Calvin Thompson and Wayne Schneider concerning proposed entrance schemes to the Rose House at 401 South Second Street. SUBMISSIONS 8-10 South Latitia Street, Zimmera Associates. Mr. Struzyna submitted his plans for the rehabilitation of this six story building to the Committee for consideration. After some discussion, the Committee agreed to recommend to the Commission this project's approval with the requirement that the glass in the three new window openings on the north elevation be divided into four parts. 120 Lombard Street, George R. Lewis, Architect. The Committee reviewed Mr. Lewis' proposal and made several suggestions. The soldier course brickwork above the entrance door should be eliminated and a common bond brick coursing run over the new steel lintel. It was further recommended that the top of the door sash be squared off and multiple lights of glass, in proportion to the window glass, be installed in the sash door. The glass in the door is to be slightly larger than that in the window. To create a greater sense of verticality in the opening, a heavier stile around the sash opening and lower panel of

Finally, if the three light transom over the door exists, it should be retained. If, however, the transom is to be new, it should contain four lights of glass rather than three. In all other aspects the plan proved to be acceptable. It is recommended that the Commission require the submission of a revised elevation before issuing a final approval. The Committee also noted that a plaque cannot be awarded to this building unless shutters are hung at all four floors. ARCHITECTURAL COMMITTEE 2 21 December 1977 SUBMISSIONS (Cont'd) 30-32-34 South Front Street and 31-33-35 South Laititia Street, Baker, Rothschild, Horn & Blyth, Architects. Mr. Hauptman presented his firm's proposal to the Committee for review. The architect was asked to restore the east saw on the second floor of 33 South Laititia Street and to carry the rainwater conductor straight up the Front Street facade turning at just above the cast-iron cornise of the storefront. The Committee recommended the approval of this submission subject to the aforementioned two changes. 401 South Second Street, Cape Linder Walmaley, Architect. Calvin Thompson and Wayne Schneider presented several doorway proposals for the Second Street elevation of the Ross House to the Committee for their consideraa- tion. After a lengthy discussion on the merits of each scheme, the Committee stated a preference for Scheme A calling for two doorways with flat top frontispieces centered between the chimneys. Their second preference was for Scheme E provided that the center window was eliminated and flat top rather than pitched pediments surrounded each of the two doors. It was agreed that one doorway on the Second Street elevation would be preferable to two. RESUBMISSIONS 701-11 North Eighth Street. This resubmission for new entrance stairs and railings was considered by the Committee and its approval is recommended. RELOCATIONS 228 South Ninth Street. The Committee reviewed the Redevelopment Authority's plans for proposed site development for 234 and 236 South Eighth Street. The parcel at 236 South Eighth Street has been chosen as the site for relocation of the Miller house. After some discussion, the Committee

After some discussion, the Committee agreed to recommend that the Historical Commission ask for the inclusion of two options into the site development specifications. First, the Committee suggested allowing the developer the option of either building on the adjoining lot at 234 South Eighth Street or landscaping it as a garden with a restriction on parking. The second option suggested related to the proposed use of the building. The Committee agreed that development for either institutional or residential use would be acceptable. Since the City Planning Commission will be involved in the preparation of site development specifications, they should be asked to discuss the feasibility of incorporating these two items into the development package. Finally, the Committee asked the staff to contact the Redevelopment Authority with a request for the submission of the rehabilitation specifications for the building situate at 238-40 South Eighth Street for review. ARCHITECTURAL COMMITTEE 3 21 December 1977 PROBLEMS 5226 Germantown Avenue. At the request of the project architect, Mr. Magaziner, the Committee was asked for permission to allow the installation of a single rod and the retention of the Victorian cornice brackets. The Committee originally voted for the removal of the bracket if a shingle rather than a terra metal roof were to be installed. Since the receipt of this is dependent upon the retention of the brackets, the Committee recommends that the Commission approve this request. Stenton Mansion, Eighteenth and Courtland Streets, John Dickey, Architect. The Committee recommends the approval of Mr. Dickey's request to anchor the two flood lighting fixtures set directly under the cornice of the building and to relocate these fixtures in two existing trees. Approval of the excavation of trenches for the lighting cable is also recommended. These tranches will be examined archaeologically. It is suggested that the architect review the use of lights in the trees with the Fairmount Park Commission. 1920-32 Spruce Street. As requested by the owner, the Committee agreed to the removal of the scrollwork and the patching of the existing iron railing. If a new railing is to be installed, a sketch from the iron shop must be presented for

The Committee does not recommend the approval of a plaque for this building. The third floor window sash must be changed to three over three lights of glass and the fire alarm must be removed from the building facade before a plaque can be issued. Also, the meeting rail of the second and third floor shutters must be positioned below the center rail of the windows. 409 South Thirteenth Street. This building will be eligible for receipt of an "Altered Plaque" when louvered shutters have been installed on the second and third floors with their meeting rails below the center rails of the windows. 1006 Spruce Street. This request was tabled pending the receipt of higher quality photographs. 403 South Thirteenth Street. Approval is not recommended. The window sash on the third floor must be three over three lights and the louvered shutters at the second and third floors must have their meeting rails positioned below the center rails of the windows.
