Thank you, sir. That completes our Calendar for today. Are there any speeches on the part of the minority? (No response.)

Council President Clarke

There being none, the question is now, any speeches on the part of the majority? The Chair recognizes Councilman Jones.

Councilman Jones

Thank you, this week that everybody is a statistician, everybody has got their math game on overload, including Mitt Romney, where he cites 47 percent of U.S. citizens feel entitled to have food, shelter, Social Security, Medicaid, and those things that entitle us as entitlements. Well, I'd like to use some more math. And I'd like to exhibit the fact that in this city alone, that statistically we've moved the poverty line even higher, from 26 percent to 28 percent of our citizens from 2010 to 2011. I'd like to cite another statistic, that we are the second worst city in the nation when it comes to median household incomes at $34,000. I'd like to cite another statistic, that the ill-timed decision of the Supreme Court not to deal with photo ID's, a statistic that shows that less than one percent of the vote in this and George Bush from being President, and that statistically speaking, they know that you don't have to steal it all, you just have to steal enough. We want you to know statistically that's not going to stop us, that we're not real big on statistics in Philadelphia and the Commonwealth of Pennsylvania, and we're going to be hard-headed enough to do it anyway. So to that purpose, we'd like to invite all of you, in a non-partisan fashion, and I exhibit that by the participation of my colleague Councilman Oh, in an effort to "Be the Vote" block party hosted in my district September 27th from 9:00 a.m. to 8:00 p.m. at Sheppard Recreation Center, where we will be taking those 47 percent of the folk to get their ID's to be registered to vote, and we are going to do it anyway. Thank you, Mr. President.

Council President Clarke

you, Councilman. (Applause.)

Council President Clarke

The Chair now recognizes Councilman Goode.

Councilman Goode

Thank you, Mr. President. Yesterday I received a letter from a constituent named Mrs. Payne. It says, "Dear Councilman Goode, today I read the newspaper about the ten-year abatement on real estate taxes. I was born, raised, and lived in Philadelphia my entire life. My husband and I have owned two homes in Philadelphia. One was taken away from us in 1959 by Mayor Dilworth through eminent domain. In 57 years of owning and living in two homes, my husband and I never missed a mortgage payment or a real estate tax payment. We did our best to keep our property decent and in shape. It was a hardship, but we survived. "When the house next to my home first became vacant years ago, I kept away, mowed the lawn, and kept the trash from accumulating. That's what I believed the neighbors did. "Anyway, the house sold. The new neighbors moved in. I was told they got a ten-year abatement. Not only did that abatement make my home prices higher, but also increased my real estate taxes. "I thought that I would stay here, but I would have to rethink what I would do next. No one seems to care about those who stayed before the new ones came. "Sincerely, Mrs. Payne." Mr. President, even if Mrs. Payne's home was not directly affected by a tax abatement next door, I believe that every taxpayer is affected by tax abatements. Twelve years ago abatements accounted for about a hundred million dollars. Today, tax-abated properties are worth over $1 billion, ten times more, and the annual taxes not paid now over $100 million. Who was forced to make up for that? You, me, and Mrs. Payne. Thank you, Mr. President.

Council President Clarke

Thank you, Councilman. The Chair now recognizes Councilwoman Tasco.

Councilwoman Tasco

Very short comment, Mr. President. I just want to say -- I want to quote Ann Richards, who talked about one of our candidates back in the day who was running for President. Mitt Romney was born with a silver foot in his mouth. He has no idea what's happening in this country. Thank you very much.

Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilwoman Sanchez.

Councilwoman Sanchez

Thank you, Mr. President. I want to remind everyone that 15th to October 15th is Hispanic Heritage Month and invite all my colleagues to join me on Monday at 11:30 as we raise the flag. And just to add to the comments by Councilman Jones and Councilwoman Tasco, Mitt Romney said he would be better off if he was Mexican. Thank you, but no, thank you.

Council President Clarke

The Chair recognizes Councilman Green.

Councilman Green

Thank you, Mr. President. I would just like to ask my colleagues to stop discussing Barack Obama's secret weapon in this campaign, and, that is, Mitt Romney, who only opens his mouth to put in the other foot. Thank you.

Council President Clarke

Thank you. I must say that as the Council President, I'm supposed to keep a straight face up here, but you guys are difficult today. The Chair would now like to recognize Councilman Johnson.

Councilman Johnson

Thank you, Mr. President. Mr. President and colleagues, I just want to continue to focus on, as we move forward and we address the variety of different issues, and we all have our own individual passions, we are continuously seeing an increase in the level of murders that are taking place in the City of Philadelphia. My district is being impacted, and so through my Peace Not Guns task force, we are working with more than 20 community stakeholders in an effort to kind of look at how do we have a comprehensive approach from a law enforcement standpoint and a public policy standpoint to address the issue of youth gun violence and, more importantly, encourage those community leaders, who we don't always talk about, who are out there beating the streets every day in our own individual districts as well as neighborhoods and communities. On Friday at the District Attorney's Office, we're going to be working with Cease Fire Philadelphia. We're going to be showing a movie called The Interrupters. They talk about young people making positive choices, focusing on education over guns, focusing on jobs over guns, and focusing on peace and not guns. And so I want to always keep pushing forward. As we focus on making this a better city, we have to find a way to help our young people make positive choices, rather that be support systems and holding parents accountable, but also from a government standpoint, creating public policies that provide resources, resources to encourage these young men to put down their guns. And so thank you very much. And anyone in here who is interested in attending, it's going to be at the District Attorney's Office. Again, that's Friday, 12:30 p.m., and the film to be shown is called The Interrupters and it's sponsored by Philadelphia Cease Fire. Thank you very much. And I also have the support of my good friend and Councilman, Chair of Public Safety, Councilman Curtis Jones.

Council President Clarke

Thank you, Councilman, and thanks for your continued great work in this issue. There being no other speeches, I would now like to recognize Councilwoman Reynolds Brown for a motion to adjourn.

Councilwoman Brown

Thank you, Mr. President. I move that Council stand adjourned until Thursday, September 27th, 2012 at 10:00 a.m. (Duly seconded.)

Council President Clarke

It's been moved and properly seconded that Thursday, September 27th, 2012, 10:00 a.m. All those in favor say aye. (Aye.)
