Also similar, as you can see, in aesthetics of the London, but also not be the exact duplicate.
London, but also not be the exact.
Just a narrow perspective.
There's another one looking at the northern sides.
These are the three.
Little alley between, and then these are the other two.
Aerial, just some of the massing.
And then this is just an artistic rendering looking at kind of what those will look like.
These on this side will have front yards, kind of landscaped area, lighting, security as Rachel mentioned, and then kind of adjacent to the other ones.
This is looking more at the further side of 19th Street.
Again, smaller front yard, but still has a nice lit entryway that kind of go into these with stone pieces on them.
Rachel, was there something specific you wanted me to walk through dimensionally on these?
No, I just know that some are just set back different than others and just wanted to just address that for the benefit of the board.
So this face, we're essentially matching this one structure kind of towards the northern side of 19th Street, again, just to try and hold the existing block face.
So all of these were kind of at the smaller front yard, but again, trying to keep in line with what is existing on the block.
um similarly 33 45 to 51 uh these existing structures have like these small kind of
porch porches but the actual building face is right here which we are also matching
um i know some of the refusals around that the rear yard for this parking
were essentially because the drive aisle can't count as your rear yard and that was an attempt
to get the parking to be able to fit into the site.
But there is light and air for all intents and purposes
in back of these structures.
Thanks, Scott.
Before I move on, I just want to make sure
there's no questions for Scott.
We're OK.
I'm OK.
keep going rachel okay i just wanted to um go through some of the thoughts again regarding the
planning of the site so um as i mentioned we're putting back what was there and it's also worth
noting that the city uh philadelphia city planning commission's north district plan does not recommend
this block for single-family-only zoning and includes in their 2035 comprehensive plan for
proposed zoning west abroad on page 79 of the plan that redevelopment of vacant properties with
multifamily uses is advisable within a radius of several blocks surrounding the property.
As you can see from this map, you know, there is a benefit of putting multifamily towards a lot of
these commercial and commercial corridors to help with the density that's needed to drive
economic development and growth in our city. So wanted to mention that. And lastly, just go
through the support that we had from both the Tioga United that is a affected RCO, a letter
that was sent to the chairman and members of the board, in addition to the letter sent from UNNA,
also in support, the support with Proviso, which is the changes that we have made. This is the
meeting summary as well. And a lot of this was worked through with the owners of 3414 North 19th
Street, the Divines. And then lastly, just for the board's benefit, everything that we agreed to
outside of what we can do by Proviso is included in this community benefits agreement, all to note
that this will be developed by a certified women-owned business and a certified small
women-owned business in the city of philadelphia which i think is important to note in addition to
the fact that it includes a lot of local hiring provisions um and advancement for certain jobs
in the neighborhood which is also really important um and um including a trash and safety plan which
includes certain items like we mentioned around infrastructure with the sidewalks and underpasses
and things like that. So there's a lot of benefit besides just the housing component,
the affordable housing component with this project. And I was really proud to be able
to incorporate that into this. Okay. Other than that, Chairman, I'm at your disposal for any
I'm at your disposal for any questions that you have at this time.
questions that you have at this time.
So let me ask you, you don't need to adopt a testimony with anyone, right?
I would like to, if that's okay.
I think one of my partners is on the line, Adam Pritzker.
Mr. Pritzker, please unmute yourself.
Yeah, I believe I am.
Could you state your name and spell it for the court reporter, please?
Adam Pritzker, A-D-A-M-P-R-I-T-Z-K-E-R.
Do you swear for him to tell the truth, the whole truth, nothing but the truth?
Yes, I do.
Counsel?
Adam, have you heard the testimony that I've given today?
Is it true and accurate, and would you adopt it as your own?
Yes, I would.
Thank you.
Questions from the board.

councilwoman cindy bass room 312 city hall uh as you may be aware there's been a flurry of emails
going back and forth between the rcos in the area that the councilwoman would like to review really
quickly uh she's not taking a position at this moment but would ask that the board hold the vote
until uh for one week and uh she will review and then submit her decision
uh sometime at the midday end of this week okay

So I am a member of the Upper North Neighbors Association.
We were the hosting RCO on this case.
we were very pleased with the level of listening and engagement that this development group took
with the community they really listened to us actually we had two separate meetings the first
one on zoom the second one in person and I'm pretty sure that
Hello?
Carmella?
Did we lose Carmella?
She's speaking.
She's still here, but it appears she's having technical issues with her mic.
All right.
Okay, Carmelo, can you get back on?
Okay, I think we have a lot of what Carmelo said.
Can you hear me?
I can hear you now.
Okay, so I'll keep it quick.
So basically, we are very happy with the level of sensitivity that this developer has worked with the community.
We feel like they will be very good community partners and not just develop and leave.
So we are happy to support this project.
Thank you so much for calling in your input.
Thank you.
Is there anyone else in the virtual audience?
I see no other hands, Chair.
Planning Commission.
Thank you, Mr. Chairman.
Oh, sorry. David, so I just, I guess you could, you might, this could be a little bit more of a
David, so I just, I guess you might, this could be a little bit more.
complicated answer for you. So however you want to approach this, we're listening, David.
That's fine. Thank you, Mr. Chairman. David Fecto, City Planning Commission. So Mr. Chairman
and members of the board, we're going to begin by just noting that the, if the area RCOs and
the frequent applicants want to continue seeing multifamily units on specific blocks,
they really should reach out to planning and the council office to request a rezoning
of certain blocks. We certainly can facilitate that because these variances really do get to
be a bit much. The comprehensive plan recommends two family attached zoning for the lots on the
3,400 block of North 19th Street and no change to the residential single family zoning on the
3,300 block of North 19th Street. However, the current zoning maps were changed in 2006
in tioga at the request of the local civic association so whether the zoning maps are
appropriate or not you know a comprehensive rezoning could uh could reveal that so 3351
north 19th street is zoned commercial mixed use too we do agree with the applicant that there
could be a hardship that would prevent a commercial unit from being built on the ground floor since
this appears to be an oddly placed commercial mixed use designation in the area primarily zoned
residentially however the remaining lots are zoned residential single family and we don't believe
there's a unique physical condition that would prevent these lots from being used in conformance
with the zoning code so what the city planning commission is going to recommend is that the
board approve the variance for 3351 north 19th street but deny the use in dimensional variances
for the remaining lots on the 3300 and 3400 blocks of north 19th street thank you david
Chairman, is it okay if I just put a comment on the record?
You can put a comment on the record.
Thank you.
I just want to mention again that unnecessary hardship is also found when physical features cannot be used for their permitted purpose, but also when a property can be conformed for a permit use only at a prohibitive cost.
I know that we like to only talk about the physical and geographic considerations,
but prohibitive costs and also a four almost four decades of it's sitting vacant, I think,
can help support that. Also to mention that these properties, most of them were formerly
multifamily properties despite the zoning. Thank you for giving me an opportunity to comment.
So, Tanya, we can target this for next Wednesday.
Tonya? Hillary? Yes, Mr. Chair. We can close the record except for the letter from...
The record is closed. We will wait to hear from the council office and we will target to take
this to executive session next Wednesday. And then vote it on the two o'clock list.
Yep. Yep. Okay. Thank you very much. Thank you. Thank you.
Okay, so let's go back here.
So number four, I think, four, no, number five, MI 2022, 003-140-4245 Sampson Street,
Stephanie Boggs Magna is the attorney. Spruce Hill, letter of support from the Spruce Hill Community Association, letter of non-support from the Intercultural Family Services located adjacent to proposed project and the former owner of the property.
Chair, I see no hands for this case.
okay oh wait wait a minute two hands just came up okay all right mr chair i just want to note i
think i think you said letter of non-support i think it's a letter of non-opposition from the
intercultural family services for this project let's see here just want to make a note yeah

bog who had her baby last week oh that's great her second and uh i'm representing the applicants
uh which are the intercultural family services inc and you've already heard from the ceo michael

by Forrest Passerin and Ethan Fellheimer
and also Intercultural Family Services, Inc.
And you've heard from the CEO, Michael Kellerman.
And I'll explain.
It's really a joint development project.
Our board secretary, Ishmael Shahid,
has a few questions, Ish.
Good, counsel.
How are you?
Good afternoon.
Do you agree to read the reading and refuse the recipient to his accuracy?
We do.
Did you know all the exhibits and documents required, such as proof of ownership, tax clearance, copy of the refusal or referral, pictures of the drawings and the property, five days in advance of this hearing?
Do you?
Yes, we did.
All of the above.
Did you meet with the RCO?
Yes, that is correct. And there is a letter from Spruce Hill.
Thank you. Also on the Zoom is Jay Rockefeller from DAS Architects, and I will ask him at some point to just state his name and address for the record.
So we'd like to move all our exhibits, which have previously been submitted.
This is a request for what we would call minor dimensional variance with regard to 4245-29 Sansom Street.
The property is the original location of the nonprofit Intercultural Family Services.
