Dear Council President and Councilmembers, good morning, everyone. (Good morning.)
I'm Senior Pastor at the Korean United Church of Philadelphia. It's an immigrant church, and I am an immigrant as well. We just recently celebrated our 50th anniversary Stated Meeting October 11, 2018 September, and you guys passed a resolution and presented it to us, and it meant a lot to us. Thank you for that. As we try to progress the City together, it is my willingness to be an addition to your endeavor. Thank you for what you're doing for the City of Philadelphia. Let's pray. Heavenly Father, thank you for the many blessings the City of Philadelphia has. It is your wise and powerful hands through which this beautiful city has been sustained. We pause briefly before the work of this day to pray for our city. Father, you clearly mentioned in the scriptures that you established the governing authorities to promote peace, order, justice, and harmony among the people in the City. So at this time, I pray for our Mayor, for the various levels of City officials, and in Stated Meeting October 11, 2018 Councilmembers. I pray for the agenda set before them today. Father, grant them the sense of the welfare and true needs of our people. Provide them the wisdom to govern amid conflicting interests and issues of our times. Give them the ability to work together in harmony even when there is an honest disagreement. Father, give them assurance of what would benefit the most those who live in the City of Philadelphia. Father, as I close this short prayer, I have a very special request. Please protect those who are in the line of duty. We pray in the powerful name of our Lord, Jesus Christ. Amen. (Amen.)

Buenos dias. As we close out Hispanic Heritage Month, this resolution and this presentation in particular is hugely important to me personally, because we talk about celebrating our successes, and this particular individual, who we all know as the judge, has been a trailblazer in many different ways. He likes to say that when you're the first, you're the one responsible for breaking down those barriers, but you have to make sure you are not the last. And I appreciate his counsel, his friendship, and on behalf of the Puerto Rican Latino community here in the City of Philadelphia, it is really a pleasure to have him here this morning and recognize him on the publication of his book, Not From Here, Not From There, No Soy de Aqui ni de Alla. It's always important that we write our stories, right? You get to tell your story from your perspective. Stated Meeting October 11, 2018 so that other folks know the struggles and that we stand on the shoulders, as Councilwoman Blondell Reynolds Brown would like to say, we stand on the shoulders of others and recognize that as we achieve our own personal success. So with that, I want to thank all my Council colleagues, particularly this month, many of them who walked on the parade with us, have gone to Hispanic Month events. I greatly appreciate the support and all of you for being good allies to the Latino community in the celebration. Yesterday we hosted the first ever Latinos in Government Happy Hour in the courtyard sponsored by PECO, and most of the staff was upset that it took me 11 years in Council to get it done, and when I said to everybody I'm going to do it again next year, they're like, why do we got to wait another year? So you know there's a lot of Latinos all over. And I Stated Meeting October 11, 2018 this story, because there was a woman who was part of my adult education program at Aspira who came in to take English classes, ended up going to Community College and taking a science class taught by Andre Del Valle, my legislative assistant's mother, and is now a chemical engineer in the Water Department. And so there was a lot of fascinating people from different departments in the City of Philadelphia. So it was a great time, and we know a lot of them like to hang now, so we might have to meet up quarterly to celebrate Hispanic Month any time we want. But anyway, again, back to our honoree, congratulating the Honorable Nelson Diaz on the release of his new book, entitled "Not From Here, Not From There/No Soy de Aqui ni de Alla: The Autobiography of Nelson Diaz, and recognizing Nelson for his continued contributions to the Philadelphia Stated Meeting October 11, 2018
Whereas, Nelson Diaz, who was raised in a New York tenement until age ten, grew up to become the first Latino ever admitted to the Bar Association in Pennsylvania; the first Latino ever to serve as judge in the Commonwealth of Pennsylvania; the first Latino ever to partner in a Philadelphia "Big Law" firm; and the first non-white General Counsel for the United States Department of Housing and Urban Development and the first Philadelphia City Solicitor of Latino heritage; and
Whereas, Nelson Diaz is a proud Puerto Rican who has dedicated himself to breaking barriers for the Puerto Rican community through his support and mentorship, entrepreneurship, and social justice. Nelson's service in the Puerto Rican community has been exemplary and deserving of all the honors and praise bestowed upon him; and Stated Meeting October 11, 2018
Whereas, Nelson Diaz has been a leading advocate for quality affordable housing since he moved out of his tenement to a newly constructed public housing development in West Harlem and saw the transformative impact that quality housing can have on a family. In Philadelphia, he founded HACE, a community development corporation that has provided safe and healthy homes for hundreds of families. In Washington, he focused HUD on increasing public and mixed-use housing; and
Whereas, Nelson Diaz, a proud graduate of the Temple University Beasley School of Law, has spent his career fighting for justice and representation among Latinos in the Philadelphia business and legal communities. He developed the Bloque de Oro commercial corridor; he opened the City's procurement processes to minority contractors. Thank you. Stated Meeting October 11, 2018 of the Board of Directors of PECO Energy; and he continues to fight for greater Latino representation on public and corporate boards; and
Whereas, Nelson Diaz helped found or chair several trailblazing organizations to connect and empower Latino leaders, including the Philadelphia Hispanic Bar Association, the White House's Latino Office, the Democratic National Committee's Hispanic Caucus, and the National Foundation for Credit Counseling; and
Whereas, Nelson Diaz's vision of justice is embedded in our City, State, and Federal government. In 1977, he served as Special Assistant to Vice President Walter Mondale on a White House fellowship. In 1981, he was elected to the Philadelphia Court of Common Pleas. In 1993, he was appointed by President Bill Clinton as General Counsel of HUD. Stated Meeting October 11, 2018 2001, he was appointed by Mayor John Street as City Solicitor and was the first Latino to hold this position; and
Whereas, Nelson Diaz's autobiography traces the modest roots of a successful lawyer and activist, who dedicated his life to expanding the rights of all Philadelphians and all Americans. His never-ending endeavors demonstrate his dedication to service and his capacity as a leader for equality. On top of his many other titles, past and present, Nelson Diaz can now add "author" to his list of accomplishments; and
Resolved, by the Council of the City of Philadelphia, that it hereby recognizes Nelson Diaz, a proud resident of the Eighth Council District, on his unprecedented contributions to the Philadelphia Community, and celebrates the release of his autobiography.
Further Stated Meeting October 11, 2018 resolved, that an engrossed copy of this resolution be presented to Nelson Diaz as evidence of the sincere admiration and respect of this legislative body. (Applause.)
Thank you. Mr. President, Darrell Clarke, Councilwoman Maria Quinones-Sanchez, Majority Leader Henon, and Minority Leader O'Neill and members of this wonderful City Council. Thank you for your generosity and recognition. I, for a long time, have been a friend of most of you. These members have been some of my inspiration in my life. I am doing this this week because my mentor, Charlie Bowser's, birthday was on the 9th, and so I made the unveiling of my book on the 9th to honor my mentor, Charles Bowser, where none of us would be here who happen to be Stated Meeting October 11, 2018 woman in this City Council but for the trailblazing activities and influence of Charlie Bowser. But today we break with another tradition, which is the accomplishments of Hispanics in our city. They are the poorest and least educated community in Philadelphia. My hope is that you work on policies that help improve our lives. Thank you for the support in the Puerto Rican community and the Latino community, which now is one million strong in Pennsylvania. There are 55 million nationally, and by 2020, there will be 100 million. I tell you, my friends, to be careful because some day you may have one in your family. I wrote this book, Not From Here and Not From There, No Soy de Aqui ni de Alla, which will be something that you will be able to relate to in terms of the struggles that we have had here in Philadelphia. The history of the Puerto Stated Meeting October 11, 2018 been told, and so I was requested by the Temple Press and the professors to coordinate on some of that history, which shows the collaboration of the African American community and Latino community from the day that I got here when I founded the Black Law Student Association and founded the Latino Student Association and continue to work against the violence that was occurring within the City between the communities. We show how impactful it was to have that relationship and that coalition. To show the value of education is important. Education is the only equalizer. My wife and I -- she's here, and I thank her for being available for everything and anything -- we believe that if we can educate our children, we can essentially then become equal in so many ways. But we are not educating our children, and that was part of my stupidity of running for Mayor. Stated Meeting October 11, 2018 and not give up, you will see that I was illiterate not only in one language but two languages, Spanish and English, and it was the role of people who intervened in my life -- I had an African American who was my coach in baseball and he had 24 African American ball players and me, and we won the league every year because he had a Latin American on his team. Please show the story to others in the community, because it is your story. It is their story. And I would believe that when you see this, that you should also write about the interrelationship and what occurs within your own community and your own life. So many of you have been so friendly and helpful to me in my public service and have gotten me to some reality at times. I have tried to serve each one of you. As I reach sort of the end and the other side of my years, I can say it the way it is. You'll hear the Stated Meeting October 11, 2018 and Singley. You will see the stories between me and others. And so to some extent, at my age what can they do to me? I'm on the other side of the fence already. So it would be wonderful for you, I'd love to hear your comments. I'd love to hear back from you.
And I continue to tell you that if I get an opportunity to write another book, then I'll tell you about things that I can't tell you now, like these corporate boards and these boards of trustees of the universities, but unfortunately I'm still part of the process, and usually it's like the old Cohen voting, 25 to one, you know. Thank you, and please tell your stories. Puerto Rican contributions to Philadelphia have been untold, and I really appreciate Councilwoman Quinones-Sanchez, who I expect a lot from, who I believe her leadership and then all of -- I also want to mention not only my Councilwoman who I've worked Stated Meeting October 11, 2018 with, oh God, since we started the educational program back in the '70s, Councilwoman from West Philadelphia with Lucien Blackwell that we worked when Lucien was a solution and so many others, and Cherelle Parker with the former Councilwoman Tasco. And I got to tell you, the history of our community has been long and I know -- I remember one day, which I wanted to say, one day I called on a Saturday night about 12 o'clock at night and one of your Councilpersons was working on the education program, because I had tried to get in. Former DiCicco, who I see in the audience, was one of those that helped me with the court reform. You'll hear about the court reform and how I gave you back $200 million, and they thanked me very much by removing me. So that's the way I'm not from here, I'm not from there. They don't accept me here and they don't accept me in Puerto Rico. Why? Because I'm a New Stated Meeting October 11, 2018 And in here they don't accept me because I'm a Puerto Rican or a New Yorican. So same thing goes around. So thank you, Mr. President. I am privileged to be here. You have been so good to me for almost 40 years, and I appreciate that friendship and that relationship. Thank you, Mr. President.

Before I read this resolution honoring the 100th anniversary of the Nation's First Regularly Scheduled Air Mail Delivery, my Council district, what is now Red Lion and Bustleton right off the Boulevard up near the Northeast Airport, I want to mention that this isn't a post office initiative. It's not a city or federal government initiative. This was just a grassroots group of people that started a few years ago, seeing what little history was still left in Northeast Philadelphia and trying to capture it, preserve it, and celebrate it. And that's the Friends of Northeast Philadelphia History. Stated Meeting October 11, 2018 today, Jack McCarthy, the President; Maureen Green, the Vice President; Charles McCloskey, the Secretary; Elsie Stevens, a member of the Board; Patty McCarthy; Fred Moore, the Treasurer, are all here, and this is really for them as far as I'm concerned, because the ceremony that was held in the spring would not have happened without all their work. It wasn't done by government or any big organization. So honoring and recognizing the Centennial Celebration of the Nation's First Regularly Scheduled Air Mail Delivery. Whereas, attempts to begin an airmail service began as early as 1912 as the airplane was developing into a practical means of transportation. However, it was not until 1916 that sufficient government funds became available for such a program; and
Whereas, in the wake of World War I, the famous U.S. Stated Meeting October 11, 2018 "Jenny" trainer planes received a new mission; Whereas, these planes were scheduled to deliver mail regularly between New York, Philadelphia, and Washington, DC; and
Whereas, Army pilots made history with the very first airmail being delivered along the New York to Philadelphia to Washington route, including the stop at Bustleton Airfield, which is known as the birth of commercial aviation.
Two people and we can screw it up, right? Whereas, the delivery took place on May 15th, 1918 on a 218 mile route, which delivered one round trip six days and one week; Whereas, this route used by the Army pilots until August 10th, 1918 when the United States Post Service would take over the program utilizing their own planes and pilots; Stated Meeting October 11, 2018 Whereas, the modern airline industry that exists presently would not be possible without the direct outgrowth of the early pioneers in the commercial airmail industry and their staunch efforts to succeed; and
Be it resolved, that the Council of the City of Philadelphia does hereby honor and recognize the Centennial Celebration of the Nation's First Regularly Scheduled Air Mail Delivery. And be it further resolved, that an engrossed copy of this resolution be presented to the Friends of Northeast Philadelphia History as evidence of the sincere respect and admiration of this legislative body for hosting and leading the Centennial Celebration. (Applause.)
And at this time, the Chair recognizes Fred Moore for remarks. MR. McCARTHY: It's actually Stated Meeting October 11, 2018 President of the Friends of Northeast Philadelphia History and we are a small non-profit in the Northeast dedicated to preserving and promoting the history of Northeast Philadelphia. There's a general misperception that the Northeast is not a particularly historic area, and that is very much untrue. The area is rich in history, very diverse, and a rich sort of cultural history as well, and that's our mission, is to dispel that misconception and preserve and promote the true history of the Northeast. This event that we had back in May recognizing the 100th anniversary of the first airmail flight that landed in Bustleton was one of many activities that we sponsor to preserve and promote Northeast Philadelphia history, and particularly Fred Moore was the one who spearheaded this event, did all the research and helped plan the event. Stated Meeting October 11, 2018 the Friends of Northeast Philadelphia, thank you to Councilmen O'Neill and Henon. Thank you also to Councilman Henon for our annual Philadelphia activities grant, which helps our programs. Thank you.

To the President and members of the Council of the City of Philadelphia, I am pleased to advise you that on October 10, 2018, I signed Bill No. 160151 which was passed by Council at its session on September 27, 2018; and I am submitting herewith for the consideration of your honorable body a resolution authorizing the Philadelphia Redevelopment Authority to dispose of certain properties located in the Fifth Councilmanic District, which will be transferred by the City to the Authority by conveyance of such properties to the Philadelphia Land Bank; and An ordinance amending Title 6 of The Philadelphia Code, entitled "Health Code," by adding a new Chapter Stated Meeting October 11, 2018 6-1200, entitled "Pharmaceutical Sales and Marketing Practices," to provide for registration of pharmaceutical manufacturer agents and certain other requirements; and to prohibit gifts by pharmaceutical manufacturers and their agents to health care practitioners; and An ordinance authorizing the Commissioner of Streets to enter into an agreement with the Pennsylvania Department of Transportation for the construction and transfer of a bridge to carry Byberry Road over certain railroad tracks between Evans Street and Worthington Road, all under certain terms and conditions.

Dr. Cora Turpin. I've been a resident of Northern Liberties since 1977. I have been a resident of Philadelphia since 1955. Stated Meeting October 11, 2018 These letters that I want to give are the ones I gave to my Councilperson, Darrell Clarke, and I would like to share them with the other members of Council because the issues that I am trying to address are citywide. I am here because we as senior citizens, while we are in a state that has the second largest population in the country of senior citizens, we do not have laws that address our needs. The letter that will be distributed to the Council is to make you aware of the impact of the AVI. And, by the way, I am supporting the bill that my Council President has submitted, because this AVI is increasing foreclosures and undermining the quality of life of what used to be middle-class Philadelphians, and for reasons that I have delineated in the letter, our retirement incomes cannot compete with the exponential increases in taxes on our homes because of gentrification, and I have been a victim Stated Meeting October 11, 2018 of this. Councilman Squilla came down to tell us the virtues of it, but the actuality is that people are losing their homes. It is for these reasons the concerned citizens of Philadelphia, which we are now organizing, we will be circulating petitions citywide and online, which will read, We as senior citizen homeowners of Philadelphia, Pennsylvania respectfully request a real estate tax freeze for all homeowners on fixed incomes who have reached the age of 65 years. Now, my letter says 70, but the group agree that 65 is more appropriate. We invite you to join us to find a way to make this possible. We invite seniors from across the City to join us as we try to stabilize our communities. We invite the concerned families of seniors to support their elders in this effort. Every week, Council, Mayor, Governor, and others transfer private property to government, probably illegally. Honoring convicted oath-violating officials, naming streets after tainted officials, stealing constituents' homes, are Mayor, Council, Stated Meeting October 11, 2018 Governor, Senator above the law? At what point does a public servant become an oath-violating elected monarch? Why do numerous violations of oath, Constitution, and law go unprosecuted by the Attorney General? Are officials not concerned of losing reelection because the fix is in? Jefferson warned of officials becoming the legalized version of the criminals. Would soldiers risk their lives knowing their government was stealing their neighbor's home. If committing one crime one time would send people to jail, why are my numerous allegations unprosecuted? The constitutions require immediate remedy of this breach of law, breach of close, breach of fiduciary duty. Your oath of office requires you to act or face prison. 42 USC 1982, 1983, 1985, 1986, 1987, 18 USC 241, 242, 2381, 2384, PA Constitution, Article I, Sections 1 Stated Meeting October 11, 2018 through 28, 26 PA CSA 703, 705, 708, 709, 712, 713, 716, and other laws listed in SCOTUS 15-8965, 14-1330, 14-4056 appear violated. I call for the federal and Commonwealth governments to perform their constitutional obligations to investigate and prosecute all involved in the theft and illegal deed transfer of my home, 1038 West Wyoming Avenue. The denial of God-given 42 USC 1982 property rights for 24 years is egregious, extraordinary, oath-violating, and requires immediate remedy. A just government must obey the rule of law. This color of law government must have its Charter to govern revoked until a constitutionally compliant government is installed. Public servants cannot refuse their sworn duty to act any more than a fireman can refuse to fight a fire. I've been in this community for a number of years and I have served on some very important committees, and I'm still a member of the federal government up north and I'm still with Local 940 of our veterans, and I'm very well aware of our constitutional Stated Meeting October 11, 2018 rights. Number one, our children have went from good schools to the worst in the City. Number two, our city has to let us know what happened to our money that was invested in our community that we have not received a dime and instead our city has used our community to make us eminent domain and the model was what they did in Camden. Our universities have destroyed Stated Meeting October 11, 2018 our city, and people don't know the math because the colleges do not pay taxes, and the fact that they are taking our houses out of L&I as our city is demolished and they're getting it for a little money, like two cents on the dollar. And we need to understand how the colleges, now the biggest colleges in the City, and we have the worst schools. We also have our hospitals, and we just got news that our hospitals, the best in the country, is the lowest in basically material in our children's health. We need to -- in fact, I put a moratorium on our people to invest and start a committee on, one, where is the money; two, how is the college being accountable for our schools not being able to have -- it's okay, because I'm here just to let you know that we are holding City Council and everybody accountable, and we hope you join us. Good morning. I was made aware of this meeting last night. I'm not well at public speaking, but I'm here in regards to the School District not suspending young children from kindergarten to fifth. I think that's a bad idea. I think they need to implement a better plan for them, like more TSS workers and things of that nature. Now, however, I feel who should be suspended are School District administrators that prey on non-traditional families, non-custodial parents, keeping their rights from them, concealing child abuse, not disclosing Stated Meeting October 11, 2018 information when it comes in regards to the welfare of a child or a custody issue. I feel that the School District, along with other City agencies, prey on non-traditional families, especially families with one parent, more likely a single mother. I think -- I believe that along with the School District, other Department of Human Services agencies fail us tremendously, leaving our families traumatized and our children abused. We are not commodities, we are not possessions, we are not slaves, and we are not criminals. We are human beings, and it would be nice to be treated as such. That's all I have to say.

I just want to bring it up one last time because we won't be in Council -- we'll have the event before next Council session. Again, it's a career expo that I am hosting. We well and far exceed 50 employers that are seeking over 1,000 employees that are looking to go to work, and that includes information about the Philadelphia building trades and the process for their programs. So that would be next week on the 17th at Franklin Towne Charter School from 10:00 to 2:00, well over 50 employers that are seeking work, not including Philadelphia building trades and their process. I hope and encourage every Councilmember to disseminate the flyer information to their constituencies, because people are looking for employees right here in the City of Philadelphia. Thank you, Mr. President. It's just a reminder, and thank you for those of you who have already confirmed. As you know, tomorrow we will have the formal opening of the Lucien E. Blackwell Community Center at 47th and Aspen Streets in West Philadelphia. We're trying to catch up with the President from when he did the John F. Street Center at 11th and Parrish in my original neighborhood. But let me say a special thank you to Kelvin Jeremiah and even to Carl Greene before him. We started this and have been fighting for this day since 2011. It's been a long time. We've been fighting 18 years to have this day come. And it's ironic and such a blessing, because life is a full-circle event. Lu's family had a grocery store right Stated Meeting October 11, 2018 at Markoe and Haverford, and there's a park and you stand there and look at it. It's Sulzberger School, and that is where Lu went to school, and it's just such a wonderful time for all of us in the community. Everybody there knew Lu and his family, and it's just a wonderful time, and I am grateful to the Administration. I wanted to take this opportunity to say a special thank Stated Meeting October 11, 2018 Creative and its leadership, Tayyib Smith along with Meegan Denenberg, for making available for public consumption a multi-experiential exhibit entitled "A Dream Deferred: Redlining, Past, Present, and Future," and all Philadelphians can go and visit this exhibition. It started September the 21st. It is running through November 17th at 600 Spring Garden Street, Arts and Crafts Holdings' headquarters. For those familiar with it, it's the former home of the Northern Savings Fund Bank. I also just wanted to offer a gentle reminder for my colleagues that Councilman Kenyatta Johnson and I will join with Little Giant Creative for a special tour for all Councilmembers and staff on Thursday, October the 18th from 3:30 to 5:30.
