Again, so that Councilman is not misled, there probably most 63 COMMITTEE ON RULES - BILL 970714 likely will be changes in the fee, in the issue relative to loading zones, and some other changes. Again, this bill is being recessed till June the 8th, at a.m. 6 So there will be no action on it today, 7 but there are a number of things that need to be 8 corrected, again, even if the Parking Authority 9 can't find it in its heart -- if they have one. 10

Mr. Dixon

Some of us do, Mr. Chairman.

Councilman Kenney

Sorry, I'm only kidding. If they can't find in their heart to support the bill, then at least it will be tighter from some different aspects that we --

Councilman Cohen

Well, we'd love to make the Parking Authority happy, but I think we're even a little more interested in making the Realtors happier. And so, we're going to be working on this bill to try to bring it about and make both sides happy if at all possible.

Thank you very much 64 COMMITTEE ON RULES - BILL 970714 for your testimony. Is there anyone else here to testify on this bill? (No response.)

Councilman Kenney

Okay, just one other issue before we end the public hearing.

Councilman Cohen

(Off-mike.) As a matter of public record, Mr. Chairman. . .

Councilman Kenney

That disclosure is appreciated. Just one other issue before we end the public hearing. There is a request from the Planning Commission for a revision to the University of Pennsylvania Institutional Development District Master Plan, southwest corner of 40th, number 4-0, and Locust Street. This is a letter from Barbara Kaplan, Executive Director. (Reading) Dear Council President Street: Pursuant to Section 14-1107(c) of the Philadelphia Code, the Planning Commission, on April 17, 1997, approved the revision to the Master Plan for the above-captioned property. The amendment involves the construction 65 COMMITTEE ON RULES - BILL 970714 of a 49,750 square foot, 3-story building for use as a new dental office, with office space, a retail space, and several conference rooms. The proposed development is expected to facilitate dental services for the University Dental School, and has an approximate construction cost of $14 million. This proposal will allow the University to provide dental services to the public under the supervision of the University Dental School. Building and the dental research facility. This building will also connect the existing dental school building and the dental research facility. Therefore, the City Planning Commission, at its meeting on May 1998, 17 approved this revision and recommended that City 18 Council also endorse this change. 19 I would appreciate receiving 20 notification of the Council's action on this 21 planned change. Sincerely yours, Barbara Kaplan, Executive Director. That needed to be read into the record.

Councilman Cohen
