Chief Clerk

Yuval Yarden, commenting on Councilman Taubenberger's resolution honoring Harriet Tubman -commenting on Councilman Domb's Amplified Philly resolution.

Ms. Yarden

Councilman Domb and staff, thank you for having me here today and, City Council, thank you for giving me the opportunity to speak. My name is Yuval and I'm the Program Director for Philly Startup Leaders. It's a non-profit organization created to support founders and building their startups in Philadelphia and, therefore, growing the startup ecosystem here in our Stated Meeting Invocation March 10, 2016 city. Today I'm here to talk to you about the South by Southwest initiative. We believe that Philadelphia deserves to be recognized as a tech and innovation hub on a national level. We here know that we're equipped to support the startup growth, but we need to work on amplifying that message on a national level and a broader level. So as young people, Dave Silver, who has been working on this with me, we're both 24, we graduated from Temple, we see this amazing opportunity for people to build and grow their careers and businesses in Philadelphia, and we want to figure out a way to tell everyone that so that we're not just, you know, stumbled upon, but that we're advertised as a place where this can happen. When they leave New York, San Francisco, Boston because they're exhausted by it, they can come to Philly where you can have a high quality of Stated Meeting Invocation March 10, 2016 life, lots of resources, and a connected community that can support you. And we're here to support you, City Council, in developing our city's economy. Investing in a technology job is a job creation accelerator essentially. So every high-tech job that's created creates five more jobs for it. And those jobs aren't only in technology. It could be anywhere from like dentists and doctors and trash collectors and teachers and everything. So it's not just more high-tech jobs. So we've gone through interviews, focus groups, surveys to better understand how we can amplify this message that Philadelphia could be nationally known as a tech hub, and we've decided to head down to Austin, Texas tomorrow for South by Southwest, one of the most influential technology and innovation conferences in the world. Cities like DC, Las Vegas, Chicago have been there for years and we haven't. So Stated Meeting Invocation March 10, 2016 how can we expect people to think that we're at their level of opportunity in terms of innovation and technology? So we're going down to be alongside those cities. We've created a true public-private partnership and launched it through a grassroots initiative. Like I said, Dave and I just graduated from Temple University and we've gotten our colleagues and our friends to join, but people like Comcast and Independence Blue Cross have been able to sponsor us, as well as vendor capitalists and founders. So it's a grassroots initiative, led by two young people who see this opportunity in Philadelphia. We're lucky to have amazing support from the City of Philadelphia through the Department of Commerce as well as a coalition of 30 stakeholders and over 100 Philadelphians that will be coming down with us to Austin starting tomorrow. Some of them are already Stated Meeting Invocation March 10, 2016 there. PHL looks forward to working with City Council and the Administration in the future on continuing this work to become nationally known as a tech and innovation hub. So thank you.

Council President Clarke

Thank you for your testimony, ma'am.

Chief Clerk

Carol Green, commenting on 160018. (Witness approached podium.)

Council President Clarke

Good morning.

Ms. Green

Good morning. As usual, I need you to pray for me. I don't want them to tear the churches down. On 19th and Catharine Street, on 20th and Fitzwater Street, and 19th and Fitzwater Street, these churches were torn down and also -- I'm sorry. But I didn't want them to tear the churches down and I don't understand why they've been doing that. Stated Meeting Invocation March 10, 2016 I need the churches because of the kind of person that I am. I go to church because I want God to cleanse me every day, because I've been a sinful person in my life and --

Council President Clarke

Ma'am?

Ms. Green

I'm sorry.

Council President Clarke

The resolution you reference on your testimony is the smoking policy. Is that what you're testifying on today?

Ms. Green

Smoking policy?

Council President Clarke

Yes. The resolution you referenced is about the smoking policy inside of apartments and households.

Ms. Green

Oh, I'm sorry. Please forgive me, everyone. I don't agree.

Council President Clarke

That's okay.

Ms. Green

I'm sorry. It's my fault. Stated Meeting Invocation March 10, 2016

Council President Clarke

No problem.

Ms. Green

Is it all right to continue?

Council President Clarke

Well, if you have testimony on that particular resolution, but it didn't sound like you were talking about that subject matter.

Ms. Green

I'm sorry.

Council President Clarke

It's okay.

Ms. Green

It was a misunderstanding. I signed the wrong paper, I guess. But I don't like the smoking in the apartment buildings. In one particular apartment building it smells like they smoking marijuana, and I don't like that. But anyway, I just -- I'm grateful that I thank God for letting me speak. And I apologize to everyone here and out there that might be looking on television or if I offended you. Stated Meeting Invocation March 10, 2016

Council President Clarke

That's okay.

Ms. Green

So God is able. Just don't give up. Thank you.

Council President Clarke

Thank you, ma'am.

Chief Clerk

Arnold Jones, also commenting on 160018. (Witness approached podium.)

Mr. Jones

Good afternoon.

Council President Clarke

Good afternoon.

Mr. Jones

I just wanted to get a little bit more clarity on this issue, because it definitely will save lives. And I just want you guys to elaborate on the entirety of this particular proposed bill. Can you give me a little bit of understanding. It's smoking. Smoking marijuana? Smoking cigarettes? Where can we get more information on it? Well, the reason I ask is Stated Meeting Invocation March 10, 2016 because like the lady just said a minute ago, that is a major issue, and I think it would help better the quality of life for the residents in the event that there are specific stipulations about what things can't be used as far as smoking devices, and you should also incorporate the e-cigarettes as well. So I'll just do a little bit more research, but I just wanted to ask that question. Thank you.

Council President Clarke

Okay. Thank you. Thank you for your testimony, sir.

Chief Clerk

Joseph Danihel, commenting on the Redevelopment Authority resolution on the Calendar, 160179. (Witness approached podium.)

Mr. Danihel

I'm here again about the Redevelopment Authority.

Council President Clarke

Sir? Sir?

Mr. Danihel

At this time, I Stated Meeting Invocation March 10, 2016 am without my home at 1038 West Wyoming due to the egregious actions and inactions of this legislative body. I quote George Mason, delegate to the Constitutional Convention in Philadelphia: "Can anyone be above the law?" YouTube, another thing; James Dupree; my story is tragic, but it's not alone. It is about the principles that our government would act so egregiously on taxpayers. You, agents and agencies, are bound by oath of office to support, obey, and defend the Constitution and laws. Like in Flint, Michigan, the government stalls while the people suffer. Council passes paperwork regarding national issues for which they have no jurisdiction while ignoring this issue. Council recently passed a resolution about Flint, Michigan. Do I, a taxpayer in Philadelphia, have to go to Flint, Michigan to get them to pass a Stated Meeting Invocation March 10, 2016 resolution that the City of Philadelphia solves my problem? As of today, I have had very little response from Council, the Mayor's Office -- very little response from Council. The Mayor's Office will not address any of my issues, saying it is Council's problem. For the City has up to $100 billion to give to a contractor to build a mall on my not-paid-for home. I find this unacceptable. Who supervises the Redevelopment Authority? Who appoints the Board members? Why doesn't Council investigate? Why does Council continue to fund and use the Redevelopment Authority? Why doesn't the DA investigate? In my opinion, the City is taking the Catholic church pedophile priest method of denial while not dealing with this issue. Council and the Mayor's Office show no concern to solve this. They seem to want to spend lots of money to litigate instead. Council, the Stated Meeting Invocation March 10, 2016 Mayor's Office, RDA, and their attorneys have opposed the Seventh Amendment common law jury trial in my situation. These articles and previous submissions require immediate de-funding and investigation of the Philadelphia Redevelopment Authority before more laws, as in the above and previously mentioned, are violated by you, the agents and agencies of the government. And now duly notified since December 3rd of last year, you are, in this member of the people's opinion, accessories after the fact. See 42 USC 1985, 1986. You have taken the oath to support, obey, and defend the Constitution and law. Now let's get to work and solve this problem.

Council President Clarke

Thank you.

Council President Clarke

The Chair recognizes Councilman Domb.

Councilman Domb

Thank you, Council President. I'd like to speak to this resolution.

Council President Clarke

Stated Meeting Invocation March 10, 2016 3/10/16 - STATED - 2ND READING Please do.

Councilman Domb

First, thank you, Mr. President. I'd like to acknowledge and commend all those involved in this effort that has resulted in a worthy initiative, the Startup Philadelphia Presents: Amplify Philly South by Southwest Edition. As a result of cooperation and coordinated efforts of the community, City government, and the private sector, Philadelphia and its startup entrepreneurial and tech community will present and showcase a unified Philadelphia for the first time at the South by Southwest Conference & Festival, which is one of the most influential technology conferences in the world. Although in recent years the focus on supporting startups in the City has increased significantly with corporations such as Comcast and Independence Blue Cross investing in innovation, we need to continue to build Stated Meeting Invocation March 10, 2016 3/10/16 - STATED - 2ND READING on this momentum. The economic multiplier, as you heard earlier, for tech jobs is five to one, meaning for every new high-tech job, there are five other jobs created. Mostly surprisingly though of this, two of the five jobs are professional jobs such as physicians or attorneys, while the other three jobs created are occupations like waiters, retail clerks, cooks. And, by the way, one of my first jobs was a dishwasher at Howard Johnson's. To put this in perspective, though, between 2009 and 2013, New York City has seen an explosive growth 33 times that what we've seen in Philadelphia. By the way, 16 years ago in New York City they had zero jobs in tech. Today they have 543,000. We have 14,000. This is our future, building tech. But it gets better. The tech industry offers employment opportunities for workers with different levels of Stated Meeting Invocation March 10, 2016 3/10/16 - STATED - 2ND READING education, not just those with technical backgrounds. A report commissioned by the Association for a Better New York, Citi, Google, New York Tech Meetup found that 60 percent of the jobs at tech firms did not require a Bachelor's degree. All that being said, this is a great opportunity for us to showcase our local Philadelphia area. And I want to again commend all those involved in this wonderful initiative and wish them lots of success in Austin and continue to make Philadelphia proud. On one final note, the City of Philadelphia has relaunched startupphiladelphia.com, a site designed to serve as the online gateway to tech in Philadelphia. With that said, Mr. President, I make a motion for the adoption of this resolution. (Duly seconded.)

Council President Clarke

Thank you. It's been moved and properly Stated Meeting Invocation March 10, 2016 3/10/16 - STATED - 2ND READING seconded. All those in favor? (Aye.)

Council President Clarke

Please do, sir.

Councilman Taubenberger

Thank you so much. Stated Meeting Invocation March 10, 2016 3/10/16 - STATED - 2ND READING The genesis of this resolution really came from a very dear friend and former member of this body, Councilman Thacher Longstreth, who was so honored and so impressed by his great grandmother, Anne Longstreth, who has actually very much worked on the Underground Railroad and in many cases with Harriet Tubman, who had told me this story. So I thought it was very apropos to introduce this resolution on the date of her passing 103 years later. And I thank Councilwoman Bass as well for helping me introduce this as well as being a co-sponsor and all members of Council who have signed on as signators. And at this point, I move for the adoption of this resolution. (Duly seconded.)

Council President Clarke

The ayes have it, and that resolution is adopted.

Chief Clerk

There are no other resolutions on the Final Passage Calendar, Mr. President.

Council President Clarke

Thank you very much, Mr. Decker. That concludes our Calendar for today. Are there any speeches on the part of the minority? The Chair recognizes Councilman Taubenberger.

Councilman Taubenberger

Thank you very much. Just a couple of quick remarks, one of congratulatory and the other is for us to think about. As the father of a Pennsylvania Stated Meeting Invocation March 10, 2016 Trooper, hearing the news of so many injuries and even deaths of police officers in the last couple weeks, I would just urge my colleagues to think of the fine work men and women are doing across this nation to protect our laws, our property, and our way of life, and I would urge that. The second is more of a congratulatory situation because I like sports and I want to take this opportunity to congratulate Roman Catholic High School Basketball Team on their District 12 Catholic League Championship on February the 26th. I'd also like to let everyone know that they are currently playing in the state tournament. They won their first game, and their second game was last night, and they also won that. We at City Council want to cheer them as they go on their way to quarter finals of the state championship, and their game is this coming Saturday, Stated Meeting Invocation March 10, 2016 12th. Go Cahillites. Thank you.

Council President Clarke

Thank you, Councilman. On behalf of the majority, the Chair recognizes Councilman Jones.

Councilman Jones

Thank you, Mr. President. As the weather breaks from winter to spring, over the last 48 hours all hell broke loose in our communities. We experienced a number of shootings and also murders in batches. What troubles me most about it is that the almost sense of normalcy that sometimes we experience in these besieged communities. It's like growing up or having to live in Fallujah or some other battleground where people get battle-hardened and used to the fatalities. We should never ever get used to that. We are working to do some things about it here in Council. You have empowered a committee to look at the Stated Meeting Invocation March 10, 2016 about how we can make long-term change on this process, which I appreciate you taking the foresight to do. My colleague Councilman Johnson put about 50 pastors in, faith-based ministers from -- 70 ministers and clergymen from Islamic culture and others in the room to talk about long-term solutions. We are doing something about it with the committee hearing that's coming up to look at illegal trafficking of guns and things that come into our city. But I want to urge my colleagues in this Chamber to take advantage of one other tool and, that is, the power of the budget. There will be dozens of departments that come before us over the next month or two, and we should look and challenge each and every one of them to see how they can be a part of the solution to moving this away. You challenged the Streets Department to hire returning citizens and Stated Meeting Invocation March 10, 2016 them, because some of the best deterrent of future violence is a working citizen that's too tired to go out and do the foolishness. We need to look at the Rec Department and say what happened to the after-school, after-hour programs that they used to put together that can give a person something to do to occupy mind and a restless spirit. We need to look at your idea of community schools. One of my young pups last night at a community meeting talked about two bookbags, one they carry with the lessons of the day but the other one with the troubles from home. We need to use the power of the budget to take a look at why in the City of Philadelphia our babies are killing each other. They're just straight genocidal killing each other. And if all lives matter, if black lives matter, I want us during this budget period to make Stated Meeting Invocation March 10, 2016 put our money where our mouth is. And I want to say this to you, that if we had, what, 280 murders last year, we're already in the first quarter and we're up 4 percent. If 280 wales washed up on the shore of the Schuylkill, there would be every marine biologist from here to Miami trying to figure out why this phenomena is happening to our wales or our bottlenose dolphins. Three hundred babies die every year in the City of Philadelphia. Nobody really kind of takes that in a national press way. So I'm saying to you, Mr. President, and I'm saying to my colleagues, if no one else is going to stand up for us, we need to stand up for us, and we need to change the paradigm so we don't have it. (Applause.)

Councilman Jones

Thank you, Mr. President. Stated Meeting Invocation March 10, 2016

Council President Clarke

Thank you, Councilman. Well said. The Chair recognizes Councilwoman Reynolds Brown.

Councilwoman Brown

Thank you, Mr. President. I am going to yield to Councilwoman Parker and would like to speak immediately following Councilwoman Parker.

Council President Clarke

Okay. You guys got something worked out over there, huh?

Councilwoman Brown

Yes.

Council President Clarke

The Chair recognizes Councilwoman Parker.

Councilwoman Parker

Thank you, Mr. President. Councilwoman Reynolds Brown and I wanted to use this opportunity to note for the record that on March the 6th of this year, the City of Philadelphia at large and the West Oak Lane community in particular lost one of our trailblazing mighty lions in the passing of the late Dr. Dean R. Hodges. Stated Meeting Invocation March 10, 2016 who are familiar with West Oak Lane, you know that for years when you drove through the 6700 block of Wyncote Avenue coming up Limekiln Pike, there was this noted veterinarian's office that was there. And I would dare say to you that Dr. Hodges did not establish his office in West Oak Lane because he had to. He established it there because he chose to. And with that being said, we wanted to pay homage to him and send our thoughts and prayers to his son, Dr. Eric Hodges, and the entire family and to the Alpha men. He was a member of Alpha Phi Alpha, a graduate of Tuskegee, and a soror. Blondell Reynolds Brown and I joshed each other yesterday about the savviness of soror Barbara Hodges, who was one of our Delta Sigma Theta Sorority Incorporated sisters. So we just wanted to note that on this coming Saturday, March the 12th, 2016, there will be a viewing from 8:00 Stated Meeting Invocation March 10, 2016 10:00 a.m., an Alpha Phi Alpha Omega service at 9:15, and the service of remembrance at 10:00, and all of this is taking place at the Bethlehem Baptist Church located at 712 Penllyn Pike in Spring House, PA 19477. Thank you, Mr. President.

Council President Clarke

Thank you, Councilwoman. The Chair now again recognizes Councilwoman Reynolds Brown.

Councilwoman Brown

Thank you, Mr. President. I too wanted to speak more about Dr. Dean Hodges and then make a friendly announcement. But his story is extraordinary, and I'm one who likes to put things in context of the pioneer that he was that many years ago. During his time, only 783 African American students were enrolled in American medical colleges nationwide. While diversity in the medical profession has improved since then, it by no means reflects the demographics of the United Stated Meeting Invocation March 10, 2016 that in 2014, only 5.5 percent of physicians and surgeons identified as African American and 6.3 percent as Hispanic. Out of over 89,000 students in medical schools last year, only 5,000 African Americans and 3,000 Hispanics were a member of that population. So it's clear to me that Dr. Hodges was a true pioneer and I would go further to say a role model in Philadelphia's medical community, helping set the stage for African Americans throughout the City to follow his example. Lastly, I'll underscore, as has already been acknowledged, he was a loyal Tuskegee alumnus where he served as treasurer of that chapter and traveled back and forth to Alabama to participate in the Annual Vet Medicine Symposiums. And because of his influence, many students who have chosen Tuskegee pledge my former colleague's fraternity, Alpha Stated Meeting Invocation March 10, 2016 Alpha, and teenagers had summer and after-school jobs right there in the West Oak Lane community because he was a model citizen. So I join my colleague in lifting up this family as they prepare for accepting a legacy that he's leaving for his nine grandchildren. Lastly, my announcement, with us today is Dr. Sean Vereen, who is the President of Steppingstone Scholars. You want to stand, Sean. And we should all know that Steppingstone works very, very closely with families and school partners centered and focused on one singular mission - gearing up and preparing and wrapping their arms around talented underserved students in the Philadelphia region to help them achieve academic success with a college degree. We will be joining with Steppingstones this coming Saturday and Sunday at the University of the Sciences Stated Meeting Invocation March 10, 2016 Step Into College experience. We have partnered with the School District and a number of others and will be wrapping our arms and hopefully inspiring over 500 young people that will be joining us at the University Sciences. I want to salute Councilwoman Jannie Blackwell, Chair of the Education Committee. It is in her district, and we're delighted that she'll be joining us, along with our new Chief Education Officer, Otis Hackney. So this is a partnership with Steppingstones that we're proud of, and we urge all members to get the word out to young people in your districts who are just looking for an opportunity to change the trajectory of their lives and join us this coming Saturday and Sunday at U Sciences. Thank you, Mr. President.

Council President Clarke

Thank you, Councilwoman. Stated Meeting Invocation March 10, 2016 Gym.

Councilwoman Gym

Thank you very much, Mr. President. This morning the School District of Philadelphia in a meeting with principals announced that they will be restoring full-time nurses and -- one full-time nurse and one full-time counselor back to every Philadelphia public school. (Applause.)

Councilwoman Gym

And they're also announcing that they're going to push out additional dollars to schools, at least five figures for every school, to address the resource deficits that have been in existence for the last several years. I believe personally and it's my proudest thing that to be part of a Council that I think made that happen. For years, school nurses have been out rallying in front of 440. Parents have been talking about what it means to send Stated Meeting Invocation March 10, 2016 suffering from asthma, diabetes. Principals have been talking about what it's like to give insulin shots and dispense medication to dozens of students throughout the day. But these things moved when Council's Intergovernmental Agreement Authority came together, looked at a quarterly report that showed that the District did have some resources to start looking and addressing these things, and then began an unprecedented push to really hold the School District accountable. This week, along with Councilwoman Jannie Blackwell, the Committees on Education and Children and Youth have been holding town halls and have been attracting a lot of residents to talk about new priorities for the School District. I believe that it's time for City Council to take a look and push politically, that the resources that are going out to our young people are not just a matter of dollars. Of course it Stated Meeting Invocation March 10, 2016 state budget to come through. We need support. We need to have a responsible payment for our property taxes and all those kinds of things, but it's also a matter of priorities, and when we unify around a set of priorities, we're going to see things happen, not five years down the road, but we can see them happen tomorrow. We're going to get some new programs in and money for kids, and then next year we're going to see full-time nurses and counselors. Council helped make that happen, and I'm proud to be part of that. Next Tuesday, Councilwoman Maria Quinones-Sanchez will be hosting an education town hall at Edison High School at 5:30 p.m. Welcome all of our colleagues here. And I just personally want to thank Councilwoman Jannie Blackwell for being such a great mentor and supporter and fighter to this cause for many years. She's got a lot of Stated Meeting Invocation March 10, 2016 So thank you. (Applause.)

Council President Clarke

Thank you, Councilwoman. And the Chair recognizes Councilwoman Quinones-Sanchez.

Councilwoman Sanchez

Thank you, Mr. President. I wanted to echo some of the words that Councilman Jones was talking about. Every morning I'm lucky enough to have my son come in my room before he goes to school, and this morning I asked him what are you going to do after school, because of the warm weather. And he said, Why? I said, Where are you going? I said, Please don't come downtown. And he said, Why? And I said, We had an incident with young people downtown yesterday and I want you to be careful. And he said to me, Mom, that's Stated Meeting Invocation March 10, 2016 go around the corner where there was a shooting a couple of weeks ago. He's very sassy. And so I began to preach to him about not being at the wrong place at the wrong time, and he said to me, Mom, that's what happens when young people have a TransPass and nowhere to go. And so when Councilman Jones mentioned -- I subsequently went downstairs and watched Councilman Jones and Councilman Johnson talk on Fox News about the recent violence and particularly the youth violence work that they're doing, and, you know, Councilman Jones talked about all lives matter and about it's not one strategy but a combination of strategies that need to take place so that we can deal with these issues. And that's why I agree with him that this budget, this very ambitious budget, needs to really be a neighborhood stimulus package that looks at how do we Stated Meeting Invocation March 10, 2016 what, Council President, you constantly say, jobs, jobs, jobs. How do we create opportunities for returning citizens and our young people. But more than just investing in the capital improvements, we really need to invest in people, and we need to make sure that there are people in these buildings that care about our children, that there are people in these buildings, those volunteer coaches and others, that we support so that they provide these opportunities. And I say this in memory of the legacy of Mr. Billy Gambrel, Representative Dawkins' grandfather, who was an incredible pioneer and actually the only living person to have a rec center named after him. We celebrated "Bam," the Broncos winner here, who was a Frankford Charger. Mr. Gambrel took care of hundreds of kids in the Frankford community and inspired many of us, and in tribute to his legacy yesterday at his viewing, I talked about how we needed to Stated Meeting Invocation March 10, 2016 everyone's children, because they're all our children. Thank you, Mr. President.

Council President Clarke

So I want to say thank you to all.
