Good morning. All the members will take their seats, and guests and visitors will retire behind the rail. We have a quorum, and we'll get rolling. Thank you. To give our invocation this morning, the Chair recognizes Reverend Joseph Campellone, President of Father Judge High School. He is here today as the guest of Councilman Neilson. I would ask all members and guests to please rise. (Councilmembers and guests rise.)

With the second pick of the draft, the Philadelphia -- oh, I'm sorry. My mind must be somewhere else. I want to thank Councilman Neilson for bringing me here. This is my sixth time here. I started with John Street years ago when he was Council President. And I'd be remiss not to Stated Meeting April 30, 2015 my good friend, the very quiet, Joan Krajewski, who had brought me down here. First, let us just pause for a moment and reflect in our heart and our soul for Baltimore. Let us reflect in our heart and our soul for the meeting of the mayors to talk about urban violence as they look at justice, love, and peace, and peace especially in the City of Baltimore. (Brief pause.)

Amen. I come here today and it's my fifth time, and I must say to Council President Clarke that in my time in Philly 51 years and looking at this Council, this is the most courageous, intelligent, and caring Council that I have ever remembered. (Applause.)

And I say that in all respect to those who were in these seats before. Stated Meeting April 30, 2015 the heart and soul of my city, our city. You will say yay and you will say nay. You will walk out of here sometimes discouraged, sometimes making mistakes. You and your soul will continue to carry your constituents' concerns and care for them. You will be involved with campaigning. You will be involved with foes and fans. You will continue to look at your life as being an ambassador of justice, love, and peace for a city that was built on brotherly love. As we do this, I pray for you individually, all of you, because you are the soul of our city. And in doing that, I ask you to reflect on a prayer and hold it close, because I think it's apropos for today, and it comes from Mother Teresa. People are often unreasonable, illogical, and self-centered. Forgive them anyway. If you are kind, people may accuse you of selfish ulterior motives. Stated Meeting April 30, 2015 you are successful, you will win some false friends and some true enemies. Succeed anyway. If you are honest and frank, people may cheat you. Be honest and frank anyway. When you spend years building, someone could destroy it overnight. Build anyway. If you find serenity and happiness, they may be jealous. Be happy anyway. The good you do today, people will often forget tomorrow. Do good anyway. Give the world the best you have, and it may never be enough. Give the world the best you got anyway. You see, in the final analysis, it is between you and God. It is never between you and them anyway. God bless you. (Applause.)

On this great occasion to honor somebody that looks at different ways to improve our Stated Meeting April 30, 2015 education, and sometimes people have to think outside the box in order to do that, and that's why we're here today. Congratulating and recognizing Jeff Kilpatrick and the students from the Memphis Street Academy Artrepreneur Program on winning a SEED, which is Supporting Entrepreneurship in Education, 4.0 grant which is presented by PhillyCORE Leaders, a group of education leaders that collaborate to come up with better education ideas in the City. Whereas, the Artrepreneurs Program teaches young artists that art is not only a fun and creative hobby but is also a valuable tool with real life lessons such as critical thinking, math, finance, cooperation and business ethics and can be even used as a fundraiser for charitable causes; and

Whereas, Jeff Kilpatrick is not only the developer of the Artrepreneurs Program at Memphis Street Academy, he is also co-founder of Stated Meeting April 30, 2015 Society, a proud member of the Meathaus Comics Collective and also teaches weekends and summers at the University of the Arts, the Pennsylvania Academy of Fine Arts and is very giving of his time and talents as a volunteer teacher all across the City, including the Prince Music Center, free libraries, recreation centers, and the Children's Crisis Treatment Center;

And whereas, the Artrepreneurs Program will help take a budding student artist from an idea through the design and production phase and ultimately lead to a finished product which can be then marketed and sold. The proceeds from these sales are then divided up equally to help fund the program, a scholarship for the student artist and also a charity of the student's choice; and Whereas, this program teaches the student artist about collaboration with their peers and fosters not only a Stated Meeting April 30, 2015 accomplishment but the value of giving back of your talents to those less fortunate; now, therefore, be it

Resolved, by the Council of the City of Philadelphia, that we congratulate and recognize Jeff Kilpatrick and the Artrepreneur Program from the Memphis Street Academy on winning a SEED 4.0 grant. Further resolved, that an engrossed copy of this resolution be presented to Jeff Kilpatrick and the students from Memphis Street Academy Artrepreneur Program as evidence of the sincere sentiments of this legislative body. Thank you very much, Council President. Philadelphia is very fortunate to have a growing technology and innovation community, and from the grassroots, Technical.ly Philly is a technology news entity that has been providing not only news but leadership, and one of the great things they've done is establish Philly Tech Week. And it was last week, but we're presenting this resolution, and I'm happy to do so because it's important to call attention continuously to what's great about Philadelphia. And so I'm joined not only by Christopher Wink from Technical.ly Philly, co-founder of Technical.ly Philly and Philly Tech Week, but also Danielle Cohn, the head of the Entrepreneurial Stated Meeting April 30, 2015 Comcast, who is the sponsor of this year's Philly Tech Week. This resolution is proclaiming the week of April the 17th, 2015 to April 25th, 2015 as the Fifth Annual Philly Tech Week presented by Comcast, and honoring the broad and vibrant Philadelphia technology community.

Whereas, the Philadelphia technology, innovation and creative communities are again coming together to celebrate their importance to the region's economy, culture, and future; and Whereas, the Philadelphia technology community - with leadership from local technology news organization Technical.ly Philly - has again organized a series of more than 100 scheduled events, 100 scheduled events, around technology and innovation in Philadelphia called Philly Tech Week, which was scheduled from April 17th to April 25th, Stated Meeting April 30, 2015 tweeted, blogged and everything else;

Whereas, Philly Tech Week will be kicked off or was kicked off with an outdoor arcade night at Dilworth Park. The following events hosted throughout the City organized by one-day conferences focused on six track themes: Creative, Civic, Business, Access, Media, and Development. The highlighted events included: a mayoral forum dedicated to the issues of technology; the future of digital marketing conference with local thought leaders; and the Philly Tech Week Signature Event at the Comcast Center; and Whereas, the Title Sponsor is Comcast; the Collaboration Sponsors are CapTech and the University of Pennsylvania; and the Innovation Tour Sponsor is Chevrolet; and

Stated Meeting April 30, 2015 Resolved, by the Council of the City of Philadelphia, that it declares the week of April 17th, 2015 to April 25th, 2015 as the Fifth Annual Philly Tech Week presented by Comcast; and encourages all Philadelphians to participate in the series of scheduled events, conversations, and action around technology and innovation; and commends the broad and vibrant Philadelphia technology community for creating jobs, increasing community and remaining committed to the betterment of our City. Thank you. Again, Stated Meeting April 30, 2015 Technical.ly Philly, one of the co-organizers of Philly Tech Week. I wanted to thank so much members of Council for acknowledging Philly Tech Week and the Fifth Annual. Two things that I wanted to make sure we always share with members of Council. One, more than 200 organizing partners. This is a lift of a lot of entities that are familiar to you and others that are newer to Philadelphia. And, two, how wide ranging the subject matter is. More than 100 events. We got close to 150 all told, and these are ones for early-stage entrepreneurs. These are ones for entrepreneurs of color. These are for -- the sold-out Women in Tech Summit about gender parity. This is a week that is about access in addition to making us a stronger, more vibrant community for the future. The focus here is how the economy looks in the future. So that's what Philly Tech Week is. It will be here every April. Thanks Stated Meeting April 30, 2015 a part of it. Comcast, we've always wanted Comcast to be a big part of what technology is in Philadelphia, and they are. They stepped up this year as a big part of Philly Tech Week, and many members of Council, you were out there too. Thank you, and we want more of you to also be part of Philly Tech Week in the future and the technology community that's growing and vibrant. And I am pleased to advise you that on April 28, 2015, I signed all the bills which were passed by Council at its session on April 16, 2015, except Bill No. 130656-A. Moore Avenue to the north, and College Avenue to the south; and An ordinance amending Section 19-1306 of The Philadelphia Code, Stated Meeting April 30, 2015 "Special Inspection Agencies and Special Inspectors," and Subsection A-901, entitled "Building Fuel Gas and Mechanical Code Fees," to further provide for the registration of special inspection agencies and special inspectors, qualifications for such registrations and duties of such agencies and inspectors, and to authorize the Department of Licenses and Inspections to establish fees for obtaining special inspection certifications, all under certain terms and conditions.

An ordinance establishing a no parking regulation on the south side of Callowhill Street, from Stated Meeting April 30, 2015 2nd Street/I-95 Off-Ramp to just past the Bus Parking driveway at 114 Callowhill Street (approximately 12 spaces); and An ordinance establishing a two-way regulation on Callowhill Street, from 2nd Street to Columbus Boulevard; and An ordinance establishing a two-way regulation on Spruce Street, from Front Street to Columbus Boulevard; and An ordinance authorizing Michael Betancourt for AION Partners, to construct, own, and maintain structural encroachments at One South Broad Street; and An ordinance establishing a no parking regulation on the south side of Spruce Street, from Columbus Boulevard west for approximately 50 feet (2 parking spaces); and An ordinance authorizing the Department of Public Property to acquire, on behalf of the City, an approximately 0.80 acre property consisting of a Stated Meeting April 30, 2015 portion of the elevated rail line known as the Viaduct located between North Broad Street, the north side of Noble Street, 11th Street and the south side of Callowhill Street, together with all the improvements thereon and associated easements.

Good morning.

How you doing? Good morning. I'm here to testify on the bill. I'm so surprised that we have a Gallery neighborhood improvement corporation, non-profit, ran by millionaires. One of the things that came out in the proposal that was submitted was that in the TIF program, that you can't displace people. I feel as though we was displaced. We've been there over 20 years. They didn't renew our lease. They still open. They still doing business. We could have been there and we could have been part of moving out slowly instead of being put out February 18th. The other thing is that the project plan supported by the Director of Stated Meeting April 30, 2015 Finance is not even completed. On -A, it says the project is not finalized. So how do you support something that's not finalized to be submitted? And then you want to -- one of the salaries that you want to give people -- or not you, but this proposal is $23,350. Who is that for? A kid? I know it's not for a single mom with four kids. Or the other subsidy that we're not talking about is that they will have to get on welfare, get food stamps, get medical. So that's another subsidy. So I think that with the money that's being asked for without tax money, that we should be able to pay people to bring people back that was there, to answer the question about displacing us, to answer the question why we're not there. We could have been making money. Mother's Day is in two weeks. They not closing until June or July. We could have been there. I mean, that's so -I'm human, and a lot of people are really Stated Meeting April 30, 2015 suffering, not making money for their families. And so I think that they need to answer some of these questions. Oh, and the other thing. The hearings are going to be May 28th, the weekend of Memorial Day, on a Thursday. Council is not open that day. And so when are we going to tell the public to come out to testify that day or are you going to cancel that day so you could be in a day where we're doing business and we all could be organized to testify? So that's the main thing that I wanted to say. And at last, I want to say small business matters. So don't forget us, and make us part of this program, and look at those salaries, because that's not a salary for a family at all. That's disgraceful to even submit that amount. Thank you. Thank you, Mr. President. In 1964 in Philadelphia, it was a time of political upheaval, but it was the dawn of the Civil Rights Movement here in Philadelphia. On that hot sultry evening August 28th, 1964, things began to boil over in what became the worst outbreak in civil unrest in modern Philadelphia history. That summer, racial tensions were at a height. Statistically, after that riot, 339 people were hurt, including 100 police officers. Hundreds were arrested. Stated Meeting April 30, 2015 to $23 million, in 1964 dollars. And although the riots began, they were done by an unsubstantiated rumor, on Cecil B. Moore a pregnant woman had been beaten to death by a police officer. It was not true. What had happened that day was a white officer was breaking up a black couple's domestic dispute, and the drums started beating in the neighborhood. The rumors went forth and the flash riot happened. Back then, President of City Council was D'Ortona, and he had his members. If they could have known what was going to happen that night that summer, what would they have been prepared to do to prevent that kind of blemish on our history, that kind of loss of property, and that kind of setback in race relations? Fast forward 50 years, Ferguson, Missouri; New York City; Baltimore, Maryland, and we see civil disobedience with the same types of Stated Meeting April 30, 2015 1964. Now, Philadelphia is not any of those cities. We should stay ahead of the curve, Mr. President, to remain not like them. And one of the things that I'm thankful for is that the Mayor has empowered an oversight committee to look at the Department of Justice's recommendations and how to implement them here. He has asked myself, Councilman Henon, and Councilwoman Sanchez to serve on that body, and what we hope to do is stay ahead of that curve. This board will look at those recommendations and try to implement them. What we hope to do in the next couple of months is to be the man that came back from the future to try to prevent those kinds of occurrences from ever, ever touching Philadelphia at all, and we can do it if we work together, all members of our city, the Police Department, the Administration, this body, City Council, and, most Stated Meeting April 30, 2015 importantly, the community and its young people who have not been heard in a real way and are concerned about their future in a substantial safety matter. All lives are precious. All lives are precious, those in blue and those that belong to me and you. And we're going to work to that end to keep Philadelphia streets safe this summer. com) Stated Meeting April 30, 2015 that I sent regarding their op-ed on PGW. I don't know what's wrong with those people up there at the paper. They probably need remedial education, because they don't understand when we send something what we say. They refuse to believe our comments, our side of the story. So I'm going to read this editorial. Maybe they will get it. I doubt it, but let me just share this with you. Not that it is any surprise that your latest editorial on PGW ("Hey, PGW, Step on the Gas") gets it wrong again. Although "the people paper" has refused to print my rebuttals and yours of similar editorials, I'll try again to get the record straight. It will not take 88 years to replace PGW's highest risk pipes. com) Stated Meeting April 30, 2015 that, at PGW's current rate, cast iron mains would be eliminated within 52 years. Another 13 years would be required to replace PGW's less risky unprotected coated steel pipe. As the PUC staff report mentions, PGW is already moving forward with plans to further increase the current pace of cast iron replacement. In late March PGW submitted its proposal to increase capital spending by $8 million in Fiscal Year 2016, increasing to about $15 million per year thereafter. If approved by City Council, this would allow PGW's cast iron replacement period to be reduced further at an average cost of about $2 per customer per month. You ignored it, but this is exactly what Council recommended to the Mayor back in October. While safety is a serious issue, your fear mongering is irresponsible. com) Stated Meeting April 30, 2015 with its large, urban peers. In part this is because PGW uses sophisticated guidelines to decide which pipes should be removed soonest. Unlike other companies, PGW's system is predominantly low pressure, creating much less actual risk from leaks. At the Gas Commission's urging, an updated benchmarking study will be completed in the fall to further assess PGW's replacement program and guide appropriate refinements. Two things you actually did get partially right. One, you finally admit that would-be buyer UIL did not make any contractual commitment to faster main replacement. But you still insist UIL would have been better able to finance a faster replacement schedule and instead, the burden will now fall on taxpayers and ratepayers. Wrong again. com) Stated Meeting April 30, 2015 by its customers. Two, replacing gas mains is not cheap. This is why a fair balance must be struck between speeding up pipe replacement and affordability for customers. Please, unless you are going to actually pay attention to the facts, let's move on to another topic. Thank you. The second one, Mr. President, is an article I received from Herb Wetzel yesterday, who has been with us and understands the issues we've dealt with in the past around predatory lending, and we ended up with the economy tanking and many thousands of people losing their homes because of predatory lending. The federal government, with the guidance of Congresswoman Elizabeth Warren, did something about it to control it, but here we are again, and I will read this briefly for you. com) Stated Meeting April 30, 2015 for American troops. House republicans are pushing legislation to block predatory lending protections for American soldiers under pressure from the banking lobby. GOP lawmakers tucked the deregulation item into the National Defense Authorization Act, a major bill setting the military's funding, along with a number of other controversial items on Guantanamo Bay and other issues.

If the banking item is enacted, it would impose a one-year delay on new Department of Defense rules meant to shield military families from abusive terms on payday loans and other forms of high-interest credit. The bill is being considered Wednesday. That was yesterday. The military has been struggling with the financial impact of predatory lending on service members for years. com) Stated Meeting April 30, 2015 abuses targeting troops. 84 over the course of a year. 28 to pay off a $485 loan in just six months. Thousands of service members receive short-term, high-interest loans each year. In 2006, Congress passed legislation imposing a 36 percent cap on interest rates for payday loans, auto title loans, and tax refund anticipation loans to military families. Lenders responded by slightly tweaking the terms of their loans to avoid the limits. Since the law applied to payday loans with terms of 91 days or less and amounts of $2,000 or less, credit companies were able to shrink the rules with 92-day loans or loans of $2,001. I won't read the entire thing, Mr. President. I'll circulate it to members of Council. com) Stated Meeting April 30, 2015 and send another message that this is not right. Now, they're doing it for the average American citizen. Our service men who protect us in foreign countries and at home should not be gouged and put in the position of having to put their families at risk because they have to pay these payday loans back. So I thank you very much and thank you, my colleagues, for listening.

Thank you, Mr. President. I too thank Herb, because he and I were talking about Baltimore and what's going on there and how sad it is for our country. Bishop Clifton Daniel, bishop of Pennsylvania, issued a statement just today. I'll only read about two Stated Meeting April 30, 2015 says, "These brutal events are rooted in the elegantly interlocking mechanisms of racism in our nation's inequitable system in the distribution of wealth, power, food, and access. Such inequities lead first to injustice, then growing despair, and ultimately to violence. It does little to address hunger, racism, oppression, and suffering without confronting underlying injustices." And I add historical injustices. And that is what the Bishop said today about the issue. So all of you can look up the entire article and see it. There's also a great article of "Weeping for Baltimore," a statement by Bishop Eugene Taylor Sutton, and one from the Orioles' COO, John Angelos, offers everybody an eye-opening perspective on Baltimore protests. So I invite you all to read those articles. On another matter, I will remind you that at 12:30 today we have Stated Meeting April 30, 2015 Hospital, and they will talk about their violence prevention initiative. They will also talk about the community asthma prevention program, and, finally, in Kenyatta Johnson's district, South Philadelphia Community Health and Literacy Center. So I hope that you will come and have your staff come if you would like with regard to lunch and Children's Hospital of Philadelphia's briefing on those areas. Thank you.

We will be doing our followup to our very, very successful workshop that we hosted in South Philadelphia last Saturday that focused on individuals who have tangled titles as Stated Meeting April 30, 2015 are back on their taxes and don't want to lose their homes. And so we will be having Part 2 of our tangled title and property taxes workshop tomorrow at Myers Recreation Center located at 58th and Kingsessing, starting at 11 o'clock. We encourage as many people as possible to come out, participate on how, one, you can remain in your home as a homeowner; two, address any issues regarding being back on your taxes; and, three, working with various organizations regarding mortgage foreclosure such as the Sheriff's Department, the Office of Property Assessment, and other various City agencies, with the sole focus on helping individuals stay in their homes. Thank you, Mr. President. I have a couple of quick issues. Today we passed a resolution asking the Mayor to respect people's right to vote. Through contract negotiations in the past, it came to the attention as we were out and about in the community and were getting contacted that some of the municipal employees do not have the luxury to go vote. They don't qualify for an absentee ballot because they're not out of county. And it takes them almost an hour to get to their workplace, and with their hours being 8:00 to 8:00, we're just asking the Mayor to be a little flexible with them to make certain that they can exercise their right. Many say that they should just get the absentee ballot. However, if they falsify that affidavit on that absentee ballot, their vote will not be valid at all and they could be challenged and it could affect their employment. Stated Meeting April 30, 2015 Mayor to be a little flexible. It's only twice a year, maybe make those adjustments. Not the day before, but if they start working on now, they could. The second issue I want to bring up is, in our presence today we have a long-term friend of the City of Philadelphia and the legislative body here who has decided to retire, and I want to make certain that Gene Blagmond from the FOP, who works with our offices and the communities throughout the City. I'd just like us to recognize him and ask him to stand so we could all recognize him properly. (Applause.)

Now, I'm quite certain that we'll make sure we get him back to City Council to do the proper recognition, but we didn't have enough information to have that citation prepared for him today and bring him up in front and embarrass him properly.
