Good morning, Stated Meeting March 8, 2018 Councilman. This bill is talking about our unions, and we need to keep our unions strong. We have a problem in this city. Our City workers are getting put out by these people that are coming out of the City. People that live in the City and are union members are getting taken advantage. I know a project that right now is having problems with the builder right now, that they're hiring out-of-city and out-of-state people, not union people but just people in general. That saves the employer some money, but it doesn't help the unions, and the unions are really fighting for it, because -- at South Broad Street you see a big rat up there on South Broad, and the unions are not getting -- really getting tired of being -- not having this work, and it's all done -- the unions are getting taken advantage of. And like the bill said, it's not just for some people; it's for all the brothers and sisters that work in Stated Meeting March 8, 2018 the unions in the City of Philadelphia, because a lot of the contractors are bringing people out of the state or the city and the state and using their own work just to try to save a buck. But some of the work is shabby. Some of the -- and some of the work -- most of the time if you hire a union person, you know you're going to get a good job. And so please support this bill, and I know that the Supreme Court is going to rule against our unions, but we need to really expect that we need your support. Thank you.

Good morning. This is an official decree of the people Stated Meeting March 8, 2018 in writ of mandamus quo warranto and, as such, requires immediate action and remedy. Every week Council, Mayor, and others transfer private property to the government, probably illegally. Last week, a smart lady asked, why does clergy bless Council before each meeting when Council, Mayor, and others routinely deny and defy God-given rights? Perhaps the clergy should boycott future meetings until public servants actually serve the people. Public servants swear an oath. Perhaps clergy should hold officials accountable for violations of that oath. Laws are like Bibles. Unless they are followed, nothing changes. As public servants, you cannot violate oath, Constitution, and laws without penalty. How can officials deny and defy inalienable, inviolable God-given rights? How can agents and agencies steal my home without compensation, due process or Stated Meeting March 8, 2018 Seventh Amendment trial by jury? How can government pay a contractor upwards of 100 million, mostly federal taxpayer HUD dollars, to build a mall on my stolen home? Why has no official demanded that the Attorney General investigate and prosecute, as required by law? The constitutions require immediate remedy of this breach of law, breach of close, breach of fiduciary duty. Your oath of office requires you to act or face prison. 42 USC 1982, 1983, 1985, 1986, 1987, 18 USC 241, 242, 2381, 2384, PA Constitution, Article I, Sections 1 through 11, 26 PA CSA 703, 705, 708, 709, 712, 713, 716, and other laws listed in SCOTUS 15-8965, 14-1330, 14-4056 appear violated. I call for the federal and Commonwealth governments to perform their constitutional obligations to investigate and prosecute all involved in the theft and illegal deed transfer of my home, Stated Meeting March 8, 2018 1038 West Wyoming Avenue. The denial of God-given 42 USC 1982 property rights for 24 years is egregious, extraordinary, oath-violating, and requires immediate remedy. A just government must obey the rule of law. This color of law government must have its Charter to govern revoked until a constitutionally compliant government is installed. Public servants cannot refuse their sworn duty to act any more than a fireman can refuse to fight a fire. The sovereign people require Constitution, oath, and laws be enforced. Jail is required for all who violate oath, Constitution or law. I remind Council, it takes a lot of cooperation to create and allow monumental corruption.

Good morning. Good morning, ladies and gentlemen. I am Robert Taylor, President of TWU Local 700 and WPEB 88.1 FM co-host on the Jasper Jones Show and a Board member for the Friends of Wharton Square. I am commenting on Resolution 180191. I don't support this resolution because I completely support S. 446, entitled "Constitutional Concealed Carry Reciprocity Act of 2017," which requires states to recognize licenses or permits from other states. It's beyond debate. The people have the right to keep and bear arms pursuant to Article I, Section 21 of the Constitution for the Commonwealth of Pennsylvania and of course part of the Second Amendment of the U.S. Constitution. Therefore, we should remove barriers for law-abiding citizens Stated Meeting March 8, 2018 to carry arms as part of their ability to defend themselves and others around them such as the Parkland School massacre. In Parkland, Florida those that were assigned by the government to protect the innocent failed to do their duty. However, brave, yet unarmed, teachers such as Aaron Feis, the hero football coach who took bullets in order to protect the students under his care and custody. This brave individual was an NRA instructor who took multiple gunshots and should have had the benefit of a gun to shoot back to save the children and himself. Sadly, Aaron paid the ultimate price. Or geography teacher, Beigel, was killed as he tried to usher students back into his classroom. The bottom line is that the victim is always at the scene of the crime. He or she should have a chance to protect their life, liberty or property and those around them. The Stated Meeting March 8, 2018 Constitutional Concealed Carry Reciprocity Act of 2017 is a step in the right direction. Also, I support Senator Rand Paul's bill to reveal gun-free school zones that have proved to be a disastrous policy that murderers will never obey. And I support the PA legislation aimed at arming teachers. More Guns, Less Crime, the book by Professor John Lott, makes a strong case that more guns in the hands of good folks lowers violent crime rates. Councilmembers took an oath to the Constitution of the Commonwealth of Pennsylvania and the people or the citizens therein. Please support the inherent rights of mankind. God bless Philadelphia. First, a huge thank you to all of my colleagues for the enormous support of the women of City Council in the Second Reading and Final Passage of the legislation to mandate sexual harassment training. That was a wee effort, and I want to remind my colleagues of a press conference immediately following Council. And, secondly, a food resources 101 briefing will follow the press conference in the Caucus Room, Mr. President. Thank you.

Thank you, Mr. President. It's my understanding that today is International Women's Day, and I'm not the only male member of this body who has stood up for issues germane to women's protection, women's rights. I take the lead from Councilman Greenlee and Councilman Johnson who fought for more beds for abused women. Long before the #MeToo movement started, they were on point. But I also wore my Men Can button today, which was given to us maybe several years ago about men speaking out about violence, domestic violence, on behalf of women. And I found the button. I put it on specifically to rise today to talk about extreme risk protection orders. What they simply are is when somebody tells you they're going to come in and shoot up the place, believe them and take a proactive step to unarm them, diffuse the situation. Stated Meeting March 8, 2018 an example of a lady who many of you in this Chamber may have known or heard of. Her name was Mame Shamsid-Dim. Mame Shamsid-Dim was a City employee for the -- I believe it was MOCS. She was in the office out at 52nd and Chestnut in West Philadelphia. She had a relationship with an individual who could not take no for an answer when it was time to move on and break it off. She had begun talking to another individual, who the first man knew about. He was making threatening gestures. He came at her. There was a physical encounter. He was taken down to the police station, and almost in a good ole boy, you understand it kind of manner, the police said, Well, we don't want to ruin your life, we're not going to take your guns, we know how it is, man. A week after that, he came back and shot her in the head, killing her and the man she was with. Had we believed at that time Stated Meeting March 8, 2018 or guy said, that he was dangerous and he was upset and he was going to kill her, we should have believed him then. Thousands of people ever since Sandy Hook have been shot and some of them killed. There have been 1,126 mass shootings in the United States since that time, killing 1,252 people, wounding 4,453 other people. This number includes 239 shootings at schools where 438 people were shot, 138 of them were killed. Had the extreme risk protection order been in existence and -- you know, people get mad about things, they get in fights, they lose their mind at times. There should be a cooling off period. They should go through a court-stipulated process to show competency so that individuals don't find themselves and innocent individuals don't find themselves in a domestic or extreme risk situation. These restraining orders are Stated Meeting March 8, 2018 These restraining orders can be done without violating Second Amendment rights. In places like California, Oregon, Indiana, Connecticut, lawmakers in 18 other states, including Florida and DC, have proposed similar measures. It's time. This is not a bad western movie that we're living in. Literally, there's some weekends where more people are shot and killed in cities around the country than in any Clint Eastwood movie. It's a "shoot 'em up" that we can prevent. So we want to take a look at this. We have sent a copy of this to the Sheriff's Office. We have asked and met with the City Solicitor. We have broached this subject with the District Attorney's Office. We want to find out several things, Mr. President. One, is it within our purview to do. If it already is, why aren't we doing it and are we selectively Stated Meeting March 8, 2018 it? And then ultimately we need to rise to the occasion to protect ourselves and others in a sensible manner. Nobody should be able to have a gun that has mental issues or under distress. It is easier to get a gun and a weapon of mass destruction than it is to get a driver's license. It does not make sense.
We are America, but we also have to live among each other in a peaceful manner. Thank you, Mr. President.

Thank you very much, Council President. Thank you so much, Councilman Jones, for that passionate speech. Supporting you all the way on that. Thank you. I just wanted to take a moment to thank my colleagues for all of your Stated Meeting March 8, 2018 the issue of workplace instability on children and youth. I know that I serve on this Council with some fearless champions of economic justice, from Council President Clarke to Councilmembers Greenlee, Reynolds Brown, Blackwell, Jones, and Quinones-Sanchez. Your leadership in this area has been incredibly invaluable. And on Tuesday, we had a hearing on the impact of on-call scheduling, unpredictable work, and inadequate hours and the impact that that has on some of our most vulnerable constituents. There are more than 130,000 hourly workers in the lowest wage sectors in our city of food service, retail, and hospitality. More than half of them can't predict their weekly income, and that means that they can't, by extension, understand what their rent can be, how they're paying for child care and other services. We heard from courageous Stated Meeting March 8, 2018 calling in on Saturday and Sunday for work that starts on Monday and then not knowing the hours that they end up with on Friday. We heard from young people who struggled to go to school, mothers who can't qualify for child care subsidies, and nurses who talk constantly about missed appointments. We heard from a principal of a CTE school who worried about the students who will graduate and go out into a workforce that feels far more exploitative than it does feel opportunistic for them. There is few health benefits, no overtime, pensions or very few protections for a lot of these hourly workers. And at the same time, there are those in Council who -- there are those who will say to us that Council has no business, quote/unquote, meddling in these areas, but I know that my esteemed colleagues have met those concerns and have still established a proud and Stated Meeting March 8, 2018 up for the public interest. And I just wanted to give a brief update from the hearing, because it just demonstrates how vulnerable people are and how courageous people had to be just to even talk about what their lives are like. One of the young men who came forward was Shaheim Wright. He's a 19-year-old volunteer drum instructor for Northeast High School. He walks two miles a day to get to work because the buses don't run on time for him to open up his store early enough at PetSmart. He also had to drop out of school. He wants to be a veterinarian, but he dropped out of school so he could open up his schedule for more availability. But he did ask for more hours. He asked for a more stable schedule for him to go back to school, and on Wednesday we learned that Shaheim was fired from his job for asking for hours, for asking for a stable schedule. And what I want to say is is Stated Meeting March 8, 2018 who need us tremendously. There aren't that many protections for them, and the stakes are high. And all they were doing is talking about what's happening, about speaking out and what it means to talk about sharing their lives. There are enormous consequences for it, but I know this body has the ability to hear all of that. I am committed to a process and a dialogue, and I want my colleagues to know that my door will always be open. I'm going to continue to work on this. I know that these things take time, but our people need us, and people are really struggling right now. So I want to thank my colleagues so much for the time that they took to listen to the testimony, to hear from people, and to understand the potential role that Council can play in setting standards in an economy that sure feels like it doesn't have that many.
