question presented as to does anybody other than the upper floor have access to the deck?
No, only the third floor. I'm sorry? Only the third floor have access to root there like a
like a single family. There's one bedroom. And there's a small rear yard I think for the first
floor? Yes, please. Okay, so only the second floor doesn't have access directly to either the yard
or the deck? Yes, correct. We have all the fire springer system, all everything,
being complied by the code.
Question counselor, do you have a commitment for affordable housing?
No, I mean with the city, no, there's no, no, no, I didn't, I didn't, I know realtor
and we, we, well, let me ask you this.
Well, let me answer this. What is the AMI? What percentage?
What is the AMI?
What percentage?
Çeviri ve Altyazı M.K.
What's the AMI? What's the mean? Estimate price for this one?
No, average means income.
Average income for this one? This one we rent like 850 per month to rent one bedroom.
700 to 800. Right now it may be $700. Depends. We plan to announce market crash.
Thank you.
Okay, I don't have any other information to provide. If there's any questions by the board,
David or I can answer them. Yeah, I just do. I guess I do. Just curious as to
where's there a hardship because i'm very familiar with this neighborhood mr perry with all due
respect i mean there are tons of apartments in these neighborhoods yeah i understand but there's
also single family and prices on the west side abroad what people are getting for single family
residential houses is is beyond even what i thought they can get i'm just curious where
hardship. Well, that's my understanding, too. It's not an economic issue. It's a practical issue
that this particular block from, let's say, from Broad Street to 16th Street in this particular
area has a lot of mixed uses, not only apartments, but it has commercial uses. It has a school,
has a parking lot, has some garages. And in this case, you know, people have built single family
houses, but not that many people are going to afford a $600,000 or $700,000 single family
house.
And Mr. Lowe as a realtor has worked with people who essentially want a place to be
able to rent as commuters or, you know, individuals who are commuting into the city.
And this is a very good commute area from Broad Street without having to pay center
city prices.
I think it's just valuable to make a mixed income type of neighborhood and it gets a
property completely rehabbed without going for another single family purchase.
I understand and you're doing a good job on behalf of your clients, so I don't need to
be disrespectful.
No, that's fine.
There are many apartments that are affordable in that neighborhood.
That's why I'm asking.
And actually, there was a remapping done, I think, a while not too long ago.
because of the overflow of apartments.
But anyway, I just wanted to make sure
you got that on there.
Yes, I understand.
And apparently Mr. Lowe has done his homework.
He indicates that there is still a demand
for renovated apartments here,
probably more so than somebody
just building another single family home.
And because it's close to Broad Street,
he thinks that it's readily marketable
and provides alternative housing.
All right.
Questions from the board?
I think there are more single family and duplexes in that area.
Yes, there are a number of duplexes in this area. One of the photographs just indicates one across
the street. All right. Anyone else would like to testify in this case? If so, please raise your hand.
no hands at this time thank you planning commission

Thank you. Has there been a recent
remapping of this area?
I believe so.
I don't have the actual dates
but that's correct.
I think
they made everything back to single
family if I'm not mistaken.

I'm promoting him to panelists.
Hello.
Danny, please identify yourself with the record, spell your full name.
I'm Michael Mattione, that's M-A-T-T-I-O-N-I, Federal Reserve Bank Building, 100 North Independence
Mall, Suite 5A Northwest, Philadelphia, 19106.
we're in a firm to tell the truth the whole truth nothing but the truth
i do i'm sorry we lost a good friend today i understand yes we did yes we did right
yep sorry okay um anyway mr maylonia you agree to waive the reading of its refusal and stipulate
to its accuracy yes also have you emailed an exhibit packet with the required documents
proof of ownership proof of tax compliance copy of the refusal photos and plans five days prior
of this area? Yes. Have you met with the RCO and have a letter? Yes. Thank you. Please proceed.
I'd like to know if there's anybody out there who wants to testify in this case.
Is there anyone who would like to testify in this in this case? If so, please raise your hand.
1723 Memorial Avenue. I do have my client German Yakubov who I'd like to have promoted as well.
no hands at this time and they the letter from the rco what was their position
their letter is a position of support okay so we can do uh if you don't mind give us the you know
the most important things you need in your testimony and we can summarize
yes uh this property is at 17 and we do have a revised plan and i did submit that as well
It's a one-page revised plan, and the change was to increase.
When originally submitted, we had about 8% open area, and we increased it to 14.8% open area.
So we still need a variance, but it's a lesser variance.
They revised the plan slightly.
So we're requesting a six-unit property.
This area is over by Parkside Avenue, and Memorial Avenue and Marlton Street both have these gorgeous old homes on them.
My client has recently built new homes at 1728 Marlton and 1728 Memorial, both of them.
One was seven units, the other was six units.
All of the properties in this area are multifamily.
They're all very large properties, at least about 3,400-3,500 square feet.
It's a historic district.
As you can see, we are an infill project right here between a row.
There's one other infill that needs to be done on this side of Memorial Avenue.
And we're doing the same exact facade that's already there.
I'll pull down with some better photos.
everybody there is multi-family that that that's the floor plans we're proposing six
units again because this is around a 4 000 square foot building um but let me just show you some
photos well oh let me rotate those would be helpful yeah i will in a second sorry with that mr chairman
And as you can see, and the photos are better, but you can see we're going to have all brick
facade that matches the exact, you won't know that this is a new construction, it's
going to match the properties on either side and across the street and also on Marlton
Street, which is one block off of this.
three stories. That's what everybody has. It's 36 feet, five inches tall,
exactly the same as everything that's already there. Okay, these renderings really help
show what we're doing. This, this, and this are existing. This is what we're building. As you can
see, we're building it, and it's going to match the other, that's a vacant lot, but it's going
to match the other properties that are here on both this side of the street and the other side of
um um memorial uh avenue the shaven is this house uh they put white siding on but hopefully
that'll change but we're going to match the uh the old copper siding that everybody else has
um exact same facades there are five and six units in each of these properties
and again this is in a historic district as well so we're going to to meet the requirements of the
historical commission. Since this is a vacant property review and comment only, let me show
you the photos as well. This is the site itself as you can see.
This is the site itself, as you can see, it's in between the properties.
Again the site, and so we're going to have the same exact facade, same porch, same everything,
just going to match everything the best that we can, same height, slightly larger footprint
than some of the properties but not all of the properties
again looking towards uh the fairmount park parkside avenue uh these houses and on the
corners there's bigger properties but also multi-family um and there's one extra vacant
lot there hopefully somebody will fill in soon but it's it's a gorgeous part of town
really really nice area some additional photos showing what's there you can see
this is the opposite side of the street and this one is a brand new unit six
units this board approved this about a year and a half ago same developer
matching the white there, I guess,
but the historical commission approved that as well.
Okay, Mr. Medellin, if you could summarize.
Yes, again, we're seeking to put these six units in.
We have the support of the community,
the letters further down.
We believe that because this is, even though it's a single-family zoned area, because every property around it is a large multifamily structure, at least about 35, 3600 square feet, that for us to build a single-family home would be out of character with this community and would really make it difficult to build because we, again, have to meet and come up with the historic facade.
As you can see there, there's four mailboxes on that property.
We're seeking to build the same thing that's already in this neighborhood in conformity
with the surrounding properties.
We'll benefit the public health, safety, and welfare, we'll remove a vacant property
from the area, we'll reduce the likelihood of illegal dumping, and it will allow the
completion of this side of the block of these unique multifamily structures.
We want to increase congestion, we're going to use it similarly to the other property
the area and the variances are the minimum requested to allow us to build this property
and i do have a german yakubov i believe on the line to client i just would like to have
him confirm these statements if he's available is german available yes he can unmute and he can be
sworn in. German? Yes. Good evening, sir. Please identify yourself for the record. Spell your first
and last name. German Yakubov, German like the language, G-E-R-M-A-N, and last name's Y-A-K-U-B-O-V,
the owner of 1213 North 41st LLC. Thank you. You swear and affirm to tell the truth, the whole
truth, nothing but the truth? I do. Please proceed, Mr. Mattione. Thank you, Mr. Chairman. Mr. German,
did you did you hear my statements i did and are they true and correct they are and do you adopt
them as your testimony i do i have nothing further mr chairman uh if there's any questions from the
board any questions from the board no no no i'll ask you again is there anyone who would like to

Mr. Mattione could offer our condolences for the zoning board administration offers
to Donatucci's family. I would do that. Thank you so much. Very appropriate. Thank you. Thank you.
Yeah, off the record for a moment, court reporter, I don't know if the board members know, but we're talking about Mr. Donatucci.
Ron Donatucci passed away late last evening or early this morning.
Wow, sorry to hear that.
And Matt Mattione could attest that I've known Ronnie since I was six, seven years old.
