More and more the issue of the Discover Works Global 888.557.8650 www.dw-global.com becoming a centerpiece of our work here in the Philadelphia City Council, and I cannot stand here without recognizing and saluting my colleague Councilman Jim Kenney, whose idea it was to ultimately have City Council have a committee that focuses like a laser beam on this issue. So in his absence, I'd like to acknowledge Councilman James Kenney as being the founder of our new Committee on the Environment. And Philadelphia is in a good place in that we have a number of organizations right here in the City that are leading by the example and raising our consciousness about we really need to be concerned about tomorrow. One of those is our City's Energy Coordinating Office. And so it gives me a wonderful pleasure, as my colleagues join me, in recognizing and acknowledging the Energy Coordinating Agency's Green Jobs Training Center as a "Center of Excellence" in the Discover Works Global 888.557.8650 www.dw-global.com Whereas, the mission of the Energy Coordinating Agency is to help people conserve energy and to promote a sustainable and socially equitable energy future for all in the Philadelphia region; and

Whereas, in March 2010, the Energy Coordinating Agency opened the John S. and James L. Knight Green Jobs Training Program, in my district, which focuses on preparing unemployed and incumbent workers to enter the growing clean energy job market. The Center offers industry-driven training that includes classroom instruction, hands-on training, and field experience. The Center features state-of-the-art heating and insulation labs, live-size mockups, and a house pressure lab; and Whereas, since its opening, the Training Center has trained over 1,500 men and women, including over 350 individuals trained to the National Discover Works Global 888.557.8650 www.dw-global.com (BPI) standards; and Whereas, the Energy Coordinating Agency has partnered with the Community College of Philadelphia to develop an Associate's Degree in Building Science; and Whereas, ECA has partnered with more than 35 organizations, including community-based organizations, workforce development and government entities, high school, colleges and manufacturers; and

And whereas, ECA wrote and implemented curriculum for high school seniors to learn weatherization methods and enter the workforce; and Whereas, ECA is the largest and often sole provider of such key services in Philadelphia as weatherization of low-income homes, hosting of educational workshops, replacing heaters for low-income residents, and educating students on seasonal energy conservation; Discover Works Global 888.557.8650 www.dw-global.com Whereas, the weatherization services provided by ECA save low-income residents an average of 20 to 30 percent on utility bills, thus ensuring households have greater financial stability and reducing their monthly household expenses; and Whereas, ECA provided guidance to architects and developers to obtain LEED and Energy Star for home certifications for as many as 250 single and multi-family homes, and in 2012, ECA was recognized for its accomplishments to the Sustainable Business Network with the Community Leader Award; and now therefore be it

Be it resolved, by the Council of the City of Philadelphia, that we hereby recognize and acknowledge the leadership and the membership and the believers of the Energy Coordinating Agency's Green Jobs Training Center as a "Center of Discover Works Global 888.557.8650 www.dw-global.com Excellence" in the City of Philadelphia. Further resolved, that an engrossed copy of this resolution be presented to the Energy Coordinating Agency as evidence of the sincere sentiments of this legislative body. We are thrilled to receive this honor. We regard this as a very high privilege, and we're -- really I'd love to say thank you to the entire City Council for your growing leadership in sustainability, and thank you to the Administration for understanding the tremendous job creation and economic development impact of sustainability and energy efficiency on the City of Philadelphia and the region. ECA has really been privileged to play a supporting role to help the Discover Works Global 888.557.8650 www.dw-global.com of the Greenworks Plan and the vision laid out by the Mayor to become the greenest city in the nation. We've been working very hard to develop the greenest workforce in the nation and to really together with our partners from industry, which include BASF, Dow, Saint Gobain and many others, our partners from the higher education community, Community College of Philadelphia represented here and Drexel University and other universities, the School District of Philadelphia, we've been working very hard to build a continuing pipeline of education and training in building science that will become a permanent structure in the City of Philadelphia to train young people and not so young people. Mr. President, it is clear, as is evidenced by all of those joining Mr. Jim Reed, that he's touched a lot of lives there at Verizon, and my life and my Discover Works Global 888.557.8650 www.dw-global.com I actually met Mr. Jim Reed very early in my career at Philadelphia OIC when I was fresh out of college and OIC gave me a chance to run a youth program. And we actually stayed in -- our circles connected several times many years after that, and we all know for those of us building a career that we need to be mindful on how we treat people, because very often the circle loops. And it's a wonderful pleasure to have the circle loop for me and for us as we now honor and congratulate Philadelphia's own Mr. Jim Reed on the occasion of his retirement from Verizon Pennsylvania Incorporated in Philadelphia, after forty eight years of service, forty eight years of service. Whereas, Mr. Jim Reed, a native of Savannah, Georgia and longtime resident of Philadelphia, has shown compassion, love and continuous commitment to and concern for our city; and Whereas, after graduating from Pennsylvania Institute of Technology and Spring Garden College and attending Temple University, Mr. Reed became a math instructor in the public school system at Dobbins and Edison High Schools and Opportunities Industrialization Center Inc. and Temple University; and

Whereas, Mr. Reed has accumulated more than forty eight years of experience in all facets of telecommunications, beginning his career with Bell of Pennsylvania, then proceeding to AT&T in the External Affairs Department as Community Relations Director, and finally assuming his Discover Works Global 888.557.8650 www.dw-global.com Affairs Director in 1993; and Whereas, Mr. Reed has avidly supported countless citizens and contributed to his community, chairing the Mayor's Commission on Services to the Aging and being an active Board member of the Urban Affairs Coalition, the Men of the 644th Engineer Battalion, Frontiers International Incorporated and many other organizations; and

Whereas, Mr. Reed is an active member of Tindley Temple Church, where he serves as an usher, and member of the Methodist Men and Charles A. In late December I received an exciting call from my State Representative and my daughter Cherelle Parker, a Lincoln trustee and a '94 graduate, who proudly noted that the Lincoln University Presidential Search Committee chaired by our fellow Delta sister, Ms. Kimberly Lord, had Discover Works Global 888.557.8650 www.dw-global.com of Trustees unanimously voted Dr. Robert R. Jennings as the thirteenth President of Lincoln University, the oldest historically black degree-granting college university in the United States. Now, you noticed I said degree-granting college university, for any Cheyney Wolves that may be here today. As a proud 2006 recipient of an honorary degree, Doctorate of Laws from Lincoln, it is indeed an honor for me to be joined by my colleagues and including Councilwoman Maria Quinones-Sanchez, who is also a Lincoln graduate, having received her Master's Degree in Human Services in the class of '92. It's interesting, State Representative Parker and Councilwoman Sanchez worked for me. In presenting this resolution to Dr. Jennings, recognizing his role in the history of higher education in our nation, and we're happy to do that, and it's very important to our City of Discover Works Global 888.557.8650 www.dw-global.com to read this resolution, but before I proceed, I'd like to note that members of Council are invited to join us at the behest of Robert L. Archie, Lincoln trustee and class of '65 of Duane Morris. They will be hosting a luncheon at noon in honor of Dr. Jennings at his Philadelphia office. So we're on to recognize this outstanding educator, and I know some of the trials and tribulations it is trying to find a President of a college, having served as the Chair of a search committee. So you did a fine job. Resolution recognizing and honoring Dr. Robert R. Jennings as the thirteenth President of Lincoln University. Whereas, on January the 2nd, 2012, Dr. Robert R. Jennings became the thirteenth President of Lincoln University; and Whereas, Dr. Jennings is a graduate of Morehouse College where he Discover Works Global 888.557.8650 www.dw-global.com Arts Degree in Sociology and a graduate of Atlanta University where he received a Master's Degree in Educational Psychology/Elementary Education, Specialist Degree in Interrelated Learning, and Doctorate in Education in Administration and Policy Studies, and he holds a Master's Certification in Adult Basic Education from the University of Georgia, Master's Certification in Curriculum and Instruction and Gifted Education from Georgia State University, and Dr. Jennings studied abroad as an Oxford Roundtable Scholar in Oxford, England, Fulbright Fellow in Recife, Brazil, and Charles Merrill Fellow at the University of Ghana in West Africa; and Whereas, Dr. Jennings has had a distinguished career in higher education where he served as the tenth President of Alabama A&M University and various executive-level positions at Wake Forest University, North Carolina A&T Discover Works Global 888.557.8650 www.dw-global.com University, Greensboro, Albany State University, Norfolk State University, Atlanta University, and he is the dissertation advisor for educational and public administration majors at the Union Graduate School in Cincinnati, Ohio; and

Whereas, in addition to his extensive record of service and accomplishment in higher education, Dr. Jennings has served as a Loaned Executive to the Reagan Administration where he served the U.S. Environmental Protection Agency and he has served as an evaluator for the U.S. Department of Education, lead trainer for the U.S. Department of Equal Employment Opportunity Commission, a consultant to the U.S. Customs and Border Patrol Services, and the U.S. Department of Treasury; and Whereas, Dr. Jennings is active in both his community and his profession. He held a five-year term as Chairman of the NAACP Education Legal Advisory Board, Discover Works Global 888.557.8650 www.dw-global.com on the Board of Directors of the University of Virginia's Council on Minority Research in Special Education, completed a four-year term on the Joint Commission on Faculty Accountability for the American Association of State Colleges and Universities, and completed a three-year term as a charter member of the Commission on Philanthropy for the Council of the Advancement and Support of Education. He is a former member of the Board of Trustees of the Atlanta University, Southern Christian College, the Leadership Foundation of Atlanta, and a former member of the Board of Directors of the Huntsville Chamber of Commerce and the Girl Scouts, Incorporated; and Whereas, Dr. Jennings is in great demand as a speaker, trainer and has published articles in several scholarly journals and served as a columnist for the Minority Health Today and edited a book on the State of Black Discover Works Global 888.557.8650 www.dw-global.com 1994. He is the recipient of more than 30 major citations and awards, including being selected as a Regional Finalist for the White House Fellowship and is listed in several publications, including Who's Who Among Students in American Universities and Colleges, Outstanding Young Men of America, Outstanding Personalities of the South, International Register of Profiles, Who's Who Among Black Americans, Who's Who Among Special Educators, Who's Who in the South, and the International Directory of Distinguished Leaders; now, therefore be it resolved

Let me first and foremost express my thanks and appreciation to all of you, especially the members of this Council, for this distinguished and prestigious honor. I recognize that you didn't have to do this, and I am very appreciative. But I also want to thank you on behalf of Lincoln University, one of the most prestigious institutions of higher learning in the nation, if not the world. And I say that because of the contributions that we have made not only to the Commonwealth of Pennsylvania, but to the nation at-large. I want you to know that we appreciate the support that you provide to our university. We have our Graduate Center right here in your city. We believe that we have an important role to play in the life of this city. When I met with Mayor Nutter last week, I believe it was, I said that exact same thing to him, that we've got to work together to educate the minds of this Commonwealth and particularly the students here in Philadelphia, because 25 percent, a little more than 25 percent, of the students who enroll at Lincoln University every year are from Philadelphia. This particular summer we're going to launch a program for high school students, and we have targeted Central High School, Roxborough High School, and several others in this community where we're going to help to convince those young men in particular and young women as well that college is an option that they must consider, and we're going to Discover Works Global 888.557.8650 www.dw-global.com campus at no cost to themselves and we're going to work with them and expose them to what college is really like. And we believe that they are going to make up their minds -- even if they don't come to Lincoln, we certainly want them to consider Lincoln, but we believe that they're going to make up their minds that I must get a post secondary education if I'm going to have the quality of life that I expect to have and want to have. Again, I want to say thank you for this great and prestigious honor, and I want to thank you for the support that you have given and the support that I know you're going to continue to give as we lock arms and work together collectively to make Philadelphia a greater city and certainly the City of Brotherly Love. Woodson launched Negro History Week in 1926, and it was in an effort to let people know of the contributions worldwide of the African American in this great nation. It quickly expanded to a month. And if you just look around these Chambers of living legends that we could only do 12 a year, if we did just Philadelphia living legends, we could do a month right here in the City of Philadelphia. Gerald Ford expanded it to the month of February. It is the same month of the birth dates of Frederick Douglass and Abraham Lincoln, the founding month of the NAACP. February is the month we honor throughout the world the right, but right here in Philadelphia, we have so many significant people that add to the fabric of the quality of life of every citizen regardless of race in this Discover Works Global 888.557.8650 www.dw-global.com see, to be one of the living legends up here, it's not just enough to be famous, because each one of them are famous in their own right, but the criteria by which they stand on this stage today is that they've made other people's lives better for being here. And that's true of the individuals today. His achievements include serving as Chairman of the Pennsylvania Public Utility Commission and Managing Director for the City of Philadelphia. He currently serves as Senior Advisor to Public/Private Ventures where he oversees the nationally acclaimed Amachi Program; and

Whereas, Dr. Walter P. In 1982, he established Lomax Health Systems Incorporated, a healthcare management company recruiting physicians and physician assistants to supplement the City of Philadelphia's staff in the prison system; and

Whereas, Bill Ellerbee is noted for his devotion and mentorship to young individuals through coaching high school basketball and teaching. He is regarded as one of the greatest coaches in Philadelphia prep basketball history, having spent 20 years as head coach for Simon Gratz's boys basketball team from 1970 to 2002, with a winning career record. Mr. Ellerbee was a two-time Pennsylvania High School Basketball Coach of the Year, in 1993 and 1997, ESPN National Coach of the Year and USA Today National Coach of the Year in 1993; and Whereas Discover Works Global 888.557.8650 www.dw-global.com

Whereas, Dr. Palmer is currently the founder and director of the Palmer Foundation, the Palmer Leadership Academy, the first national prototype elementary school in America, with a curriculum dedicated to teaching children's leadership in social justice. Dr. Palmer also serves as a lecturer at the University of Pennsylvania Graduate School of Social Policy and Practice, where he teaches the foundation courses of America Racism, Institutional Racism and Social Justice Change in 1990; and

Whereas, Louise Williams-Bishop has had innumerable achievements in various industries, including radio, the ministry, and politics. She has served as State Representative to the Pennsylvania General Assembly for District 192 since 1989. Whereas, Dr. Audrey Bronson, an ordained minister and consecrated bishop, is founder and pastor of the Sanctuary Church of the Open Door, as well as the celebrated speaker and panelist. She serves in numerous religious and academic-based institutions, including Dean of the Philadelphia Urban Education Institute, Associate Professor of Psychology at Cheyney University, my alma mater, Board member of One Church, One Child, Inc. of Pennsylvania, and most recently the Board of the Philadelphia Industrial Development Corporation. Dr. Bronson's most prestigious acknowledgment is being named the first woman elected as President of the Black Clergy of Philadelphia and Vicinity; and

Mr. Bogle is listed in the Tribune and Philadelphia Magazine as an influential Philadelphian, and continues in his role as an ambassador for Philadelphia through his affiliations with many professional, civic, social organizations such as the Commission on the Delaware River Port Authority Board, member of the Zoological Society of Philadelphia, the Workforce Investment Board, and the African American Chamber of Commerce; and

Whereas, Mary Mason began her broadcast career as a gospel music host on WHAT in 1958. Mason became a prominent, politically influential fixture at the station, with a loyal audience who sought her opinions on a wide range of local, national, and international topics. During a visit in Philadelphia in 1993, President Bill Clinton made a guest appearance on Mason's morning show; and

Whereas, Sonia Sanchez, currently Philadelphia's first Poet Laureate, is an African American poet, often associated with the Black Arts Movement. She is the author of over a dozen books of poetry, plays, and children's novels. Ms. Sanchez is also recognized for her influential part in the Civil Rights Movement and for being an advocate for the people. Whereas, Queen Mother Falaka Fattah's career involved serving the poor and bringing God's word as a missionary. Later she developed her natural talent in writing through her literary pursuits. Queen Mother Fattah has co-founded the Black United Front with the late State Representative David P. Richardson to empower the black community. Overall, her greatest achievement is serving as the founder and CEO of the House of Umoja, Inc. which worked with youth to stem gang violence during its height in the 1970s; and

Whereas, Sonny Hill is a former basketball player, announcer, member of the Philadelphia Sports Hall of Fame, and current sports radio personality for WIP-AM 610 and also serves as an Executive Advisor for the Discover Works Global 888.557.8650 www.dw-global.com 76ers. Mr. Hill is further known as Mr. Basketball in Philadelphia for founding the Sonny Hill League and for his many contributions to the game; and

Both known for being pioneers of Philadelphia soul and the in-house creative team for the Philadelphia International record label, they were inducted into The Rock and Roll Hall of Fame on March 10th, 2008. Thank you, Mr. President. During my tenure, City Council has approved a few resolutions to review the City's lease agreement with SEPTA, which expired over six years ago. Discover Works Global 888.557.8650 www.dw-global.com It's imperative that the City now reexamine the City's stake in the significant amount of mass transit infrastructure and the franchise rights. The fact is that the City of Philadelphia contributes the highest subsidy of the five counties served by the Authority and the highest portion of fare box revenue, but the City is still underrepresented on the Board and allowed itself to be bound by a more than 40-year-old lease agreement that expired over six years ago. At a time when the Administration and this Council are looking at asset sales to generate revenue, we must consider our options, whether SEPTA disputes that fact or not. Because the lease agreement has ended, the City should examine the franchise rights, rights to use City streets, and rights related to concourse and access ways. We should consider any and all City infrastructure for lease or sale Discover Works Global 888.557.8650 www.dw-global.com under a new agreement or other forms of revenue generation. A few years ago I inquired about the expired lease and whether the City had legal rights to certain property, like the Broad Street subway. Shortly thereafter, SEPTA sold the naming rights of Pattison Avenue to AT&T -- it is now AT&T Station -- for $3 million. That may be some of our money. SEPTA may have a lot of our money by utilizing the infrastructure and the franchise rights that actually belong to the City of Philadelphia. If we are considering asset sales, let's consider all of our assets. Thank you. (Applause.)

Good morning. Women Against Abuse appreciates the ongoing support of City Council in addressing issues concerning domestic violence, and we appreciate the opportunity to provide testimony today. Thank you, Councilmembers Johnson, Jones, Greenlee, Oh, and O'Brien for scheduling this hearing and inviting Women Against Abuse to testify. And thank you to City Council, the Office of Supportive Housing, and Mayor Nutter for ongoing support and advocacy for victims of domestic violence. Women Against Abuse is the leading domestic violence service Discover Works Global 888.557.8650 www.dw-global.com provider in Pennsylvania and we operate the only emergency shelter in the City for abused women and their children, the nation's first legal center for domestic violence victims as well as transitional housing, the Philadelphia Domestic Violence Hotline and community-wide education to prevent domestic and teen dating violence. Our emergency shelter is funded through the intersection of a number of line items in the City, State and federal budget. As the only emergency shelter in Philadelphia for domestic violence victims, the Women Against Abuse shelter was forced to turn away an all-time high of 7,705 requests for safe shelter in the past fiscal year due to the hundred-bed facility being at full capacity. Our shelter operates at capacity throughout the year. We serve about 615 people per year, but this number pales in comparison to the over 7,000 requests for shelter that we had to Discover Works Global 888.557.8650 www.dw-global.com turn away. And with the severe lack of other housing for domestic violence victims in Philadelphia, these survivors often have nowhere to go. Philadelphia in fact has the lowest ratio of domestic violence shelter beds in comparison to nearby cities such as Baltimore, DC, and Pittsburgh. This is exacerbated by the fact that many Philadelphians do not have the resources they need to escape abuse. In fact, Philadelphia is recognized as the third poorest city in the nation and the poorest major city in the United States. As the leading domestic violence service provider in the state, programs in our neighboring counties are often reaching out to us for resources. But with only about six shelter beds for every hundred thousand Philadelphians, it is the neighboring county shelters that have to support our residents. We saw a doubling of domestic violence homicide back in '09. This number has sustained at an escalated level. Our police are responding to 115,000 domestic abuse calls per year. We are in a crisis. Good morning, Mr. President, and good morning, City Councilmembers. Thank you for this opportunity to speak with you today. As Jeannine mentioned, Women Against Abuse is the largest domestic violence program in the state and we operate the only emergency shelter for victims of domestic violence and their Discover Works Global 888.557.8650 www.dw-global.com children in Philadelphia. As the shelter director, I know all too well how short our 100-bed facility comes to fulfilling the need. Unfortunately, we know how prevalent domestic violence is in our community. Reportedly, one in four women have been the victim of severe physical violence by an intimate partner, and as advocates, we know that this is likely an underrepresentation of abuse victims, as it is a crime that often goes unreported. With the ratio of only 6.25 shelter beds for every 100,000 Philadelphians, we cannot meet the shelter needs of domestic violence victims in our community at our current capacity. I am very often asked what is the difference between your beds and beds in general City shelters. Our beds are confidential and our services are different than what are provided in every other shelter. At our emergency shelter, we Discover Works Global 888.557.8650 www.dw-global.com utilize a trauma-informed model of care that is crucial to meeting the needs of children and adults recovering from violence. We have DV-trained behavioral health staff, adult advocates, child advocates, security staff, early childcare providers, and after-school educators. All of our staff receive mandatory 45-hour domestic violence advocacy training to ensure the competent delivery of specialized services to our clients. It is crucial that our staff provide care that is confident in domestic violence to adequately assist our clients in living stably outside of violent relationships. The expertise of advocates in understanding domestic violence provides clients with support in navigating welfare law, housing rights, and safety planning, while empowering clients to build healthy relationships and expand their resources. The women and children who come Discover Works Global 888.557.8650 www.dw-global.com to our shelter lose all of their physical, financial, and familial support resources and benefit from the expertise of trained family and child advocates able to navigate numerous service delivery services that do not understand their needs. Without competent care in a safe physical environment, victims are at risk of homicide. We know that the most lethal time for a victim is when he or she attempts to or successfully leaves the abusive relationship. What you may not know is that over half of our shelter capacity are children, and the majority of those are under the age of 5 years old. What I want to ask you is, how will we begin to ensure our streets are safe if our families remain unsafe in their own homes? Thank you, Council, for inviting us here today to provide testimony on the dire need of Philadelphia to create additional emergency shelter beds for victims of domestic abuse and others in the City. Please allow me to introduce myself and our agency. Since 1990, the Homeless Advocacy Project, HAP, has provided free, civil legal services to homeless individuals and families residing and accessing services in Philadelphia's homeless shelters, soup kitchens, overnight cafes, and Discover Works Global 888.557.8650 www.dw-global.com transitional housing facilities. Last year we hosted over 150 legal clinics in 25 different shelters where we helped over 3,000 homeless men, women, and children with their civil legal needs. While we handle 50 different kinds of civil legal cases, we are perhaps best known for our benefits work. Through our celebrated SOAR Project, we're helping disabled homeless men and women to access SSI benefits on a very rapid basis, and through our Veterans Project, we're helping homeless veterans to access generous disability and pension benefits, often six figures, which helps to bring those veterans completely out of poverty. Both the SOAR and Veterans projects will help clients to exit the state general welfare system, which is becoming more critically important under the Governor's new budget, as you know. The GA is going away. For us, however, the problem Discover Works Global 888.557.8650 www.dw-global.com that we're here to talk about today began in earnest during the summer of 2010 when our office began receiving daily calls from hysterical parents who had been turned away from shelter at the Apple Tree Center, which is the central intake site for homeless men and for homeless women and families run by the Office of Supportive Housing, OSH, at 1430 Cherry Street. The families were all told by OSH intake workers to make their own arrangements, and thereafter on a daily basis, mothers, sometimes fathers, and their hungry children began waiting in our office while we waited for OSH to call them back. Often families of four or more are made to wait the longest for shelter. This fall we had one family of six who waited over five weeks for shelter placement. During that period, the children slept at different family members' houses and the parents slept in the park and in their car, and the children missed the first three weeks of Discover Works Global 888.557.8650 www.dw-global.com school. As OSH will tell you, the problem of shelter access is much worse during the summer months when families who have been living doubled and tripled up with friends and neighbors are split at the seams. Okay. My time is up. I will say this: OSH workers have been calling our office to let us know that they've been turning families away in droves and they've been putting children out on the street. DHS workers have been calling our office to ask if it's actually legal for them to remove children from families when there's no shelter. So we are at a critical juncture in our history, and our city really needs to do something about it. We...

Good morning, City Council. Thank you, Council President. My name is Anne Gemmell. com I've been a 20-year resident of Philadelphia. I'm a former public school teacher. I have three children, Isabel, Harrison, and Eva, that all attend Philadelphia public schools. I'm a democratic committeewoman in the 2nd Ward and I'm also the political director at Fight for Philly, a coalition of neighborhood organizations working on economic justice. I wanted to thank Wilson Goode for -- can I have a timeout? The microphone is broken. Okay. I can just keep going? Sorry. Thank you, Wilson Goode, for requesting public hearings into the current state of community reinvestment of City depositories into our low-income and minority neighborhoods. com government to make ends meet by cutting City agency budgets, services, and raising taxes. The City has trimmed almost 100 million off its budget during 2008 and 2009, and the School District, as we all know, has faced a massive budget hole that was closed by laying off teachers and cutting programs for students, like my children and many others. Of course, Philadelphia is not alone. Two years after the official end of the Great Recession, Pennsylvania and the nation have yet to fully recover. Sluggish job growth and weak consumer confidence have dampened tax revenue, devastating -- introduced devastating cuts to public schools and colleges, like Cheyney University, like Lincoln University that was honored here today, leaving local governments with fewer resources to cope with the effects of an economic downturn. com are significant culprits. Risky and speculative financial instruments that brought down banks and brokerage houses have also cost us, the taxpayers, millions of dollars. At the instigation of and the marketing, very savvy marketing, of the financial services industry beginning in 2003, Pennsylvania school districts, our own School District, municipalities like Philadelphia and many others began to use qualified interest rate management agreements known as swaps. These risky financial instruments put us, after the crash, put us on the wrong side of declining interest rates and has led to the payout of millions of dollars to the investment banks, the investment banks that caused the Great Recession in the first place. Interest payments and cancellation fees associated with these deals have cost the City hundreds of millions of dollars. com and the City together, 331 million in net interest payments and cancellation fees to institutions like Wells Fargo, Morgan Stanley, and Goldman Sachs. So at the public hearings, which the date is yet to be set, I'm hoping that Council asks some questions that I want to know the answers to and many other Philadelphia citizens want to know the answers. Our City Treasurer has publicly contested the numbers from the Pennsylvania Budget and Policy Center Research -- may I finish? Thank you. The first question is, what according to the School District and City is the extent of the damage from these swaps? What is the damage? Let's get a full accounting of an actual number that we can all agree on. Then we need to ask, who made these deals and was the risk adequately explained? com these deals, and how did they or their companies benefit from these deals? How can we, the taxpayers, we, City Council, renegotiate or cancel the currently active deals in order to protect public revenue for coming decades? Because the City is still on the hook for decades to come. What recourse do we have --

It's the last question. What recourse do we have, the City and schools, what recourse do we have to persuade the banks to reinvest into the communities to offset the disastrous impact from these swap deals? And if the banks fail to renegotiate current swaps and offset this disastrous impact, why in the world would we continue to do business with these banks who have caused this disaster to our Discover Works Global 888.557.8650 www.dw-global.com schools?

Good morning. I would like to thank Councilmember Goode for requesting public hearings into current state of community reinvestment by City depository banks within our neighborhoods. My name is Precious Samuel. I have deep roots, educational roots, in West Philadelphia area. I Discover Works Global 888.557.8650 www.dw-global.com attended elementary school in West Philadelphia. I went to Commodore John Barry for first through fifth grade. I was able to participate in extracurricular activities, such as cooking club, reading club, and chess club. Although Barry School had those programs, I was in overcrowded classrooms with not enough books for students. I was told that I could not receive state-funded lunch because my mother's income was too high, which in fact at that time my mother was a single parent raising two children, struggling to make ends meet each day. During my time at Barry, I was physically and mentally harassed by students, causing my grades to slip and many student suspensions. Where was the counselor that could have stopped me from crying after being bullied? Where was the extra teacher that could have prevented the child from pushing me against the wall? The lack of school Discover Works Global 888.557.8650 www.dw-global.com funding continues the cycle of bullying, lack of student productivity, and lack of funding for resources and teachers. After graduating elementary school, my mother refused to send me to a neighborhood public school due to the lack of resources and the high level of violence in those schools. As a result, my mother enrolled me in charter schools. I attended Harambee Institute of Science and Technology and I was the first graduating class of Mastery Charter High Lenfest, class of 2005. Later I attended Benedict College, a historically black college and university in Columbia, South Carolina. Parents should not be forced to pull their children out of public schools into charter schools. Many people may argue that schools should be private or charter. My argument is that we fix the problems within the public schools so that my 9-year-old sister can afford a great public school education and not Discover Works Global 888.557.8650 www.dw-global.com have to travel outside of her neighborhood to do so. Many students gathered in the rotunda of the State Capitol Building on this Valentine's Day and demanded that Governor Corbett fall back in love with public education by creating a budget that funds schools and not prisons. -- can help ease those thoughts of students and remedy a situation by putting funding back into our schools and our communities and ending swap deals. I never thought I would come here this morning and God would tuggle on my heart to address the position on domestic violence. But I come from a place of domestic violence for at least about 35 years, and so I just sat in my seat and my heart was overwhelmed, because we have to do more about that. I had children and the abuse was so great, it was knives, guns, smacking, dragging. But I remember Councilman Clarke some time ago, years ago, maybe 19 years ago, and he was just running for Council. We was at a block party. And he came up to us and he asked us to sign up, and I was so scared because I was there with my husband, but I was getting abused. But it's just to say that God has a plan for my life, and it's so important that we just put a Discover Works Global 888.557.8650 www.dw-global.com little bit more effort in domestic violence. I'm still with my husband. He's sick now, but in that position, God has trained me to be able to speak to nations on different issues. So I'm blessed today to be able to address the Council on domestic violence. But we have to do a little bit more for domestic violence, but we have to do more for even the perpetrators, because it's a sick disease. It's like cancer. And most of our people are grown up in their situation, because my family, I came from a family who fought all the time, but I said to myself I would never get in that situation. But as soon as I got old enough, I got married and the abuse stopped. So we have to try to break the train -- I mean, we have to try to break the cycle. We can't just set up groups and groups, but you have to have some power in the groups so that they can be transformed. But I was scared to come out. I couldn't come out. I couldn't even speak for myself. So I just wanted to say that just do a little bit more, just reach out. We have to get something in place to transform the minds, because these perpetrators are poisoned themselves. So we got to get in the root of it and just take it out so that our kids can be safe. The schools didn't even know that my kids was suffering the way that they was, and they found out later on, because now I'm a minister of the gospel, and so I get out and preach. Last Tuesday, Mr. President, Governor Corbett presented his proposed 2012-2013 budget to the General Assembly. In his budget address, the Governor announced plans to collapse a number of human services line items, like homeless assistance, mental health services, behavioral health services, and child welfare, into a single funding stream and provide these dollars to Philadelphia and counties around the Commonwealth in the form of a block grant. The purported goal for this new human services development block grant is to provide flexibility to counties in how they spend dollars for their constituents. However, under this new block grant, Philadelphia is proposed to receive a 20 percent reduction from Discover Works Global 888.557.8650 www.dw-global.com 2/16/12 - STATED - 2ND READING the 2011-2012 state budget, and this cut represents a loss of $42 million in human services programs funded for Philadelphia and will have an impact on the discussion that these witnesses talked about today. Through this guise of flexibility, Philadelphia will be forced to cut funds for homeless assistance versus money for children welfare versus dollars for mental health services. Consequently, this process of pitting vital services against each other will continue throughout the various human services programs provided in Philadelphia. Considering Philadelphia's unemployment rate and the impact of the national recession on our local economy, our constituents truly depend on the safety net that these human services programs provide for our city. Mr. President, while in my former life as a State Representative, it has always amazed me that the City of Philadelphia Discover Works Global 888.557.8650 www.dw-global.com 2/16/12 - STATED - 2ND READING funds just one emergency shelter dedicated solely to abused women and their children. Obviously this shortage for domestic violence victims who wish to escape dire situations creates an unhealthy situation not only for women and their children but for all of Philadelphia. We have to be aware that homelessness and domestic homicide rates are on the rise and Women Against Abuse, which resides in the 2nd Councilmanic District, was forced to turn away a staggering number of approximately 7,705 requests for shelter in 2011. In 2010, 116,000 domestic abuse incidents were responded to by the Philadelphia Police Department. From 2007 to 2009, the domestic homicide rate rose almost 50 percent in Pennsylvania. In Philadelphia, from 2008 to 2009, it went up by 71 percent from 21 to 36 homicides. In 2010, according to police Discover Works Global 888.557.8650 www.dw-global.com 2/16/12 - STATED - 2ND READING statistics, there were 30 domestic homicides in the City. Research conducted by the United States Conference of Mayors on hunger and homelessness has shown that domestic violence is the leading cause of homelessness. Fifty percent of the cities surveyed identified domestic violence as the primary cause of their situation, with 92 percent of homeless women having experienced severe physical and sexual abuse at some point in their lives. This lack of housing puts added pressure on an already overloaded social system, including our hospitals, schools, police department, prisons and behavioral health providers; in other words, everybody. I want to personally ask all of my colleagues to adopt this resolution and vote favorably upon it. Yesterday was a Black History Month luncheon where they served fried chicken, macaroni and cheese, collar greens and talked about economic inclusion. A month before that I was invited to an economic outlook luncheon where a Professor Dunkelberg, formerly of LaSalle University, now of Temple University, laid out for the business community there what he thought needs to happen economically in this country. He used a presentation that had caricatures of our President. He said a number of crazy things during his speech. I want to highlight two of them. When he talked about how you become a great nation economically, he said, You have to seek out models for cheap labor. He said, When you talk about cheap labor, some people think that's exploitation. The second crazy thing he said was, The thing that is great about this labor market economy in the United States is that we lay off at least three to four hundred thousand people a month. Make no mistake, because Occupy Philadelphia is gone, there are still people out there who are angry. There are still people out there who are still hungry. They will show up for public comment. I'd like to recognize and thank two guests who are here today who spoke, one being Ken Wong, who is a former Commissioner on the President's Advisory Commission for Asians Americans and Pacific Islanders, as well as Co-Chairman of the United States Army Philadelphia Community Advisory Board, and United States Navy Captain John Titus, Director of Operations, Navy Weapons System Support, and also a U.S. Naval Academy graduate. Actually, in their discussions with me, they raised the issue of what can we do for veterans, and they let me know that there was recently signed into law a federal law which provided tax credits for veterans, and they also let me know the various skills and abilities of many of our returning veterans which would benefit our city in terms of economic development. And the reason I bring that up is because we as public representatives, we represent the views Discover Works Global 888.557.8650 www.dw-global.com voters of our city, and these are two people who came to me, as many people out there have good ideas and I encourage them, go to your elected representatives with your good ideas, be positive and believe that you can bring about change in our city, and you may see one of your ideas become a resolution or a law that will make our city a better place. I join the millions of men and women across this country, including, as I said, 58 percent of Catholics, who thank the President for standing up to forces while protecting religious freedom on all sides. We are of the view that his Administration should be commended and not criticized. So in the words of three United States Senators, Jeanne Shaheen, Barbara Boxer, and Patty Murray, who spoke eloquently on this topic, it was a -- I quote, It was a historic victory for women's health when the Obama Administration changed the law to require private health plans to provide preventive services, including breast exams, HIV screening, and contraception, for free. This new policy will help millions of women get the affordable care they need. The fact is that $600 a year for prescription contraceptives is a lot for a mother working as a medical technician in a Catholic hospital or a teacher in a private religious school. So, finally, again, in the words of those three United States Senators, ultimately improving access to birth control is a good health policy for good economic policy. It will mean healthier women, healthier families, and healthier children. It will save money for businesses and consumers, and we should hold true to the promise that women should be provided access broadly. When we do that, our nation is better for it. Again, I thank the President for standing up and simply repeating what we already knew, that this is good health public policy. I am in complete agreement that with Councilmember Greenlee and Councilmember Blondell Reynolds Brown with respect to the need to provide preventative healthcare to all Americans, and I think if the government wants to do that out of their own pocket, they should absolutely do that. There should be a debate in Congress. Contraception and other things that are good that actually save the system money in the end should be provided to women, to all citizens. However, this debate is not just about what is the best health policy. It is about individual freedom and religious liberty, and I do not believe that a practicing Catholic, let alone a religious institution or Orthodox Jew or Muslim or anybody else whose faith does not believe in these things, should be required to pay for that for somebody else. If the government -- and the Discover Works Global 888.557.8650 www.dw-global.com -- if the government wants to provide that, it certainly should, but it should not require -- but we should be staunch defenders of religious freedom and individual liberty in this country and in this city.
