Please state your name for the record, please. DEPUTY COMMISSIONER HERZINS: Good morning, Chairman Henon. My name is John Herzins. I am the Deputy Commissioner of Public Property. I am here today representing the Department to testify in support of Bill No. 120084, an ordinance authorizing the Commissioner on behalf of the City to enter into a sublease agreement with the Philadelphia Authority for Industrial Development for certain land and improvements located at 300 East Hunting Park Avenue, all under certain terms and conditions. The Police Department's Special Victims Unit, the Department of Human Services and the Philadelphia Children's Alliance investigate and administer treatment for all reported cases of adult and child sexual assault, child abuse Discover Works Global 888.557.8650 www.dw-global.com 3/14/12 - PUBLIC PROPERTY - BILL 1200084, ETC. reported cases and all other related crimes. The premises at 300 East Hunting Park Avenue will be the site for the newly co-located units. The Department of Public Property will lease through PAID a completely renovated and newly constructed facility that allows for co-housing of these child welfare, police and advocacy groups. The lease will provide for a 15-year term, with the landlord funding all tenant improvements. The Department supports this measure and, accordingly, I respectfully ask that City Council approve Bill No. 16 120084. I am requesting a suspension of the rules so as to allow for first reading at the next session of Council. Thank you, Mr. Herzins. I have a few questions. What is currently located at 300 East Hunting Park Avenue? DEPUTY COMMISSIONER HERZINS: It's an abandoned building.

Councilman Henon

Can you elaborate a little more on the term "completely renovated and constructed facility," please. DEPUTY COMMISSIONER HERZINS: The building will be renovated to meet the needs of the three agencies, as well an addition will be built onto the building to get the necessary square footage.

Is this going to be one facility or separate -- DEPUTY COMMISSIONER HERZINS: One facility.

Who is ISCP Development? DEPUTY COMMISSIONER HERZINS: It's Andrew Eisenstein, is one of the principals.

The agencies that will be facilitated in the new premises, are we going to be utilizing their spaces, Public Property, once they're vacated and they go into the new facility? DEPUTY COMMISSIONER HERZINS: The Department of Human Services will be relocating from One Parkway. Victims Unit's lease is ending at Front and Lehigh next year, so they'll be relocating from that location. And the Philadelphia Children's Alliance will be relocating. They have leased space on South 15th Street here in Center City.

Is there a plan for the utilization of the vacated premises from the other agencies? DEPUTY COMMISSIONER HERZINS: We're terminating the lease at Front and Lehigh.

Okay. Great. It seems like the City is going to be in a position to save some resources by these consolidations. Does any of my colleagues have any questions?

Councilwoman Sanchez

Thank you, Chairman Henon. I just wanted to go on the record. I've been working with the Chief of Staff, Mr. Gillison, on this kind of unique partnership that's being created Discover Works Global 888.557.8650 www.dw-global.com 3/14/12 - PUBLIC PROPERTY - BILL 1200084, ETC. between different service providers and we believe will serve as a model for how we provide immediate intervention to special victims. The Special Victims Unit is moving from our current Temple-Episcopal Campus. The Philadelphia Children's Alliance, which is our DHS partner in this, will also be on site. And you are correct, this is an opportunity as we've been looking as a member of the Facilities Committee of how do we co-locate services but, more importantly, also take services into neighborhoods where it's easier for people to get to as opposed to downtown. So the City had been looking for a location. There were several other options. We actually held a community meeting for one of the options that was in a more residential area and got community support. In this particular case, they're going into kind of an industrial/mixed/commercial area where Discover Works Global 888.557.8650 www.dw-global.com 3/14/12 - PUBLIC PROPERTY - BILL 1200084, ETC. there are no immediate residents other than some of our community stakeholders, including our Streets Department unit. So this is kind of a unique opportunity. It's in my district. And I ask that the Committee support this. I do think we will save money and we will have better facilities. The Special Victims Unit folks will agree that the Episcopal Campus, while centrally located, does not provide the best environment for the type of intervention and the work that they do with our special victims, seniors and children. Thank you, Chairman Henon. My question was with the Children's Alliance. We were there the other day, and they do a lot of great work. Yes, it will be. We have only been there, as you know, for two years, and we had actually put a provision in the lease that after three years, we would be able to terminate the lease, but only in the event of co-location. So co-location is referenced in our lease. We haven't discussed this yet with our landlord, but we do have the ability to get out of the lease effective next spring.

Public Property, here today to testify in support of Bill No. 120140, an ordinance 4 authorizing the Commissioner to convey to the Philadelphia Authority for Industrial Development a certain tract of City-owned land situate at 332 to 52 East Tioga Street, with buildings and improvements located thereon, if any, all under certain terms and conditions. E&V Zagranichny LLC will purchase this two-and-a-half-acre site in order to expand their business operations and workforce. The $320,000 proceeds of the sale will be deposited into the General Fund. The Department supports this measure and, accordingly, I respectfully ask that City Council approve Bill No. 20 120140. I just want to kind of for the record, this is a sale to a business that, through some community development, particularly housing development, we landlocked him at his current location. And I want to acknowledge the work of the Commerce Department, Mr. Dougherty and Mr. Barroso, who are here, who has worked with folks at the PIDC and others to be able to locate him. These are manufacturing, allied manufacturing, jobs in the neighborhood that desperately needs them, and I ask this Committee to support the bill.
