Aye. SECOND-READING - BILL 010192 The ayes are 17, the nays are 0. A majority of all members of City Council having voted in the affirmative, this bill passes.
Yes, sir. (Technical difficulties with sound system.)
Madam President, it would only be appropriate that the microphone wouldn't be working.
Thank you, Madam President. Madam President, I just wanted to ask if we might take a moment so that the various troupes and forces of the electronic wizardry around here might have an opportunity to try and get the system put in place. The Chief Clerk is having a great difficult in being heard, and if we maybe took a moment, all the guys might be able to run around and get it together.
You know, we SECOND-READING - BILL 010195 have a meeting with Public Property, and members of staff did only this week to talk about this system. I don't think it's too much better than the one that we had. And it's my understanding that during the summer months, they will be looking into it. I believe they use the same system in Washington at the White House, but maybe they don't want to be heard, I don't know. Can we check and see if we can do anything with this. We can't hear Pat. (Staffers make adjustments sound system.)
Would the clerk agree that we're ready to call Bill No. 010195 up for consideration?
Yes, Madam President. An ordinance granting permission to Williams Communications, its successors and assigns, to construct, maintain, operate, replace and remove a telecommunications system along, over, in, and under the public right-of-way and City streets, all under certain terms and conditions. SECOND-READING - BILL 010195
This bill having been read on two different days, the question now is, shall the bill pass finally? The clerk will please call the roll.
Aye. The ayes are 17, the nays are 0. A majority of all members having voted in the affirmative, the bill passes.
Excuse me, Madam President. I wasn't recognized before we voted on that bill, and I did vote against it.
I'm sorry. Did you say no? SECOND-READING - BILL 010195
And I wanted to be recognized before we voted on the bill.
I wanted to be recognized before we voted on the bill, and then I voted against the bill.
All right. So the record will indicate that Councilman Goode voted in the negative on Bill No. -
Oh, well, the Chair then recognizes you. You're light's not on. Okay, the Chair recognizes -- I'm sorry, we're having trouble. Councilman Nutter light's on; do you want to speak? SECOND-READING - BILL 010195
Thank you, Madam President. I happen to be a member of the Streets and Services Committee. And before we had a hearing on this bill, a member of the staff of the Minority Business Enterprise Council came to my office and asked me to pose some questions to this company. I didn't know anything about the company. They said they gave a phone call to the company and essentially asked if they had an economic opportunity plan that would provide opportunities for minority, women, and disabled businesses. The company said under law, they did not have to produce one, which is true. So I asked the question within the committee hearing of whether they were willing to develop one or not, even though they were not required by law. They said the would contact MBEC and they were going to resolve those issues before we took a vote on this matter. SECOND-READING - BILL 010195 That same staff person from MBEC came to my office and told me that when they talked to the same company again, they said under law, they were not required to have an economic opportunity plan. And so that's why I'm voting against the bill.
I think we'll have a roll call again. Miss Rafferty?
Thank you, Madam President. Madam President, with the new information shared by our colleague Councilman Goode, I would wonder before another vote, whether SECOND-READING - BILL 010195 -- I think the bill's sponsor is Councilman DiCicco -- whether, one, the Councilman -- he can obviously speak for himself. Does he want to have an opportunity for the company to figure out whether they can figure out a way to have an economic opportunity plan, similar to what Councilman Goode was talking about, before subjecting themselves to what sounds like a fairly significant reversal in what just took place.
I would agree to that. We thought -- I just spoke to my Chief of Staff and I thought that Mr. Roundtree had resolved some of the issues, so some of things are quire new to me, and I would ask now to hold the bill.
I'm sorry, Councilman. Your light was not on and I don't think we could hear what you were saying.
