Good afternoon,4 Mr. Chairman and members of Council.5 Thank you for the opportunity to testify6 today. My name is Kevin Dow, and I'm the7 Deputy Director of Commerce and Director8 of the Office of Neighborhoods and9 Business Services. I'm here today to10 provide testimony regarding Bill No.11 090353 regarding an amendment to the CDC12 contribution Tax Credit Program.13 Since the inception of the14 program, the Commerce Department has15 assisted the Revenue Department with16 determining CDC eligibility and with17 reviewing new applications and renewal18 applications. In that specific role, our19 primary responsibility has been to ensure20 that the targeted communities are21 economically distressed and that all22 participating CDC use contributive funds23 for eligible economic development24 activities.25 5 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 In a broader role of the2 Commerce Department, as the coordinator3 of economic development activities for4 the City, we work closely with many of5 the participating CDC to assist them with6 their projects and programs. As such, we7 are aware of the difficulties of some8 them that are facing in obtaining and9 maintaining business partners to meet the10 current business privilege tax threshold.11 The proposed amendment would12 allow two businesses to apply jointly for13 the program tax credit and provide14 jointly the $100,000 contribution to an15 eligible CDC. The Commerce Department16 believes that this amendment will reduce17 barriers to participation in the program.18 Moreover, the amendment has the potential19 to further increase the organizational20 capacity of CDCs if both business21 partners provide advisory and technical22 assistance in addition to the funding.23 For these reasons, we support24 proposed amendment.25 6 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 In addition to this proposed2 amendment, the Commerce Department is3 supportive of an additional amendment4 that would change the annual reporting5 date for the Revenue Department from6 December 31st to June 30th. We believe7 that this change will allow for a more8 thorough and accurate program report.9 Finally, we would like to10 report that the Commerce Department is11 working along with the Revenue Department12 to develop a new reporting framework for13 the next renewal cycle that will provide14 a clearer view of the economic15 development outcomes generated through16 this program.17 Thank you again for the18 opportunity to testify today.19

Good afternoon and5 thank you, Chairman Goode and members of6 the committee, for the opportunity to7 testify today. 11 PACDC is a citywide association12 of more than 80 community development13 corporations and other organizations that14 have extensive experience revitalizing15 neighborhoods and meeting the community16 development needs of local residents. 22 As you are aware, PACDC worked23 with Councilman Goode and members of the24 committee to pass legislation last25 8 5/21/09 - COMMERCE/EC. DEV. 13 I am here today to thank14 Councilman Goode and the members of the15 committee for their leadership on this16 program and to express PACDC's strong17 support of Bill No. 24 Especially given the current25 9 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 economic downturn, this change is need to2 do ensure the continued success of the3 program. 21 Authorized in 2002, the CDC tax22 credit program's impact has been23 profound, leveraging tens of millions of24 dollars in private and public investment,25 10 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 attracting new businesses to our2 neighborhoods to expand local access to3 goods, services, and jobs, and growing4 the City's tax base. 8 One of the most encouraging9 findings of our research is the strength10 of the partnerships being formed between11 businesses and CDCs. 21 A number of businesses provide22 professional expertise and institutional23 oversight by serving on the board of24 directors of their CDC's partners. The25 11 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 benefits accruing to the CDCs2 participating in the program far exceed3 the $100,000 annual corporate4 contribution. These benefits are5 enabling CDCs to stabilize operations,6 grow programs, and build institutional7 clout that is directly benefiting8 neighborhoods for the long term. CDCs9 have a long-term commitment to their10 neighborhoods. 18 We believe that the bill before19 you today, combined with related20 modifications that are needed to the21 program's regulations to address the22 range of challenges facing participation23 by CDCs and businesses, will boost the24 impact of a critical program that should25 12 5/21/09 - COMMERCE/EC. Borski, and14 I am the Chairman and Acting CEO of the15 Delaware River City Corporation, and I am16 here today to present testimony in17 support of Bill No. 090353, allowing for18 two businesses to apply jointly for a tax19 credit for contributions to community20 development corporations such as ours.21 Allow me to begin by giving you22 some background on our nonprofit23 organizations.24 (Interruption by sound system25 13 5/21/09 - COMMERCE/EC. 17 Our corporation, our CDC, with18 the Councilwoman's help, is set to guide19 and facilitate implementation of the20 North Delaware Riverfront Greenway in21 order to enhance the City's quality of22 life, support investment in economic23 development, and provide recreational24 opportunities and community open space,25 14 5/21/09 - COMMERCE/EC. DEV. 2 The North Delaware Riverfront3 is a valuable and virtually untapped4 resource for the entire City of5 Philadelphia as well as many Northeast6 Philadelphia neighborhoods fronting on7 the river. Our city began at the banks8 of the Delaware River; and over the9 centuries, from our beginning to the10 present time, we used and abused this11 resource. 21 A properly developed,22 continuous greenway and trail system can23 provide a significant public recreation,24 open space, and economic development25 15 5/21/09 - COMMERCE/EC. DEV. 4 This revitalization, or5 renaissance, to the Delaware Riverfront6 has not happened overnight. The7 Pennsylvania Environmental Council of8 various elected officials -- again, led9 by great Councilwoman with State10 Representative McGeehan, State Senator11 Stack, Congresswoman Allison Schwartz,12 Senator Specter -- we met way back in13 1996 to discuss and try to implement a14 new initiative. We had a lot of fight at15 the time with PIDC, who was looking to16 development -- to develop more business17 use. 21 It is my belief that our North22 Delaware project led City leaders to take23 a fresh look at the riverfront24 possibilities of the entire Delaware25 16 5/21/09 - COMMERCE/EC. DEV. 4 Philadelphia has a great5 opportunity to transform the Delaware6 Riverfront into a place where industrial,7 recreational, commercial, and residential8 uses can all coexist. State and federal9 funds have been allocated for design and10 construction of several sections of the11 trail. 18 An additional $1 million in the19 state Department of Conservation and20 Natural Resources funding is being used21 for construction of the trail in22 Pennypack on the Delaware in Holmesburg;23 construction that was completed last24 November; and for a new park at Lardner's25 17 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 Point, just south of the Tacony-Palmyra2 Bridge. 5 Where we lacked financial6 wherewithal was for administrative7 purposes. 25 18 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 It has been asked of us on2 certainly occasions if the business3 partner could use two of its entities or4 partner with another corporation to meet5 the requirement. 7 If the City's requirement were8 amended to allow for this stipulation, as9 outlined in the bill before you today, it10 would make it a great deal easier to find11 corporate sponsorships within this12 program. 25 19 5/21/09 - COMMERCE/EC. Could you be a little more3 elaborate as to what your sense of the4 demand for this program is by way of5 businesses that want to participate?6
I think there's a7 relatively decent demand for it. I would8 say that the threshold of a $100,000 has9 prevented some companies from going on10 and joining into the program, and so that11 demand at that level is not where we12 would like for it to be and, thus, why13 companies haven't signed up.14 So I think the threshold,15 reducing it to 50,000, would open it up16 to a lot more businesses, not only the17 larger businesses, but we think that some18 smaller businesses that are -- that have19 the capacity for a $50,000 type of level20 would be able to join in, therefore21 broadening the scope of businesses that22 would like to participate and support23 their community development corporations.24
And a lot of25 21 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 these community development corporations2 are, in effect, synergistic to3 development in their respective areas by4 providing certain services through these5 partnerships and able to stimulate more6 business development based on their7 existence and involvement.8
Absolutely. The work9 of the CDCs and their involvement in all10 of our neighborhoods along the commercial11 corridors and creating a more inviting12 place and improving the fabric of the13 business corridors result in more people14 wanting to come, which generates the15 economic activity that is the cyclical16 effect that these businesses then take17 advantage of themselves and starts the18 whole trickle-down type of philosophy19 that if do this, then these other things20 will come along with it.21 And as the program has22 demonstrated that, we feel very, very23 confident about that. My name is Gina2 Snyder. I'm the Director of the East3 Falls Development Corporation, and I am4 here to testify in support of this5 amendment.6 Thank you very much for this7 opportunity to allow me to testify.8 Also, I want to note that East Falls9 Development Corporation is in the 4th10 Councilmatic District, and I want to11 thank Councilman Jones for his support of12 us.13 We are currently in the program14 with our partner, the Pep Boys, and this15 program has made sense to really attract16 private-sector investment into our17 neighborhood to give long-term benefits18 for the City and expand the City's tax19 base.20 Even in this economy, we have21 had several new businesses open up in22 East Falls that I am working on. We've23 also had two new current businesses that24 are taking the opportunity to expand and25 24 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 improve their business. We've helped2 them with marketing in the area, finding3 properties, and marketing their4 businesses more widely.5 We also work with existing6 businesses on events, marketing, and7 resolving issues with government8 relations. We've moved our streetscape9 project forward, we've undertaken a10 feasibility study for a business11 improvement district, and we've done12 large-scale events for the neighborhood,13 and done other work to support our local14 businesses.15 All of this is due to Business16 Privilege Tax Credit Program, and we are17 very thankful for it and think that it18 has been very effective.19 Allowing some modification of20 the program really makes sense because21 letting two businesses meet the goal of a22 $100,000 will engage more businesses to23 partner with community development24 corporations.25 25 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 Our partner, the Pep Boys, has2 assisted us in non-monetary ways. They3 have committed staff to work on us, they4 serve on the board, and they've done5 other non-monetary contributions to us6 and to the neighborhood as a result of7 their participation in the program.8 The downturn in the economy has9 lowered sales for businesses and, thus,10 has lowered the business privilege tax11 obligation to the City. This may12 threaten future participation of13 businesses in the program because of the14 downturn. And because the downturn has15 shown how difficult it can be to make16 such a long-term ten-year commitment, the17 flexibility in this bill will enable us18 to continue our neighborhood economic19 development efforts in this economic20 climate.21 And the change will also enable22 our continued participation in the23 program when our business partner's24 ten-year agreement expires.25 26 5/21/09 - COMMERCE/EC. 10 My name is Cicely Peterson Mangum. 16 I am here to express Logan17 CDC's strong support of Bill No. 21 Logan CDC, formally known as22 Logan Assistance Corporation, opened its23 doors in July of 2008. Our mission is to24 enhance the quality of life for residents25 27 5/21/09 - COMMERCE/EC. DEV. 7 We have accomplished a lot and8 have made significant contributions to9 the Logan neighborhood in a short period10 of time. After years of silence, our11 neighborhood finally has a strong,12 unified voice. The momentum is strong13 and continues to build. 18 To date, our key initiatives19 have included the following:20 The Logan Neighborhood Advisory21 Committee promoting collaboration and22 cooperation among Logan CDC, the City of23 Philadelphia, residents, area businesses,24 and community leaders;25 28 5/21/09 - COMMERCE/EC. DEV. 15 Logan CDC is seeking a tax16 credit partner to assist with our17 neighborhood economic development18 efforts. Funding through the tax credit19 partnership will provide a reliable and20 flexible stream of revenue to help us21 build our organizational capacity and22 support our operations. With only one23 year of guaranteed funding remaining, we24 have reached a critical point in our25 29 5/21/09 - COMMERCE/EC. DEV. 3 The CDC Tax Credit Program is4 an investment in our communities. 9 CDC tax credits funds are used10 to support the strengthening of our11 neighborhood commercial corridors,12 helping startup businesses with site13 selection, marketing and business plans,14 providing technical assistance, marketing15 a neighborhood's assets, and helping16 local residents obtain jobs. 24 Enthusiastic about the prospect of such a25 30 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 partnership, each business saw the value2 of making such an investment and agreed3 it was a win/win. Unfortunately, the4 conversation ended when they learned of5 the $100,000 threshold. 9 Given our recent challenges in10 finding a tax credit partner that can11 meet the threshold, the introduction of12 today's bill is timely. The proposed13 bill will allow greater participation by14 a broader range of businesses operating15 in the City that may not generate the16 required tax liability but share the same17 commitment to supporting the work of18 CDCs. 22 I want to thank you, Councilman23 Goode, for creating such an innovative24 solution to the fiscal challenges that25 31 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 Director of Mt. 3 First, I want to thank4 Councilman Goode and the rest of the5 Councilmembers for providing all of this6 opportunity to testify on behalf of Bill7 No. 9 First, I want to start by10 thanking you for the original11 legislation, which established the CDC12 Tax Credit Program. 15 As you may know, there are very16 few places where CDCs can turn to to find17 operational dollars. Most private18 foundations will only fund -- provide19 grants for programs or projects. 22 Securing these operating23 dollars has always been difficult, but in24 these difficult times it's been much25 33 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 harder. " But I10 do want to point out that in that report,11 PACDC encouraged the expansion of the12 program, and they specifically mentioned13 our organization, Mt. 18 Mt. Airy Revitalization19 Corporation is a relatively new CDC;20 we're a little over a year old. And we21 currently do not have a tax credit22 partner. We've reached out to a number23 of potential partners, and the current24 threshold of a $100,000 commitment25 34 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 annually for ten years makes it extremely2 difficult. 5 However, by allowing CDCs to6 work with two corporations, this really7 opens up some opportunities. We're8 actually in discussions with one9 corporation that's fairly interested at10 the $50,000 level for ten years. 19 CDCs have played a vital role20 in revitalizing Philadelphia's21 neighborhoods. We do this through a22 number of different ways, depending on23 what suits our neighborhood -- developing24 affordable housing, housing counseling,25 35 5/21/09 - COMMERCE/EC. DEV. 10 In our neighborhood, in East11 Mt. Airy, we've helped revitalize the12 Wadsworth Avenue Commercial Corridor a13 little bit over a year. 20 The result is not just a21 prettier neighborhood; the result is an22 increase in the surrounding values of the23 properties. The result is an increase in24 sales for our businesses. The result is25 36 5/21/09 - COMMERCE/EC. DEV. 4 The result is also businesses5 that we've helped secure grants for6 investing their own money into their7 businesses, investing in the City. 16

22 Our agency has been in23 operation since 1984, giving support to24 business centers and community residents25 38 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 in various ways since our inception. In2 2006, we received funding with the3 support of our councilwoman, Marian4 Tasco, through the City's Commerce5 Department, allowing us to initiate a6 project for the revitalization of our7 commercial corridor. 13 For the first two years, I and14 a volunteer advisory board were the only15 people doing the work. 19 Our work has progressed, albeit20 slowly, with a two-person office,21 reorganizing the business association,22 providing a daily cleaning service,23 assisting businesses in securing the24 required licensing for their businesses25 39 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 and their signage, providing technical2 assistance through workshops, and3 one-to-one meetings, organizing a holiday4 marketing event, and providing business5 services. 15 Last fall, we were informed by16 the Philadelphia Association of CDC17 Organizations that the Tax Credit Program18 was being opened to an additional five19 organizations. 24 The benefit of having a secure25 40 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 funding source for a ten-year period is2 immeasurable. 14 Secure funding allows the CDC15 to develop a longer strategy, provide16 better services, and implement a17 neighborhood plan more efficiently. The18 impact to a commercial corridor and its19 surrounding residents is more than20 physical, more than economic; it lifts21 the whole soul of a neighborhood,22 creating a better place to live, work,23 and play so that people can honestly say,24 This is my community, I live here, I work25 41 5/21/09 - COMMERCE/EC. DEV. 3 And that's exactly why I got4 involved in this in 2006. 7 Since we were informed of this8 opportunity, we have been identifying and9 meeting with possible partners in order10 to take advantage of this program. The11 main problem we have encountered in our12 attempt has been to identify a partner13 organization that has a yearly BPT14 liability of a $100,000. 18 Although we have considerable19 knowledge of large corporations and20 partnerships in the City, there is no way21 of determining who is eligible, short of22 meeting with them. We have found that we23 often end up at a dead-end with a24 possible corporation having a large staff25 42 5/21/09 - COMMERCE/EC. DEV. 4 Being provided with a list of5 possible partners would be invaluable in6 finding our partner. 19

And I'm here today in4 support of Bill No. 090353, which would5 amend the City's CDC Tax Credit Program6 to allow a CDC to partner with up to two7 businesses that would share the tax8 credit for the $100,000 contribution.9 We appreciate the ongoing10 attention of the Commerce and Economic11 Development Committee of the City12 Council, especially issues concerning job13 creation and increasing the tax base in14 the City and the work being done with CDC15 and neighborhood economic development.16 The Wynnefield Overbrook17 Revitalization Corporation is an emerging18 effort conceived with stakeholders, along19 with the St. Joseph's University, to20 leverage public and private resources21 toward improving the quality of life in22 the adjacent neighborhood of Wynnefield23 and Overbrook and to the boundaries of24 the City Avenue Special Services25 44 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 it -- the corporation kind of came out of2 a effort from Congressman Brady, a lot of3 the elected officials, the now-Mayor4 wanting to kind of fill a void for5 economic development in the Overbrook6 Wynnefield area and making a strategic7 partner out of the university, St. Joe's8 University, and Father Lannon over there9 is a key stakeholder in that regard.10 And in a short period of time,11 they've managed to make an impression on12 the landscape of Overbrook and Wynnefield13 by pulling together some groups,14 inclusive of the Wynnefield Residents15 Association, Overbrook Farms, and others16 that heretofore had not talked to one17 another.18 One of the other aspects of19 it -- and I'm another -- I think 18 years20 before I am a "Fallser," but I am a21 lifelong member of that 54th Street strip22 that you're dedicating. And the Wynne23 Ballroom is, like, one of the icons of24 that neighborhood. And when they decided25 51 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 to take on that task, I got really2 excited, along with the Kirschner site,3 which I won't talk about too much yet4 until we do a ribbon-cutting.5 But I've taken a cursory look6 at some of their plans and, not to7 mention things like a athletic league,8 that is sorely needed in that area.9 My question to you would be:10 What -- I mean, you're right in the area,11 you're working with City Avenue Special12 Services District. What kind of13 prospective impact will this legislation14 have on your ability to be sustainable15 over time?16
Well, just like17 you said, sustainability is key right18 now. We would like to bring a planner19 onboard because planning that process is20 very important to convince funders of21 what we'd like to accomplish.22 We'd also like to be able to23 bring in additional staff. I'm a one-man24 show at this point, and what we would25 52 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 like to be able to do is to create that2 capacity within the organization to3 further our agenda.4
To the10 notion, then, of seeking to grow and11 expand, it would be my recommendation12 that you look to a potential partner,13 Penn Memorial Baptist Church, which is a14 large anchor, a religious anchor, in that15 community that has a business center16 there and is interested always in how it17 can be a stronger partner with any and18 everything that's happening in that19 community.20

My15 name is Patty Martin, and I am the16 Director of Government and Community17 Relations at St. Joseph's University.18 I thank you for the opportunity19 to testify today in support of City20 Council Bill 090353, introduced by21 Councilman Wilson Goode. I would like to22 bring focus to the newly-formed and23 still-growing Wynnefield Overbrook24 Revitalization Corporation, also known as25 55 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 WORK.2 This amended Tax Credit Program3 will bring unlimited opportunities to4 this important community partner. WORK5 will help the neighborhoods of Wynnefield6 and Overbrook continue to grow through7 economic support and programs. These two8 neighborhoods are important links along9 the City Avenue corridor.10 St. Joseph's University has a11 vested interest in the success of WORK as12 well as the growth of our community. As13 an anchor between the two neighborhoods14 our faculty, staff, and students live,15 travel, and shop in Wynnefield and16 Overbrook.17 Community is important to the18 university. We are good neighbors and19 continue to support the efforts to20 strengthen and build the areas21 surrounding our school. Imagine the possibilities.5 Wynnefield and Overbrook would benefit6 from the local access to goods, services,7 and jobs, and these vibrant community8 would continue to be desirable places to9 live, work, and shop. Our CDC works10 closely with our councilman, Curtis11 Jones, to ensure success.12 The City Avenue corridor is13 also an important link between the14 Philadelphia and Montgomery and Delaware15 Counties. Our neighboring suburban16 communities see the benefit of a strong17 and vibrant city.18 Most CDCs struggle with19 sustainability and operating costs. This20 Tax Credit Program makes sense in this21 difficult economy. Businesses get to be22 partners, CDCs are able to advance their23 agendas, and the City of Philadelphia24 remains strong and attractive. With25 57 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 financial support from tax credit2 funding, programs grow, people become3 civically engaged, partnerships are4 formed, and everyone wins.5 Long-term funding seems to make6 the most sense. This gives the10 partners an ample window of time to set11 priorities and action plans.12 In closing, I strongly urge you13 to support Bill No. 090353. Good afternoon, Chairman Goode3 and members of Council Community on4 Commerce and Economic Development. I am5 Revenue Commissioner Keith J. Richardson.6 I'm here to testify on Bill No. 090012,7 which proposes a new tax incentive, the8 new Philadelphia Job Creation Tax Credit9 against the business privilege tax.10 As you know, the current global11 economic crisis has dealt a devastating12 blow to Philadelphia and other cities13 across the nation. Businesses are14 closing, workers have lost their jobs,15 and the cities' tax revenues are16 shrinking. Given this tremendous17 upheaval, it is clear that the City must18 take action to attract and grow jobs in19 Philadelphia.20 I am -- I and the21 Administration applaud you for seeking to22 further stimulate job growth in23 Philadelphia. Currently, the City of24 Philadelphia offers the Job Creation Tax25 60 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 Credit, or the JCTEC. The JCTEC is2 administered by the Department of Revenue3 and provides approved companies with a4 nonrefundable tax credit against their5 business privilege tax for the creation6 of certified new jobs in the City of7 Philadelphia.8 Application forms and9 procedures were developed and10 incorporated in the amendments to the11 business privilege tax regulations, which12 became effective at midnight, on March13 23rd of 2003.14 The Job Creation Tax Credit15 Program offers credits against the firm's16 business privilege tax liability if they17 create either 25 new jobs or increase the18 number of employees by at least 2019 percent within five years of the20 designated start date.21 If the Department of Revenue is22 satisfied that the appropriate number of23 jobs has been created, then the24 Department issues a certificate stating25 61 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 the amount of credit the firm is entitled2 to -- either $1,000 or 2 percent of the3 annual wages for each job.4 Bill No. 090012 creates a new5 similar program to incentivize job6 creation, but with higher credit7 amounts -- $3,000 for tax years 2010 and8 2011, in light of the challenging9 business environment. We share your view10 that a higher credit amount is warranted11 during this period of economic distress.12 To ensure that the Department13 of Revenue can quickly and efficiently14 implement a program to offer larger15 incentives for this period of time, we16 respectively submit an amendment to the17 bill, which will adjust the current18 program rather than creating a new19 stand-alone tax credit. This will allow20 for a quick and seamless implementation21 in order to accomplish the goal and22 vision in your legislation.23 Amending the current JCTEC will24 maintain all of the safeguards and25 62 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 procedures of the existing program,2 reducing the administrative burden on the3 Department of Revenue, businesses, and4 tax professionals. We recommend that the5 new approved applicants to the existing6 program to create jobs certified by the7 Department of Revenue in tax years 20078 and 2011 will be eligible for a $3,0009 tax credit or 2 percent of the salary10 paid for the new position.11 We also request that the due12 date for the annual report for this13 program be changed from December 31st to14 July 31st each year. The Department of15 Revenue does not have information about16 the prior year on December 31st, as17 businesses participating in this program,18 like all businesses, are not required to19 file their taxes until April 15th.20 A later date would ensure that21 the Department of Revenue has the needed22 information to prepare the report. This23 will provide the Department of Revenue24 sufficient time to receive process and25 63 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 analyze necessary tax files.2 Thank you, and I'm happy to3 answer any questions.4

Good afternoon,12 Mr. Chairman and members of City Council.13 Thank you for the opportunity14 to testify today. My name is Andrew15 Frishkoff. I'm the Director of16 Neighborhood Economic Development for the17 Philadelphia Commerce Department.18 I'm here to provide testimony19 regarding Bill No. 090389 regarding an20 application to the Pennsylvania21 Department of Community and Economic22 Development for Main Street Funds.23 Pennsylvania's Main Street24 Manager Program is a component of DCED's25 65 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 new Communities Program. It uses State2 funds to help economic development of a3 community shopping district by funding4 local Main Street organizations dedicated5 to revitalization efforts. Main Street6 is a community-driven, comprehensive7 methodology used to revitalize older,8 traditional business districts throughout9 the United States.10 The National Main Street11 Center's four-point approach to12 commercial corridor revitalization13 includes: Organization, economic14 restructuring, promotion, and design.15 Philadelphia has added a fifth point:16 public safety.17 For the past four years, DCED18 has contracted with the City of19 Philadelphia's Commerce Department to20 provide Main Street activities in21 neighborhood shopping areas. The City's22 Main Street activities are part of its23 Restore Philadelphia Corridors Program24 that seeks to revitalize neighborhood25 66 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 commercial corridors throughout the City2 and reestablish their historic roles as3 central places to shop, to work, and to4 meet neighbors.5 To date, the City has received6 $1.65 million in DCED Main Street7 funding. For the past four years, the8 Commerce Department has subcontracted9 with the following four organizations to10 serve as Main Street managers: Allegheny11 West Foundation, Frankford CDC, Mt. Airy12 USA, and People's Emergency Center CDC.13 For the past three years, the14 Commerce Department has subcontracted15 with two additional organizations: HACE16 and East Passyunk Business Improvement17 District.18 A year ago, the Commerce19 Department entered into Main Street20 subcontracts with the Chinatown21 Development Corporation and the22 University City District.23 Collectively, the Main Street24 groups have reported the following25 67 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 establishments from 2005 to date:2 85 net new businesses on their3 corridors, with 542 new employees;4 128 vacant storefronts5 occupied, and a collective vacancy rate6 lowered from 19 percent to 12 percent;7 116 facades improved;8 And a reported $7 million in9 private investment leveraging our funds.10 In order to allow these Main11 Street groups to continue their12 accomplishments, I respectfully request13 that you authorize the Commerce14 Department to file a new application to15 DCED for Main Street funds that would be16 available in the upcoming fiscal year.17 Thank you for the opportunity18 to testify today.19

We are simply12 at the stage of the application. We've13 been, at this point, allowed to apply for14 up to $500,000 for the upcoming fiscal15 year. We've laid out a budget that's16 larger than that because, often DCED17 wants to see our plans for multiple18 years, but we've been tapped at $500,000.19 Under the State program, we can20 subcontract up to $50,000 per Main Street21 organization. Those eight groups I22 mentioned are the current groups. Each23 of them can receive up to $50,000 for a24 Main Street manager position, and they25 69 5/21/09 - COMMERCE/EC. DEV. - 090012, 353, 3891 can receive up to $25,000 for façade and2 related physical improvements to their3 corridors.4 The application to DCED does5 not specify that we are applying on6 behalf of these groups. We have to7 review their performance year-to-year and8 determine whether they maintain9 eligibility.10 And an additional note beyond11 your question, Councilman, is that the12 original four groups will, if you will,13 graduate at the end of this upcoming14 fiscal year, and we would be able to15 obtain new State funds and be looking for16 additional new groups to enter the17 program.18
