Bill No. 110294, an7 ordinance authorizing transfers in8 appropriations for Fiscal Year 2011 from9 the General Fund, certain or all City10 offices, departments, boards and11 commissions and from the Grants Revenue12 Fund, the Director of Finance - Provision13 for Other Grants to the General Fund,14 certain or all City offices, departments,15 boards and commissions; and16 Bill No. 110295, an ordinance17 authorizing transfers in appropriations18 for Fiscal Year 2011 within the Water19 Fund from the Managing Director - Office20 of Fleet Management to the Managing21 Director - Office of Fleet Management;22 and23 Bill No. 110296, an ordinance24 authorizing transfers in appropriations25 5/12/11 - APPROPRIATIONS - BILL 110294, ETC.1 for Fiscal Year 2011 within the Grants2 Revenue Fund from the Director of3 Finance - Provision for Other Grants to4 the Managing Director - Division of5 Technology.6

Good morning,13 Councilwoman Krajewski and members of the14 Appropriations Committee. My name is15 Rebecca Rhynhart and I serve as Budget16 Director for the City of Philadelphia.17 I appear before you today to18 offer testimony on Bill Nos. 110294,19 110295 and 110296.20 Bill 110294 requests a General21 Fund appropriation of 24.3 million, with22 95,000 coming from the General Fund and23 the remainder, 24.2 million, transferred24 from the Grants Revenue Fund.25 5/12/11 - APPROPRIATIONS - BILL 110294, ETC.1 Of the internal transfers, the2 Atwater Kent Museum requests an increase3 of 35,000 to fund the reimbursement of4 the Museum for salary paid to the Acting5 Executive Director from July through6 November of 2010. This is partially7 offset by a transfer from Class 100.8 The Department of Records9 requests an internal transfer from Class10 100 to 300/400 of 80,000, which will11 enable the replacement of outdated12 equipment in the Central Duplicating Unit13 and the purchase of needed supplies for14 that unit.15 Of the larger transfers, the16 Director of Finance requests 12.5 million17 for interest due on deferred pension18 payments. This amount was not included19 in the City's Fiscal 2011 Operating20 Budget due to an error by the City's21 actuary.22 The Streets Department requests23 an increase of 7.1 million to cover the24 cost of contractors used during snow25 5/12/11 - APPROPRIATIONS - BILL 110294, ETC.1 operations this winter.2 Fleet Management requests 1.53 million for the purchase of 50 radio4 patrol cars for the Police Department.5 Without these vehicles, the Department6 will have difficulty in meeting increased7 patrol responsibilities due to the summer8 crime-fighting initiative, which switches9 officers to a new 8:00 p.m. to 4:00 a.m.10 shift to help reduce emerging crime11 patterns. These vehicles were to be12 purchased with Fiscal 2012 funds, but13 waiting until July 1st to order would14 result in the vehicles not being15 available until November. Fleet16 Management's Fiscal '12 allocation for17 vehicle purchases will be reduced by 1.518 million.19 The District Attorney requires20 a transfer of 1.46 million to cover a21 projected Fiscal '11 payroll deficit and22 the settlement of a lawsuit on overtime23 pay.24 The Sheriff requests 1.225 5/12/11 - APPROPRIATIONS - BILL 110294, ETC.1 million to cover a projected Fiscal '112 payroll deficit of 1 million and a3 forensic audit of the Sheriff's Office4 for 200,000.5 The City Commissioners requests6 350,000 to cover a projected election7 payroll shortfall.8 The City Controller requests9 70,000 for additional funds needed for10 completion of a forensic audit of the11 Sheriff's Office.12 Bill 110295 requests an13 internal transfer of appropriations in14 the Water Fund of 450,000. This will15 enable Fleet Management to cover the16 increased costs of unleaded gasoline and17 diesel fuel.18 Bill 110296 transfers 1219 million from the Provision for Other20 Grants to the Division of Technology in21 the Grants Revenue Fund. These funds are22 from 9-1-1 fees collected by the City and23 deposited in the Grants Revenue Fund,24 which will be paid to the General Fund to25 7 5/12/11 - APPROPRIATIONS - BILL 110294, ETC.1 reimburse that fund for 9-1-1 related2 expenditures.3 I respectfully request that you4 report these bills out of Committee with5 a favorable recommendation, and I further6 request that the rules of Council be7 suspended so as to permit first reading8 at the next session of City Council.9 I appreciate the opportunity to10 testify before this Committee today and11 would be happy to answer any questions12 you may have.13 Thank you.14
