Again, I'd like to take this opportunity to thank Councilman Johnson for inviting me and for you, the Council, for having me here today, and I'm glad to take this opportunity to pray with you and for you. The preamble to our Pennsylvania State Constitution begins, We, the people of Pennsylvania, grateful to Almighty God for the blessing of civil and religious liberty, and humbly invoking his guidance. Following the example of our founders, we now pray. God, our father, you guide everything in wisdom and love. Accept the prayers we offer for our city, the City of Brotherly Love, the City that we love. Watch over these members of our City Council. Fill them with the spirit of your wisdom. May they always act in accordance with your will and their decisions be for the peace and wellbeing of all, the rich and the poor, the healthy and the infirm, those born and those soon to be born. By honoring the oath of their office, may they please you at all times and secure a better life for citizens of this great city entrusted to them. Through their efforts, may our beloved City of Philadelphia be a beacon of hope for our nation and for our world. Amen. (Amen.)

I actually hope that everybody comes back at some point in time. So, again, thank you for coming down today. At this time, I would like to recognize Councilwoman Sanchez, who will present a resolution honoring and recognizing Boxer Danny "Swift" Garcia on his unification of the World Light Welterweight Title. Would Danny Garcia and those accompanying him please join the Councilwoman at the podium. (Applause.)

Thank you and good morning to all of you. All of us who are in public service understand the hard and difficult task we have when we represent our neighborhood, our community, our districts, our departments could appreciate the person we're recognizing today. He is very young, but already has demonstrated what the good people of the neighborhoods of Philadelphia's potential is. He's humble, growing up in Juniata, already a philanthropist, someone who grew up with good family values, a father who believed in him, a mother who loved him unconditionally and told him he could do whatever he wants. That is the story of Philadelphia. But Danny now is not just a representative of Juniata or the 7th Councilmanic District, he is a an ambassador throughout the world. And so today it is with great pleasure and honor that I recognize him, joined by my Council colleague Councilman Jones, for what I'm sure Councilman Jones will explain is an amazing feat in boxing. At a time when some of us were losing faith in it, here comes a rising star. Councilman.
As you can see, there are gloves to my left. There will be an exhibition bout between me and Garcia. I'm just announcing it now, but probably after I -
But probably after I read this citation, I'll pass on that. We are very proud of him, and one of the reasons that I got excited, although he is a member of the 7th District, he represents this entire city and represents it well. I remember when he first won the championship, most people thought that he would not be a champion. They thought that the current champion, or the former champion now, was going to win, and he put him to rest, and the first thing after acknowledging God and his family, he acknowledged our city, and it put Philadelphia on an international boxing map and followed a long history, a long history, of fighters that have come from the Philadelphia area. So we're proud to own him. He does a little lightweight rapping too. We won't ask him to do that today. So it is my pleasure to honor and recognize Boxer Danny "Swift" Garcia on the unification of the World Light Welterweight Title. Whereas, Danny Garcia is proud of Philadelphia and to be a native born on March 20th, 1988 and raised in the Philadelphia; Whereas, Danny began training at the Horrowgate Boxing Club at the age of 10, and continued a proud tradition of boxing in the Garcia family; and
Whereas, Danny was introduced to the sport by his father Angel, a former boxer, who continues to serve as Danny's coach and trainer; and Whereas, Danny progressed rapidly in his amateur career, earning national championships in 2005 and 2006, and establishing himself as one of the most promising young boxers in the country; and
Whereas, Danny began his professional career in 2007 at the age of 19 against Mike Denby, delivering a powerful, powerful first round knockout in just over one minute; and Whereas, over the next four years, Danny amassed an undefeated record 22-0, with an impressive 14 knockouts included, and earned the title shot against boxing legend and Light Welterweight Champion Erik Morales; and Whereas, March 23rd, 2012, Danny achieved a stunning upset victory over Morales -- yes, I saw that -- and scored an 11th round knockdown and an overwhelming unanimous decision, earning the WBC Light Welterweight Title; and Whereas, Danny followed this victory with a bout on July 14th, 2012 against longtime WBA champion Amir Khan -- saw that one too -- and; Whereas, Danny was victorious, scoring three knockdowns. The fight was stopped in the fourth round; and Whereas, Danny is now recognized by Ring Magazine as the World Light Welterweight Champion, and is scheduled for a much anticipated rematch with Erik Morales on October 10th, 2012; and Whereas, Danny is extremely and Puerto Rican heritage and he is deeply honored to bring this world championship to Philadelphia.
He won that other match too. Now, therefore be it, resolved, that the Council of the City of Philadelphia, honors and recognizes Danny Garcia on his tremendous accomplishments in the boxing ring. His incredible success is a tribute to his determination, skill, and support of his family. He has brought great pride to the entire City of Philadelphia, and we wish him much success. Further resolved, that an engrossed copy will be given to him in Council. And before I turn it over to Danny, Danny is going to be doing incredible things in the City of Philadelphia. I look forward to a groundbreaking playground in his neighborhood, a boxing gym and other stuff. So he is on the rise. (Applause.)
First of all, I want to thank God, because without him, I wouldn't be here today. I want to thank my family. I want to thank my dad. He's not here right now. He trained me since I was a little kid. He kept me focused. I want to thank my mom. She also kept me focused. My little sisters, my brother, we all stuck together as a family. That got us where we are today. And Philadelphia really made me the person I am. Philadelphia -- when I'm in the ring and I look at the other side, I know the guy, he's thinking, Man, he's from Philly, I'm in a fight, man. Because Philly people are tough. The fans are tough. The people are tough. (Applause.)
And it's just the people, man. Philadelphia got tough people. We're hard workers, blue collar, and that's what I represent when I step in the ring. I represent hard work. I represent kids from the ghetto who have big dreams. Dreams come true, man, and if I can do it, I know all the other kids can do it. They just never seen nobody do it, but now they have a role model. They can look up to me. I'm just going to keep working hard and keep that championship back in Philly for a long time. You know, I want to thank everybody in Philadelphia for this award, and I do it for you guys. Thank you. (Applause.)

Congratulations again, Champ. time, I would like to recognize Councilwoman Bass, who will present a resolution recognizing and honoring and celebrating Club Valiants, Incorporated on their 50th Anniversary. Would Eric Fleming and those accompanying him please join the Councilwoman at the podium.
Good morning. It's really a pleasure to be here today and to present this special recognition to an organization that is so very important to the City of Philadelphia, and I see that we picked a day where it appears to be a timely affair as well. It takes a special person to run into a burning building when others are running out of it, which is the natural reaction. So when people are willing to put themselves on the line and put their lives on the line, I think that we need to recognize them and appreciate them and say how important they are City of Philadelphia. (Applause.)
And I know that before we go into the actual resolution, Councilman Jones, our Majority Leader and the Chair of Public Safety for the City Council, wanted to make some remarks as well.
Just really briefly, thank you, Councilwoman, for introducing this resolution on their behalf. It is truly appropriate and timely with the issues related to all firemen in the City of Philadelphia. But I had an opportunity to go with other members of the Committee up to the training facility, and we had to go up those four steps and we had to try to navigate in total darkness, without smoke or fire or fear of our lives, and we realized by the end of that day how difficult the job was that you guys have, and we respect you. (Applause.)
So we want to say thank you in as many ways as we can to you for the job that you do to keep us all safe. So thank you. (Audience member yelling "Put some pressure on the Mayor.")
One of the things -- one moment. One of the things that we also want to do is also recognize Councilman Kenyatta Johnson from South Philadelphia, who also wanted to make some comments as well, as an organization that is near and dear to his heart and for the work that they do and for all firefighters.
First and foremost, I do thank all of the firefighters for the work that they have done on behalf of keeping the residents of Philadelphia safe when it comes to fires, but in this particular case, when you talk about the Valiants, I want to just also recognize part of their history. At one particular time in the City of Philadelphia, our Fire Department houses were segregated, and that's how this organization were primarily organized, to make sure that specifically African American firefighters had equal opportunities to participate as it relates to the Fire Department in the City of Philadelphia, rather you're talking about benefits, rather you're talking about how they were housed. So I just want to thank all of you for setting a precedence to make sure that African Americans are represented particularly in the area of the Philadelphia Fire Department. So thank you, and we know we stand on your shoulders. (Applause.)
And so we resolution, which reads recognizing, honoring, and celebrating Club Valiants, Incorporated on their 50th Anniversary and the premiere of their documentary, "Club Valiants, Inc. 50 Years of Keeping the Fire Burning for Justice." And whereas, the Valiants were organized in March 1962 by Lieutenant Samuel Singleton for the purpose of forming a fraternal organization of minority firefighters to foster fellowship, convey information among members, counsel members, perform fire safety and prevention awareness in the minority community, and seeking promotion within the Fire Department; and
Whereas, Club Valiants, Incorporated was created and founded by Samuel Singleton, Alfred Means, Junius Singletary, Ronald Lewis, Edmund Wells, Charles Hendricks, Donald Brown, William Brogden, Clarence Brogden, Lemuel Roberts, Lenny Rauser, Dabe Mitchell, Joseph Marshall, John Jackson, Willie Jackson, Roosevelt Barlow, James Brown, Kenneth Babb, Egbert Board, Samuel Davis, Dalmund Edmonds, Edward Jordan, Lloyd Edwards, George Robinson, Howard Rhone, Eugene Turnipseed, James Smith, Maurice Williams, and Rudolph Holloway;
Whereas, on October 3rd, 1970, Club Valiants, Incorporated along with four other organizations from Connecticut, New York, New Jersey, and Delaware founded the International Association of Black Professional firefighters (IABPFF) in Hartford, Connecticut. This organization was founded with the purpose of cultivating, maintaining professional competence among firefighters, the establishment of unity among fire service workers, also keeping alive the interest among retired members for the avowed purpose of improving their social status, and increasing professional efficiency. With a current membership of 5,100 90 chapters, the Valiants consist of the largest group in the IABPFF; and
Whereas, the Valiants have sought, in all their words deeds, to live up to their chosen motto, quote, "Good Conduct and Courage Lead to Honor," end quote; and
Whereas, through service and support, members of Club Valiants, Inc., have distinguished themselves by their individual and collective contributions to the fire service on a local, national, and international level; now therefore
Be it resolved, by the Council of the City of Philadelphia, that it hereby recognizes, honors, and celebrates Club Valiants, Incorporated on their 50th Anniversary and the premiere of their documentary, "Club Valiants Inc. 50 Years of Keeping the Fire Burning for Justice." Further resolved, that an resolution be presented to Club Valiants, Inc. as evidence of the sincere sentiments of this legislative body. Congratulations. (Applause.)
This is a total surprise that I have anything to say, but I really appreciate this on behalf of my organization and the other fellow firefighters. We were founded in 1962, 50 years ago. That's a long time. I'm one of the founding members that's here today, but it was an organization, as the motto said, good conduct, courage led to honor. We were very fortunate to be able to create a situation to help young people in the City of Philadelphia, older people. We were instrumental in getting people to study, to go to school. And among ourselves, we also began to do organization, we produced two fire commissioners in this city. We produced three in other cities - Richmond, Virginia; Prince George County, Virginia; and Hartford, Connecticut - and two deputy commissioners. So the organization has now produced an awful lot of black firefighters that are in leadership. And we are dedicated still to the community for the services that we provide with a normal job service that the men still have. I've been retired, but the guys now are carrying on, and they're doing it in a great tradition, and we have many more firefighters on staff now than we had before. And on behalf of the other firefighters that are here for another reason altogether, I really, really appreciate them also. Thank you. (Applause.)

Would Allan Edmunds and those accompanying him please join the Councilwoman at the podium. And the Councilwoman is joined by Councilman Johnson and Councilwoman Sanchez.
Thank you, Mr. President. When it comes to saluting arts and cultural institutions here in our city, for me it never ever gets old, and today is especially gratifying, because we're saluting an institution that has what I call staying power.
Councilwoman, can you hold on one second. people to please keep their voices down. Thank you. Go ahead, Councilwoman.
Thank you, Mr. President. I'm especially pleased today because we get a chance to salute an arts and culture institution that has what I call staying power, and further had the, my mother would call it, good sense, planners might call it strategic planning, to locate their new building right there on South Broad Street, thereby putting it in the heart of Avenue of the Arts. For those of us who haven't had the opportunity yet to visit, attend or stop by Brandywine Workshop, I would urge you to do so in that you would be pleasantly, pleasantly surprised. So we want to salute the leader there. We want to say thank you to the Philadelphia Museum of Art that has in arms around and created a very meaningful, meaningful partnership with the Brandywine Workshop. And in his absence, I want to acknowledge Gary Steuer, who I call our city's czar when it comes to arts and culture. The record should reflect as well that Brandywine Workshop sits in the district of Councilman Kenyatta Johnson. How about that? So with that, we stand here today to recognize and congratulate the Brandywine Workshop on its 40th Anniversary and the Full Spectrum: Prints from the Brandywine Workshop Exhibit at the Philadelphia Museum of Art. Parenthetically, I should mention as well that before you are a number of artists, something that I wish I could do, but I only get a chance to appreciate being a visual.
Thank you, Councilwoman Blondell Reynolds Brown. I privileged to have this opportunity to participate in this citation to the Brandywine Workshop. Whereas, Brandywine Workshop was founded in 1972 by Allan Edmunds, a visual artist, educator and arts administrator, in the City of Philadelphia; and Whereas, since its inception, Brandywine Workshop has become an internationally recognized center for print making and has played an instrumental role in the Philadelphia community through an array of artists of diverse backgrounds; and Whereas, to commemorate the 40th Anniversary of the Brandywine Workshop, Full Spectrum: Prints from the Brandywine Workshop is being exhibited at the Philadelphia Art Museum in the Main Building from September the 7th to November the 25th, 2012;
And whereas, in 2009, the Workshop donated eighty-nine artists to the Museum in memory of the Museum's late director Anne d'Harnoncourt. Full Spectrum celebrates this generous gift as well as the Workshop's accomplishments over its distinguished forty-year history; and Whereas, in addition to the prints on display, exhibit visitors will receive a catalogue which features the one hundred print donation in its entirety; and Whereas, through this exhibition, Philadelphians have an opportunity to view and appreciate the magnitude and international reach of the Brandywine Workshop; now, therefore
Be it resolved, by the City Council of Philadelphia, that we hereby recognize, salute, celebrate, and congratulate the Brandywine Workshop on your 40th Anniversary and the "Full Spectrum: Prints from the Brandywine Workshop" Philadelphia Museum of Art. Further resolved, that an engrossed copy of this resolution be presented to its leader, visionary Allan Edmunds and the Philadelphia Museum of Art as evidence of the sincere sentiments of this legislative body. Thankful and appreciative that this resolution was introduced by my colleagues Councilman Kenyatta Johnson, Maria Quinones-Sanchez, and myself, and signed and supported by all members of the Philadelphia City Council. First, I'd like to thank Council President Clarke and all the members of City Council for granting us this citation and this recognition from our city. I'd like to say that the lady standing to my right is Shelley Langdale, who was the curator for the Museum of Art, and all the staff and the leadership of the Philadelphia Museum of Art for the way they've embraced Brandywine, not just for this exhibition but over 40 years. I think back to the presentation from Mr. Garcia and how he spoke basically as being an ambassador for the City of Philadelphia, and I think over the last 40 years, that's what we tried to do, to demonstrate how great the arts and culture is in Philadelphia, how our government agencies have supported it, and how it's been so inclusive. I think the inclusiveness is the part that we cherish the most, that quality is at its greatest when everybody is represented. And so we have an institution -- we have several institutions in the City I think that attest to that. And the strong support that this Council, the Mayor's Office, and everyone shows to the arts is really appreciated. (Applause.)
I just wanted to say that I'm Shelley Langdale and it is my great, great honor to be here today representing the Museum and to thank Brandywine Workshop for all they have done for the City and the opportunities that their gifts gave to us to present the Full Spectrum exhibition. The title "Full Spectrum" is apt in representing the true diversity that the Workshop represents and all that it has done to embrace the demographics and diversity of this incredible city, and we're grateful to be able to present the show and hope that you all have a chance to get there before Thanksgiving. Hello, members of Council. Thank you for the opportunity to address you today. 120656 is a bill relating to parking standards and density requirements in zones RM-1 and CMX-2. I am here to speak as an employee of New Kensington Community Development Corporation, but I also speak on behalf of East Kensington Neighbors Association and the Fishtown Neighbors Association. One of the principal reasons our city chose to overhaul its Zoning Code was to reduce the number of variances needed by projects that wouldn't have a significant impact upon their communities, but weren't accounted for in the old cold, which was drafted and implemented in the 1960s when Philadelphia and America as a whole were very different. Bill 120656 would undue a significant portion of the progress of the new code by forcing projects that are consistent with the existing urban fabric of our neighborhoods to seek variances. Our neighborhoods are pre-automobile in their design and, as such, are very dense and pedestrian friendly, with vital commercial corridors facilitated by minimal interruptions to sidewalks in the form of curb cuts. Such corridors exist because of the rich mix of uses, including the prevalence of multi-family buildings providing them with a customer base and a steady stream of pedestrians, reinforcing safety and perceived safety. Requiring parking for small apartment buildings, mixed-use properties, and neighborhood-scale commercial properties would substantially erode that character and be entirely inconsistent with the established development patterns of our historic neighborhoods. Furthermore, these changes would diminish the same attributes that make our walkable neighborly communities attractive to residents and businesses. In conclusion, I would like to encourage you to oppose Bill 120656 for the following reasons: One, to encourage walkable neighborhoods with sidewalks uninterrupted by curb cuts and block faces uninterrupted by parking facilities; two, to allow the new Zoning Code to achieve its goal of reducing the number of required variances; three, to allow our neighborhoods to retain their dense, walkable character; and, four, to facilitate the continuing redevelopment of our traditional commercial corridors without significantly altering their architectural character and usability. Thank you for considering this input. And that's about it.

My name is Bill Gault. I represent the Philadelphia firefighters and medics, and I want to thank you, Council President Clarke, and I want to thank you, Council, for listening to me. Right now we're here again to speak to you to ask for your help, because once again, the Administration is throwing a terrible thing at the citizens and a terrible thing at the firefighters. What they want to do is mass transfer 300 of our most senior guys. This plan makes no sense whatsoever. This plan will justify (sic) your safety and it will jeopardize all these men and women's safety. There has been no study. You are taking the senior guys out of a firehouse. A firehouse is a cohesive unit. It's a team. It's three, four, five guys who have been working together 10, 15, 20, some of them 30 years. The City is doing this under the guise of training. Taking the senior guy out of a fire company will do nothing for training. You're going to have rookies training rookies, and that's a complete recipe for disaster. You're going to be moving people to other neighborhoods in other trucks in unfamiliar neighborhoods where they do not know the lay of the land. They don't know the daycare centers. They don't know the schools, the heavy hazard, the refineries, the high rises. It's a complete foreign concept to the art of firefighting, and it's being done for reasons we don't know. We ask -- we offered any help this Commissioner, this Mayor wants, but it falls on dead ears. So that's why we're here, Council. (Standing ovation.)
We're here to ask -- fellows, I only got three. Fellows, we only got three minutes. We're asking you to please hold hearings to get to the root of this and find out what's going on. Next week he plans to change our schedule which we've had for 40 years. It's just nonsense. We filled out our contract for four years. It's still in the judge's chambers. We're asking for your help, and we'd appreciate and we thank you for anything you do for us. Thank you. (Standing ovation.)

Good morning, Mr. President, members of Council, ladies and gentlemen. I'm Robert Taylor, citizen of South Philadelphia, President of TWU Local 700, a member of the TWU PA State Conference. I'm commenting today on Bill 120340-AA, tax exemptions, and Bills No. 120525, 120526, 120528, parking regulations. First of all, I want to thank all of the Councilmembers that have signed on to the proposal or the bill to propose tax exemptions for long-term owners of property. I think that this is well thought out, well needed, and it will provide some relief to the residents of Philadelphia. Again, I oppose the entire excess of bills proposing new parking regulations. These policies seem to keep expanding. These regulations require citizens pay high fees in the form of parking tickets and to pay freedom-robbing parking permits. Quote, "To deprive a man of his natural liberty is to deny him of ordinary amenities of life. It is worse than starving the body. It is starvation of the soul, the dweller in the body," Mahatma Gandhi. Of course, many people need their automobiles for day-to-day responsibilities, yet it cannot -- yet cannot afford the difficulties that will be due to the expanded set of rules. Therefore, the regulations are costly, complex, and unnecessary. Members of the Committee of Streets and Services have said that the public wants these oppressive regulations. However, my experience reveals that the large portion of the process is removed from public view. I was told to go to the Philadelphia Parking Authority website to find information to remove these unnecessary policies. Sadly, there was no information available online. This has not changed to this day. There is no provision for the public to inspect petitions to an appeals process for those who don't like their neighborhoods being taken over by the endless rules. As representatives of all the people, it should be Council's top priority to make sure that the people are properly represented. I think that we have more -quote, "I think that we have more machinery government than is necessary, too many parasites living off the labor of the industrious," Thomas Jefferson. Thank you, Mr. President. First I want to thank all my friends and all our friends of Local 22 that are here today. A few days -(Applause.)
A few days ago, as you're aware, I sent a letter to the Mayor and Commissioner Ayers about 11/15/12 - STATED - 2ND READING the proposed transfers of hundreds of firefighters. I asked them to reconsider the transfers, because the firehouse aren't just firehouses, and if everybody here today present doesn't know, they are families. They are men and women that work in those houses that are a part of each other's lives. The relationships that they form are -- they are formed as they protect each other and as they protect people like you and me. They are formed as they protect everybody in the City of Philadelphia. There's many questions that are unanswered regarding the methodology behind these transfers, many questions, all in the interest of public safety. I believe that seniority and experience is vitally important. I'm not sure what the intentions are in the transfers. They may be well, but it doesn't make it a good idea. I want to congratulate my colleague and dear friend Mark Squilla 11/15/12 - STATED - 2ND READING who introduced this resolution calling for the hearings to explore the potential problems associated with these transfers, and I want to acknowledge the leadership on this issue and look forward to the discussions about the transfers. Thank you all.

Thank you, Mr. President. This is an unprecedented move by the Administration relative to our Fire Department. So with your cooperation and the cooperation of the Chief Clerk's Office, we have an unprecedented announcement prior to the passage of this resolution. The Labor and Civil Service Committee will hear it on November 27th at 10:00 a.m. in this Chamber. We are announcing that now in lieu of the or in expectation of the passage of the resolution. 11/15/12 - STATED - 2ND READING Additionally, I received a heartfelt e-mail from a firefighter in Engine 10 who lost two firefighters, Lieutenant Neary and Firefighters Sweeney, this year. One of the things he said to me, which was very poignant, was that a number of the people in that company were actually responsible for digging out or trying to dig out the two fallen firefighters and those that survived, and that they're still healing and they're trying to get their heads and their hearts back together after this tragic loss. And two of the longstanding firefighters in that company are being scheduled to be transferred away from their family, away from their grieving brothers and sisters, and to me, it's just coldhearted and unnecessary. In New York -- and the Fire Department in New York City obviously is a great Fire Department, as great as our Fire Department is. When you leave the Fire Academy, you are assigned a station 11/15/12 - STATED - 2ND READING house. You stay there two years. You're transferred after that to another station house in another part of the city. You stay there two years, and then you're transferred again to another station house at a different part of the city, and then you come back to the station house that you were assigned to initially, and you can stay there the rest of your career. To me, that makes more sense than transferring a person who has got 27, 30 years on the job, who has spent 15, 20, 25 years at one house. And to make them learn what? Relearn what? Retrain what? The Fire Department in New York trains its rookie firefighters by moving them around over a six-year period. We're doing the opposite. I don't understand it. I hate to assign reasons for it that probably shouldn't be said, but I just think that it's wrong, and I do appreciate all of our colleagues sticking together and saying that it's 11/15/12 - STATED - 2ND READING wrong, and we're going to hash this out on the 27th of November at 10:00 a.m. So thank you, Mr. President.

Thank you, Mr. President, and I thank Councilman Kenney for those comments about New York, because New York is probably the other major city whose representation in the firefighting world is equal to Philadelphia, and the whole world knows that that company -- that city runs its fire department very well. But there's another part to this that several firefighters in my district have mentioned to me, and they often go unnoticed, is that when the City was being built out in the Northeast, Far Northeast, in the '60s, '50s, there weren't very many cross streets. The Boulevard has two or three crosses. 11/15/12 - STATED - 2ND READING There are so many different streets that dead end at cul de sacs, that only go here, that only go there. It is an enormous book of knowledge to be able to navigate out of a firehouse and get to an emergency scene or a fire scene very quickly, and there aren't that many people that have that knowledge embedded in their brain. And it is putting firefighters in jeopardy and citizens in jeopardy to just say, Well, the book says we're going to do this and we're finally going to follow the book. You have to use common sense. And whatever the reasons are -- and we don't have to say it; there's enough signs in the audience that reflect that -- we have to start building up morale in the Fire Department, not continuing to tear it down. Thank you, Mr. President. I congratulate and am grateful for Councilman Kenney for holding these hearings and for the introduction of this resolution today. I would hope that these hearings focus on 11/15/12 - STATED - 2ND READING issues involving these transfers, but also looking at reports from experiences in the Chicago fire and the fire outside Boston, the Bible of national standards, the lack of appropriate training for our firefighters. There are controlling issues in these conversations, and it's my hope that these hearings also will reveal an intent to move forward in a positive nature and reassessing the professional nature of how we're responding to our firefighters, who protect all of us in the City of Philadelphia. As everyone knows, Act 111 controls the binding arbitration. We have a PICA piece of legislation that was enacted in Harrisburg that says that the mediators have to give weight to the financial condition of the City. It doesn't mean that that weight controls whether that award is going to be appropriately enacted or implemented. I'm not going to pre-judge 11/15/12 - STATED - 2ND READING these hearings, but it's difficult not to jump to a conclusion that there is something else going on here. These firefighters are subjected to disease maladies that don't exist anywhere in any professional life. They're subject to hepatitis C. And I'm not going to get into my life experience in fighting for the firefighters in Harrisburg around hep C, but that was a punitive issue that had to be litigated or legislated, unfortunately, in Harrisburg. They're exposed to heart disease, carcinogens. They have lifestyle issues that cause considerable stress. We're hearing stories that there are transfers as a result of people reporting injuries on the job. This City Council has a responsibility to identify what the national standards are, what the experience is from the Chicago fire and 11/15/12 - STATED - 2ND READING the fire outside Boston, look at how we prioritize the necessary tools for our firefighters and the Fire Department over L&I and other departments. Those recommendations are out there. It's beyond my imagination why the Administration isn't looking forward to that. There is a looming -- and I'm not going to prejudice this either. There is a grand jury that's taking place in the District Attorney's Office, and I believe it's our responsibility to get ahead of the curve on that and make the necessary adjustments to the professionalized and protect our firefighters who protect us. They are from our Graduate Assistance Program that we had, interns down here, learned a lot and are going to hopefully carry that on with them from Cheyney University.
