Good morning. This is City Council's committee -- my voice is very bad -- on Transportation. And Councilwoman Miller is going to fill in for me 'cause I really cannot speak that clearly, or that well.

All right. Thank you. I'm Councilwoman Donna Reed-Miller. I just want to verify that we have a quorum. We have Councilpersons -- Councilman Darrell Clarke to my left, Councilman Jack Kelly; and, of course, Councilwoman Campbell, who's the chair. Also to my left is Councilman Bill Greenlee, and myself. So we do have a quorum. Would the clerk please read the title of this bill.

This is Bill No. 23 070950, amending Chapter 9-400 of the Philadelphia Code, entitled "Carriers," by requiring all providers of school bus 4 11/27/07 - PUBLIC TRANSPORTATION - BILL 0700950 services operating school buses within the City of Philadelphia to provide school buses with three-point seat belt restraint systems for all students using said school bus.

I move that this bill, Bill No. 070950, be the amended in the following way: In the last sentence, Section 23 2, take out the word "immediately" and replace it with "September 2008" so that it would read: "This ordinance 6 11/27/07 - PUBLIC TRANSPORTATION - BILL 0700950 shall become effective September 2008." I move that motion. (Motion seconded.)
