That peace may prevail with righteousness and justice with order. And that men and women from different cultures with differing talents may find with one another the fulfillment of their humanity. We ask that You send out upon the members of the City Council the spirit of wisdom, charity, and justice. And that with steadfast purpose, they may faithfully serve in their office to promote the well-being of all people. Make them mindful of their sacred calling to lead and serve all of the people of this city, that it may become a beacon of hope and a source of strength to all who live and work here. Philadelphia is home to many fine educational institutions. Not least among these is our own Community College of Philadelphia. They are currently celebrating their 25th anniversary. I understand there are double honors today for Community College, as Council is also hosting the Men's Basketball Team. Would Councilman Darrell Clarke and Councilman Frank Rizzo please come to the podium. Thank you, Madam President. Today we have another group of fine athletes and students from the 5th Councilmatic District. It seems like we're doing this every week. This is great. I'd like to say that Councilman Mariano has also joined us up here. He is also a graduate of Community College, an alumni. Actually, I spent a few years there myself, so. . . This is a resolution honoring the Community College of Philadelphia Men's Basketball Team for winning the Pennsylvania Collegiate Athletic Association Championship. Whereas, Community College of Philadelphia's athletic program has won 23 basketball championships in the past 33 years -VISITOR RECOGNITION/PRESENTATIONS wow -- and; Whereas, the Community College of Philadelphia's Men's Basketball Team, under the leadership of Coach Larry Conti, concluded their season victoriously, with a 31 and 2 record; and Whereas, on Sunday, February 20, 2000, the Community College of Philadelphia Colonials defeated the Community College of Beaver County 101 to 96; and Whereas, the Community College of Beaver County are the nationally-ranked four-time defending State champions; and Whereas, the members of this team are Michael Ajedho, Marcellus Boone, Sharif Brown, Jason Clayton, Ellis Gindraw, Roger Glispy, Denelle Holly, Bill Keene, and Akil Moody -- I hope I didn't mess up anybody's name; Now, therefore, resolved by the Council of the City of Philadelphia that we extend our heartfelt congratulations to Community College of Philadelphia Men's Basketball Team. Resolved further that an engrossed copy of this resolution be presented to Coach Conti as evidence of the sincere sentiments of this VISITOR RECOGNITION/PRESENTATIONS legislative body, signed by Council President Anna C. Verna, introduced by Darrell Clarke, and sponsored by all Members of Council. Gentlemen, congratulations. (Applause.)
On behalf of the Community College of Philadelphia and certainly the whole athletic program, but particularly the Men's Basketball Team, we are very grateful and delighted to have this recognition. Coach Conti had a long and distinguished tradition at the college and, as you heard, a very successful tradition, but not only athletically but in terms of student athletes. He's very attentive to the academic nature of our program as well. Coach, do you have anything? COACH CONTI: I'd just like to thank my assistant coaches Joe Rome and Donde DeShields (ph.) and all of the players for giving the effort that they did. We do concern ourselves primarily with academics. We have transferred every second-year student that stayed with us to a VISITOR RECOGNITION/PRESENTATIONS senior college in the 21 years since I have been there. So, you know, we feel that that's a greater acclaim than this win was. Thanks. (Applause.)

And as Councilman Clarke mentioned, Councilman Mariano is a graduate of Community College, and I've asked him to join me to read this resolution. Whereas, the Community College of Philadelphia is an open-admission associate degree-granting institution which provides access to higher education in its programs of study in the liberal arts and sciences career, technologies, and basic academic skills, provides a coherent foundation for college transfer, employment, and a lifelong learning; and VISITOR RECOGNITION/PRESENTATIONS Whereas, for 35 years. The Community College of Philadelphia has played a forceful role in both the intellectual and economic development of the City of Philadelphia as it prepares its students to be informed and concerned citizens, active participants in the life of the City, and enable them to meet the changing needs of businesses, industry and the professional; and Whereas, it addresses broad academic, cultural, and political concerns in the City and beyond, the Community College of Philadelphia draws together students from a wide range of ages and backgrounds, and seeks to provide the programs and support they need to achieve their goals; and Whereas. . .

Again, thank you. We're very proud that in the 35-year history of the college, almost one half a million Philadelphians have been served by the various programs that our college provides. This Sunday is the latest group -- about 1350 graduates will be honored in our 34th commencement exercises. So we're very proud of that tradition, we're very proud of the support this Council has provided in those 35 years, and we thank you very much for this distinguished honor today. (Applause.)

Our second resolution today honors Leslie Seymour. Thank you, Madam President. This is a resolution congratulating Leslie Seymour. Whereas, Leslie Seymour is a retired 27-year veteran of the Philadelphia Police Department, known well for her long-standing commitment to equal justice and civil rights issues. And let me say that she worked very, very hard with us, as an aside, on 52nd Street during years when we've had, and still have, problems there. And I'm especially happy to make this presentation today because many, many years ago -we have a lot of housing down in West Philadelphia, and it was the impetus of a woman named Vera Cook, a community activist, who took her little monthly check and gave it to seniors VISITOR RECOGNITION/PRESENTATIONS and fed people. And let me say that most people don't know it, but her father, Vera Cook's father is still alive, and Leslie Seymour helps him -writes bills, goes by, checks on him, and takes care of him there are. And for that, it shows you the caliber, and for that, we'll always be truly grateful; and Whereas, in the late 1960s, Ms. Seymour filed a lawsuit against the Philadelphia Police Department for racially discrimination hiring practices. In the mid-'70s, she challenged the Police Department's assignments and promotional practices in court; and Whereas, Ms. Seymour prevailed in both suits and helped bring back important changes in the way the Police Department operates; and Whereas, Leslie Seymour served on the Philadelphia Chapter Board of Directors of the American Civil Liberties Union (ACLU) for nine years. She has been an outspoken advocate on issues involving racial and gender discrimination, police practices and is an avid and vocal opponent of the death; and
Whereas, for the VISITOR RECOGNITION/PRESENTATIONS first time in its 49-year history, the ACLU Philadelphia Chapter has elected a former police officer to serve as its president. Ms. Leslie Seymour is also the first African-American woman to serve as president of the Philadelphia Chapter. As a former law enforcement officer, Ms. Seymour brings the unique and important perspective to this presidency. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby congratulate Leslie Seymour on her election as president of the Philadelphia Chapter of the American Civil Liberties Union, which has dedicated itself to protecting the rights and personal freedoms in the United States Constitution and the Bill of Rights through advocacy, education, and litigation. Resolved further that an engrossed copy of this resolution be presented to Leslie Seymour as evidence of the sincere sentiments, congratulations, and high esteem of this legislative body. Good morning to the Council President and the rest of the Council of the City of Philadelphia. I am indeed pleased to be here this morning. First, thanking the Almighty without whose grace, none of this would be possible. I'd like to thank my family. My mother's here with me today. My son and his family couldn't be here because they're in Nebraska, visiting -- my daughter-in-law's father is very ill, so they're not with me today. But this is my entire Philadelphia family (indicating). (Applause.)
The Breast Health Institute is here today, retired policewomen from the Philadelphia Police Department, and we were policewomen initially. (Applause.)
The second Baptist Church of Germantown, the Northwest Philadelphia Interfaith Hospitality Network, and the American VISITOR RECOGNITION/PRESENTATIONS Civil Liberties Union is here with me today. And I am especially pleased to have Larry Walls, who is the Executive Director of the Philadelphia Baptist Association, who also happens to be a member of my church. Thank you all for being with me. I -I am speechless for a change. (Laughter.)
Oh, and my pastor is here, Reverend Ernie Flores, and his wife and daughter. Thank you so much for this honor. It has always been my pleasure to serve this city in whatever capacity I was asked to sit in, and I was commenting this morning that the only time I've ever been on this side of the railing was either to give testimony or as part of a police delegation during a demonstration. So I am pleased to be here actively wanted. So thank you all for this wonderful honor, and I thank you very much. (Applause.)

Madam President, I'd like to thank my colleagues and ask them to vote for this resolution. I've introduced it at the request of the legislative staff of the National League of INTRODUCTION OF BILLS, RESOLUTIONS Cities, and it's an issue that the League has been dealing with in terms of the Internet tax. The moratorium on placing any taxes on Internet sales is coming to an end in 16 months, and Congress wants to extend the moratorium, and we want the extension not to take place, but we do want to be able to tax our sales on the Internet tax, which would benefit the City. So I ask my colleagues to vote for this resolution and thank them when they do.
