Thank you very much. That concludes our Calendar for today, and we will now have our speeches. On behalf of the minority? (No response.)
There being none, speeches on behalf of the majority? The Chair recognizes Councilman Jones.
Thank you, Council President. Earlier this week we witnessed a flagrant deterioration of accountability following the escape on Sunday of two individuals, Ameen Hurst and Nasir Grant, from the Philadelphia Industrial Correction Center, also known as PICC. One of them is accused of killing four people and injuring two others in three separate shootings. Police are now looking for them and asking us, the public, for help. How is it that such a systematic failure like this could occur and make it possible for two inmates to go undetected for almost a whole day, even reportedly after multiple inmate counts were conducted? Stated Meeting 105 5/11/2023 How is it that prison administrators didn't find out about the escape until Monday afternoon, only after other inmates told them? How is it that these men passed two unmanned security posts and left through a hole in the fence and nobody saw them? This was a predictable crisis waiting to happen. This is why COs and Local 159 of AFSCME DC33 took a vote of no confidence against Commissioner Carney, which was upheld unanimously. While it is very worrisome that such issues as chronic staffing shortages, deplorable conditions for inmates, and unsafe working environments for COs, one of them who happens to be my brother, have played a role in getting us to this point, it's even more concerning that the leadership has not done more to prioritize these issues given the more than 800 vacancies that currently stand. Between Fiscal Year '17, which Stated Meeting 106 5/11/2023 is Mayor Kenney's first proposed budget, and Fiscal Year '24, the Department of Prisons has seen about 11 percent increase, that's about $29 million, in its budget. Yet filled positions have decreased by 40 percent. In Fiscal Year '17, 2,331 positions were filled, with only 2,325 budgeted. Today in Fiscal Year '24, 1,318 positions are filled, with 2,186 budgeted. This is unacceptable. Somebody has some 'splaining to do, as my eight-year-old grandson would say. The lack of leadership in this city is absolutely exhausting. That is why I introduced a resolution calling for hearings on the dangerous failings of our penal system in the City of Philadelphia to help us understand exactly how we got here. Thank you, Mr. President. (Applause.) Stated Meeting 107 5/11/2023
Thank you, Councilwoman. The Chair recognizes Councilwoman Lozada.
Thank you, Council President. Two things I want to speak about today. I'm honored to recognize the Allied Health Professionals during National Hospital Week May 7th through the 13th. That started as a day of recognition in 1921 and turned into a week in 1953. These are the men and women who treat critical patients under extreme circumstances but are not always recognized. Thank you to them, to all of them, to all of our Allied Health Professionals for your service in our communities and for keeping us safe and healthy. This week, our Public Safety Committee held a committee hearing in Conwell Elementary School in the Kensington community. We heard about Stated Meeting 108 5/11/2023 everyday life from community members, community-based organizations, and principals, but the most important testimony came from our young students. Yes, young children, who every day witness through the lens of their eyes the crisis that plagues their community every day, how they're impacted by it all. Our children are struggling through this health crisis. And, yes, they're resilient, but they should not be, they should not be going through and witnessing what this crisis is causing them every day. This should not be just another day in the neighborhood. They are afraid, they are sad, and they're tired. They deserve better. They deserve to be able to play in green and safe spaces. During the COVID pandemic, every single department in this city got in here and did what they needed to do to protect residents from that health Stated Meeting 109 5/11/2023 crisis. And although sometimes we missed the mark as we went through the process, we adjusted and kept pushing to ensure that every Philadelphian was safe. COVID proved that we as a city are faced -- when we are faced with a health crisis, we can come together and we can find resources and we can protect communities. The Kensington community has been begging for help for many years. The children are now standing up and asking us to send help. Will we continue to stand silent? Will we continue to allow the concentration and the occupation of that community to continue? Or will we finally do something to help bring resolution to this community? Will we do what is right? Yes, it may be difficult, but it is extremely necessary, and it is our responsibility to improve the quality of life in the Kensington community. I'd like to thank Chairman Stated Meeting 110 5/11/2023 Jones and every single Committee member who attended the Committee hearing in the Kensington community to hear directly from that community how impacted they are and what they experience every day. We have to do something. We have to change what we are doing. We have to find the necessary resources to bring a better quality of life, the quality of life that every single resident in that community deserves. Thank you, Council President.
Thank you. The Chair recognizes Councilwoman Gilmore Richardson.
Thank you, Council President. I just wanted to take a moment Stated Meeting 111 5/11/2023 to thank my colleague Councilmember Vaughn for her remarks in support of all of our correctional officers and all of the facilities represented across government and also recognize the presence of Local 159 President, David Robinson, who is with us today. (Applause.)
Thank you for your work and for your advocacy. And, lastly, Council President, since 2020, we've been visiting churches and religious institutions across the City every single Sunday and bringing needed City resources to our residents, and I wanted to recognize one of our partners in that effort who has joined us every single Sunday since 2020 and just helping us get as much information out as possible. She was with the Revenue Department and is now transferring over to the Philadelphia Water Department. So Stated Meeting 112 5/11/2023 I wanted to say thank you very, very much to Michelle Bailey for all of her service and for sacrificing so many Sundays to join us to help our Philadelphia residents. Thank you very much. (Applause.)
Thank you, Councilwoman. The Chair recognizes Councilman Squilla.
Thank you, Mr. President. As you all know, in Philadelphia over 20 percent of the population is food insecure, and in some neighborhoods the number is even higher. With that in mind, last week we helped launch Philadelphia's Grubhub Servicing the City program at the Key School and Southwark School in my district. With the help of Grubhub, SEAMAAC, Los Gallos, and the People's Stated Meeting 113 5/11/2023 Kitchen, we were able to give out close to 300 meals to children and families from those two schools. Grubhub Servicing the City program was created to address food insecurity issues as well as support local independent restaurants. Launched in New York in July of '22, this initiative has now served more than 20,000 meals to food insecure families in New York, and it's my hope that we exceed that number as we partner and grow in Philadelphia. Grubhub will be partnering with Councilmembers, purchasing up to 500 hot, pre-packaged, culturally appropriate meals directly through restaurants and hosting on-site meal distribution events at Housing Authority, senior centers, veterans organizations, and other community-based organizations. I look forward to working with my colleagues here in Council in the coming months to help bring the program Stated Meeting 114 5/11/2023 to their Council districts and to Council and the City as a whole. I want to thank the Grubhub team of Josh Bosin, Brett Swanson, as well as Andrew Zalenski and Aren Platt from DiCicco Associates for helping bring this to Philadelphia and allow me to kick off the program and help those in need most. Thank you very much. (Applause.)
Thank you, Councilman. The Chair recognizes Councilman Phillips.
I just wanted to say really quickly Happy Mother's Day to all the mothers this coming Sunday. I'm without my mother, but we have a lot of wonderful mothers that are here today, including Councilwoman Vaughn, Councilwoman Lozada, and also Councilwoman Cindy Bass and Stated Meeting 115 5/11/2023 Gilmore Richardson and Gauthier and Kendra Brooks. So I just want to say Happy Mother's Day to everyone. A mother is a precious thing. My mom is not here with me and I still think about her every day and I wish there was ways that she can see that the fruit of her labor is still going on, and I hope I'm making her proud, but there's also members even this week who are going through some things. So I'm just wishing that everyone has a wonderful Mother's Days. God bless. (Applause.)
Thank you. Thank you, Councilman. The Chair recognizes Councilman Jones.
Thank you, Mr. President. I just want to recognize Member Stated Meeting 116 5/11/2023 Lozada, Member Squilla, Member Harrity, Member Vaughn, Member Driscoll for coming out to Kensington. One of the things that you've always proposed is that we can't be afraid of the people, that we have to go to the people. They are our employers. And in that tradition, my colleagues went out and we heard and we listened. It was a listening session, but if you have a heart, your heart was broken. And Member Phillips always says from the African proverb, how are the children. I remember that. And we heard from the children of Kensington, and it broke our heart. The things that they have to put up with, whether it's watching people shoot up in their extremities that I will not mention, whether they wind up seeing someone OD on the steps of their school, having to navigate in between drug deals and transactions on their way to try to get an education, and the valiant Stated Meeting 117 5/11/2023 principals and administrators that every day keep a smile on their face and positive attitude to help the children through their day. Whether it is watching a park that should be for places where kids play safely that there was encampments there made up of tents, and right across the street an entire row of businesses that were closed due to the conditions of Kensington, all while this is allowed in a sense of, oh, well, it's just Kensington. Well, as we next week elect the 100th Mayor of the City of Philadelphia and the 19th City Council here in -- who did I forget? Did I forget somebody? Gauthier. No, this is not your day. Everybody is forgetting you.
She was there. I'll put it on the record, she was there. But as we decide on the 100th Stated Meeting 118 5/11/2023 Mayor on Tuesday, please come out and vote. Whoever you vote for, we will hold them accountable for Kensington. You're not going to get to kick the can down the road. We will have you address the Marshall Plan that is needed to make Kensington right. Because if Kensington is not safe, no neighborhood in Philadelphia is safe. I will say this, that it's not -- it was not a question -- and I was proud of you of this. Nobody went like this, pointing at each other, but what we hope to do is point to solutions to solve it, and I look forward to the work. I look forward to work. On another note, we cannot ignore what happened at that prison, and I'm thankful that my colleague, Member Vaughn, is pulling together a hearing to examine all of what happened and hold people accountable, because, again, that young man who was only like 18 years old had four homicides. He had shot and Stated Meeting 119 5/11/2023 killed somebody on the grounds of the prison that was getting out. He pulled up and allegedly shot him dead. So that kind of -- twice this individual said, I don't care about the prisons, I don't care about the system, I'm a bandit and I'm going to do what I want to do, and then escaped, proving that, you know, he felt he was bigger than the law. So we have to fix this, and we will fix this, and I look forward to the discovery. I look forward to making a decision and applying the resources. Eight hundred vacancies is a state of emergency. We've walked those tiers up in those pods and we've seen the dangerous conditions often female correction officers have to operate in. It's not safe for the inmates. It's not safe for the corrections officers, and as the escape proved, it's not safe for the citizens outside of the walls and the fences. So thank you, Mr. President. Stated Meeting 120 5/11/2023 We got work to do. (Applause.)
Thank you. Thank you, Councilman. Yes, we do. The Chair recognizes Councilwoman Gauthier.
Thank you, Council President. I wanted to take a moment to send our love and condolences to Councilmember Thomas, who lost his mom a few days ago. I think that's one of the most devastating things that can happen to a person and, you know, especially leading up to Mother's Day. So just wanted to send him our love and just let him know that we are thinking about him and his family in this hard time. I also wanted to thank Councilmember Vaughn for the really important resolution on what's going on Stated Meeting 121 5/11/2023 in the prisons. I will say that, you know, as a member of the Public Safety Committee, we've had meetings on meetings on meetings on meetings with the leadership at the Prisons and with the Administration to talk about the crisis, the crisis that's been playing out in the prisons for over the entire pandemic, and it feels like we don't get anywhere. It feels like just sort of defensiveness and the lack of a real plan. And so I hope -- and I'm willing to be a part of the team that allows us to come into this hearing in a different way and hopefully to get more answers and to get to resolution. But this is something that Council has pushed on, I would say, you know, for the entire pandemic, and I hope we can get to a different place through this hearing, but I do think it's a very important discussion to have.
Thank you. Thank you, Councilwoman. Stated Meeting 122 5/11/2023 The Chair recognizes Councilman Harrity.
Thank you, President, colleagues. You know, I'm so glad that Councilman Jones chaired the meeting the other day, the Public Safety meeting, and Quetcy Lozada, I commend you for taking the initiative to actually bring the kids in, because it just proved what I've been telling everybody all along, is that the kids in my neighborhood are good kids. They're not asking for anything extra. They just want the same as every other community's kids want. And you guys got to see firsthand how articulate and resilient they are. They learn under circumstances that no child should have to go through in order to learn. They push through streets that are littered with trash and dirt and needles and walk past people doing things that just are not right in public. And I'm just so happy that for once, Stated Meeting 123 5/11/2023 everybody got to see what I see on a daily basis when I talk to the kids in my neighborhood, that all they're asking for is a chance to be a kid. And, you know, I believe it's our job to allow that and to give back to them. They learn in spite of us and what we're doing. I'm happy that everybody came out, and I know now that what my colleagues seen was what I see every day, and I hope now that we're all on the same page, we can work to make a difference over there for those kids, because they deserve it. Thank you.
Thank you, Council President. I also want to thank my colleague Katherine Gilmore Richardson for these beautiful flowers that she gave us all today and wish everyone under the Stated Meeting 125 5/11/2023 sound of my voice that is a mother Happy Mother's Day. Thank you.
Thank you, Councilwoman. That concludes our speeches on behalf of the minority and our speeches on behalf of the majority. And to the mothers in the City of Philadelphia and here, you all are extremely special. So we really want you to have an awesome, awesome day, because you more than deserve it. So thank you very much for all you do and all you're going to do. Who knows? We might even have a mother as the next Mayor of the City of Philadelphia, right? All right. Obviously I'm not going to say who, not from here. Stated Meeting 126 5/11/2023 With that, the Chair recognizes Councilman Squilla for a motion to adjourn.
Thank you, Mr. President. And I too want to thank all the mothers, and hopefully they enjoy their day, because the mothers are the true leaders of all families, and thank you for that. But I move that Council stand adjourned until Thursday, May 25th, 2023 at 10:00 a.m. (Duly seconded.)
