um do we have any what we have up to what 115 or now
i was going to say mr chairman i have three long witnesses i mean it might make sense to break now
rather than possibly have to break in the middle of somebody's testimony we could go to 115 if we
to give it could you wrap it up by 115 mike um i'm sorry tanya um yes if we could um go to 115
uh possibly 120 ish um and then i can just ask that the staff and others involve leave we not
ask for um anything else for planning commission or whatever and then i'll just stay on the line
for this particular case but if we can wrap up in a few more minutes that would be great
okay i can go on to the next witness then mr chairman okay zba staff you can pop out as
necessary for your lunch as well as planning however you um feel and then i'll stay in and
wrap this case up thank you uh let's still like to call jeremy drummond
Mr. Drummond you have been unmuted you're free to speak
Good afternoon this is Jeremy Drummond D-R-U-M-M-O-N-D
I am an owner and principal at L2 Partridge
I am an owner and principal at L2 Partridge.
We are the architect working
We are the architect working with Parks, Casino, and Chickies and Pete's on this project.
Take the sparement, Mr. Chairman.
You swear and affirm to tell the truth, the whole truth, nothing but the truth?
Yes, sir, I do.
Thank you.
Please proceed.
I'm going to go ahead.
All right. Thank you, Mr. Drummond. What's your profession or occupation?
I'm a registered architect at L2 Partridge and one of the owners of the company.
And I have on my screen now a copy of your CV or resume. Is this accurate regarding your experience and background?
Are you the person responsible for preparation
of the plans for the accommodation of the parks
sports book in the existing Chickie and Pete's restaurant and sports bar?
Yes. Could you explain to the board
and to the public what you
intended to achieve with your design work on this project?
Yeah, so as Pete and Matt have alluded to
So we're taking the existing private dining area in the back and converting it into a sports book.
And aesthetically, the goal was to create an overall enhanced user experience.
So with people that are watching sports being a sports book, a sports bar, there seems to be a natural synergy here.
So the design concept was really to create more of a high-end user experience and just a fully immersive sports viewing and wagering experience.
And will Chickies and Peach continue to operate their restaurant at this location?
And are you familiar with the turf club at 700 Packer Avenue?
I am, yes.
And what's the square footage of that operation now?
Approximately 36,000 square feet.
And after they move inside Chiqui and Pete's, what will the square footage of the relocated sportsbook be?
Approximately 2,600 square feet.
And will sportsbook business have a separate entrance or exit?
no as testified earlier the entrance to the sports book will be through the main restaurant
and patrons will enter through the main doors of chickies and pete's excuse the interruption i
think we can stipulate that the only way into this sport the sports book will be through the
main entrance in this chicken pizza will be no other entrances to the facility for as it relates
the sports book sure follow up on that though is there a reason for limiting entrance to the sports
book from inside chicken pizza only primarily just to control access uh for engagement strategies
for chickies and pete's and just for overall security reasons okay um and what will the
design capacity i'm sorry excuse me counselor what is is there any physical barrier for
for minors at the entrance of the door to the sports bar, to the sports bar?
Yes, there is.
Mr. Drummond can address that.
Yeah, I apologize.
Yes, there is.
So the rendering you're seeing on the screen, actually.
So once you enter the restaurant, as you head back towards the sports book, there is a glass
entry, a secure entry.
And as Matt testified, there will be a security guard at that entry controlling access.
Is this the entry that I'm pointing to?
Correct.
Yes, that is the entry.
And is the rest of this a walled-in area?
Correct.
The entire space is enclosed.
I think if I go down to the renderings, I can show that a little bit further as well.
Yeah, so this is the entry to the sports book from the inside of Chickies and Peets.
We don't see that.
We're not seeing that.
Oh, okay.
That's not coming up?
I see it.
I'm sharing the rendering.
I thought my screen was sharing, Mr. Chairman.
This is all.
You had it up earlier, but not now.
It's not up now?
I can see it.
I can see it.
Yeah, because the board members, I don't think the board can see it.
The board can't see it.
It's a problem, obviously.
Should I stop and restart the screen, Chair?
Should I stop and restart the screen share?
Let me restart the screen, Mr. Chair.
Oops, that's not it.
is it up mr chairman yeah i see it yes thank you sorry about that
so the rendering you're looking at is a view looking into the sports book from chickies and
pete's main restaurant as you approach the entry and that is a glass uh enclosure
and these are all glass here correct so where's the where's the security uh barrier
you have a total glass enclosure that you that you can't walk through Mr. Holloman
there's a door that'll open it to allow you into the sportsbook correct this is a door
correct it stays closed until people want to enter or exit
and they're correct correct and i i'm sorry michael go ahead no i was going to say there'd
be security personnel uh the station at the door and we do have our security expert who can talk
about the specifics of how that will work he's going to testify later as well mr problem
maybe we should have had the security guard in the picture that would help
anyway well or maybe you can well we're going to have this continue at some point maybe you
could just show us a visual where it will be okay so let me ask you a question to go back
of the earlier I think Mr. Manione you may have I think I asked about occupancy or you brought it
up. Occupancy is 59. Is that 59 guests or is that 59 include the employees?
Patrons is 59 or is that the grand total of patrons and employees? 59 is the number of
seats Mr. Chairman which we have right here and and Mr. Drummond can can speak to that a little
bit but here is your okay yeah i thought you did i wanted to double check all right 59 seats and
then you have employees okay correct and uh again mr drumming is that the correct number of seats
59 that is correct okay and um what's presently um in this area in chickies and pete so currently
that is three private dining rooms or three dining rooms that creates a flexible environment
for Chickies and Peets so they can seat large parties back there or they can rent out the
separate spaces for private dining events and fundraisers. And is that present seating capacity
of that area 138? Yes, it is currently. So we will be reducing from 138 seats to 59 seats?
Correct.
And will that use be discontinued, at least in that area of Chickies and Peets?
Yes, it will.
And what will the occupancy of the Chickies and Peets restaurant and sports bar be after the sports book is relocated there, the total occupancy?
514 occupants.
And is that a reduction of the present occupancy?
Yeah, it is a reduction of the overall occupant load by approximately 80.
I think 79 to be exact.
Other than the planned alterations of building the sportsbook,
were there any other alterations to the chicken pizza operations you're aware of?
No to the operations.
We are making some accommodations in the Play 2 area to accommodate the loss of the private dining spaces.
If these changes are made, will Chickies and Pete's with the relocated sports book, relocated as your design proposes,
will the operation meet all the applicable zoning use and dimensional restrictions for this area?
Are you building anything beyond the four walls that already exist?
no we are only making interior modifications
does your plan alter the exterior of the building that houses chickies and peets in any way
no it doesn't and will the changes create a need for additional parking or other changes to the
parking area provided for the present occupants of this building no and are you familiar with
And are you familiar with the zoning codes provisions applicable for uses which are permitted
the zoning codes provisions applicable for uses which are permitted
by special exception?
Yes, I am.
And are there any use specific provisions applicable to the proposed use under the zoning
code section 14601C7?
14601C7.
i'm sorry michael repeat that please i'm sorry are there any use specific provisions
applicable to the proposed use under zoning code section 14601c7 is this any of the special uses
listed in that section yes assembly and entertainment okay and um in your opinion
will approval of this application for special exception
have any detrimental impacts on the community
beyond that which might normally be expected
from the proposed use described in your plans?
And why do you have that opinion?
Well, because as you've heard testimony earlier,
to me, it's a natural synergy between these two parties.
And I actually believe this is going to enhance
the overall user experience.
and make Chicks and Peets more competitive with what's happening in the neighboring community
with some of the other facilities that are being constructed.
And will the proposal cause congestion in the public streets or transportation systems?
No, because it's an overall reduction of seating capacity.
And will this interior design change cause overcrowding of the land?
no i don't believe so for the same reason it's a reduction in overall seating capacity
will these changes cause any added burden on water sewer systems or on local schools parks
or other public facilities no we're not making any alterations to the building outside of the
building envelope will these changes injure the use of the neighboring properties no
And will these changes impair light and air to the neighboring property?
And in your opinion, is the proposal consistent with the city's comprehensive plan?
Yes, it is. It's a commercial auto-oriented facility, and it's going to remain that.
And in your opinion, will approval this proposal have any negative impacts upon the community or neighborhood?
No, I don't believe so.
and why do you have that opinion well because as i said i mean this is a natural um uh synergy
with chickies and peats it seems consistent with what they've always done i'm very familiar with
chickies and peats i've been working with them a long time and i'm also an avid sports watcher and
and wager and it's um you know what we're trying to do here and what chickies and peats and parks
is trying to do here is really create just an enhanced environment so you can see from the
rendering that this is really more of a high end upscale facility designed, you know, taking
concepts from some of the higher end waging locations in like Las Vegas and things like
that. So it's designed to be consistent with the existing clientele that Chickas and Pete's
caters to. And I don't see any reason why that would change.
mr chairman i have no further questions for mr droman i have a question i don't know i don't
it's not for mr cullen but if i'm going to use an example uh and i'll use myself as the example
if i'm sitting in tricky and pizza i'm either at the bar or at a table i'm not in the uh sports
book and i have my uh cell phone or whatever will i be restricted will i still be able to make bets
off my phone even though i'm not in the sports book area so in other words am i blocked out or
does life go on for me i can still bet at the bar i don't have i'm not going to be forced into that
facility correct into this i'm not being forced to go into the sports book if i'm a philadelphia
resident i'm not talking about outsiders i think that's a question for matt but i'm i'm saying
from what I understand no would not make a difference just a little bit from your phone
okay all right very good thank you uh counselor the counselor
I can't see the plan clearly but is there restrooms within that space
are there any restrooms no there are not therefore so therefore you have to come back into
Chips and Pete
to use the restrooms and come back to the sports bar.
to use the restrooms and come back
to the sports bar.
Correct.
Correct.
Tom, it's not like unusual.
I mean, when they have banquets there or fundraisers,
people who are in that area that we're looking at now,
they all have to leave that section.
