This bill having been read on two different days, the question 4/29/04 - STATED - 2ND READING now is shall the bill last finally. The Chief Clerk will please call the roll. THE
Aye. I think the Councilwoman wanted to speak on the bill.
Thank you, Madam President. You know, this is the bill that adds a special layer of safety to schools and playgrounds, et cetera, as it relates to people carrying weapons. Everyone knows that in the past several months we have had, you know, a rash of violence in and around our neighborhoods, and this one particular incident at the Pierce Elementary School, which happens to be in my district. 4/29/04 - STATED - 2ND READING We have had hearings. Most people know we have had a lot of support from neighborhood-based groups and other types of national groups, like Million Mile March. We have been working, Councilman Clarke and I have been working, with the state representatives and other people at the state level. So I am just asking that our Council Members vote in support of this bill because we believe that this is a bill that is going to be passed at the state level. Thank you.
Thank you very much. Again, I would ask the Chief Clerk to call the roll. THE
The ayes are 16, the nays are zero. A majority of all members having voted in the affirmative, the bill passes. That concludes the calendar for today. Are there any speeches on the part of the minority? Are there any speeches on the part of the majority? The Chair recognizes Councilman Cohen.
Thank you, Madam President. Mindful of what seems to be an increasing problems, I was interested in an answer from -- I guess it was Councilman DiCicco who requested that the Mayor appoint an insurance advocate. It is true over 200 years ago we fought against the British, but I think maybe we can learn a little bit. On Sunday night the British Prime Minister appears on TV, he shows up in front of a meeting of the legislature in Britain and answers all questions. I think it would be great if we could adopt that British policy for the City of Philadelphia and address questions of Mayor Street, who doesn't answer letters, he doesn't respond to phone calls. Maybe he will respond to a direct question from somebody in the legislative body. I, for one, would like to know, among many questions, how you deal with the school crisis, of kids getting hurt by automobiles, by dealing with the closing of the street or partial closing of the street for college students. I would like to understand what the relationship of the two things is. Other Council Members will have other kinds of questions. But certainly democracy would be much strengthen if there was a way to get the Mayor to respond to the questions we legitimately have and require answers for here in City Council. Thank you, Madam President.
You are welcome, sir. Are there any other speeches on the part of the majority? Seeing none, the Chair recognizes Councilwoman Tasco for a motion.
Madam President, I move that Council stand adjourned until Thursday, May 6, at 10:00 a.m., 2004. (Duly seconded.)
