We pray especially for the Councilmembers of the City of Philadelphia to be mindful because you have to deal with all the different minds and different wishes for different people. Thank you, Madam President. Before reading the resolution, I think it's significant to mention the fact that when the idea of entering the public league into the PIAA a number of years ago, there was some criticism 5/10/07 STATED - PRESENTATIONS that we couldn't compete, but obviously, we can compete and win. This is a resolution recognizing and celebrating the Preparatory Charter School of Mathematics, Science, Technology & Careers and its Boys Basketball Team on winning the Pennsylvania Interscholastic Athletic Association's state championship for an unprecedented two consecutive years. Whereas, the Preparatory Charter School of Mathematics, Science, Technology & Careers was established in 1998 by its founder and CEO, John Badagliacco, and is presently located at 1928 Point Breeze Avenue, Philadelphia, Pennsylvania; and Whereas, the Preparatory School of Mathematics, Science, Technology & Career's mission is to provide a nurturing and challenging atmosphere in which students in grades 9 through 12 will acquire the knowledge 5/10/07 STATED - PRESENTATIONS and experience they need to prepare them for college and for productive and fulfilling lives in their communities. The PCS also strives to simultaneously help its students achieve high academic standards and develop essential career skills, while also giving them extensive experience in service to their community; and Whereas, the Preparatory Charter School of Mathematics, Science, Technology & Careers entered into the City of Philadelphia public league sports competition in the 2000-2001 season, providing a variety of programs for both boys and girls. In the year 2004, the City of Philadelphia joined the Pennsylvania Interscholastic Athletic Association as District 12; and Whereas, on March 24, 2007, at the Jordan Bryce Center in University Park, Pennsylvania, Prep Charter School of Mathematics, Science, Technology & 5/10/07 STATED - PRESENTATIONS Careers became the first school representing the City of Philadelphia to win consecutive 2005-2006 and 2006-2007 PIAA Boys Basketball Class AA championships. In addition to this feat, the Prep Charter High also had the distinct honor of being crowned City of Philadelphia District 12 Public League Boys Basketball Champions on March 2, 2007. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby recognize and celebrate the outstanding accomplishments of this school and specifically its boys basketball, team whose members consist of John Brown, Shaquille Duncan, Parrish Grant, Matthew Hankerson, Tyree Harris, Zahiid Holloman, Marcus Morris, Markeif Morris, Jesse Morgan, Ferguson Myrick, and Kevin Radford. I don't know how these boys did it, but it just goes to show you the initiative and the desire to succeed of Philadelphia public schools. And charter schools are public schools. Madam President, this morning, we are just so honored to have these four young men in Council to honor them for their bravery and for just getting involved in the community. And it's a very positive story to show that we have fine young men, and the group before, the charter school, who are doing some positive things and need recognition all the time.
Thank you. It's also my pleasure to honor 5/10/07 STATED - PRESENTATIONS these fine young men. This is a resolution honoring the bravery of Sherrod Graham, Dwyne Hall, Jerome Plant, and Kyle Young. Whereas, the Council of Philadelphia is pleased and proud to honor Sherrod Grant, Dwyne Hall, Jerome Plant, and Kyle Young for their selfless and heroic deeds on the afternoon of Thursday, April 19, 2007, deeds which certainly helped to preserve the life of a senior Philadelphia resident; and Whereas, on that afternoon, these young men were participating in Germantown High School versus West Philadelphia High School track meet, when they noticed a house fire that broke out shortly after 3 p.m. on East Gorgas Lane near Baldwin Street, across the street from the Germantown track and football stadium; and Whereas, the young men were just beginning the shotput event in the 5/10/07 STATED - PRESENTATIONS track competition, when thick, black smoke could be seen pouring out of the house; and...
Whereas, the sight ensued a lot of frightening commotion, and the young men immediately took off, scaling an eight-foot high fence and risked their own lives when they entered the burning house after hearing a woman yelling for help; and Whereas, the young men guided the elderly woman out of the burning house and out of harm's way and then gave her their sweatpants and hood from their track uniform because she was not fully closed; and Whereas, after their heroic deed, these young men resumed the track meet and proceed to place in the shotput events and...
Whereas, the young men are Sherrod Graham, Dwyne Hall, and Jerome Plant of Germantown 5/10/07 STATED - PRESENTATIONS High School Track Team, and Kyle Young of West Philadelphia Track Team; and Whereas, Track Coach Shepley Tate Yancy, who was extremely proud of the young men's actions, noted that, quote, you hear so many negative things about Germantown and West Philadelphia, and here these kids risking their lives, end of quote. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby recognize and congratulate Sherrod Graham, Dwyne Hall, Jerome Plant, and Kyle Young for their bravery and their selfless, heroic deed on the afternoon of April 19, 2007, which certainly helped preserve the life of a senior Philadelphia resident. I'm Jerome Plant. I go to Germantown High School. And these are my all my friends -- Sherrod, Dwyne and Kyle. And a lot of times in the newspapers and on the news, you hear about black kids never doing anything right, and there's always a shooting or murder, homicides, a whole bunch of things. And when the first time you hear a lot about kids helping people out, it's a wonderful thing. And it all shows how some kids are not raised as the same way as others are. It shows that some kids are raised with the proper things and know what to do and what not to do. It also shows the parents who are great parents. And today we would all like to say thank you to our moms and dads and 5/10/07 STATED - PRESENTATIONS -(Applause.)

How you all doing out there. Hey, I'm Dwyne Hall. My mom can't make it today 'cause she went for the big event on June 13th, so everybody in my family going to be there, you know, from West Philadelphia, you know what I'm saying? But this is a good thing that we as black young men can do a good thing as we did on the day of the track meet, and we're proud of ourselves and proud that her mother had survived and everything. So I want to say God bless 5/10/07 STATED - PRESENTATIONS everybody out there and that God's going to change the streets of Philadelphia and everything. So God bless everybody and thank you. My name is Lisa Ballard Gamble. I am the daughter of Dorothy Ballard who was the victim and also had the opportunity to be saved by the four young men. I am so thankful. Thank you, Madam President, and thank all of you, members of City Council, for your support of this resolution and especially to Councilwoman Reynolds-Brown for introducing this resolution and her support for children and a number of other ways over her tenure in Council. As you've heard in the resolution, Philadelphia's one of the first major cities to establish and publish an annual report charting the 5/10/07 STATED - PRESENTATIONS course of the needs of Philadelphia's youngest citizens and how well they're being met. The Report Card, the Community Report Card, the Children's Budgets, and the Specialty Report Cards do provide City leaders both inside and outside of government with an increased ability to make sound policy decisions and create systems change to support safe, healthy, and successful development of Philadelphia's children, examples of which we saw here earlier this morning. So it's very clear that Philadelphia's kids can succeed, and many of them are succeeding, if given the proper support by government and private entities. The data contained in these reports are essential in determining which areas of the City need the most services, what kind of services each area of the City needs, and whether 5/10/07 STATED - PRESENTATIONS those services are being effective. In other words, these documents provide the accountability and the measurements necessary for the City to develop a road map of how to improve the lives and life chances of all of the children in our city. By approving this resolution, you have equipped both the City Council and future administration with the necessary tools for making these important decision about our kids and our future. I commend you for your actions, and I look forward to continuing our work.

After two amendments and substantive discussion with Councilman Goode and a number of other members of Council and the Administration on this particular issue, I think that we are in a position to have a bill that will work. So I would like to ask my colleagues -- and I would like to thank Councilman Goode for his thoughtful input on the issue with respects to some of the aspects of the bill, so I would like to ask the support of the full Council of this bill. Thank you, Madam President. Two things. Today, I introduced a zoning bill that would prohibit licensed gaming facilities from within 1500 feet of any residential district, school, religious institution, or public park. This legislation is the very foundation 5/10/07 STATED - SPEECHES/ADJOURNMENT of the referendum question that was to be on next Tuesday's ballot. Despite City Council unanimously supporting the ballot initiative, the Supreme Court did not believe that the residents of the City of Philadelphia deserve to have a voice. The Supreme Court was wrong. Philadelphians do deserve to have their voices heard, and I am committed to doing everything I can to protect that voice. Casino-Free Philadelphia's ballot box initiative may not be legally binding, but it does serve a purpose. Where the General Assembly, the Pennsylvania Gaming Control Board, and the Supreme Court have attempted to gag our constituents, Casino-Free is providing them a voice. And contrary to what may have been implied by the Inquirer, I do support those efforts. If our 5/10/07 STATED - SPEECHES/ADJOURNMENT residents vote yes on Philly's ballot box, I will fight to pass the bill. If our residents vote no, then I will let the bill die. This bill is more than simply protecting our constituents; it is about a process that has been denied us for a very long time. I believe it is time for us to take it back. And one final note, Madam President. Again, I want to thank my colleagues, as I have done in the past, for your commitment and support of this issue. I know it has not been an easy one. There are many different special-interests groups that have lobbied you from time to time on behalf of my constituents and all of the constituents in the City of Philadelphia. You all deserve a round of applause for sticking up for the folks in this city and at least allowing for the Philadelphians to have a say about 5/10/07 STATED - SPEECHES/ADJOURNMENT the future of their neighborhoods would be about going forward. So, again, I want to thank all of you for your support. (Applause.)
