Good morning. This is continuation of the hearing for Bill No. 4 020438, Finance hearing that was recessed yesterday until this morning. For the purpose of a quorum we have to my left Vice Chair Marian Tasco; to my right members Councilman DiCicco, Councilman Nutter, and we also have our President who is obviously ex officio on all committees. To my left is Councilman Darrell Clarke. Is there anyone else who would like to testify on this bill before we move forward? (No response.)
Before we proceed, we will have a statement from the sponsor of the bill, Councilman Darrell Clarke.
Thank you, Madam Chair. Madam Chair, I'm going to ask my colleagues that this bill be reported out of committee. I will not move the bill for a vote. There are several technical issues and some information that we need to get from the Census Department. There are certain issues with respect to the income requirements associated with the bill that my colleagues have indicated that they would like to 4 9/19/02 - FINANCE - BILL 020438 have some discussion with me. The other issue is that this bill will require enabling legislation from Harrisburg. State Senator Kitchen has committed to take the lead on moving this through Harrisburg to get us the appropriate enabling legislation, so we will not be moving on the bill Calendar at that time but simply would like to get it out of committee as a vehicle for her to do what it is she needs to do in Harrisburg and to further the discussion. And prior to me seeking any final passage of the bill, I would like to meet with committee members before we do anything on the record.
