We're going to move right into our Stated Meeting. We have established a quorum. Despite the great need, there will be no invocation today. We will, however, observe a very brief moment of silent reflection or prayer for our city, its leaders, and the citizens during the current public health crisis. If there are no further objections, to further expedite today's session and to limit the duration of this gathering, I propose to dispense with all regular orders of business, with the exception of the approval of the Journal, requests for leaves of absence, communications, reports from committees, consideration of bills on the First Reading Calendar, and the adjournment. To the President and members of the Council of the City of Philadelphia, the Committee on Appropriations, to which was referred Bill No. 200258, entitled "An ordinance authorizing transfers in appropriations for Fiscal Year 2020 from the Grants Revenue Fund, the Director of Finance Provision for Other Grants, to the General Fund, the Managing Director and to the General Fund, to certain or all City offices, departments, boards and commissions," respectfully reports it has considered and amended the same and returns the attached bill to Council with a favorable recommendation.

This bill will be placed on our Second Reading and Final Passage Calendar for the next session of Council. As this legislative body is not taking any action on any bills or resolutions on the Calendar today, there will be no public comment today. The ayes have it. The motion carries. Before you leave, I just want to make one brief note with respect to the Appropriations bill and the Stated Meeting March 26, 2020 the issues that were brought up today, both in the hearing and prior to the hearing, have been conveyed to the Administration. There will be further discussion on the parameters of the loan fund. There will be a change in the distribution of dollars, grants versus loan. There will be representation on the review team as it determines the criteria and also the whole application and implementation process. Yes, sir.
And I'll be brief because we're wrapping up. For the team that's going to be reviewing this -- well, I sit on PIDC Board, so I don't even know why I'm even bringing this up, but I know schools are going to be shut down until April the 6th and possibly, Dr. Hite kind of signaling, maybe until June. Then somehow prioritizing childcare/daycare centers should be like a key focus, just because Stated Meeting March 26, 2020 will probably go out of business, especially with us having to be quarantined to home and children not having a place to go. But I can follow up with that with the Board. So that was just a thought process, but I'm willing to work on it with anyone. That's all, Council President.
