Let us pray. Most loving Father, You are gracious and merciful to all. We give You thanks, Lord, and praise Your name because of Your constant love and faithfulness to us. O, God, be with us, guard and sustain us with Your wisdom and love. Help us to change the direction of increasing threats and misfortunes of America and of the world today. Grant us that we may not falter in times of prosperity or adversity. Protect our nation, our president, and all of the leaders of the country. Thank you, Madam President. It gives me pleasure this morning to present this resolution recognizing November 2001 as "National Alzheimer's Disease Month" in the City of Philadelphia. VISITOR RECOGNITION/PRESENTATIONS Whereas, the purpose of National Alzheimer's Disease Month is to raise awareness of this disease and to emphasize the importance of finding treatment, prevention, and ultimately a cure; and Whereas, it is a sad story that National Alzheimer's Disease Month was first proclaimed by President Ronald Regan. The disease is mysterious, elusive, and frustrating. It is degenerative and advances gradually, causing forgetfulness, confusion, impaired judgment, and ultimately total dependency; and Whereas, although the federal government estimates spending $515 million for Alzheimer's disease research this year alone, there is still no vaccine, no cure, and no treatment for this terrible disease, which costs so much money and physical and emotional distress endured by sufferers, their families, and their friends; and Whereas, the Alzheimer's Association is the major source of information and support for the 4 million Americans with this disease and their families. It is a national network of whose members represent the interests of those affected by VISITOR RECOGNITION/PRESENTATIONS Alzheimer's disease on every level of government and with health- and long-term care providers. The association is a strong and effective advocacy group whose members we thank for their continuing efforts. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby recognize November 2001 as "National Alzheimer's Disease Month"; Resolved further that an engrossed copy of this resolution be presented to Steven A. Feldman, Esquire, President of the Southeastern Pennsylvania Chapter of the Alzheimer's Association as evidence of our respect for him, the Association's work, and our sincere hope that the dream of prevention and cure will become a reality. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 18th day of October, 2001, signed by President Verna and all members of City Council. Thank you very much, VISITOR RECOGNITION/PRESENTATIONS Councilwoman. On behalf of the staff and the board and all of the volunteers of the Alzheimer's Association Southeastern Pennsylvania Chapter, I want to thank City Council for this recognition. It is most gratifying to have your support for our efforts in serving those individuals who are coping with this terrible disease. As most of you know, Philadelphia is one of the -- is a -- has one of the highest populations of the elderly in the country, and in our chapter alone, our chapter area alone, there are 156,000 families that are suffering from this terrible disorder. And because we have such a high population of the elderly and this disease increases with age, this number is expected to grow in the next 50 year to 550,000 people in our area alone, unless there's a cure. So your support is most gratifying, and I want to thank everyone here for this recognition. (Applause.)

The Chair again recognizes Councilwoman Tasco, who will make a presentation of a resolution recognizing November as "Energy Help Awareness Month." Will Mr. Tom Knudsen and those accompanying him please join the Councilwoman at the podium. (Councilwoman Tasco, Mr. Knudsen et al. come forward.)
Thank you, Madam President. This is a very important month, and we're pleased to present this resolution declaring November as "Energy Help Awareness Month." Whereas, the low-income home energy assistance program (LIHEAP) is a federally funded program which enables the Commonwealth of Pennsylvania to help low-income residents meet their home heating needs; and Whereas, LIHEAP is administered by the Department of Public Welfare and consists of three VISITOR RECOGNITION/PRESENTATIONS components: Cash benefits to help eligible low-income residents pay for their home heating fuel; crisis payments, if needed, to resolve weather-related supply shortage and other household energy-related emergencies; and energy conservation and weatherization measures to address long-range solutions to the home heating problems of low-income households; and Whereas, the State's fiscal year 2002 plan calls for the program to open on November 13, 2001, with the cash component closing on January 31, 2002 and the crisis component closing on March 15, 2002; and Whereas, LIHEAP is not a public assistance program. Eligible low-income households will not have liens placed on their property, nor will other assets affect their eligibility for LIHEAP benefits. Eligibility for public assistance and grant amounts is not affected by receipt of LIHEAP benefits; and Whereas, the department of Public Welfare will maintain the minimum cash component benefit of $50 to allow for the continuation of efforts to provide a meaningful benefit level to Pennsylvania's most needy, LIHEAP households, and a maximum crisis VISITOR RECOGNITION/PRESENTATIONS component benefit of $300; and Whereas, the Department of public welfare will maintain the income limit of 135 percent of the federal poverty income guidelines, which will allow for the retention of a meaningful benefit level to LIHEAP households and ensure that the most needy are being served; and Whereas, the Philadelphia Gas Works is working with the Philadelphia County Assistance Office, the City of Philadelphia, the Utility Emergency Services Fund, and the Energy Coordinating Agency of Philadelphia to provide consumers with information on the availability of federal grants and ways to conserve energy by holding an annual energy assistance briefing to provide information on grants, available neighborhood resources, PGW payment plans, and energy conservation; and Whereas, the Philadelphia Gas Works will work with elected officials, members of the clergy, Philadelphia public and parochial schools, and various community organizations to communicate the ways in which low-income consumers can get help this winter for their energy bills. Resolved that the Council of the City of VISITOR RECOGNITION/PRESENTATIONS Philadelphia declare November as "Energy Help Awareness Month" and recognize the importance of providing appropriate information to encourage every needy resident to obtain assistance to help pay their utility bills, especially during the winter months. Further resolved that the Council of the City of Philadelphia commends the Philadelphia Gas Works and all organizations that are involved in this effort to provide important information to low-income consumers. Further resolved that an engrossed copy of this resolution be presented to Tom Knudsen, Interim President and CEO of the Philadelphia Gas Works, as an expression of the sincere sentiment of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 18th day of October, 2001, signed by President Verna introduced by Tasco, and supported by everybody. Councilwoman Tasco and members of the City Council, thank you very much for honoring PGW and the other organizations who are involved in really what is a very critical function, which is to say that people who cannot afford their energy bills in the winter can get help. In this last year, LIHEAP crisis together provided services or helped people to realize and pay their bills to 116,000 Philadelphians. This is a huge number and we hope to work to increase that number even more so. And with this kind of recognition and support, I think we can do so. Thank you very, very much. (Applause.)

Thank you, Madam President. I offer one resolution. There are -which I wish to speak on. And I would ask that -it's relatively brief but important for Vietnam veterans, so I would ask if the clerk might be able to read the resolution.

Declaring November 8th as "Vietnam Veterans Day" and Honoring Those Who Served In Our Country. Whereas, the Vietnam conflict began in August 1963 and ended in May 1975, and approximately 8 million men and women served our country during this conflict, with nearly 3 million serving "in country"over this 12-year period; and Whereas, of those men and women that served, approximately 58,000 were killed or were declared missing in action; and Whereas, over 12,000 Philadelphians served in Vietnam and 645 were killed in action; and Whereas, Philadelphia is also home to both INTRODUCTION OF BILLS, RESOLUTIONS the public and parochial high school which experienced the highest number of casualties of any high school in the nation -- those being Thomas Edison High School at 64 fatalities and Father Judge High School with 28; and Whereas, on November 8th, WYBE Channel 35 will broadcast Part 1 of a documentary series called "The Weight," which chronicles the lives of 11 Vietnam veterans and news correspondent Edward Bradley, who covered the war for CBS; and Whereas, this series was written, produced, and directed by Sid Holmes, a resident of Philadelphia, and features several well-known Philadelphians, including poet Lamont Steptoe, WIP General Manager Butch Foster, Veterans Against Drugs founder Rich Montgomery, crisis intervention worker, Bennie Swans, and army nurse Marsha Four; and Whereas, it is important that we as a nation never forget the lessons learned from this conflict and honor those who sacrificed their lives serving our country during this time. Now, therefore, resolved by the Council of the City of Philadelphia that we declare November 8th as "Vietnam Veterans Day" and honor INTRODUCTION OF BILLS, RESOLUTIONS those who served our country. Further resolved that an engrossed copy of this resolution be presented to the Veterans Multiservice Center as a symbol of this legislative body's gratitude for this organization's continuing efforts to provide service and to advocate for the needs of our veterans.

A resolution mourning the passing of popular KYW TV News anchor Siani Lee. Whereas, KYW TV News anchor Siana lee has brought professionalism and elegance to the field of journalism and her pleasant personality and incredible work ethic, brought a light into the lives of her coworkers and into the homes of viewers and citizens of the Philadelphia area; and Whereas, working for WCAU TV Channel 10 and then as coanchor of the 6 p.m. news with Larry Kane of KYW TV, Siani Lee displayed exceptional journalist talents. During her impressive career, she won several awards, including the prestigious INTRODUCTION OF BILLS, RESOLUTIONS Dateline Award from the Society of Professional Journalists for her report on race relations between the Korean and African-American communities, an issue to which she devoted much of her professional as well as personal time. She also won a Philadelphia area Emmy award in 1997 for her live special coverage of the 1996 Olympic Torch Run; and Whereas, Siani Lee's impact in the community extended beyond her journalism talents. She served on the board of MANNA, which provides meals to AIDS patients in their homes, and was president of the Philadelphia Chapter of the Asian-American Journalist Association. She has also taken part in many benefits and charitable events that raise money for AIDS and breast cancer research; and Whereas, Siani Lee was an inspiration and role model to many people whose lives she so deeply touched and impacted. We, the people of Philadelphia area, are fortunate for the time we had with her, and we will remember her professionalism, elegance, and energetic personality with sincere respect and admiration. Now, therefore, resolved by the Council of INTRODUCTION OF BILLS, RESOLUTIONS the City of Philadelphia that it hereby mourns the passing of popular KYW TV News anchor Siani Lee.
