Thank you, Madam Chair. I move for the adoption of Bill No. 010508. As amended. (Duly seconded.)
Excuse me, Madam 138 10/24/01 FINANCE - PUBLIC MEETING Chair. I also request a suspension of rules.
All right. The record will reflect that Bill No. 010508, as amended, has been approved, with one dissension
I'm only objecting to the suspension of rules. I think we've begun to automatically adopt a suspension of rules rather than a providing a special reason for it, and I'm concerned about that. I think bills ought to go in the normal -- unless there's some special reasons for the special.
The reasons is because I think the clock is ticking. There are a lot of people out there who have fallen short of that date, and I want to get this bill done so that they'll feel more comfortable in knowing that the abatement will apply to them as well.
All right, then I'll 139 10/24/01 FINANCE - PUBLIC MEETING withdraw my objection.
Therefore, Bill 5 No. 010508, as amended, is being reported out of committee with a favorable recommendation and a recommendation for a suspension of the rules so as to be considered at our next session of City Council. (Duly seconded.)
The Chair will entertain a motion with regard to 010541. (Indiscernible, committee members talking over each other.)
The amended bill. COUNCILWOMAN BLACKWELL This has taken so long. All right.
Let's do it again so it's clear on the record. The committee has voted to approve the amended bill, 010508. 140 10/24/01 FINANCE - PUBLIC MEETING All in favor? Opposed? With a suspension of the rules. The ayes have it and, therefore, Bill No. 6 010508, as amended, has been approved and reported out of this committee with a suspension of the rules so as to be considered at our next session of Council, okay? All right. We will now entertain a motion with regard to Bill No. 010541.
Thank you. It has been moved -- and we also need a suspension of the rules. Councilman Cohen, would you support a suspension of the rules?
I'd like to ask Councilman Goode if there's any particular reason for a suspension.
Absolutely. I do not want to get into too many NTI issues, but this bill 24 shows strong supports for CDCs and will allow them to go out and track other private investments, even 141 10/24/01 FINANCE - PUBLIC MEETING with a quick consideration. At this point, we're contemplating NTI and people are talking about projects being held up in the CDBG pipeline. These CDCs have to actually turn economic development as of needs of broadening their portfolio. And so it's important that this bill move as quickly as possible.
All right. Then i would request a suspension of the rules.
Thank you. It has been moved and seconded that Bill No. 010541 be reported out of committee with a favorable recommendation and also a recommendation for a suspension of the rules so as to be considered at our next session of Council. All in favor? All opposed? The ayes have it and so it is passed. Let me thank everyone who is here, thank you for your patience, and have a good day.
