will work to minimize disruptions to near neighbors because they are a near neighbor

have excuse me it is rare that we see before this board a proposal for 100 fully government mandated
affordable housing for seniors as well as a property owner with the depth of history and
commitment to the neighborhood that compassion has we believe they will work diligently to be a
thoughtful steward of this property and for that reason we are in support of this application this
afternoon. Thank you as always. This was actually submitted on behalf of Councilwoman Gautier by her
This was actually submitted on behalf of Councilwoman Gautier by her chief of staff, Mr. Andrew Goodman.
Chief of Staff.
So with that, do you have anyone who you need?
You already did that on the adoption stuff, right?
I think we've taken quite enough time.
Thank you.
Any questions from the board?

If so, please raise your hand.

the proposal is consistent with the comprehensive plan we recommend that the board approves the
requested variances. Mr. Squiroff, did you have revised plans? Excuse me, Chair. There was an
amended application. If you would just reference the amended application number that I gave you.
Yeah. Do we need to have revision revised plans or does that cover it? I don't believe so. They
were reviewed by L&I. Is that correct, Mr. Yes. They were reviewed by the zoning examiner.
She issued that second refusal that I was part of the exhibits submitted.

When the council president, and he was correct,
he probably had 100 and something people testify today,
they are all limited to two minutes.
There's a light that goes off.
You're saying that we're live.
Pardon me?
We're live.
Yeah, I know.

I think that's something you might want to take into consideration.
Limiting testimony to two minutes.

green street first floor philadelphia 19125 do you swear or firm to tell the whole truth and
nothing but the truth i do you also agree to wave the reading of the refusal and stipulate to its
accuracy i do have you emailed an exhibit packet with proof of ownership tax compliance refusal
referral photos on our plans of the property five days in advance of this hearing and have you met
with the rco and do you have a letter i have the rco letter was submitted a little later but it's
all been submitted okay you may proceed you have a great tie thank you so members of the board i'll
make this quick this is a proposal for uh a three dwelling unit building that we're proposing to be
condos my client stephen kravitz may be on the line he just had surgery uh hip replacement is
recovering from that so i hope he's still with us today members of the board for the record i have
the refusal appeal and project information form of page one area zoning maps at six deed at eight
commercial activity license for my client skira holdings llc at 11 tax clearance at 12 zoning
notification and proof of mailing at 13 rco letter is included in the packet although there were
asterisks when i originally prepared the packet photos of the property were at 16 and plans were
at 30. so members of the board this is currently a vacant lot of approximately 1700 square feet
It sits directly north of a recently approved project that is eight units on one lot.
They're more or less with a common drive and parking, single-family dwelling style, but nevertheless multifamily.
And this property is catty-cornered to a recently approved four-dwelling unit building at Ingersoll Street at 17th.
What my client is proposing to do is have three residential units.
Here's our area zoning map.
This property that I'm indicating now with my cursor is a car garage.
They have a lot of classic cars out on the block on the sidewalk here to the west and also in front of the property itself.
This, which I'm indicating with my cursor, this large lot, this is our vacant lot.
This here, which was previously a vacant lot, is now the new construction that was approved by the zoning board previously.
this that i'm indicating on the corner of 17th and ingersoll that's that four family dwelling
that this board approved as well we are zoned rsa 5 in this lot going to page 7 of my packet
uh but we're in a mixed rm1 zoning district and i note that with the square footage of this lot
where it's zoned rm1 we'd be looking at essentially a buy rate proposal it's my client's deed
commercial activity license just to purchase the record at 11.
Acts clearance, 12.
Here's our zoning notification letter.
The coordinating RCO in this matter was MAP Holistic CDC.
That's M as in Mary, AP as in Paul, Holistic CDC.
We held a community meeting on May 27th at 6 p.m.
There's our notice of mailing at page 15.
This is a letter dated June 4th from MAP Holistic CDC,
indicating that MAP, CDC, and Friends of 47th Ward
are in support of this project.
We are looking to have, again, three units on this property.
It's going to be condos,
so we're looking towards homeownership
because I understand that's very important
for the members of this community.
I'll get to the plans in a moment.
i'll get to the plans in a moment i have photographs of the property you have to
I have photographs of the property.
You have to forgive how they had to be posted.
forgive how they had to be posted but due to the neighboring construction with that recently
approved unit uh there's a fence that gets moved all the time so i had to attach these
zoning signs to this portable bathroom that was parked in the middle of my client's spot
they are still on the property as well i did check this is looking northbound this is that
you uh classic car garage i was speaking of with the cars parked on the sidewalk
and across the street. This is our lot itself. To the left, that's a garage. To the right,
that's that multifamily dwelling that I was discussing. It's basically set up as a PUD,
as far as I can discern from the current records, or perhaps as a condo association. I'm not
entirely sure at this point, but that's what it appears to be based on city records.
And that was overall eight residential units was proposed as the common driveway,
four to the north and four to the south. This is looking southbound on 17th.
This is directly across the street. This is that Cady Corp multifamily building
that I discussed earlier. It's an empty lot across the street. Then this is looking
northwest, back northbound. Here's the proposal for my client's structure. The
building itself is three stories with mezzanines. It does not exceed 38 feet.
has a roof deck and pilot house that are set back in the street. This is the entryway to the front.
This is a pass room for access and exit from the rear. The units are laid out a little uniquely
and I'll get into that in a moment. So unit one comprises the front of the building and then
downstairs in the basement. There is a full set of access stairs to come out of the rear into a rear
yard area and then get out those stairs and then you have a ground level yard area well
unit two has access to outdoor space in this roof deck space indicated to the rear of the property
unit three also has outdoor space via this roof deck indicated to the front
total unit of the total size of each of the units as follows unit one's about 1730 square feet
Unit 2, 1,743 square feet, and Unit 3, 1,643 square feet.
So they are pretty sizable.
Unit 1 is two bed, two bath.
Unit 2, three bed, two bath.
There's rooftop access for the outdoor space.
And Unit 3 is two bed, one and a half bath, and again, has rooftop access space.
As indicated, here's that pass-through that I was discussing that I showed at the front of the plant.
This depressed courtyard is for access by the downstairs unit number one.
and that allows for exit to the rear yard.
These are the floor plans.
Again, for unit one, the lower level,
we do have those bedrooms downstairs in the basement.
However, there is a full set of stairs
for access to the rear yard.
First floor itself, we have living and dining
for the front for unit one.
Unit two goes from the first floor,
second floor, and third floor.
We have living and dining on the ground story
along with the kitchen,
a bedroom on a mezzanine on the second story.
third story we have an interim unit with bath space and a bedroom number two along with an
office closet space for that office and then finally we have the bedroom and debt on the
mezzanine level for uh the third floor and that just has to do with building code issues there's
a bathroom indicated here as well unit number three has it is on the second floor and the
mezzanine level as well. So we have living and dining to the front. We have bedroom in the
mezzanine area, the one with HVAC, and then bedroom on mezzanine level for Unit 3 as well
with a den area, large walk-in closet, and bathroom space. Moving to the roof, here's our
roof deck to the front set back from the street as required by code. That's for Unit 3. And for
unit two we have that to the rear again it's set back and the pilot house is located per code
so we are within the height and other guidelines for this zoning district
refusals ultimately like i said for multi-family dwelling and we do have rco support
uh mr kravitz if you're still with us today would you please raise your hand
so they can unmute you and i can ask you a few questions
that's k-r-a-v-e-t-s
Mr. Kravitz can you raise your hand please
here I'm not seeing anyone at this time with their hand up Mr. Kravitz like I said he just
had surgery I believe on Monday hip replacement so he's still recovering I think he has to hang
