thank you, Council President. I want to also thank you for the hearing yesterday on what I would view as the financial health of the City. I personally loved it, and I think it's such an important issue, because without a healthy city, we all have nothing. And I think what this hearing Stated Meeting September 8, 2016 was that cities of our size that have a population base of 500,000 to 4 million, we, according to our three rating services, are at the lowest level of ratings, and it's because of fund balance and pensions. And I also want to commend Matt Stitt and Bob. They did a great job with putting together the information for us for this hearing. But I want to really call to the fact that this is such an important issue for the future of our city, not today but just in five, ten, and 15 years. This is the long term we need to tackle. We need to have a goal and get this fixed. And two big areas which I've been talking about and everyone is talking about is collecting our delinquent taxes across the board and fixing OPA, especially in the commercial assessments. Those two areas we believe are in excess of a hundred million dollars that could come to the City every year. So tackling those is crucial, and Stated Meeting September 8, 2016 our bond rating where it is or raising it and not letting it deteriorate. That's a real focus that I appreciate your calling that hearing yesterday, because I think that's very, very important. Thank you.
Thank you. And thank you for your dogged persistence on this very important issue. The Chair recognizes Councilwoman Bass.
Thank you, Mr. President. I just wanted to invite everyone out for our Responsible Business Operations bill signing, which is going to be held next Monday, September 12th at 4:00 p.m. at 5708 Germantown Avenue, and anyone who knows that location, which is Germantown and Chelten, the business that was there, which is now shuttered, was a notorious, what we call, stop and go, which was closed by the Liquor Control Board, and we're having our business bill Stated Meeting September 8, 2016 want folks to know that there are new tools out there that are available, so that if you have a nuisance business in your neighborhood, there are things that can be done. And so if you have a business that has illegal consumption of alcoholic beverages outside of the property, illegal drug activity, litter on the sidewalks, unlawful street or sidewalk obstruction, gambling, loitering, public urination or defecation, that these are all behaviors that will come under fire. And some people will say, Well, I've never seen businesses like that. People have said to me, Where is this kind of thing happening? Well, there it is. It's happening all over the City of Philadelphia, but typically in certain neighborhoods. And so we want to attack the problem at the root. We want to let folks know that if you operate a business, you cannot stay inside and say Stated Meeting September 8, 2016 do about what's happening outside. I'm responsible for what happens outside on the sidewalk of my home, and they're responsible for what happens outside on the sidewalk of their business. And so we want folks to know that we're not interested in being in any sort of way against the businesses that operate in our neighborhood that provide the important goods and services that we need, but there has to be a way of operating, and we don't just want businesses to deliver a product. We want them to deliver an experience. And so we'd love to work with those who are interested in working with us, but the bill signing will be next Monday, September 12th at 4:00 p.m. and, again, at 5708 Germantown Avenue, which is Germantown and Chelten. Thank you.
Thank you, Councilwoman, for your good work. Stated Meeting September 8, 2016 Reynolds Brown.
Thank you, Mr. President. As we look towards the 32nd anniversary of Philadelphia MED Week, I want to join the chorus of Councilmembers Jones, Parker, and Green and remind all of us that a strategic approach is important. And just today in keeping with that goal, Councilwoman Sanchez and I introduced a bill that hopefully will be successful in not only incentivizing but developing sound criteria for creating a nexus for local businesses and then offering them some level of tax credit towards that end. More will be held on that bill when it moves towards committee. And as a friendly reminder for MED Week, a number of workshops are taking place. My focus is on the rebuild and making sure we do that in a way that's acceptable to this legislative body. So I'm asking members to please Stated Meeting September 8, 2016 Tuesday, October the 4th, where we will be once again at the Naval Shipyard and we will take a serious dive and laser-beam focus on how MBEs and WBEs can actively, authentically participate in the rebuild. Thank you, Mr. President.
Thank you, Councilwoman. The Chair recognizes Councilman Johnson.
Thank you, Council President. And it feels good to be back in these Council Chambers today. So I welcome everybody back as well. I just want to invite everybody out tomorrow to my 12th annual Peace Not Guns memorial basketball game. That's where members of the Point Breeze Youth Development Basketball league will play members of the Philadelphia Police Department, all in the effort of building the relationships between our law enforcement community and members of the Stated Meeting September 8, 2016 also we take this event to highlight the issue of youth gun violence that's taking place here in the City of Philadelphia. Throughout the summer we have seen several little children being shot as well as on a daily basis young men being murdered. And so we use this type of an event to highlight that issue, but also look forward to continue working with you, Council President, after you go after lost and stolen guns and making that a priority not only in this city but also at the state, and hopefully those who are elected on the federal level will begin to take on this -- will begin to champion this issue on the federal level, on the state level, because at the end of the day, we will never continually progressively move this city forward if the City isn't safe. And so tomorrow, 6 o'clock, Chew Playground. I know Councilman Jones, one of my celebrity judges who Stated Meeting September 8, 2016 slam dunk contest. So I thank him for coming out and participating with several other individuals, but for the most part, I invite all of my colleagues to come out. I know Councilwoman Parker, who has a birthday Friday evening -- I want to put out there on the spot. She's probably like going on 30 or something like that. But nevertheless, she also expressed some interest. And I invite everybody to come on out. But at the end of the day, that event will highlight, again, building relationships between the law enforcement community as well as highlighting the issue of youth gun violence. That's 6:00 p.m., Chew Playground. This is my 12th year doing it. We've been very consistent on our mission of Peace Not Guns. Thank you very much, Council President.
Absolutely, Councilman. Thank you for Stated Meeting September 8, 2016 You're always a man of the people in your community. I appreciate that so much. The Chair recognizes Councilman Green.
Thank you, Council President. I want to echo the comments of Councilman Johnson in reference to welcoming everybody back to Council. I want to commend my fellow colleagues in Council being proactive and addressing a lot of the issues that impact our city. In that same vein, I want to remind people that tomorrow, 10 o'clock in the Public Health and Human Services Committee chaired by Councilwoman Bass, we will be having hearings on the impact of medical marijuana as it comes to the City of Philadelphia. Like some of the initiatives that other members of Council are working on, we need to be more proactive on issues as they come to impact the City. Stated Meeting September 8, 2016 is currently drafting regulations on medical marijuana. About half of the states in the union have medical marijuana. That was a conversation I had during the summer at the National League of Cities conference. So as opposed to waiting and being reactive and waiting to see how the regulations will impact Philadelphia, tomorrow is the first step in having a conversation regarding this issue so we can be proactive in reference to this issue and also start to inform the public what type of impact medical marijuana may have in the City of Philadelphia. So I welcome all those in the audience and those who may be listening to come out to a hearing tomorrow at 10 o'clock. Thank you.
Thank you so much, Councilman. The Chair recognizes Councilwoman Parker. And happy birthday.
Thank Stated Meeting September 8, 2016 you, Mr. President. I just wanted to for the record say a hearty thanks to our colleague Councilman Jones for his leadership with MED Week. I thank you for the very kind invitation to allow me to participate and join with you this year. Your kindness doesn't go unnoticed, because this is an important issue, but you've been at it a lot longer than I. So I just needed to state that for the record. I also, Council President, wanted to echo your sentiments in regard to the Peace Not Guns basketball game. Councilman Johnson has been at this long before he had the term "honorable" before his name, and I wanted to just note that for the record. And although, Councilman, I will not be able to attend, I will have some community organizers from my district there and they will be watching Jones judge, how you structured it, and we will be trying to duplicate what Stated Meeting September 8, 2016 district in the 9th. So I just needed to state that for the record. Thank you, Mr. President.
Thank you, Councilwoman. Before we adjourn, I think there's a rule that I'm not supposed to make speeches from here. So I think this is a little different, though. I just wanted to promote something that's very important to me, because it is the 10th anniversary of Strawberry Mansion Day. And as you all know, I grew up, born and raised in Strawberry Mansion. (Applause.)
And I got to tell you, we are going to have some of the best old-school bands out there. So it will be the battle of the bands. Come on out, hear some good music, some good food, and it's a great experience. I already invited all my colleagues. So come on out. A whole lot Stated Meeting September 8, 2016 dogs, hot dog, burgers, chicken, ice cream, whatever. It's going to be there. But, more importantly, that music is going to be awesome. So I just wanted to say that. Saturday, Boxers' Trail run, starts at 8 o'clock. So if anybody wants to do a 5K, it's a pretty interesting race. In the old days I used to do it, but I'm way beyond that, so I will simply watch and put the medal on the winner. But please come out, 8:00 to 10:00 on Saturday, September the 10th. We're going to have a blast out there. So with that, I want to thank you all very much. Welcome back to the Council Chambers. And, Councilwoman Reynolds Brown, I'd ask for a motion to adjourn.
Yes, Mr. President. I move that Council stand adjourned until Thursday, September 15th, 2016 at 10:00 a.m. (Duly seconded.)
