The bill having been read on two different days, the question now is shall the bill pass finally.
Thank you. May I be recognized to speak on this bill?
Thank you very much. I'm sure that as all of us know, this is the legislation dealing with rules and regulations for the approval of permits to sell malt or brewed beverages. This has been an issue that I've been associated with for some time, and I've had issues with it. I'm 11/3/05 - STATED - 2ND READING sure it will pass, but I will consistently be opposed -- I will be voting against this resolution. We do have some -- and I respect the fact that my colleagues are working with one another to get through this process irrespective of us still having to deal with Executive Session, but there is legislation in Harrisburg that will also deal with this issue, so I believe we're a bit premature. I respect the rights of our body, but I believe the legislation in Harrisburg will help correct some of the issues that we've been concerned with, and, therefore, I'll be voting against this legislation. Thank you, Madam President.
You're welcome. Councilman Kelly, do you want to be recognized?
Yes, Madam President. I agree with Councilwoman 11/3/05 - STATED - 2ND READING Blackwell on this bill. I think that they're lumping everyone together as far as getting this approval for permits. I disagreed with this bill. I think the state is just throwing it to us. I don't agree with it, because there are a lot of places I know throughout this City that have done nothing to deserve this regulation and the extra, of course, money that it's going to take to get these permits. So, therefore, I will be voting no against this bill. Thank you.
Thank you, Madam President. I'll be voting against this bill as well. The state law required us to set up procedures by resolution or by ordinance. We have sent those procedures by resolution. The process is working. We're getting better at it. I'm not sure that this process should be written in stone as becoming 11/3/05 - STATED - 2ND READING part of the Code, particularly since I believe the legislation needs to be amended on the state level. So while I support the process and the hard work the City Council staff has put into this process, I don't believe we need to establish an ordinance at this point.
Thank you. As the sponsor of this bill, I think I'm going to suggest that we hold it for the time being, because it's my understanding that many of the state legislators are working on this issue, and hopefully by the time -- and I have to say this: I think that our staff is to be commended for doing an absolutely fabulous job. We were given little or no notice about this and very little time in which to make sure that this process worked. They've done that, and I certainly applaud them for that. And as 11/3/05 - STATED - 2ND READING I said, I am willing to hold the bill just to see exactly what will happen in Harrisburg. So at this time, I would ask the Chief Clerk to please read the title of Bill No. 050510.
