At this time, we will dispense with our regular order of business to recognize our visitors, most of whom have left the chambers. But to those of you who remain, we certainly welcome you here and applaud your interests in the affairs of our City and invite you to come again. At this time, I would like to recognize a visiting group which was here with us earlier. We had about 50 students who are fourth-graders through sixth-graders from the Hill School. Their teacher, Mrs. Harriet Graham, was with them. Unfortunately, they were on a tight time schedule and had to leave. Our first presentation today honors the Fiskites. To make this presentation, the Chair recognizes Councilwoman Tasco. Councilwoman Tasco. The Chair invites representatives of the group to come and receive the resolution. I understand, because of the lateness of the hour, that the group could not stay and sing, but I believe that there is a representative of the group here who can receive the resolution.
Good morning. It gives me great pleasure to present this resolution congratulating the Fiskites & Company Ensemble A Capella in ten years of joyful singing. Whereas the Fiskites & Company Ensemble A Capella originated in 1987 when four members of St. Luke's Episcopal Church of Germantown, each with classical training in music, and former students of Fisk University of Nashville, Tennessee, united in a fund-raising effort; STATED MEETING - PRESENTATION And whereas so captivating was the performance, that they found themselves under immediate contract for other appearances, which prompted them to recruit new members with talent and experience, and expansion of the name to the Fiskites & Company Ensemble A Capella; And whereas the Fiskites & Company Ensemble A Capella chose as their mission a twofold purpose: One, to support historically black colleges and universities, six of which were represented by the members; And, two, to perform and preserve the Negro spiritual as an indigenous American art form, which is the heart of their musical repertoire; And whereas the Fiskite & Company Ensemble A Capella have been feted internationally, in Germany and Austria in 1994, in Belgium, France and Holland during 1996, '97, and in Italy in 1998; Now therefore resolve that the Council of the City of Philadelphia congratulate and commend the Fiskites & Company A Capella on the STATED MEETING - PRESENTATION tenth anniversary of their founding. Further resolved that a copy of this resolution be presented to Collette Frazier, president and business manager of the Fiskites & Company Ensemble A Capella, as an expression of the sincere sentiments of this legislative body for the major contribution the Fiskites & Company Ensemble A Capella has had as ambassadors of good will from Philadelphia to the world. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia, on the 9th day October 1997, signed by the President of City Council, introduced by me, and sponsored by all members of City Council, we congratulate you and thank you for the wonderful music that you present to us. Thank you very much. The Fiskites & Company Ensemble A Capella are thrilled, even though I'm the only one left. We are working people and we did have to go off to our various appointments and things. I'm the only one who can walk back to her office, so I am still here. We are enormously grateful to you for thinking of us and for granting this resolution by which we feel that you have said that we are a Philadelphia treasure. We love our city, we honor our city, and we would like to invite you to our next concert, which will be Sunday, December 7, at St. Luke's and the Epiphany Church, at 13th and Spruce, at 3 o'clock. And we are giving this concert as a benefit for Calcutta House, for people who are living with AIDS. We are again grateful to City Council for their honoring of us. I wish we could have sung for you because we have such fun when we sing, and we would have gotten you involved, so maybe we will come back at another time and do that. Thank you very much. And a resolution approving the execution of a lease and master agreement between the Commonwealth of Pennsylvania and the Delaware STATED MEETING - COMMUNICATIONS River Port Authority, the Philadelphia Authority for Industrial Development and Kvaerner for the development by Kvaerner of a ship building facility within the Philadelphia Naval Business Center Tax Increment Financing District, under certain terms and conditions. And a resolution approving certain changes to the transaction by which Reading Terminal-Headhouse will be redeveloped, as required by Bill No. 970240, approved July 5, 1997, which approved the project plan for the Reading Terminal-Headhouse Tax Increment Financing District. M. Acquisition Corporation, Beasley, a corporation organized and existing under the laws of the State of Delaware, pursuant to which Beasley shall be licensed to restore and maintain radio wires in, on and about that certain property in Fairmont Park situated generally at Belmont Avenue and Edgley Drive, under certain and STATED MEETING - COMMUNICATIONS conditions. And an ordinance declaring that it is desirable for the health, safety and welfare of the people in the area served by North Philadelphia Health System, a Pennsylvania nonprofit corporation, the hospital located at Eighth Street and Girard Avenue, Philadelphia, Pennsylvania, 19122, 16th Street and Girard Avenue, Philadelphia, Pennsylvania, 19130, and 1522 through 1524 West Girard Avenue, for the Hospital and Higher Education Facilities Authority of Philadelphia to participate with the hospital on a project consisting of refunding certain prior bonds issued by the Authority, making certain renovations and improvements to the hospital facilities, purchasing certain equipment, and funding certain reserves and other capital requirements. And an ordinance amending Section 19-201 of the Philadelphia Code relating to City depositories by clarifying and updating the list of institutions in which the City is authorized to deposit funds and by amending certain conditions. And an ordinance amending Sections STATED MEETING - COMMUNICATIONS 13-101 and 13-201 of the Philadelphia Code relating to the standards pursuant to which the Water Department fixes and regulates rates and charges for supplying water and sewage disposal services by deleting the services pursuant to which special rates and charges were provided to properties owned by the Philadelphia Housing Authority. And an ordinance authorizing transfers and appropriations for fiscal year 1998 within the general fund from certain or all City offices, departments, boards and commissions to certain or all City offices, departments, boards and commissions. And an ordinance authorizing the Commissioner of Public Property to execute and deliver to the Philadelphia Authority for Industrial Development ("PAID"), without consideration, a deed conveying fee simple title to a certain tract of City-owned land, with the buildings and improvements thereon situated on the northeast side of 70th Street, south of Lindbergh Boulevard, and subject to the terms and conditions of the Philadelphia Industrial and Commercial STATED MEETING - COMMUNICATIONS Development agreement between the City, the PAID, and the Philadelphia Industrial Development Corporation. And an ordinance authorizing the Commissioner of Public Property, on behalf of the City of Philadelphia, to accept a donation of the property known as "The Mayfair House Apartments" located at the corner of Lincoln Drive and Johnson Street, 401 West Johnson Street, with buildings and improvements thereon erected, and amending Chapter 15-200 of the Philadelphia Code entitled "Fairmount Park" by adding the property to the areas of the City that are under the care and jurisdiction of the Fairmount Park Commission, all STATED MEETING - "SHADOW DAY" under certain terms and conditions.

OF BILLS AND RESOLUTIONS Broad Street to CPA, and, two, transfer one million dollars in City capital dollars to CPA over three fiscal year, and in exchange for which the CPA shall construct a new community center at 2407 through 37 South Broad Street, including a new library facility, and leasing the new library facility to the City for 99 years, pursuant to certain terms and conditions set forth in documents accepted to the Commissioner of Public Property, Director of the Free Library, Budget Director, City Solicitor and CPA. President and Members of the Council of the City of Philadelphia, the Committee of the Whole Council, to which was referred Bill No. 970580 entitled "An Ordinance Creating the Franklin Plaza Tax Increment Financing District" and approving the project plan of the Philadelphia Authority for Industrial Development and PAID, for the redevelopment of the Franklin Plaza Tax Increment Financing District within the area generally bound by Vine Street on STATED MEETING - COMMITTEE OF THE WHOLE REPORT the north, 16th Street on the east and a recorded driveway easement extending westwardly from a point on the west side of North 16th Street, 119 feet, 11 inches south of Vine Street to a point on the east side of North 17th Street, 132 feet, 8 inches south of Vine Street on the south, and 17th Street on the west, and making certain findings and declarations all in accordance with the Tax Increment Financing Act, being the act of July 11, 1990, P.L. 465, No. 113, as amended, and authorizing the Director of Finance and other officers of the City to execute documents and to do all things necessary to carry out the intents of this ordinance, respectfully considers same and return the attached bill to Council with a favorable recommendation.

To the President and Members of the Council of the City of Philadelphia, the Committee on Finance, to which was referred Bill No. 970648 entitled "An Ordinance to Amend an Ordinance Approved December 14, 1971 as Amended," which approved the redevelopment proposal, the urban renewal plan and the relocation plan of the Redevelopment Authority of the City of Philadelphia for the redevelopment of South Central renewal area, by approving the ninth amendment of the redevelopment proposal and the ninth amendment to the urban renewal plan and the ninth amendment to the relocation plan which provided, inter alia, for certain additional terms land acquisition services as required by law for the individuals, families and business concerns which will be displaced, respectfully reports it STATED MEETING - CONSIDERATION OF FIRST READING CALENDAR has considered the same and returns the attached bill to Council with a favorable recommendation.
