Council President Verna

Are there speeches on the part of the majority? The Chair recognizes Councilwoman Blackwell.

Councilwoman Blackwell

Thank you, Madam President. We rise again to talk about the issue of housing reorganization and how it affects the people who live and work in our City. We are sending another communication out today to discuss various issues, including individuals 53 and 54 years old who were to get special consideration. One individual worked for 36 years and will be 55 in seven months. We have another example of an individual who worked for 26 years and will be 55 in July. So we're concerned about what offers they receive. We name these individuals, and we'll be asking for a response. Another concern is, employees in the DROP program were to be recruited for an incentive program to rehire. We understand it happened, but it was limited, extremely limited, and only one year offered in DROP monies. We were told that it would be two. jobs that were to be made available for everyone in the union who would be laid off. At the present time, our understanding is that RDA and PHDC union members received only two job slots. What about the other people who were being laid off? We also understand that 60 percent of the jobs for reorganization in this new OHCD program will be non-union jobs. Why? We were promised that there would be no union busting and yet 60 percent of jobs being removed from the union is absolutely unconscionable. We have people who are negotiating union contracts who won't be in the very union along with people for whom they negotiate contracts. There's also a rumor that there will be a big layoff scheduled for November or December. If this is so -we hope it isn't -- what will happen to employees at PHDC and RDA, who is many? We understand that we have various concerns in our City. We've expressed an interest in trying to introduce legislation to keep our City afloat, transfer ordinance. We've tried to make our City available for whatever we need to do to work these issues out, but certainly we have to show concern, as Council has, for employees who have given their entire work lives to the City. Morality dictates human concern. So, again, we make this appeal. We will make this letter, a copy, available to each and every member of Council, and thank you very much, Madam President.

Council President Verna

You're welcome. The Chair recognizes Councilwoman Brown.

Councilwoman Brown

Thank you, Madam President. I'd like to offer a friendly reminder to my colleagues and Council staff to join us for the around kinship care, which is a new phenomena in our city and country where more and more grandmothers are taking care of their grandchildren. This luncheon today serves as a kick-off for a kinship conference, which is taking place at Temple University this weekend. Thank you, Madam President.

Council President Verna

You're welcome. I would also like to remind my colleagues that we do have a Rules Committee public hearing scheduled at 1 o'clock today. Are there any other speeches on the part of the majority? (No response.)

Council President Verna

Seeing none, at this time, the Chair recognizes Councilwoman Tasco for a motion.
