This is the Council Committee on Education. Present is Councilman Rick Mariano, Councilman Frank DiCicco, myself - Councilwoman Donna Reed Miller, Chair of the Committee, Councilman Jim Kenney, and Councilman Michael Nutter. A quorum has been formed. The Chair recognizes Councilman Kenney.
Thank you very much, Madam Chairman. The purpose of our meeting here today is for me to offer an amendment to the title of the resolution, which is Resolution No. 990041, which is authorizing the City's Council Committee's on Education to hold public hearings on a proposal to require the School District of the City of Philadelphia to educate elementary and secondary school-aged children about the historical events surrounding the Great Irish Famine of 1845-1850. What I will ask to do today is have the committee approve the change or the amendment to the title of the resolution, which would remove 4 12/14/99 EDUCATION COMM. - RES. 990041 the word "require" and insert the word "request." This information was brought to the fore at the public hearing where the School District testified, and we agreed, that we do not have the ability to require the School District to do anything. But subsequent meetings relative to this issue have created a consensus within the community supporting this resolution, and with the School District, and they have moved forward to put into place a curriculum that will help to bring forward information and the historic information relative to the Great Irish Famine of 1845-1850. So I am going to make a motion now to amend this resolution to remove the word "require" and insert the word "request," and I'd ask for a second.
