Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. Members and guests will please take their seats. Before we begin the business of this session, I would like to welcome everyone to our new temporary quarters. Until repairs to the Council chambers are completed, which may take several months, Council sessions and committee hearings will continue to be held in this room. I would certainly be remiss if I did not thank the many people who are responsible for making this space available and preparing for the Council business on such short notice. First and foremost, I want to thank our court system and judges, who so generously are lending us their space. I would also like to thank the Commissioner and employees of the Department of Public Property, and especially the Facilities Director and Building Services Manager, as well as Council staff, for all of their efforts in preparing this room for Council business. And I would like to thank my colleagues and everyone in attendance for their patience and 4/2/02 STATED - GREETING/INVOCATION understanding as we adjust to life without the usual comforts of home. I'm just begging my Council colleagues to have some patience and tolerance. I think that we will be able to conduct our normal business in this chamber without any inconvenience. To give our invocation this morning, the Chair welcomes the Reverend Father Thomas Sodano, Pastor of St. Cecilia's Roman Catholic Church. Father Sodano is here today as the guest of Councilman O'Neill. All guests and members will please prize.

Almighty and eternal God, in the days of Noah, You sent the great flood to make an end to evil and a new beginning in goodness, to wash away sin and to make the human family holy like yourself. As our City Council begins a new session in this courtroom, may each man and woman thirst for Your holiness, thirst for personal holiness, holiness in our families, holiness in our homes so as to bring holiness to our city, that the light of 4/2/02 STATED - GREETING/INVOCATION Your divine wisdom direct the deliberations of this City Council and to shine forth in all the proceedings and laws framed for our ruling government. May they seek to preserve peace, promote national happiness, and continue to bring us the blessings of liberty and equality. We likewise commend to Your unbounded mercy all the citizens of the United States, the citizens of this Commonwealth in particular, and especially the cities of -- the citizens of our beloved city, Philadelphia, that we may be blessed in the knowledge and sanctified in the observance of Your holy law. In these days of fragile peace and broken promises, may we be preserved in union and in peace which the world cannot give, and after enjoying the blessings of this life, be admitted to those which are eternal. Thank you. Good morning. It is my pleasure to recognize an outstanding organization in this city that has really served to provide services for women in this community, and I had the pleasure of serving on the board in the early '80s, and it is 4/4/02 STATED - VISITOR RECOGNITION/PRESENTATIONS just great that they're here celebrating 25 years of service to the Philadelphia community. So I present this resolution to you recognizing May 9, 2002 as "Women's Way Day" in the City of Philadelphia. Whereas, for 25 years, Women's Way has served as the premier funding organization for women's services and advocacy programs in the eight-county Philadelphia region; and Whereas, establishes a coalition of seven groundbreaking agencies addressing the unmet needs of women in the mid '70s, Women's Way developed the first and most successful national models of women's federated fund-raising. The organization has raised and allocated millions of dollars to benefit hundreds of thousands of women and their families over the last quarter of the century; and...

It's such an honor to have all of you presenting this award to us. And as Councilperson Tasco said, she was with us back in the early years to strengthen the organization. And to have the support of Council and to have Council being led by such an impressive woman adds to this honor greatly. We appreciate you taking the time from a very busy schedule to recognize the importance of nonprofits strengthening our community, and we look forward to working with you to make this a better region for women and for girls. Celebrating "Barbershop Talk Human Family Day." Whereas, the Barbershop Talk Network is a nonprofit, community-based organization which recognizes the importance of dialogue and shared experiences as an opportunity to develop positive human relations; and Whereas, each year, the Barbershop Talk Network hosts the Barbershop Talk Human Family Day; and Whereas, the purpose of this annual 4/4/02 STATED - VISITOR RECOGNITION/PRESENTATIONS celebration is to bring together cultures that are representative of the world community in celebration of the human family; and Whereas, this event will coincide with the anniversary of the assassination of the late Dr. Martin Luther King Jr., making it a true and fitting testimony to his teachings and beliefs and a tribute to his memory; and Whereas, the City of Philadelphia joins the State of Pennsylvania, the United States Congress, as well as local civic organizations in recognizing the importance of this event and the goals and mission of the Barbershop Talk Network; Now, therefore, resolved by the Council of the City of Philadelphia that we hereby observe April 4, 2002 as "Barbershop Talk Human Family Day"; and Further resolved that an engrossed copy of this resolution be presented to the Barbershop Talk Human Family Day Foundation Incorporated as a symbol of this legislative body's gratitude for initiating this courageous venture. Thank you very much. I just wanted to say this day, April 4th, is extremely important to me as it relates to Dr. King. He stressed a lot of very important points in my life as it relates to color, and one of the reasons I have all this red on is because I see no skin colors out there. The only thing I see is the color red, which is what we all are. Now, I know that's all you see up here. One day, hopefully in our lives, we will be able not to see skin color and finally be able to see the humanness inside all of us. Thank you. (Applause.)
