Thank you, 01:01:07 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING Council President. I'll be very brief. I also send my condolences, all of us, to the McBride family. Ed is someone that we all got to know. The fact that he was 01:01:19 at PECO for 52 years, we're never going to see that type of commitment, I think, again and type of relationship he had with so many people. I saw how he interacted with his colleagues and so 01:01:36 many, and no matter what level or station in life, Ed would have had an Ed McBride story, because he was that type of person, and I'm sure many of us have multiple stories of how we had 01:01:48 constituents or other issues, we've called him on his cell phone, and he would always say, I'll get right back to you, and he always got the issue resolved. And the fact that type of 01:01:57 dedication and service is something that's going to be missed and that we no longer have here in the City of Philadelphia, and he truly embodied the type of public-private partnership we 01:02:06 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING need to get things done in our city, and he will be missed by all of us in Council and so many members and people around the City of Philadelphia. 01:02:15 Thank you, Council President.

Council President Clarke

Thank you, Councilman. The Chair recognizes Councilman Johnson. 01:02:20

Councilman Johnson

Thank you, Council President. I just want to echo the sentiments of my colleagues giving honor and blessings and support to the family of Ed McBride. 01:02:31 Ed McBride was just a genuine, stand-up guy. I spent many a days down in South Philadelphia at a variety of different events such as the South Philadelphia Vendor's Association, the 01:02:45 St. Patty's Day Parade, and a couple different events in my time in Council hanging out with Ed McBride, and he's just one of those people who wears his heart on his sleeves and is an all-around 01:02:58 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING good guy. And in our profession, we meet a whole lot of people. People come and go, Mark, on a day-to-day basis, and so 01:03:06 I've been very, very acute at judging people's character, right? And this is a guy who was as genuine as they can come. And so, Mark, thank you for honoring him. And he's definitely going 01:03:17 to be missed, because he was one of the people that just brought a good aspect of life and appreciation of life to all he encountered. So God bless you, Ed McBride, 01:03:30 and thank you for all the things you've done for the City of Philadelphia.

Council President Clarke

Thank you, Councilman. The Chair recognizes 01:03:37 Councilwoman Parker.

Councilwoman Parker

Thank you, Mr. President. I want to concur with all of our colleagues in saying a special thank 01:03:44 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING you to Councilmember Squilla for introducing this resolution honoring and celebrating the life of Ed McBride. I met, Mr. President, Ed 01:03:56 McBride in 1990 when I was 17 years old and I was interning in the office of Councilwoman Marian Tasco, and my first constituent services issue that I had to resolve, one was water but it was also 01:04:13 electric, and the person told us that they needed an agreement. And sometimes when people call, you might not get all of the information accurate the first time because they may not give you all of 01:04:26 the information, and so Ed McBride, his number and name was up on the wall to call, and I called him, and he said, well, this person has already had three agreements, but guess what, we are going 01:04:40 to work -- I didn't know what to do. I said, wait. He said, don't worry about it, let me go to work, and he did exactly that. So special thank you. 01:04:51 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING And then on the weekend somebody said that because we go out, people see us everywhere, they call us all of the time, and when they call us in 01:05:00 the middle of a crisis, they don't want to hear from us that we can't get it done. But we couldn't have got it done as it related to PECO without working with Ed McBride. 01:05:10 So special thanks to his family and to all members of the PECO family. I know they are having a tough time, but his legacy will live on.

Council President Clarke

01:05:20 Thank you, Councilwoman. The Chair recognizes Councilwoman Bass.

Councilwoman Bass

Well, thank you, Mr. President. 01:05:27 I want to join with my colleagues, and I, you know, just think what else can be said about Ed McBride, because I think so many wonderful things have been said and about how much of an 01:05:36 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING impact that he had on all of us and his involvement with this Council and with other councils as well. But I really wanted to just 01:05:46 thank his family for sharing Ed with us, because he was someone who was -- you could pick up your phone and call him day or night and he was always there. So I really just wanted to say 01:05:58 to his family, to offer my condolences and all of our condolences, and Ed will really truly be missed. Thank you, Mr. President.

Council President Clarke

01:06:09 Thank you, Councilwoman. The Chair recognizes Councilman Jones.

Councilman Jones

If you -I'm not afraid of the dark, but if you 01:06:16 ever were in a storm and a tree knocks out your power line and it's dark, you appreciate knowing Ed McBride. And then he always gave you an accurate timeline of when the transformer would be repaired 01:06:32 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING or this, that. You know, particularly on a block I was on, the whole neighborhood, because you're an elected official, 01:06:41 thinks you can go and reach and turn the switch on yourself to make things bright again, but in that process during a summer heated night in the dark, when the lights finally do come on, Ed McBride is 01:06:56 a name that you are thankful for. Right after God, then Ed McBride, because he always kept you informed as to where the situation was, didn't overestimate the time it would take, and so he gave us 01:07:12 accurate and truthful information. He will be missed.

Council President Clarke

Absolutely. The Chair recognizes Councilman 01:07:21 O'Neill.

Councilman O'Neill

Thank you, Mr. President. I got to know Ed my first year in Council, so I've known him over four 01:07:27 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING decades, and he was incredible, one of a kind. I don't know how to describe it. I agree with what everyone said, and I had the good fortune to work with him 01:07:39 longer than anyone else. There is something to be said for getting reelected when you have people like Ed you can work with. I got to know him personally, 01:07:50 socially. His wife, Cathy, and he were just the perfect couple. They were as natural with each other as can be. They got each other. He got her; she got him. Ed could tell you stories about 01:08:08 his brother and the building of the baseball -- the Citizens Bank building. He was a trades member. I think it was a roofer, but I'm not sure, but he had stories that would just make you laugh 01:08:24 like crazy. I got to have dinner with him several times with our wives and was ready to do it in the spring. We talked about it about a month ago. 01:08:32 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING And Ed could take an issue like that -- PECO is trying and Exelon were trying to buy an electric company in New Jersey or there was a de-regulation issue 01:08:49 or something like -- he knew that, that material, that subject matter, as much as he knew how to call the guy down at the bottom that would come out and do the work on your project that you needed done 01:09:02 quickly, his breadth of experience, knowledge, and how the PECO member population reacted to him when he called, no matter what it was. And his last mentee that he 01:09:18 mentored, Jose Aguirre, he told me when Jose -- and he probably told other members, that don't worry, he's solid, and it will just -- if you got a problem, just call me, because we work together, 01:09:38 this young man is terrific. And you know what, Jose was fantastic. He just got promoted, and somebody has got to fill his shoes. But Ed was as good a person and 01:09:51 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING as good a husband and father as he was a member of the PECO family that all of us relied on, because we knew we were going to get a result and he was going to get 01:10:07 back to us. And old school, new school, it doesn't matter. Ed could handle it. And it's just sad that he didn't get to enjoy his retirement with Cathy, but he's in a good place, I'm sure. 01:10:22 I appreciate the time to speak and I appreciate all the comments from my colleagues, because I agree with all of them. Thank you. 01:10:31

Council President Clarke

Thank you, Councilman. Yeah. Ed was an awesome person over the decades that he worked at PECO, and as staffers and as elected officials, we all got to take 01:10:41 credit for getting the lights turned on after hours of blackouts throughout the City of Philadelphia, and it was Ed that got it done. And I just want to thank him so much and all the good things that 01:10:52 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING he's done for all of us in the City, not recognized by the general population, but he was truly an awesome person. Before we go to the bill, I 01:11:02 have to call on Councilwoman Kendra Brooks to talk about that awesome picture behind her. We were actually going to have -- Ms. Ruth Wilson was going to call in, but somehow was not able to be 01:11:16 connected, and I actually -- I didn't know who the picture was. I thought Councilwoman Brooks was sending a signal to people about don't mess with me, right? 01:11:26 But, Councilwoman, real quick, can you just kind of briefly, since we weren't able to connect Ms. Wilson, can you kind of talk.

Councilwoman Brooks

Yes. So 01:11:34 they call this the Black Ruthie. She -Black Rosie. She prefers to be called Ruth, not Ruthie. She said her grandmother used to call her Ruthie, and she's not in trouble. 01:11:44 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING I had a conversation with her last night. She's going to be 100 years old in April, and she was so honored to know that we were recognizing her work. 01:11:53 And she said, I didn't think I was doing anything great, I was just going to work every day. And that's kind of representative of all the Black women that paved the way during the difficult 01:12:03 job during World War II, and I just wanted to make sure in the honor of Black History Month that we honor her and I have a series of women that I will be honoring, but it's just so amazing that 01:12:14 we have our own right here in Philadelphia, I'm kind of excited, paving the way and just being a great example. As she said, it doesn't look like her, but it's a good resemblance of 01:12:25 what she looks like now. So hopefully we'll be able to get her to call in next week. But, yeah, she said thank you so much to everyone for even recognizing her just being a 01:12:34 02102022 Stated Meeting February 10, 2022 2/10/22 - STATED - 2ND READING hard worker. So thank you, colleagues.

Council President Clarke

In order to be comply with the Sunshine Act, the Chat feature must only be used for this 01:17:34 particular purpose. So we will now have speeches on behalf of the minority, and I believe Councilman Oh.

Councilman Oh

Yes. Thank you 01:17:44 very much, Council President. I have two things. First, I'd just like to send my condolences to the McBride family and, of course, as was said by many and thought by everyone 01:17:55 here, a wonderful gentleman and certainly he has earned his place in heaven. Secondly is an unfortunate thing to talk about, and let me first thank my colleagues Councilmembers Jones 01:18:13 and Johnson for meeting with me and District Attorney Larry Krasner and the Office of the Managing Director and others as we dealt with the very serious problem, all of us here on Council, of 01:18:28 02102022 Stated Meeting February 10, 2022 people, in this case mothers, being targeted by violence simply because they have a child who cooperated with law enforcement. 01:18:42 And a woman in particular, who did speak to the news, was being shot at, not once, not twice, shot at, and her daughter was being targeted as well. And the failing of our effort comes to this: 01:18:58 While we did in Council approve a half million dollars for the relocation of this mother and her children, it didn't work out. She was never moved out of her general neighborhood. People quickly 01:19:16 were able to identify who she was. Her daughter continued to get physically beaten at her school, to the point the daughter would not go to school, and then DHS got involved because the daughter was 01:19:30 not going to school because she was being threatened and beaten. Last night I got an emergency call because she was arrested, the mother, with a gun. She got a gun 01:19:42 02102022 Stated Meeting February 10, 2022 was at at that point in her life. And with that, four other mothers that I was supposed to meet with are not coming forward. 01:19:58 This is a failing. There's no bad intentions here on the part of government, but this is not a witness protection issue. This is not two days or four days or one week. This is a 01:20:12 relocation issue. You have to move the entire family. We cannot move the student to a school, because the mother and her other children have not been moved, and it is 01:20:26 difficult to coordinate all of this around a system that is dealing with placing people temporarily for testimony. There has to be a completely new system. It cannot be done by the same people. It 01:20:43 has been a failure in this city. And anyway, this is something that Council has addressed. I'm proud to say we have addressed it. And I appreciate the District Attorney and the 01:20:58 02102022 Stated Meeting February 10, 2022 and everyone getting together, but we're going to have to get back together and come up with something different with some different 01:21:06 people that understand you got to move a family for a year. They have to be moved, the entire group of them. Anyway, thank you, everyone, for that, and I look forward to getting 01:21:19 back on this. Thank you very much.

Council President Clarke

Thank you, Councilman. The Chair recognizes 01:21:26 Councilwoman Brooks.

Councilwoman Brooks

Thank you, Council President. Every year I look forward to Black History Month, because as someone 01:21:35 who comes out of education activism, I firmly believe in the power of learning from our past to build a better future. And since our children are our future, my office has partnered with the School 01:21:46 02102022 Stated Meeting February 10, 2022 Philadelphia, the African American Museum, and the Mural Arts Project to host an educational movie screening and panel for Philadelphia 01:21:54 students and community members. Tonight at 5:00 p.m. I invite my colleagues, their children, and the viewing public to a virtual screening of the movie 13 and a panel discussion. The 01:22:04 panel will include directly impacted people, students, activists, and local community leaders and will cover mass incarceration, racial justice, and the true meaning of liberation. 01:22:16 And as we look back on how far we've come, it's important that we reflect on and discuss how much further we have to push, and I think this event tonight will be a powerful opportunity 01:22:28 for our city's young people to play a leading role in envisioning how we can get to a better future. For more information, folks can visit my social media pages or visit the 01:22:38 02102022 Stated Meeting February 10, 2022 to register for free. And in the spirit of education, I also want to thank again my colleagues 01:22:45 for joining me in honoring the labor and power of Ruth Wilson, also known as Black Rosie. This month my office is introducing a series of resolutions honoring overlooked Black Philadelphia 01:22:57 women who made an important contribution to our city and our country. Ms. Ruth and 600,000 Black women did essential, often difficult jobs during World War II. They have been 01:23:10 dubbed Black Rosies for their likeness to Rosie the Riveter but the different way they are treated at the time by history. Black Rosies were neglected by our nation's retelling of a wartime period, 01:23:23 and we were excluded from women's right movement. However, even though they experienced low wages, racism, structural barriers, they performed critical roles 01:23:34 02102022 Stated Meeting February 10, 2022 home, Naziism abroad, and sexism everywhere. Last year, 99-year-old Ruth Wilson was invited back to her former 01:23:45 work site at the Naval Shipyard where she was honored and given a portrait by artist Regina Cook in which the iconic Rosie the Riveter was reimagined as a Black woman, and Ms. Ruth is the face in 01:23:59 the campaign and also the photo behind me. You can see the powerful portrait in the background on my Team screen here. So today we celebrate all the Black Rosies and give our gratitude to 01:24:09 Philadelphia's own Black Rosie, Ms. Ruth Wilson. And I want to personally say thank you to Ms. Ruth on the behalf of the City, and know that she is watching 01:24:18 us today. She intended to speak during public comment, but was unfortunately unable to connect, and we're going to try to have her comment next week so we can hear from this trailblazing Black woman. 01:24:29 02102022 Stated Meeting February 10, 2022 much, Council President, and thank you, colleagues.

Council President Clarke

Thank you. Thank you so much, 01:24:35 Councilwoman. Speeches on behalf of the majority? The Chair recognizes Councilman Jones. 01:24:41

Councilman Jones

I just want to rise to support my colleague David Oh on this issue of witness protection, witness relocation. And without those two things, there is no justice. 01:24:57 If you remember in the 100 Shooter Report, one of the critical issues is witnesses showing up in court to pursue justice. If there is fear, if there is fear of retaliation, if there is 01:25:13 fear of intimidation and brutality to your siblings, it does not work. And so everybody has a responsibility to figure this out, whether we utilize other municipalities 01:25:32 02102022 Stated Meeting February 10, 2022 authorities to move people from one city to another or whether it is using HUD rehabbed properties in other parts of Pennsylvania 01:25:47 or other states to do that, but we just need to figure it out. I believe that it's going to require some federal dollars and/or support, because if we're using vouchers, we need to get a pot, 01:26:04 pool of vouchers to be able to move these people readily. We went up to a half a million dollars for this effort, and I want to thank Member Johnson and all of Council 01:26:21 for supporting that, but when you look at the number of just homicides in the City of Philadelphia last year and assume that everybody in every one of those cases there might be a witness, it broke down 01:26:38 to something like $300 a move. Now, I don't know -- last time I checked, the average rent in the City of Philadelphia was like $1,100. First month, last month, security deposits would eat that 01:26:54 02102022 Stated Meeting February 10, 2022 afford the truck to move the bedding and the furniture from a house. So we have to rethink how 01:27:05 important witness protection is in the pursuit of justice. And so thank you, Member Oh, for being the vanguard of this issue, but we got your back. 01:27:20

Council President Clarke

Thank you, Councilman. I do not see anybody else teed up for speeches on behalf of the majority. That being the case, the Chair 01:27:30 recognizes Councilman Jones for a motion to adjourn.

Councilman Jones

Thank you, Mr. President. I move that Council stand adjourned until Thursday, February 17th, 01:27:40 2022 at 10:00 a.m. (Duly seconded.)

Council President Clarke

Thank you. It has been moved and seconded Council stand adjourned until 01:27:49 02102022 Stated Meeting February 10, 2022 Thursday, February 17th, 2022 at 10:00 a.m. All in favor indicate by saying aye. 01:27:55 (Aye.)

Council President Clarke

Those opposed? (No response.)

Council President Clarke
