Council President Clarke

The Chair recognizes Councilwoman Bass.

Councilwoman Bass

Thank you, Mr. President. I'd like to speak on the resolution briefly.

Council President Clarke

Sure. Please do.

Councilwoman Bass

Thank you. Today I introduced a resolution recognizing my great uncle, Leon Bass. Seventy years ago on April 12th, 1945, Sergeant Leon Bass was one of the first soldiers to arrive at the Buchenwald Concentration Camp. He bore witness to the atrocities of Nazi genocide. As a black man in America at that time, he was treated like a second-class citizen. Volunteering to serve his country meant serving in a segregated unit. While he Stated Meeting March 26, 2015 3/26/15 - STATED - 2ND READING didn't get the respect he deserved from his home country, on that day Uncle Leon and the 183rd Engineer of Combat Battalion were an answer to the prayers of the people held captive at Buchenwald. Leon Bass is not just a great uncle; he is a figure in our world's history. After returning from the service, Uncle Leon continued to make waves in the black community. He became a principal at Philadelphia's Benjamin Franklin High School where he shared his story with the students, and his World War II stories made young people realize the devastating impact of hate and discrimination in America and abroad. The Holocaust represents one of the most traumatic parts of our world's history. As many of the survivors and liberators leave this earth, it is important for us to share their narrative with the next generation. And I wanted to offer this resolution today and I know that we are coming up on the anniversary Stated Meeting March 26, 2015 3/26/15 - STATED - 2ND READING of April 12th and did not want to wait one more minute to share this opportunity to recognize Dr. Leon Bass for his work in this area. And so with that, I move for the adoption of the resolution. (Duly seconded.)

Council President Clarke

Thank you very much, Mr. Decker. At this time, are there any speeches on the part of the minority? (No response.)

Council President Clarke

There being none, any speeches on the part of the majority? And the Chair recognizes Councilwoman Reynolds Brown.

Councilwoman Brown

Thank you, Mr. President. On this last Thursday of Women's History Month, I rise with the risk of sounding like a broken record. We're about to close the book on another Women's History Month where we celebrate the achievements of women and highlight the significant work we still have to do. We have indeed taken two steps forward, four steps backwards, and that's exactly how I feel about the status of women in America in 2015. com) Stated Meeting March 26, 2015 Specifically, I'm referring in large part to the embarrassing spectacle we're witnessing from a few republicans in the United States Senate where Loretta Lynch, the United States General for the Eastern District of New York, is awaiting confirmation. Mr. President, I submit the following: Quote, "Loretta Lynch is entitled to confirmation as our United States Attorney General, not as a woman, not as a man, but as a highly qualified candidate. Loretta Lynch is more than qualified. In fact, she's overqualified to be Attorney General," end quote. These are not my words. They are the words of Rudy Giuliani, Mayor of New York City, former United States prosecutor, and a prominent respected republican. Fact: The confirmation process for Loretta Lynch has now lasted as long as the previous five Attorney General confirmation hearings combined. com) Stated Meeting March 26, 2015 lasted as long as the previous five Attorney General confirmation hearings combined. My daughter after hearing me lecture about a point I wish her to absorb, accept or act upon would say, Mom, really? So why is Ms. Lynch's confirmation hearing delayed? Is it because she's a woman? Is it because she's an African American woman? We do not know those answers, but the questioning, the belittling, and the overall lack of respect shown towards Ms. Lynch is giving me vivid flashbacks to the Anita Hill hearings. We do not have one concrete reason why the hearing is being delayed. Republicans are holding Loretta Lynch's confirmation because they want to prevent human trafficking victims from getting abortions. So let me get this straight. A woman is sold into sexual slavery. She is raped. com) Stated Meeting March 26, 2015 And so we have United States Senators, 48 of those republican Senators, who want to use their power to make sure this woman is forced to have the child of the man who raped her while she was held captive as a sex worker. Call that arrogance. And we won't talk about the damage done to the victims, a circumstance I am sure not any of those Senators would want their daughters to endure. And all of this because -- all of this to prevent an exceedingly credentialed, experienced, qualified African American woman for making history by serving our country. While this is a disgrace, I will call it typical. So, Mr. President, the answer is, no, I do not like sounding like a broken record. com) Stated Meeting March 26, 2015 2012, like Governor Corbett telling women to close their eyes in 2014, like republican United States Senators blocking the Paycheck Fairness Act, and now like the Loretta Lynch's confirmation hearing in 2015, until these scenes stop playing out on TV screens and in our newspapers, I will continue to speak out, I will continue to speak up, I will continue to speak out often from this chair and use this chair as a platform when it comes to the inequity and inequality too many of our women face across college campuses, in the workforce, and around the world. So in closing, at the risk of sounding like a broken record, I submit that the war on women continues. There's a war on women on your daughter, my daughter, nieces, and daughters in this room. And so, Mr. President, the mission for fairness continues. I thank you, Mr. President.

Council President Clarke

Stated Meeting March 26, 2015 much, Councilwoman. (Applause.)

Council President Clarke

The Chair recognizes Councilman Jones.

Councilman Jones

Thank you, Mr. President. This Council has done a lot of good work on a lot of great issues. One of them was the decriminalization or the aggressive policing of small amounts of marijuana. I want to alert my colleagues today that some people took that as a green light to advertise marijuana paraphernalia to young people. And as we know, some signs are good. We passed a good bill today by Councilman Squilla. But I want to alert you to some signs being of poor taste. This is a sign that I found at Bryn Mawr and Wynnefield, and it advertises Hood Wraps. And for me, that ain't funny. It also has a slogan on it, it says "So Hood, It's Good." It offers 12 different flavors of wrapping to go Stated Meeting March 26, 2015 this wouldn't be so bad if we were talking about consenting adults choosing to do whatever they do within the confines of their home. But as you can see on that sign, young people have graffitied it, endorsing the Hood Wraps brand. I have a school that I visit often in my district, and I won't call it out and put it on blast today, but their problem today with that passing of the marijuana bill is that young people seem to believe that it's okay and it's legal and I can do it now, and unscrupulous capitalists are taking advantage of that, in particular in inner city stores. In that same store I couldn't get a veggie wrap. In that same store I couldn't find a book to read, but I can find marijuana paraphernalia, bocas, all kinds of wraps for the encouragement of smoking marijuana. Just what we need, another intoxicant in the inner city. So I'm going to alert my Stated Meeting March 26, 2015 to know that this won't be tolerated by me and I hope not tolerated by you. Our babies have enough problems in the bookbags they carry to school on books. They have enough trouble getting past AYP and other things. They don't need another block in the wing to success. So Hood Wraps aren't acceptable to me and it's not so good in my hood. Thank you, Mr. President.

Council President Clarke

Thank you. (Applause.)

Council President Clarke

The Chair recognizes Councilman Squilla.

Councilman Squilla

Please join us and be part of the festivities honoring your flag, the first civic flag in the United States, and a few honorary awards will be presented as well as significant unveilings, but you need to experience the surprise, so you have to be there. Thank you very much.

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilwoman Blackwell.

Councilwoman Blackwell

Thank Stated Meeting March 26, 2015 you, Mr. President. I wanted to say thank you to the Black Clergy of Philadelphia's President and all of those members. They have been involved in this whole issue with OPA, our Office of Property Assessment. I want my colleagues to know we did try to work it out to see if we could come up with something that both sides could live with, and we're always open to considering what the Administration and what Mike Piper, who is a good person, OPA, how we can try to work something out for all sides. But having said that, they brought this important issue to us. We want to thank them for being on top of the issue, being prepared, and being here to make sure that we were aware of what their concerns were and how it affects so many of our people and our churches across the City. So, again, thank you to them. Thanks. Stated Meeting March 26, 2015
