Heavenly Father, we do thank you this day. Thank you for life, health, and strength. Father, we thank you that you are our God and you are the God of unfailing love and faithfulness. At times, you've been better to us than we've been to you and/or ourselves. As we face this day, God, we know we face some triumphs and some discouragements. We face some celebrations and some challenges, but through it all, we declare that you are good. I pray that you would give this Council and all of the volunteers the wisdom that it needs to take care of everything that is on the agenda, God. Both Kristen and Kevin are here, his children, as we recognize Ted Silary for being the phenomenal journalist, storyteller, and actually highlighter of great young people all across the City of Philadelphia for over 40 years, writing for the Daily News and other outlets but, most importantly, having his own website that put young people in the position to be able to get scholastic support, athletic scholarships and other things like that. So please join me in welcoming and thanking the family of Ted Silary for being here with us today. Can you stand up so we can give you a round of applause, please, Kristen and Kevin. (Applause.)

It is pooh shiesties for the record, but what I would like to briefly recognize is that we once were a city that people passed by on the way to New York, on the way to DC and didn't really stop, but over a period of time, we've been able to establish ourselves as a world-class city, as amplified by the selection of Philadelphia for the World Cup. And I wanted to recognize Ms. Tane (ph) and Stated Meeting 06-08-2023 14 6/8/2023 Mrs. Jones, who were a part of that, and would you please rise so that we can acknowledge your hard work. Yeah. Thank you, Council President. I want to echo the sentiments of my colleague as we recognize, I would call it, the power behind the throne here in the City of Philadelphia. Rather it was bringing the Pope here to the City of Philadelphia or the NFL Draft or Made in America, Jazelle Jones is always on the front line in Stated Meeting 06-08-2023 15 6/8/2023 making sure we represent the best that the City of Philadelphia has to offer, not only locally, regionally, but also globally. And so I also want to concur with my colleague and say let's give her a round of applause for her leadership in the City of Philadelphia. (Applause.)

In a few weeks, John will attend the U.S. Air Force Academy in Colorado Springs, Colorado. It is always great when we can celebrate our kids when they do amazing things, especially John, who is multi-talented as a student, an athlete, and a leader. John is also going to lead the Father Judge baseball in the state high school playoffs. Let's hope that John can come back with his team and we can honor them again for bringing a state championship back to Philadelphia. Thank you. (Applause.)

Thank you, Council President. Very briefly, I just wanted to acknowledge the Central High School Robotics Team for their wonderful accomplishment. We had about 40 members of the Robotics Team here today. They're recently back from a world championship in robotics where they won the FIRST Impact Award. And I think it's important to note that they not only won for their skill in playing chess -- sorry; their skill in robotics -- it's been a long night, sorry -- they also won for how much they practice equity. So their team developed a non-profit. They've raised a ton of money, and through their non-profit, they support robotics teams across our city at public schools. And so I just thought it was Stated Meeting 06-08-2023 21 6/8/2023 really important to highlight them. They had to leave because we started on a delayed time, but I just think we're all really proud of them and the good they're doing across the City. And also they're here from my alma mater, 255. Thanks.

Councilman Driscoll offers an ordinance amending Title 12 of The Philadelphia Code, entitled "Traffic Code," by providing for prohibitions relating to Drifting, and for penalties and enforcement.

Briefly, Mr. President. This bill is meant to show that actions have consequences. Over the weekend we saw gatherings with Stated Meeting 06-08-2023 22 6/8/2023 hundreds of people engaging in reckless activities in their cars. The young man on I-95 lost his life. The individuals at Cottman and Torresdale were risking the lives of hundreds. These reckless activities do not only ruin the day of those living in the surrounding community, they can ruin lives. An 18-year-old lost his life after drifting on I-95. In my district, hundreds could have been injured or worse. Through stronger enforcement and punishment in conjunction with street design meant to slow traffic, we can not only improve quality of life but indeed save lives. Our streets and all public spaces are meant for everyone, not a select few treating them as their own amusement park. It is simple. If you engage in these activities and we catch you, you will owe $2,000 and you may never see your car again. Councilman Squilla offers four bills and three resolutions, entitled "An ordinance authorizing the revision of lines and grades on a portion of City Plan No. 308 by striking from the City Plan and vacating Addison Street from a point approximately eighty feet east of Fifth Street to its terminus further eastwardly therefrom"; and An ordinance amending Chapters 12-900 ("Parking Regulations and Penalties") and 12-2800 ("Administrative Adjudication of Parking Violations") of The Philadelphia Code to revise requirements, limitations, and fines with Stated Meeting 06-08-2023 24 6/8/2023 respect to angle parking; and An ordinance authorizing the revision of lines and grades on a portion of City Plan No. 146 by striking from the City Plan and vacating Morse Street from Beach Street to Allen Street and Allen Street from Morse Street to its terminus northeastwardly therefrom; and An ordinance adding a new Chapter 12-3600 of The Philadelphia Code, entitled "Camera-Based Enforcement System For Parking, Stopping, and Standing Violations That Interfere With Mass Transit," to decrease traffic congestion, improve traffic safety, and address the climate crisis within the City of Philadelphia.

Those four bills will be referred to the appropriate committees.

And a non-privileged resolution showing support for Philadelphia Haitians, Team Haiti and Haitian Americans during the crisis in Stated Meeting 06-08-2023 25 6/8/2023 the Nation of Haiti and urging the Administration of the City of Philadelphia and Philadelphia City Council to demonstrate unwavering support for the people of Haiti.

Good afternoon.

Good afternoon. Reverend Gregory Holston. I'm here, first of all, on the bill on affordable housing. Of course we support that bill. Of course I support that bill. I'm coming here today as a part of the coalition called 57 Blocks. We had an opportunity to speak to all of you in December of this year -- of last year, excuse me, in reference to a very detailed strategy around gun violence. Part of that strategy deals with affordable housing and making that more clear for those communities. 57 blocks are ten or more shootings that have occurred on those blocks since 2015. Within a quarter mile Stated Meeting 06-08-2023 48 6/8/2023 radius of all of those 57 blocks, you have 30 percent of all the homicides in the City on only five percent of the land mass. That means with a real targeted strategic approach, you could target those areas with dollars and make real transformational change happen in those communities that will affect the gun violence numbers for the entire City. We brought that proposal in December and had a beautiful briefing with many of you, and many of you indicated support for that project. Unfortunately, it does not appear that this may not be in this particular budget. That is disappointing. I don't know all the details why that did not happen, but I'm hopeful that something can be worked out. But I will tell you one thing you can do right now as Council. Your fellow colleagues at the state level are considering the same proposal. They have told me they want to hear about 57 Blocks Stated Meeting 06-08-2023 49 6/8/2023 and how you feel about it as a strategy. You can make a call to your own colleagues, the State Reps and State Senators that are in your area, and tell them now you want this proposal that is strategic, that is necessary, that will save lives. One story from many of the people we've talked to, because this is a community-led proposal, it comes from the community, one person said it this way: I love the children in my neighborhood. I've been spending 20 years working on youth programs in my neighborhood, and I watched them play basketball, I watched them play football, but when they closed down Germantown High School, their dreams of going on to play football and basketball were destroyed and many of them turned to gun violence and use gun violence today as the way they handle sports. They even keep count. They even keep numbers. I'm saying to you, that barber Stated Meeting 06-08-2023 50 6/8/2023 in that area sits on one of these 57 blocks. He works on that block, and he needs the resources to reach the children in that neighborhood. That's what this proposal will do. It will put the hands in community folk and community level to make a difference in the lives of people. Please help us. If you cannot do it in this budget, which I really hope you can, at least call your state counterparts and let them put it in the state level so we can make a change for our city. Thank you so much.

Good afternoon.

Greetings. Good afternoon, Mr. President and distinguished members of City Council, Councilwoman Gilmore Richardson, and guests. Thank you so much for affording me the opportunity to remind us all of the grandeur of the City of Philadelphia, specifically my co-founder, Kenny Gamble, one of the architects of the Global Sound of Philadelphia. He and I and broadcaster Ed Wright are the co-founders of June Black Music Month, now in its 44th year. A lot of people don't know that, but you need to know that it was established, created here by Kenny Gamble and myself. And on May 31st, President Joe Biden issued a proclamation recognizing the grandeur, the majesty of America's indigenous art forms created by Black people right here Stated Meeting 06-08-2023 52 6/8/2023 in the United States. For us in Philadelphia, a specific feeling of pride in that we are the first -- we were the first capital of this country. So dating back to the 1700's, Black music has been a voice of force to be reckoned with, a cultural asset that we export around the globe, and it is also a multi-billion dollar business. I would like to encourage City Council to remember the power of music, especially when it comes to our young people. When the Reverend was just speaking, my heart was just -- to hear what he had to say, the growing gun violence could be stemmed with music. Our recreation centers, our children are about to get out of school. What are the options for them? I would like to present to City Council that music is a healing force and something that young people love. We need to have music studios Stated Meeting 06-08-2023 53 6/8/2023 in our recreation centers. We need to give young people an alternative, and Black music is my lane. All music is important, but I'm here today to thank City Council for recognizing Kenney Gamble and myself. We are residents of Philadelphia, and especially to Councilwoman Gilmore Richardson for taking the initiative to present this proclamation, this resolution before Council. So thank you so much, President. Thank you, as you get ready to retire. Thanks to all of you. This is the seat of government, and it's so impressive, the work that you are doing in our community. There's so much more to do, but I want to remind you that music is a panacea. It is part of the cure for all of the things that ail us in our communities. Thank you so much.

Reverend Tyrone Williams. Good afternoon, Council President Clarke and members of City Council. I'm here to speak on Resolution 230423. Just to give you some points about this resolution, Council President Clarke held several community meetings in the past to solicit input from residents on the ideas for vacant lots and overgrown pockets of parks in the areas of 30th Street to 33rd and York through Huntingdon. The response at that time Stated Meeting 06-08-2023 55 6/8/2023 was very low. Council President then proposed affordable housing units on those parcels. The Strawberry Mansion CDC, which I am the project manager for and work for, assembled community stakeholders and submitted a checklist of community businesses to the Council President, Darrell Clarke. He responded by identifying the things he could possibly do and things PHA and Penrose could possibly do as well. The Strawberry Mansion CDC and I had Mr. Lawrence Battle for the Strawberry Mansion Neighborhood Action Center and a host of residents, which I am one, support the opportunity to expand the affordable housing opportunities in Strawberry Mansion, and I conclude that there is room for multi-living in Strawberry Mansion. In my conclusion, I just want to say that there's multi-living in Strawberry Mansion and then there is Stated Meeting 06-08-2023 56 6/8/2023 unique or different types of living, rentals, homeownership. There are people. We have vast land, and it needs to be filled. And just because we are homeowners, we ought to give to all people an opportunity to live somewhere, whether they are renters or homeowners. Thank you.
