our proviso it's already on there that's tax taxes are okay we're okay okay you does you have the tax
it's fine all right please proceed sir okay can everyone see my screen here you can okay so yeah
so we're just proposing a straightforward application uh we're proposing a car repair shop
um these are images of the front of the property um the entrance is that draw
bridge there this is a copy of the referral um principal use is allowed um this is a this is a
uh this is allowed under special exception as as it was said um and we're just doing personal
vehicle repair and maintenance um no car sales uh the notice of the zoning appeal this is the
notice um that we printed out here this was the letter that we provided the the residents
prior to the public meeting.
This is the addresses that were mailed out.
And this is our proof of mailing here.
Total price was $26.
This is another image.
Adjacent to the property is a closed down car repair shop
that was closed.
And we're directly across the street from Sunoco Gas Station.
And the address is pretty good for this location
because this is the I2 Industrial District,
and they wanted to designate this spot specifically for these type of things
that it doesn't become a public nuisance and no loud noises.
These are pictures of the interior of the shop,
which is a substantial amount of room for parking vehicles,
so we don't have to worry about the nuisance of vehicles parked on the street.
This is the entrance where you see the Mitsubishi.
That's actually my car.
this is going into the parking space or where individuals will be able to come into it,
make a left where the lifts are and get their vehicles repaired. And then storage will happen
in the back when needed for customers. We plan to have roughly about, we only have about three
lifts. So it's a small repair shop, three to four customers and not overdoing it.
Again, this is an I2 district. This is a picture of the space on State Road.
And as mentioned, this is a copy of the of what this is going to look like.
So to the left where you see the offices, that's the office where individuals able to sit.
They come in to the left are the lifts and then the back where this travel distance there is in the parking lot.
All of this is a parking area and storage area.
This is a notice of the pill that was posted on the door in time.
This is a letter from the ZBA for not opposed.
This is a lease agreement as well.
And that ends my presentation.
Questions from the board?
Can you point out where the parking lot is that you mentioned?
So there's parking inside of the, so I'll show you here.
Inside the building.
Inside of the building.
So if you look here, you see where where this vehicle is here, the black truck.
Yes. So all of that in the back is all parking space.
OK, I think the question I have is really about because it doesn't look like there's a lot of street parking on State Road.
No, I know when we look at other personal care vehicle locations, they often have these cars like backed out, parked down the street, blocking the sidewalk.
What's going to be your sort of plan to navigate and move and temporarily store the vehicles while you're doing while you and your team are doing work?
Yeah. So as mentioned, and thank you for the question, which is a big nuisance.
So as mentioned here, if you can see the screen that I have up here, if you see the entrance where it says car entrance, this is to the left of my screen.
so the vehicles are coming in through the car entrance um and then the the v
So the vehicles are coming in through the car entrance, and then the vehicle repair is being done where you see the auto lifts at.
So that means everything where you see the oil drums and all that, that's all room for storage.
So that can store over maybe 50 or so cars.
It's a large storage area.
I mean, it's gigantic.
This is 175 feet in travel distance if you look here, and then this is 195 feet in travel distance.
So, I mean, I could be exaggerating, but a lot of cars could be stored.
You know, cars can be like just a little bit.
Cars like 50 feet long each.
Yeah, yeah.
It was 195 square feet in travel distance.
Make it 75 cars.
75 cars.
Yes, there we go.
So it sounds like just for your operation purposes, you're only ever going to have cars being repaired on lifts.
you have four lifts and then any other car whether you're waiting for a part or you're
waiting for pickup will be stored inside this building on in one of your sort of parking or
storage areas i couldn't have said it better okay and then um are there any uh like locations or
staff restricted places i'm thinking like break room um place from like i didn't see a bathroom
on the plan um no so there's no there's there's that one office location okay um and um that's
it that's that sorry um that's my son just came in um there's that one office location um that is
uh where where you see this person at in the front um and that's that's the only location
adjacent to the property there's a warehouse okay i'm sorry you said um adjacent to the property
uh is a um it's another rental property that um we rent as a warehouse so that's access to the
facilities or restrooms and different things like that as well okay and then my last question is
about the storage of like oil used oil chemicals things like how are you containing them and
disposing of them safely yes perfect yeah so it will be picked up um there's storage drums that
are expected to be it's not there now but there's oil drums that will be here um and they will be
picked up by a commercial by a commercial vendor okay all the questions yes so uh what are you
going to be doing in terms of this car repair this is just oil changes higher changes what
what are you going to be doing exactly so just personal vehicle repair um there's not going to
be any body work being done here um so uh standard alternators transmissions you know the the standard
things. We're not an engine specialist shop, but all the other standard repairs,
brakes, stuff like this. Okay. And then about how many customers do you have a day?
Well, we don't have any customers now. We're expecting roughly four to five customers daily.
okay all right and this will be by appointment is that how you're going to do this by appointment
up until we up until we have a sign up and then individuals they can you know of course pull in
inquire and at the inquiry all depending on as is mentioned today storage and availability
then we can take that take that car okay all right and um you have the hazardous waste disposal
you will have hazardous waste disposal is that 100 all right okay and um are you going to store
tires at this no we do not plan to do that okay all right thank you questions from our attorney
um i know we had exchanged emails on it but i wanted to make sure it's on the record that
you are only using this location for uh personal vehicle repair and maintenance you are not using
for personal vehicle sales and rental that is correct questions or comments from the virtual
audience not at this time chair planning commission madison matera planning commission
staff the comprehensive plan recommends no change to the existing i2 medium industrial zoning at
this location the appellant has demonstrated that the proposed use will not cause detrimental
impacts beyond what we reasonably would be expected the planning commission recommends
the board grant their crusted special exception for personal vehicle repair and maintenance
okay um MI 2026 002 255 7352 to 82 state road I vote yes with proviso approve use for personal
vehicle repair and maintenance and limited to unit 104. Michael Johns my vote is yes with proviso

Thank you so much, Chair. So you you have your votes and I have to tell you,
you made a great presentation. Thank you so much, everyone. Well,
I got to say that it sounds good. All right, we're back to number one, Gabriel.
you're not tired hear me and see me
uh mr chair can you hear me yeah i can wait i'm going to share my screen how are we doing okay
Can you see my screen?
Yeah, here we go.
You're moving now.
Now we are losing.
All right.
Do you need me to swear in again or say my name or anything?
Yes, sir.
My name is Gabriel Fellis, J-B-R-I-E-L.
I already swore you in, didn't I?
I didn't know if you need me to do it again.
Go ahead.
You just do a state your name and then start your presentation.
Yeah, it's Gabriel Fellas. My client is Enid Breppenridge. She's the owner of the property.
Breppenridge is the owner of the property at 5861 Willows Ave. She's looking to use the lower
level of the property as a takeout waterized stand. Her plan is to use the basement of the property
for prep and storage, and then customers will be able to place takeout orders from a window
at the side of the property. I'll show you the layout and proposed configuration a little later
on uh properties previously held a variance in place for use of the lower level as a funeral home
hasn't been in operation for as a funeral home for a number of years so miss breckenridge is
just looking for a new commercial use of that space it's a bit more in line with what would
best serve the community so here we have that zoning history for the property as i mentioned
for a funeral home and residential living above
Here we have some rough proposed site plans, the layout of the prep area in the basement.
So the plan here is just to use the basement for prep and storage, and these plans show
the orientation of the basement.
But this gives a little bit of a better layout.
So there's an above ground door right here that leads to stairs that go straight down
to the basement and then right next to that door right where the zba posters are hanging now
the proposal is to actually have a sliding window where customers can place those orders and and
take out their their orders and these are these bill card doors are just another means of egress
and ingress into the basement but again this is take out no customers are going to come
into the basement or onto the property besides just taking out from that window
So here we have some photos of the basement in its current condition, which is unfinished right now.
Eden and her daughter originally filed this appeal on their own.
They worked with the third ward executive committee directly to set up the community meeting and speak with the neighbors.
They ended up having that meeting with the community on January 26th, and they received
this letter of non-opposition.
Mr. Waters, the RCO chair, and he helped them through that process of notifying neighbors
and sending out their required mailing.
This is our zoning map, again, the property is zoned RM1.
And this is the most recent deed to the property showing Enid as a sole owner, but she's actually
been an owner of the property in one way or the other for over 30 years so here we have our
application for appeal that they did on their own and their project information form
here we have proof of the real estate tax paying plan that miss breckenridge has with the city
and here we have the zba posters notifying neighbors of the hearing here today
so with that i'd like to invite enid on um she might be on her daughter's
zoom and her daughter's name is maya so it's either enid or maya
Enid has been promoted to panelists.
What's your name again?
Hello?
Hello?
Could you please state your name as spelled for the stenographer?
First name is E-N-I-D-E-N-E-D-B-R-E-A-K-E-N-R-I-D-G-E.
Do you swear or affirm to tell the truth, the whole truth and nothing but the truth?
Please proceed, counsel.
And have you heard my testimony today?
What did he say?
yes yes yes and it wasn't true and correct to the best of your knowledge yes and would you adopt it
as if it were your own yes great uh any questions we have an answer so this is just all take out
right so people are going to stand on the pavement and uh be serviced through uh there's a you want
to put in a window or yes the goal is to put in the window yes yes so a window is going right
there next to the door and so people will come up and get um and get service there okay yes
and then the rest of and the rest of this basement is just going to be for servicing this this take
out yes okay and then what all are you going to be servicing i know it's a water high stand but
I know a lot of other water art stands do nachos and pretzels and just want to be clear.
So what are you serving?
Hot dog, pretzels, and chips.
And then are all of the, I guess, the equipment that you're using to heat things up, are they all electric?
yes okay i have a question just about the trash management um like what are you
