Good2 morning, everyone. Thank you. This is a3 continued public hearing of the Committee4 of the Whole.5 The Chair recognizes6 Mr. McPherson.7 MR. McPHERSON: This is a8 continuation hearing on Resolution9 110161, the City's Five Year Plan; Bill10 No. 110135, the Capital Program 201211 through 2017; Bill No. 110136, the12 Capital Budget for 2012; Bill No. 110137,13 the Operating Budget for 2012; Bill No.14 110138, which adjusts the wage tax; Bill15 No. 110139, the School District U&O; Bill16 No. 110140, the School District real17 estate reauthorization, and we'll take18 testimony on Bill No. 110137, the19 Operating Budget for Fiscal 2012.20

Thank you,23 Madam President. Madam President, I24 would like to offer at this time a25 6/2/11 - WHOLE - BILL 110137, ETC.1 proposed amendment to Bill No. 110137,2 and I will explain briefly the nature of3 the amendment and the purpose of the4 amendment.5 As you know, we are in the6 midst of some very challenging times as7 it relates to the School District and8 we're being asked by the School District9 to raise significant amounts of revenue.10 There's still some uncertainty among a11 number of members, particularly myself,12 in terms of what actually needs to be13 available because of the uncertainty of14 the state. Some of the answers that15 we're receiving from the School District,16 personally I'm just not comfortable with,17 but I do believe that at the end of the18 day, there will be a need for some19 revenue for the School District.20 So to add to the mix -- and21 this is in no way a competing bill or22 amendment or agenda. It's just something23 to put on the table for the possibility24 of us at some point putting revenue on25 6/2/11 - WHOLE - BILL 110137, ETC.1 the table for the School District.2 So we would like to introduce3 this amendment. This amendment will4 simply increase the appropriation power5 of the City, in the event that the bill6 that will be introduced later on today in7 Council is passed in some shape or form8 will provide additional funding. That9 funding will go on the City's side. That10 particular proposed bill at this time is11 approximately three and a half mills. It12 will add around $37 million to the City's13 side of the real estate ledger. If14 needed, that $37 million will be given as15 a cash accountability grant to the School16 District, hopefully with measures of17 accountability and in a targeted way to18 ensure that the contribution will be for19 the specific issue or program that this20 particular Council would be interested21 in.22 So this sets the table for the23 opportunity to provide that additional24 funding for the School District.25 6/2/11 - WHOLE - BILL 110137, ETC.1
