Council President Clarke

Thank you very much, Mr. Decker. At this time, are there any speeches on the part of the minority? The Chair recognizes Councilman O'Brien.

Councilman O'Brien

Thank you, Mr. President. I would just like to add my recognition of the two veterans that were here representing Thomas Edison High School today. com) Stated Meeting May 7, 2015 having not one but two high schools that represent the highest fatalities in the Vietnam conflict. Thomas Edison High School represents the highest mortality rate of any public school, high school, in the nation, and Father Judge High School represents the highest mortality rate of any parochial high school in the nation. And many years ago I was significantly moved, as I am remembering it today, of Ed Costello hosting the first public presentation of the Moving Wall in front of Father Judge High School, and the juxtaposition of that presentation was directly across the street from what is now known as the Jim Ramp Playground. And you might remember Jim Ramp was a fallen hero who was killed in the first MOVE conflict. com) Stated Meeting May 7, 2015 Jim Ramp Playground were 17 and 18 years of age, the same age of their schoolmates that left Northeast Philadelphia and Philadelphia to serve their country in Vietnam. So, ladies and gentlemen, I just wanted to bring that to the attention of my colleagues and the people of the City of Philadelphia. In the last month, more than 1,100 violent crimes were reported to the Philadelphia Police Department. This number includes five homicides, 165 gun robberies, and 167 aggravated assaults with a gun. Just yesterday three men in their 20's were shot on North 6th Street. One was killed after suffering multiple gunshots to his head, neck, and mid section. The other two men were also shot multiple times. Since the start of 2015, 74 families lost a loved one due to violence in our city. com) Stated Meeting May 7, 2015 violence, our violent crime numbers are down from this time one year ago, and I hope this trend continues into the warmer summer months. With that said, I believe we can do better. On Tuesday, District Attorney Seth Williams and his team came in to discuss their budget with City Council. The DA also believes we can do better, and he continues to implement effective, smart, and time-proven methods like Focused Deterrence to reduce the violence in our neighborhoods. No doubt about it, the DA's Office is contributing to the downward trend of our violent crime numbers. The amazing thing is that the DA and his team are doing so with a chronically flat-lined budget. Like the DA, I too believe the Focused Deterrence strategy can help us drive those numbers down even lower. com) Stated Meeting May 7, 2015 Focused Deterrence strategy has repeatedly demonstrated that serious violence can be dramatically reduced when law enforcement, community members, and social service providers join together to directly engage with violent street groups to clearly communicate three things: One, a law enforcement message that future violence will be met with clear and predictable consequences; two, a community moral message that violence will no longer be tolerated; and, three, a genuine offer to help those who want it. I believe we need to increase our investment in the District Attorney's Office and I believe we need to invest in the sustainability and expansion of the Focused Deterrence crime reduction strategy. Thank you, Mr. President.

Council President Clarke

Thank you, Councilman. Stated Meeting May 7, 2015 Oh.

Councilman Oh

Thank you, Mr. President. First I'd like to just invite everyone this Saturday between 1:00 and 9:00 to Franklin Square, which is at 6th and Race, for the celebration of Asian American Heritage Month. There will be all kinds of festivities and performances and a great location and a great event. I will be presenting the resolution this Saturday, and would invite all my colleagues, any of my colleagues, to come and present that as well around 3 o'clock. In addition, we'll be kicking off the second annual Asian Pacific American Voter Registration Drive, non-partisan voter registration drive that we do citywide. And also I'd just like to, in keeping with Teacher Appreciation Week here in Philadelphia, really just thank the teachers for what they do and Stated Meeting May 7, 2015 circumstances that we have. I'd like to assure them on behalf of all of us that we're working hard to resolve that and to come up with a way to not only fix but fund the schools. But in the meantime, the teachers are certainly carrying the brunt of all of this, and we very much appreciate the work that our teachers do here in Philadelphia. Thank you.

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilman Jones.

Councilman Jones

Thank you, Mr. President. Very briefly. We have a briefing across the hall. That briefing is being sponsored by the Philadelphia Association of Community Development Corporations. I don't know about you, but I can vouch for mine. Without organizations like Achievability, Parkside, Haddington CDC, Carroll Park, Stated Meeting May 7, 2015 name and go on and on, Allegheny West being the oldest CDC in the Commonwealth of Pennsylvania, we couldn't do our jobs. They want to brief us about some of the activities that they are embarking upon this year with limited resources, as usual, but they want to talk about commercial corridor development. They want to talk about housing. They want to talk about things that we appropriate and they're the ones who actually catch those resources and distribute them to the needy members of our community. There are 17 such organizations, NACs, Neighborhood Advisory Councils, throughout the City of Philadelphia. We need to step in. And they will be providing us lunch. I say that again. They will be providing us lunch. But more important than the lunch, they will be giving us food for thought as we move towards appropriating our budget. Thank you, Mr. President. Stated Meeting May 7, 2015

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilman Johnson.

Councilman Johnson

Thank you, Council President. I just want to make an announcement about two upcoming events that my office will be hosting. Tomorrow at Myers Recreation Center from 11:00 a.m. to 3:00 p.m. is our annual Southwest Philadelphia Spring Job Fair. And so we encourage people to come, dressed for success with a positive attitude. And, again, that's our annual Southwest Philadelphia Spring Job Fair taking place at Myers Recreation Center, 11:00 a.m. to 3:00 p.m., and we encourage people to come dressed for success. Also on Saturday, May the 9th from 2:00 p.m. to 6:00 p.m. is our annual Mother's Day Senior Ball, which will take place at St. Charles Community Center located at 20th and Christian Street in South Philadelphia. And so we want to Stated Meeting May 7, 2015 who would like to come out and enjoy a great day, to come on out and to participate. Again, that's our annual Mother's Day Senior Ball, Saturday May 9th, 2:00 p.m. to 6:00 p.m. at the St. Charles Senior Center. And to all the mothers, have a happy Mother's Day weekend.

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilwoman Quinones-Sanchez.

Councilwoman Sanchez

Thank you, Mr. President. I know Councilman Johnson and I have been providing for much electoral entertainment in this campaign season, but there are some very important questions on the ballot, whether it's the pre-K initiative by Councilwoman Blackwell or the Women's Commission sponsored by Councilwoman Blondell Reynolds Brown. We also have language access. I want to again publicly thank Council, all of my Council Stated Meeting May 7, 2015 colleagues, for supporting this Ballot Question No. 3. Immediately following Council we're going to be joined by a very diverse grouping of leaders from throughout the City to promote our campaign, our social media guide campaign, #yeson3, #languageaccess, #Phillygetsme. This language access ballot question I think gets the City of Philadelphia -- and I want to thank the Mayor and his Administration for working with us -- closer to Philadelphia being a true global city. We've all recognized the growth of the immigrant community, its workforce, its labor force to the vitality that we see in Center City. Including language access planning for all the departments I think is a crucial next step in ensuring that we are definitely a government for the people in the City of Philadelphia. So I want to invite all my colleagues who want to join us with Stated Meeting May 7, 2015 Commission on Asian American Affairs, other Latino leadership and Asian American leadership as we kick off this campaign towards Tuesday, May 19th. So folks need to come out and vote and definitely support the ballot questions that this Council has supported. Thank you. Thank you, Mr. President.

Council President Clarke

Thank you, Councilwoman. The Chair recognizes Councilwoman Blackwell.

Councilwoman Blackwell

Thank you, Mr. President. I want to thank Councilman O'Brien for putting out notices every year. Well, this is about the fourth year. We've partnered with Penn to sponsor a Dental Day at 40th and Locust. That Dental Day will be tomorrow, again, from 10:00 to 2:00, and it will be a great help to people in the Stated Meeting May 7, 2015 who need dental issues. So it is a pro bono once-a-year event. Thank you.

Council President Clarke

Thank you, Councilwoman. And that concludes the speeches on behalf of the majority and minority. The Chair recognizes Councilwoman Reynolds Brown for a motion to adjourn.

Councilwoman Brown

Thank you, Mr. President. I move that City Council stand adjourned until Thursday, May 14th, 2015 at 10:00 a.m. (Duly seconded.)
