It's been moved and properly seconded. All those in favor? (Aye.)
The ayes have it, and that resolution is adopted.
There are no other resolutions on the Final Passage Calendar, Mr. President.
Thank you very much, Mr. Decker. Are there any speeches on the part of the minority? And the Chair recognizes Stated Meeting Invocation February 4, 2016
Thank you very much, Council President. I'd like to note that this Chamber is quiet today. It's quiet because Councilman Squilla exercised great leadership and reasonableness in meeting with the leaders of the music industry. And in speaking with them, you know, he heard them and he acted in a democratic process, and today shows how much they believe in his sincerity and they understand that he's trying to do a good thing and they understand that he will continue forward but with their input, and I'd like to really express to him my admiration. A lot of politicians would dig their heels in. He certainly didn't do that, and as a result, our city is labeled a pro music city, a city of the creative economy. So thank you, Councilman Squilla.
Stated Meeting Invocation February 4, 2016 you, Councilman. Speeches on the part of the majority? And the Chair recognizes Councilman Henon.
Thank you, Council President. I just wanted to make a comment on a resolution that Councilwoman Helen Gym has introduced today along with yourself, Curtis Jones, Quinones-Sanchez, Blackwell, and Derek Green. There's kind of a cause and effect that happens with the quality of life in our neighborhoods because of the irresponsible social injustice that comes along with hedge funds and the banks in our neighborhoods and there's an effect that we're left with. And I think about all the hard work and the passion and admission that former Councilwoman Tasco put into predatory lending and these practices that created the mortgage crisis that we have here. So I want to Stated Meeting Invocation February 4, 2016 look at that as a Council and taking a look at it in depth, because the sale of these distressed mortgages are extremely concerning. The social injustice, the adverse impact that they have in our neighborhoods, and when these mortgages are sold, people fail to realize that these homeowners, not only are they forced out, that the communities are not only losing neighbors, they're losing friends, they're losing family members, but it ends up with a vacant house that also goes often unmaintained. And then the sale of these distressed mortgages breeds blight, the possibility of crime, and it lowers the property values. And we have all the data that supports property maintenance violations and all of the other violations that decreases the property value near 20 percent in our neighborhood, and that is the start of the window theory, the broken window theory, where it just brings everything else down and it Stated Meeting Invocation February 4, 2016 our neighborhood. So if you think about what an investment property looks like, most of the banks and the hedge funds who are the investment owners, they don't live near the property, and when it remains vacant, here's what happens: the weeds grow, the yards get unkept, people dump things, the roof caves in, the windows are broke, and the storms cause all kinds of other property maintenance violations with sewage pipes and the pavements. So they don't maintain the properties. And I have held hearings, along with this Council body, several times in the past dealing with bad investors, bad neighbors, bad actors when it comes to absentee landlords, and I plan on doing the same, and I think this is a perfect opportunity to talk about the effect that it has on the social injustice of the cause on what we're left with in our neighborhood. And I think it's time that we continue to look deeper into this and Stated Meeting Invocation February 4, 2016 neighborhoods. So I'll be holding hearings, joint hearings with Public Safety and L&I as we had done before, subpoenaing landlords, subpoenaing property managers, subpoenaing banks in foreclosures on the unsold properties, unkept properties, especially now in light of this with the great work I think this Council is going to do with the concerns that we have here on the predatory lending and mortgage crisis that we have, so nobody else who doesn't live in our neighborhood and doesn't live in the City of Philadelphia should dictate when and how our neighborhoods are kept. So I applaud all the Councilmembers and sponsor of this bill in looking at this deeper. Thank you.
Thank you, Councilman. The Chair recognizes Councilwoman Gym. Stated Meeting Invocation February 4, 2016
Thank you very much, Council President Clarke, and thank you very much my colleague, Bobby Henon, for framing up the issue. I especially want to thank all my colleagues on Council, my co-sponsors and those who signed on to this bill to support today's resolution that talks about how we are going to craft a message to our federal housing agencies to change the way they restructure the sale of distressed mortgage notes. Today, across the country locally elected officials and community organizations are calling upon all of our federal housing agencies to end this process of mass auctions for distressed mortgages to Wall Street speculators and instead to prioritize the bulk sale of delinquent mortgage pools to local non-profit housing agencies. Since 2012, the federal agencies - HUD, Fannie Mae, and Freddie Mac - have auctioned off nearly 200,000 Stated Meeting Invocation February 4, 2016 90 percent of these mortgages have been sold to hedge funds and private-equity firms. A national investigation by the New York Times revealed that a shocking number of these resales move quickly into foreclosure and then are snapped up by developers. In January, Fannie Mae announced that it will conduct its largest sale yet of thousands of delinquent mortgages that will take place in the coming weeks. This is why I am proud to be part of Philadelphia City Council, which is pushing back against such practices and standing up for the public interest. We are not going to be alone. Last September, I joined Senator Elizabeth Warren and municipal officials across the country to demand an end to this practice and uphold our Council's responsibility to preserve homeownership and create more affordable housing. We Stated Meeting Invocation February 4, 2016 at our hands. We have CDFIs, community development financial institutions, which could buy these delinquent mortgages and work to save homes from foreclosure. Their best practice involves involving our own municipal Land Bank that are preferable to mass auctions to Wall Street agencies. We should know when these auctions are moving in our city and make sure that federal agencies sit down with local government bodies to pursue alternatives that get these mortgages into the hands of mission-driven non-profits or into our Land Bank. And given the timing, we especially want Fannie Mae to talk with our city and our non-profit partners before selling off one more troubled mortgage to another outside speculator. I'm proud to do this also as a board member of Local Progress, an organization of passionate and progressive municipal officials and an organization, not surprisingly, founded Stated Meeting Invocation February 4, 2016 brilliant, passionate, and forward-thinking colleague Wilson Goode, Jr. In the coming weeks, our office will be working closely with the Council President's office, all of you, and the broader public to craft a letter to HUD, Freddie Mac, and Fannie Mae that outlines our concerns and helps figure out a local solution that protects our families and rebuilds our communities. I see this as a partnership among all of us, and our office is always open to discussing this issue with you, with the broader public, and I look forward to it. Thank you very much.
Thank you very much, Councilwoman. The Chair recognizes Councilman Johnson.
Thank you, Council President. I want to first and foremost thank you for appointing me to Stated Meeting Invocation February 4, 2016 Councilman Curtis Jones and several other members of the law enforcement/criminal justice community on the newly established Special Committee on Criminal Justice Reform. Similarly, to complement your efforts, I introduced today a bill seeking a Charter change to establish a Commission on Youth Gun Violence. This issue has always been a passion of mine, and earlier this week I had to visit a friend that I've grown up with whose son was murdered in the streets of Philadelphia, which has become all too often the norm, a young man shot more than 30 times, and, you know, this has been a similar act of senseless gun violence that has taken place on a regular basis day in and day out. And so my sole focus and effort is to begin collaborating and working in partnership with our Councilmembers, the new Administration to make sure that we Stated Meeting Invocation February 4, 2016 issue is the number one issue that we're addressing, specifically as it relates to saving our young people, because at the end of the day, we're never going to move forward as a progressive city if the City isn't safe. My son won't grow up in a neighborhood free from violence if we don't make sure that this is the number one priority. Young people should never have to walk outside fearing that they may be robbed, shot or dodging bullets. And so I look forward in making sure that we engage on this issue from a variety of different public and private partnerships but, most importantly, listening to the community. And so I just want to thank you again for the appointment, and I look forward in making sure that we make this commission one that will really change the face of how we approach youth gun violence, specifically the issue of youth gun violence, and how it has an impact on our Stated Meeting Invocation February 4, 2016 Similarly, I called for hearings today on the issue of youth employment. I know oftentimes we get calls before the summer even arrives, in April, from our constituents asking for opportunities for young people for gainful employment throughout the summer, but also as a way and mean to help our young people get off the corner. So I do look forward in finding ways, creative ways, and I'm going to actually seek the partnership and work in conjunction and put her on the spot, Councilwoman Cherelle Parker, because I remember when I served in the State House with her, I would go up to Ogontz Avenue and participate in probably one of the biggest youth employment fairs that the City of Philadelphia has actually seen. And so I believe that those type of initiatives can be duplicated citywide if we work in partnership with the Administration but, most importantly, the Stated Meeting Invocation February 4, 2016 sector, making sure that organizations such as the Greater Philadelphia Chamber of Commerce, PIDC, they put some level of skin in the game. How can we have the greatest city when it comes to eds and meds, but we don't have a pipeline, a school-to-career pipeline, with our young people? We don't do PILOTs, so there should be some level of giveback as it relates to providing young people an opportunity to participate in our workforce. So I just want to thank all my colleagues for affirmatively voting particularly on that resolution and look forward to getting to work on those two key issues. Thank you very much and take care, Council President.
Thank you, Councilman. The Chair recognizes Councilman Jones.
Thank you, Stated Meeting Invocation February 4, 2016 rise to recognize the fact that February is Black History Month. Carter G. Woodson established it. At first it was only a week, and then society was generous enough to give us a month. Names like Martin Luther King, President Nelson Mandela, soon former President Obama will all be a part of future celebrations in classrooms and workplaces to honor their contribution internationally and locally. There will be stamps, they will be on calendars, they will be part of plays and processions and movies. But the way, when you think about it, how they got to be on stamps is by putting in the work every day. And I bring that here locally today, that people who testified today, some of them did not testify today, have real life issues that in our processes as we do hearings, as we change laws, as we impact budgets, whether through the Criminal Stated Meeting Invocation February 4, 2016 you put together that I'm proud to be a part of or through the legislation that was introduced by Councilwoman Gym and what we are going to do next week dealing with locally the Sheriff's Department, the service of official documents to take a look at from a hearing we did a while ago, the way we get on -- and I never want to be on a mural ever, but the way that you earn your way on that Black History Month calendar is to put in the work on tough issues every day. And I'm really encouraged by my colleagues, and I got excited about the retirement thing that you're talking about, because I'm closer to that than graduation. You know what I mean? So it's real. It's real out there. But those kinds of issues are what your leadership and this body puts in every day. And we sometimes aren't on the same timetable as people who have a sense of urgency, particularly when you're facing losing your home and Stated Meeting Invocation February 4, 2016 homelessness, but it is a process by which you make long-term change, sustainable change. You have to find resources through a budget, when we talked about it today. You can't just say I want criminal justice to change. Somebody said in this Chamber once, yeah, we want to do good, but we doggone sure better know how much "good" costs. And as we go through those processes, we just hope that our constituents can hold on just a little longer while we try to make a real difference for all of you. That's how you make history, Mr. President.
Thank you, Councilman. The Chair recognizes Councilwoman Reynolds Brown.
Thank you, Mr. President. For the record, I'd like to remind my colleagues that annually we celebrate African American History Month Stated Meeting Invocation February 4, 2016 save the date of Thursday, February 25th, we will again have a very culturally rich experience. My remarks go to the universal pre-K, and I'm following this issue closely because you may recall, Mr. President, that then-Councilman Clarke urged me to negotiate with Councilman Brian O'Neill on my very first bill here, which was a zoning bill for child care. And that bill has actually been attempted by former Councilman John White and dearly beloved Happy Fernandez, but after reading the testimony of a decade before me, we were ultimately successful in winning and gaining a win-win scenario with my very first child care bill. So this afternoon I'm speaking now about the implementation of the universal pre-kindergarten program we're all anticipating here in the City of Philadelphia. As Vice Chair of Council's Committee on Education, I was proud to Stated Meeting Invocation February 4, 2016 and several members of City Council earlier this week where the Commission on Universal Pre-K formally released its draft -- and the operative word here is "draft" -- report to the Kenney Administration and to our legislative body. I want to salute the chairs of that Commission, Sharon Easterling and Dr. Loretta Sweet Jammott, for lending their brilliant expertise, time, and sacrifice on this matter. And the record should reflect that it was Councilwoman Jannie Blackwell who initially introduced this legislation last year so that we can closely examine this issue. It is a fact that early childhood education is indeed one puzzle required to end the cycle of poverty in Philadelphia, and what we know in the words of Victor Hugo is that he who opens a school door closes a prison. He who opens a school door closes a prison. Stated Meeting Invocation February 4, 2016 of data that backs up in fact that research; that is, early childhood education is a proven way to break the prison pipeline. It's a fact also that 44 of 50 states in the United States already have universal pre-K. 44 out of 50. So Philadelphia is poised to get in line and make it real for the citizens of our city. As we go down this road to implement universal pre-K, there are a couple of important issues that were raised this week that need to be underscored, put in capital letters, and bold print. It is crucial that we increase and maximize community engagement at every step along the way. Anything less than complete community engagement across all neighborhoods in this city is unacceptable. I want to thank Councilmembers Maria Quinones-Sanchez and Helen Gym who raised probing questions about ensuring a Stated Meeting Invocation February 4, 2016 And I want to thank Councilmembers Domb, Taubenberger, and Squilla for raising those preliminary questions around budget and funding. Community engagement is the concern. Making sure that there are no winners -- forgive me. Making sure that there are no losers in this process is what is percolating around whispers on this issue. So we're asking the Administration, as they've already started, to work closely with us, to be proactive with members of Council as we frame out a universal pre-K, because, yes, it is a complex issue and, yes, there are a lot of stakeholders. In closing, we want everyone at the table early. We're asking Councilmembers to respond to that draft document. And I'll close where I started, in that he who opens a school door closes a prison. We want to make Stated Meeting Invocation February 4, 2016 we want to make sure that it is equitable in the distribution of those funds across this city.
Thank you, Councilwoman. The Chair recognizes Councilman Domb.
Thank you, Mr. President. I'd like to acknowledge and thank Councilwoman Parker for putting forth today's resolution, which I was proud to co-sponsor, to call for hearings on the state of retirement security in our city. There's no question that retirement security is an issue that requires the attention of this honorable legislative body, and the City's workforce and taxpayers deserve our attention. And while I look forward to the potential hearings that will examine the issue for both the private and public Stated Meeting Invocation February 4, 2016 sectors, for the moment I'd like to focus on the City of Philadelphia. Philadelphia is approximately 45 to 46 percent funded, with an unfunded liability of over $5.7 billion and the last two to three months has grown another 200 to 250 million due to the unstable equity markets. It's probably close to $6 billion. Rob Dubow, our Finance Director, pointed out to me that the majority portion of our serious problem dates back to 1967 to 1987. 5.1 billion is attributed to that period. Actually since 1987, the City has done a pretty good job overall, but we're paying for what happened from '67 to '87. We spend approximately 16 percent of our $4 billion budget - 640 million on pensions, 450 to 460 on the old problems. Each year this share increases, along with contractual obligations. All this means is less money for what otherwise we could do as a Stated Meeting Invocation February 4, 2016 services, for education, classrooms, health and well-being of our citizens. The list goes on. But until we fix this elephant in the room, the pension, we'll never have the money. In September 2015, Moody's Investors Service issued a report that stated if Philadelphia fails to fund the pension plan on a sound basis moving forward, our bond ratings may go down. What does this mean? Higher interest costs, less appealing in the marketplace. We must do what it takes and make this as a major priority. Even if it may not seem popular in the moment, we must lead and think long term even when it requires short-term sacrifice. We must strengthen our municipal pension system that will lead to a stronger city in the future for our children and our grandchildren. Thank you, Mr. President.
Thank you, Councilman. I think we all concur. Stated Meeting Invocation February 4, 2016 Quinones-Sanchez.
Thank you, Mr. President. And staying with the theme of the African American month and celebration, I want to paraphrase Malcolm X when he said that the best anti-poverty strategy was education. And education was about preparing for our future. A few weeks ago, Council President, you honored Community College of Philadelphia for their role in the City of Philadelphia and the vital role that they need to play as we re-train and provide opportunities for our returning citizens and for the changing economy. They are not only the host of the African American book sale this week, and I encourage all of my Council colleagues, particularly the new ones, to go to the fair, and while you're there, join me as Community College of Philadelphia hosts a Latino College Day with stakeholders throughout the City of Philadelphia. Stated Meeting Invocation February 4, 2016 opportunities are vital as we prepare for the future. As we talk about pre-K, public education, the K to 16 continuum, Community College is a key strategic partner in doing that, as we talk about pre-K and the workforce opportunities that it creates in training many women who look like me and in an industry so vitally important. So I want to invite all of you, come to Community College. You can do the Latino College Day. You can do the African American book fair, and my colleagues can learn about the valuable work that we still need to do around educating our young folks and cutting that pipeline to jail. Thank you.
Thank you, Councilwoman. The Chair recognizes Councilwoman Blackwell.
Thank Stated Meeting Invocation February 4, 2016 you, Mr. President. Let me acknowledge all that has been said about Black History Month, and maybe our young people would do better in school if they felt that the academic agenda was inclusive. It still isn't after all this time. We're still not there. And with regard to universal pre-K, we are excited about that and we want to make sure there that whatever happens, that all monies and programs are meted out equally. And we're concerned because I'm worried about us spending money on programs that do not hit all children or that are especially programs and private programs that we fund. That's a big issue we need to look at. And I want to also commend the Governor on holding up these Keystone Exams. We know our children can't pass them and graduate from school. So I'm glad he postponed that and is studying that issue. I still say anybody who does any job or has any focus for 12 years Stated Meeting Invocation February 4, 2016 It is only in our kids, not only our children because I know it exists across this country too, but it's unconscionable that after 12 years our children can't read, write, and count. It means that we are failing, not them. So we have a lot to look at. They tell me that, going back to universal pre-K, they want to look in the district and see programs that don't work, cut them out, and deal with other interesting ways for funding. And that's one of the reasons that we're going to have hearings somehow between now and June to talk about fairness and equity and equality when it comes to education and programs. So this will be an important year. We realize education is real important. As I've said even with regard to community schools, which is a big focus, some people would just like to have clean schools and toilet paper in Stated Meeting Invocation February 4, 2016 chance to get something that looks like other schools in other neighborhoods. So we've got a big job to do, and we're committed to doing our part to make sure that we improve the quality of life in education and beyond. Happy Black History Month, everyone. Thank you.
Thank you, Councilwoman. That concludes the speeches on the part of the minority and majority, and with that, the Chair recognizes Councilwoman Reynolds Brown for a motion to adjoin.
