Council President Verna

This is a continued public hearing of the joint Committees of the Whole and Housing, Neighborhood Development and the Homeless regarding Resolution No. 050388. I would ask Mr. McPherson to please read the title of the resolution. MR. McPHERSON: Resolution 10 approving the annual Program Statement and Budget for the expenditure of the Neighborhood Transformation Initiative Bond Proceeds for Fiscal Year 2006.

Council President Verna

Mr. Hanna, if my memory serves me correctly, at our last hearing, you did in fact explain the amendments that were being proposed.

Mr. Hanna

Yes, ma'am, we did, and we come with no changes to what was presented last week.

Council President Verna

Fine. Thank you. I believe everybody has a copy of the amendments. Do members of the committee have any questions or comments regarding the 3 6/15/05 - Resolution 050388 - Whole & Housing amendments? (No response.)

Council President Verna

Seeing or hearing from no one -- the Chair recognizes Councilman O'Neill.

Councilman O'Neill

I just wanted to note that the Majority Leader is smiling at this time.

Councilwoman Blackwell

Thank you.

Council President Verna

And I ask why. We'll give Councilwoman Tasco a moment to look at the amendments. Councilwoman Tasco, do you have any questions?

Councilwoman Tasco

Can I have a minute?

Council President Verna

Sure. (Pause.)

Councilwoman Tasco

I just have one question.

Council President Verna

The Chair recognizes Councilwoman Tasco. 4 6/15/05 - Resolution 050388 - Whole & Housing

Councilwoman Tasco

In the summary, it says Basic Systems Repair, $4 million. On the grid, it has $3,800,000.

Ms. Smith

We swapped, I believe -- I apologize. My name is Pat Smith. I'm Director of Neighborhood Transformation Initiative. The FY06 budget, we agreed to increase that by $4 million. That will be made up of 3.4 million in NTI bond proceeds, plus another 600,000, which will be reflected in the Consolidated Plan out of CDBG dollars. And the reason why we did that is, we swapped resources with Adaptive Modification so that we would not trigger lead paint requirements and that would enable us to spend more of those dollars on the actual program.

Councilwoman Tasco

Would you say that again? MS. McCOLLOCH: Deborah McColloch, Director of Housing. The total amount of increased funding for Basic Systems Repair is 4 million, but that is made up of the partial NTI bond 5 6/15/05 - Resolution 050388 - Whole & Housing proceeds that you see reflected on that budget page, and the remainder is Community Development Block Grant funds, which we are swapping in the Adaptive Modifications program. So that in the Adaptive Modifications program, we are reducing the CDBG funds so that the lead paint requirements will not be triggered for the Adaptive Modifications program and swapping that with NTI funds for Adaptive Mod and then swapping it between Basic Systems Repair and Adaptive Modifications. So the total amount for Basic Systems Repair is being increased by 4 million, but it's that combination of funds, and I believe there's a chart in the packet.

Mr. Hanna

So in other words, $600,000 of Block Grant monies that were devoted to Adaptive Modifications, we're going to take that 600 and put that into the Basic Systems Repair program, along with the 3.4 million of NTI bond proceeds. We'll take $600,000 of NTI bond proceeds and move it back over to Adaptive Modifications to make up for 6 6/15/05 - Resolution 050388 - Whole & Housing the 600,000 of CDBG that we just took out.

Councilwoman Tasco

Okay.

Ms. Smith

And we initially budgeted 400,000 of bond proceeds. That's why it's 3.8. I think that's what you were referring to, that in the Five-Year schedules at 3.8? I'm assuming that's what --

Councilwoman Tasco

Yes.

Ms. Smith

Well, the original budget was 400,000, plus the 3.4, plus the 600,000, is what we're looking at.

Councilwoman Tasco

Okay. Okay.

Council President Verna

With that being said, you're going to have to amend the CDBG budget; are you not? MS. McCOLLOCH: Yes. And we sent a letter over yesterday hand-delivered to explain -- I have copies of it today if people want it -- of what we will do to amend the Community Development Block Grant proposal. We will submit the Con Plan to HUD in accordance with the budget that was approved by City Council last week on June 9th. 7 6/15/05 - Resolution 050388 - Whole & Housing Once HUD approves that plan -- HUD has 45 days to approve the plan. Once they've approved it, we will then amend it in accordance with our amendment procedures that are outlined in the Con Plan, which includes advertising the amendments, and then HUD will accept that, and that will effect the swap that we're talking about, and we'll then distribute the copies of the Con Plan to everyone with the revised budget in it.

Council President Verna

Thank you. Are there any other questions or comments from members of the committee? (No response.)

Council President Verna

Seeing no one, that will conclude our public hearing.
