Good morning. The Committee on Appropriations is now in session. Will the Clerk please read the title of the bills.

Bill No. 080470, an ordinance authorizing transfers in appropriations for Fiscal Year 2008 from the General Fund, the City Representative and the Director of Commerce and from the Community Development Fund, the Director of Finance - Community Development Block Grant - to be allocated to the General Fund, the Mayor, the Department of Recreation, the Director of Finance - Fringe Benefits, and the City Commissioners. Bill No. 080471, an ordinance 20 authorizing transfers in appropriations for Fiscal Year 2008 within the General Fund from the Managing Director to the Police Department, the District Attorney, and the First Judicial District of Pennsylvania. 3 5/22/08 - APPROPRIATIONS - BILL 080470, etc. Bill No. 080472, an ordinance 3 authorizing transfers in appropriations for Fiscal Year 2008 within the General Fund from the Managing Director to the Mayor's Office of Community Services. Mr. Agostini

Good morning, Councilwoman Krajewski. I'm Steve Agostini, Budget Director for the City of Philadelphia, and I appear before you to provide testimony on Bill Nos. 080470, 080471 and 080472 for transfer appropriations for the General Fund. The first bill, 080470, requests appropriation transfers of 15,625,000 from the Community Development Fund within the General Fund. The largest transfer of this is 15 million to 4 5/22/08 - APPROPRIATIONS - BILL 080470, etc. balance our Employee Benefits account for 2008 for a number of expenditures we had not anticipated, like FICA and health medical payments for retirees for the balance of '08. We're also requesting a 300,000 transfer for Class 100 in the City Commissioners to provide payroll funding for the balance of the fiscal year. We are also asking for 250,000 to provide the Department of Recreation with funding to begin programming for a replacement summer concert series for the Robin Hood Dell East. And, finally, a transfer of 75,000 for the Commerce Department to reimburse the Mayor's Office for employees who are detailed to the Commerce Department. On Bill No. 080471, we are requesting a 641,684 transfer within the General Fund from the Managing Director to the Police Department, District Attorney and First Judicial District to 5 5/22/08 - APPROPRIATIONS - BILL 080470, etc. reimburse those departments for support costs incurred by the Youth Violence Reduction Program. And then, finally, on Bill No. 6 080472, we're requesting appropriation transfers of 2.8 million within the General Fund from the Managing Director to the Mayor's Office of Community Services for services MOCS employees provide to the Managing Director, which includes the CLIP Program, which is Community Life Improvement Program, Graffiti Fighting and vacant lot cleaning. There are representatives of these departments here to provide you with additional information if you so desire. Additionally, I would ask that there would be a suspension of the rules for this item so that first reading could take place this morning at your regularly scheduled meeting.

Budget Director, could you comment -- you mentioned some employees being detailed out to the Commerce Department. Could you elaborate on that, how many employees and what's that about?

Mr. Agostini

Hold on one second. It is for one employee. It is the Mayor's Senior Advisor, Terry Gillen. It's for a portion of her salary for the year.

I may not have the same testimony that you're reading from, because it sounds like you read a lot more than I actually have here. I want to ask a question regarding a transfer of 250 with funding to begin programming for the replacement summer concert series for the Robin Hood Dell. Where would those concerts be?

Mr. Agostini

Councilmember, I don't know exactly where the concerts will be. What I have been advised is that we are looking at approximately eight shows, with a headliner act. The shows would start at 6:30, and we have dates currently tentatively scheduled for July 10th, 17th, 24th and 31st and then August 7th, 14th, 21st and 28th. And they were -- there was an attempt by the Administration, as we had committed to you, to try and be sure that there would be a summer series that would be available over this coming summer as we began the replacement and construction of 8 5/22/08 - APPROPRIATIONS - BILL 080470, etc. the Dell East.

Councilwoman Miller

Can you get us the information -- maybe it's complete -- as to where those concerts will be located?

Mr. Agostini

I'd be happy to do that.
