Good2 morning. The Committee on Finance will3 come to order. This is a continuation of4 the recessed meeting that was held on5 Tuesday, June the 2nd.6 We would like to call forth the7 City Treasurer regarding the amendment to8 Bill 090352.9 (Witnesses approached witness10 table.)11
Bill No. 090352, an14 ordinance authorizing the Office of the15 City Treasurer, on behalf of the City, to16 enter into an agreement with Wachovia17 Bank for provision of payroll banking18 services to the City, under certain terms19 and conditions.20

Okay. Francois24 Dutchie, head of the Finance and25 3 1 Contracts Division, City of Philadelphia,2 Law Department.3 As we discussed at the recessed4 hearing on Tuesday, there was a request5 by the Committee that the contract6 appended to the ordinance be further7 revised, and we have presented that8 revision to the Committee. I believe you9 have copies of it.10 Essentially what we have done11 is change the term provision so that the12 payroll contract with Wachovia will run13 for a term of one year. The contract may14 be amended for additional terms of up to15 three one-year additional terms, but only16 upon approval by City Council by17 resolution.18 The additional change to the19 contract provides for a six-month20 transition period should at the end of21 any term Wachovia -- another bank replace22 Wachovia as the payroll depository, since23 it will take approximately six months for24 that transition to take place.25 4 1 So those are the changes to the2 ordinance. I believe they're consistent3 with what the Committee requested, and we4 would greatly appreciate the approval of5 the Committee.6

Resolution 090451,18 approving the City's Substantial19 Amendment to the Year 34 Consolidated20 Plan and application to the United States21 Department of Housing and Urban22 Development for $14,046,629 in additional23 Community Development Block Grant funding24 for economic development and housing25 5 1 activities pursuant to funds made2 available through the American Recovery3 and Reinvestment Act of 2009.4 (Witnesses approached witness5 table.)6

I'm the Director of14 Housing.15 The Administration is proposing16 an amendment to Resolution 090451. The17 amendment would revise the Attachment A18 to the resolution by decreasing the line19 item for Transit-Oriented Development and20 Livable Commercial Corridors from 321 million 1 hundred -- excuse me; by22 $3,103,371, from 7.5 million to23 $4,396,629. It would increase the line24 item for Affordable Housing by25 6 1 $2,103,371, from $3,646,629 to2 $5,750,000, and it would add a new line3 item to create a line item for the4 Utility Emergency Services Fund funded at5 $1 million. Before submitting the6 Substantial Amendment to HUD, the Office7 of Housing and Community Development8 shall revise the narrative sections of9 the Substantial Amendment and the budget10 and the other columns in Attachment 1 to11 be consistent with the budgetary changes12 made in Paragraph 1 of this amendment.13

Okay.22 Thank you very much for those amendments.23 We have the Consolidated Plan,24 and the Committee has agreed that with25 7 1 your briefing and explanation of the2 changes in the Plan, we might as well3 move that today. So would you like to --4 I'll have the Clerk read the bill for the5 Consolidated Plan.6
Bill No. 090437, an7 ordinance authorizing the Director of8 Housing, on behalf of the City, to file9 applications with the United States10 Department of Housing and Urban11 Development for a Community Development12 Block Grant; to participate in the HOME13 Investment Partnership program and the14 Emergency Shelter Grant program; and for15 a Housing Opportunities for Persons with16 AIDS grant; and to file applications with17 the Commonwealth to obtain grants under18 the Act of April 12, 1956, Section 4, as19 amended, to prevent and eliminate blight;20 authorizing the Director of Housing and21 Director of Commerce to file applications22 to obtain other grants from the23 Commonwealth; authorizing the Director of24 Commerce to use the Section 108 Loan25 8 1 Guarantee Program; and authorizing the2 Director of Housing and the Director of3 Commerce to enter into all understandings4 and assurances contained in such5 applications and take all necessary6 action to accept the grants; all under7 certain terms and conditions.8
Thank you.9 Ms. McColloch, would you like10 to offer your amendments, please.11 MS. McCOLLOCH: Yes. The12 Administration offers an amendment to13 Bill 090437. In the Budget section of14 Exhibit A of the Consolidated Plan, it15 shall be amended as follows: On Page16 119, the resources listed on Line E.3,17 Other Resources - City General Fund,18 excluding Housing Trust Fund, shall be19 increased for Year 35 by 2 million, from20 2.8 million to 4.8 million.21 On , a new Line A.2 is22 created, entitled "Acquisition Loan23 Fund." This line item shall be funded in24 Year 35 with $2 million of "Other" funds.25 9 1 On of the Consolidated2 Plan, the following language shall be3 added to the end of the second paragraph:4 "In Year 35, the City will establish an5 Acquisition Loan Fund using City General6 Fund resources. The purpose of the fund7 is to provide financing for the8 acquisitions initiated using Qualified9 Redevelopment Bonds but which are unable10 to be conveyed to a redeveloper at fair11 market value."12 No. 3, the Budget section of13 Exhibit A, the Consolidated Plan, shall14 be amended to provide allocations of the15 Community Development Block Grant funds16 made available through the American17 Recovery and Reinvestment Act of 2009,18 known as CDBG-R funds, shall be19 consistent with the allocations made20 through Resolution 090451, as amended.21 And No. 4, the marginal22 subtotals in the Budget section of the23 Consolidated Plan shall be modified as24 necessary to reflect the above changes.25 10 1 The Office to Housing and Community2 Development may revise the narrative3 portion of the Consolidated Plan as4 necessary for consistency with this5 amendment.6
