Thank you very much, Mr. President and colleagues. May I just say that we have a complex problem. We have to reopen our economy safely, not driven by false facts, led by science. But I heard from 32 restaurant owners yesterday that talked about losing their life's work. They talked about not opening even after the pandemic is over. I understand clearly and stand with our Mayor about not being foolish like some of our sister and brother cities in Atlantic City and other places. I get it. But when we start talking about Mad River, which closed after a dozen years of operation and they threw Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING in the towel, these restaurants aren't operating on huge margins anyway and, more importantly, they hire people from our neighborhoods. So when we were faced with this pandemic, we had a hard stop to the economy, but what I need to call for in this resolution is more soft rollout openings. Some of these businesses -- and my member colleague Domb will appreciate -- need a little bit of advanced notice to know when to bring down the plywood and bring back and rehire the employees, to restock the shelves, and they're not getting that kind of indication anywhere. So this resolution is going to call for us that God knows we hope and pray this light is at the end of the tunnel, but for some small businesses, Mr. President, it's a train barreling right at their business to take them out. And with that, I move for the Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING adoption of the resolution. (Duly seconded.)
Thank you. Thank you, Councilman. It's been moved and properly seconded. All those in favor say aye. (Aye.)
The ayes have it, and that resolution is adopted.
And a resolution recognizing and honoring the Share Food Program, for providing emergency food relief to the vulnerable populations of Philadelphia over the past 34 years, and for further increasing their efforts to bring nutritious food to our communities during the COVID-19 pandemic, introduced by Councilman Jones.

The Chair recognizes Councilman Green. Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING
Thank you, Council President. As we all know, this COVID-19 pandemic has been a major impact on our city, our state, and our nation, but it's also been an economic calamity. Just yesterday based according to the Pennsylvania Office of Unemployment Compensation, 1.9 million people in the Commonwealth filed for unemployment. In addition, unfortunately based on information from the National League of Cities and the Pennsylvania Municipal League, where I serve as an officer of both, Pennsylvania leads the nation in the loss of local government revenue, about $6 billion, which accounts for about 40 percent of local revenue. So this issue is a very important issue, as Councilmember Jones talked about restaurants, but for all the businesses in our economy, our local economy, we've had to make significant budget cuts based on the Mayor's proposal and we need to make sure that we have a Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING safe and equitable recovery in the City of Philadelphia. The Administration is moving forward with guidelines on a reopening plan. So we need to make sure that we're balancing both the health issues as well as the physical distancing to make sure customers and employees and workers are safe as well as strives for economic recovery. And so this goal of this committee is to work on these issues, work in conjunction with all of our colleagues, members of the Administration, as well as the private sector. And with that, Council President, I move for the adoption of the resolution. (Duly seconded.)
Thank you. It's been moved and properly seconded. All those in favor say aye. (Aye.) Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING
The ayes have it, and that resolution is adopted.
And a resolution authorizing City Council's Committee on Public Health & Human Services to hold hearings regarding the disproportionate numbers of seniors in congregate care settings who have passed away as a result of the COVID-19 pandemic, introduced by Councilman Thomas.
Thank you, Council President. I unfortunately and regretfully move for the adoption of the resolution, and my thoughts and prayers go out to all the families who unfortunately have lost loved ones to this unfortunate situation. (Duly seconded.) Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING
Thank you. It's been moved and properly seconded. All in favor say aye. (Aye.)
The ayes have it, and that resolution is adopted.
And a resolution authorizing the Committee on Global Opportunities and the Creative/Innovative Economy to hold public hearings on plans, procedures, and global best practices for restarting the economy in the wake of the novel coronavirus pandemic, introduced by Councilman Oh. (Pause.)
Okay. The Chair recognizes Councilman Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING Oh.
Thank you very much, Council President. Just briefly, in addition to what everybody is concerned about, reopening our economy, people need jobs, people are in financial difficulties, it's a pandemic. It's a worldwide situation, and with that, it is important that we look at the new economy from a global perspective in addition to a local and regional perspective - what have others done that is working, how are they reopening their economy, what opportunities do we have to bring jobs and investment to our city to deal with the new global economy and the way that commerce and manufacturing are going to occur. So with that, I move for the adoption of the resolution. (Duly seconded.)
It's been moved and properly seconded. All those in favor say aye. Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING (Aye.)
The ayes have it, and that resolution is adopted.
And a resolution calling on the Kenney Administration to delay the elimination of the Office of Arts, Culture and the Creative Economy, including its workforce, and the Philadelphia Cultural Fund, the principal supporters for the City's $3.4 billion creative arts industry, generating annual tax revenue of $157 million, until Council completes the City's fiscal year 2021 Budget and Recovery Plan for the COVID-19 pandemic, introduced by Councilman Oh.
Thank you, Council President. I'd like to thank the Stated Meeting May 21, 2020 5/21/20 - STATED - 2ND READING co-sponsors, Councilmembers Quinones-Sanchez, Squilla, Parker, Domb, Thomas, Gauthier, Green, Gym, and Gilmore Richardson, along with the rest of Councilmembers. I know it is a very, very difficult situation that this city faces, very challenging for the Mayor, the Administration, everyone here. I just do think, as many of our colleagues do, that Philadelphia is a city of eds and meds, arts and culture, $3.4 billion with annual revenues in the area of $157 million and a key role in reopening our economy. We simply ask the Administration rather than to zero out the budget and close the office on June 1st to at least let Council have the opportunity to take everything into consideration and to leave those offices open, those staff employed until we have had a chance to review the total budget and make our final decisions. And with that, I'd ask that we adopt the resolution. Thank you. Stated Meeting May 21, 2020 (Duly seconded.)
Thank you. It's been moved and properly seconded. All those in favor say aye. (Aye.)
The ayes have it, and that resolution is adopted.
There are no other resolutions on the Final Passage Calendar, Mr. President.
Thank you very much, Mr. Decker. With that, we will move to speeches. Prior to me recognizing members regarding speeches, I will note for the record at this time that we will use the chat feature available in Microsoft Teams to allow members to signify that they wish to be recognized. Stated Meeting May 21, 2020 with the Sunshine Act, the chat feature must only be used for this purpose. With that said, are there any speeches on behalf of the minority? (No response.)
Any speeches on behalf of the majority? And I see Councilwoman Gym.
Thank you very much, Council President. I join with my other colleagues as well in extending my deepest sympathies to our colleague Kenyatta Johnson on the loss in his family, and just we'll send him all of our best. I also wanted to just make a few remarks about the bill that I and ten other -- nine other members of City Council introduced. It has been almost 69 days since the first Pennsylvania stay-at-home order was issued in our Commonwealth. In the past ten weeks, thousands of Stated Meeting May 21, 2020 up to their jobs, keeping grocery shelves stocked, stocking our warehouses and delivering packages, caring for our loved ones in nursing homes, hospitals, and healthcare centers, and keeping our transit systems running and our buildings and streets clean. They are doing this despite the fact that many of them are doing so at a minimum wage that is the lowest of any big city in America. They are doing so despite a state legislative body that is rushing to reopening without guaranteeing personal protective equipment, adequate testing, without guaranteeing healthcare, without the $15 minimum wage, and without appropriate labor protections. Many of us on this Council body have heard their stories. Some of them have been horrifying, as they dealt with a lack of protective equipment and a struggle for basic health protections, like hand washing. They are the least paid, the most overworked, the least Stated Meeting May 21, 2020 respected, and they have fought hard in this City Council body to get the respect that they deserve, from winning a fair workweek, to expanded paid leave, to a permanent Department of Labor. And that's why I was proud to introduce a bill that will protect workers when they make sure that their workplaces are healthy for themselves, their fellow workers, and the public at-large. The bill that ten of us introduced will prohibit employers from retaliating against workers who report or expose non-compliance with the Governor's and Mayor's public health orders that make sure that all businesses have the policies in place to prevent viral spread and infection. I really want to thank my Council co-sponsors, Councilmembers Brooks, Gauthier, Gilmore Richardson, Henon, Johnson, Jones, Quinones-Sanchez, Squilla, and Thomas. Over the next few months, Stated Meeting May 21, 2020 will begin to reopen, and we cannot afford health protections to fall by the wayside. We have a responsibility to the public and to workers to open with the most careful attention to public health and worker safety so that there is no second wave. This is an incredible challenge that we face, and we have to realize that there is no way this happens without all of us working together to make sure that the mandated safety protocols are being followed. Some businesses have been fantastic on this front. They're changing uniforms, deep cleaning their facilities, and limiting occupancy. But we can't leave it to chance, and it is something that many businesses are deeply concerned about. Customers want to know that the places they are entering are safe. Businesses want to make sure that they are following appropriate protocols. And Stated Meeting May 21, 2020 front lines of ensuring all of that, because if they are not safe, none of us are safe. This bill is for every worker out there who has worked for too long without the respect that they need and deserve, and now it's a matter of life and death. Too many people have suffered, gotten sick, and even died while we have struggled to enforce safety protocols, and I refuse to sacrifice these service workers. The least we can do is to tell them that we have got your back and we will do our part. If your employer flagrantly violates publicly mandated health orders, this city will get your back.
This city will protect you. We owe it to the public, to our essential workers to give them the protections, the dignity, and the security of this bill. Thank you.
Thank you, Councilwoman. Stated Meeting May 21, 2020 Green.
Thank you, Council President. We have offered condolences to Councilmember Johnson. I think it's appropriate that we have a brief moment of silence on his behalf.
We will now have a moment of silence on behalf of Councilman Johnson's family and the passing of his sister. (Moment of silence.)
Thank you, Councilman. The Chair recognizes Councilwoman Maria Quinones-Sanchez.
Thank you, Council President. I want to thank you and the leadership team for adding a Thursday session to our Calendar for this Stated Meeting May 21, 2020 us more time to be more deliberate as we make very tough choices about the budget. In my experience, this Council has always taken a leadership role in ensuring that the budget reflect the top priorities for our city and for our residents. The budget is a moral document. I look forward to working with you and all of my colleagues, and I want to thank all of them who all in the last few weeks have facilitated many tough discussions with different sectors, from the housing sector, to the hotel, to the restaurant and others. This budget has to protect the City's most vulnerable and, at the same time, show that we are proactively moving from a crisis to a recovery. Thank you, Council President.
Thank you, Councilwoman. There appears to be no Stated Meeting May 21, 2020 of members. So with that, I now recognize Councilman Jones for a motion to adjourn.
Thank you, Mr. President. I move that Council stand adjourned until Thursday, June 4th, 2020 at 10:00 a.m. (Duly seconded.)
Thank you. It has been moved and properly seconded that Council stand adjourned until Thursday, June 4th, 2020, 10:00 a.m. All those in favor will say aye. (Aye.)
Point of order, Mr. President. I just want to check the record. I see Councilman Allan Domb's name in the chat box.
It's not on my -- oh, okay. It just popped Stated Meeting May 21, 2020 like in the middle of a motion. Due to the unprecedented circumstances associated with the COVID-19, we will dispense of the rules traditionally once a motion has been established and we will now recognize Councilman Domb. Councilman Domb. (No response.)
Councilman Domb, after all that, you really need to get on the line. (No response.)
All right. We're going to start over again. We now recognize Councilman Jones for a motion to adjourn.
Well, thank you again, Mr. President. I move that Stated Meeting May 21, 2020 Thursday, June 4th, 2020 at 10:00 a.m. (Duly seconded.)
