Ms. Hanible

Could somebody please explain this to us?

Council President Clarke

Ms. Hanible, what I would like to do if you -- can you hang around?

Ms. Hanible

Yes, I could.

Council President Clarke

We're going to be here for a little while. There apparently was a document that was submitted. I think this is a temporary, but I don't want to speculate on language, so I'll get you the language associated with how that process happened on this particular time. Because the state law did call for elected Board members. So I'll get you the information.

Ms. Hanible

I appreciate it, Stated Meeting May 26, 2016 because we ain't have no election and we ain't elected nobody. And we not going to have these people just pushed down our throats. Not that we saying we don't want the people on the Board that's on the Board, but we want our rights to be protected.

Council President Clarke

Okay. All right.

Ms. Hanible

We have the right to vote on who we want to represent us.

Council President Clarke

Thank you. I have the information on that today, before we leave. Thank you. Thank you for your testimony.

Chief Clerk

Judith Robinson, commenting on 160429. (Witness approached podium.)

Ms. Robinson

Good afternoon. My name is Judith Robinson.

Council President Clarke

Good afternoon.

Ms. Robinson

I'm here to speak on Bill 160429. I am happy to see Stated Meeting May 26, 2016 this gentleman, Mr. Purnell, being appointed to the PHA Board, because I know he knows PHA very well, as he was formerly with PHA in the past. I'm going to say he should have been Executive Director. We might be better along in this management of this agency. But this gives me another opportunity to speak about PHA and its gentrification of our community. There's a passage in the Bible that say I told you 99 times because 98 wasn't enough. So I'm going to say that to you all, because you all act like you don't understand any other view. I got 30 years of real estate behind me, so I will stand up in front of anyone with the facts. I always bring a document to make sure you know what I'm talking about. So eminent domain is being used against the African American community, taking away generation of wealth. It's happening in Brewerytown, and there's an excellent but unfortunate article that's Stated Meeting May 26, 2016 in PlanPhilly that tells about South Philadelphia. The same situation when Martin Luther King was imploded, the Latimore family lost five properties and others. This is how African Americans are losing. Don't you be fooled by the Pew Foundation. They will never, ever report what's happening to the African American community using PHA to take away land, some occupied properties, in the African American community. It's only happening to African Americans. I want to make sure you all do not leave here today thinking that you're doing something so great. Every time you vote on one of these bills, you're not asking any questions. You're not looking for any other alternative plan. You are taking equity from the African American community. It's not happening any other way. I've studied it now from the history and inception of PHA, which I'll be telling that story on Saturday at Stated Meeting May 26, 2016 Cecil B. Moore branch library from 1:00 to 3:00 with documents to prove from Bill 150409 of last summer where 1,300 parcels were taken out of the African American community. Every other community can stand up and fight for their community to remain a strong culture of community, but African Americans. Shame, shame, shame on it. Is this giving me the yellow light here? So I can still continue to say check out PlanPhilly. Check out that article, very detailed by Mr. Marin. Thank you very much for the opportunity.

Council President Clarke

Thank you so much for your testimony. (Applause.)

Chief Clerk

Council President Clarke

And speeches on the part of the majority? Councilwoman.

Councilwoman Gym

Thank you very much, Mr. President. I'll be brief. Today the School District of Philadelphia will pass a budget for the first time in a long time not coming before Council for a specific or Stated Meeting May 26, 2016 think it's worth noting, though, that despite that, Council applied itself in ways that was significant in advancing a lot of the issues that have been fought for by parents and communities. We were able in this budget to win and guarantee a full-time nurse and counselor for every district public school. We were able to gain a commitment to end a really terrible practice around split grades, merging grades of students together because teachers couldn't be afforded. We pushed out $8 million to schools in March so that they could start after-school programs, buy some basic books and supplies and start replenishing classrooms. We were, more than anybody else, at the forefront of addressing teacher vacancies and overcrowding in our schools that's going to restructure and refocus the District's attention back on making sure that our children have the Stated Meeting May 26, 2016 they need and that there's a qualified teacher in front of them every single day of the school year. We do not want another year in which thousands of children could end up in either remedial programs or other types of situations simply because they lacked a teacher for the majority of the year. We're still fighting for a lot of things, including a quality contract for all of the labor unions in the School District of Philadelphia, but I think that the message is is that when we invest in citywide district investments across the City and we guarantee them for every child, every family, at every school, we begin to re-promise all of Philadelphians what it looks like to have an invested public school system. This isn't just about single school turnarounds. It's also about broad-based investments that can begin to regenerate some confidence, and that goes out for Stated Meeting May 26, 2016 I'm grateful to everybody, all my colleagues, who spent many hours trying to work on this issue, prioritize things for the District from sometimes skeptical and rabble-rousing advocates from the outside. It was great to see as much advancement as we did, and I'm grateful for everybody in this building especially for making that change possible. Thank you.

Council President Clarke

Thank you, Councilwoman. (Applause.)

Council President Clarke

That concludes the speeches on behalf of the minority and the majority, and the Chair recognizes Councilwoman Reynolds Brown for a motion to adjourn.

Councilwoman Brown

Thank you, Mr. President. I move that Council stand adjourned until Thursday, June 9th, 2016 at 10:00 a.m. Stated Meeting May 26, 2016 (Duly seconded.)

Council President Clarke

Thank you. It's been moved and properly seconded that Council stand adjourned until Thursday, June 9th, 2016, 10:00 a.m. All those in favor say aye. (Aye.)
