Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. Council again will come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair recognizes Father Michael Lee of St. Gabriel's Church. Putting ourselves in the presence of our Lord. Gracious Lord, we ask your special blessings on all those assembled here in City Council. Let the light of your divine wisdom direct the deliberations of this Council and shine forth in all the proceedings and laws framed by our rule in government. pray, Lord, that you give to this assembly the courage of the King David, the wisdom of the King Solomon, the patience of Job, and also limitless compassion, with the ability to laugh at the craziness and blessedness of life that comes to all those who diligently try to balance the laws of our city as Council representatives. May God's blessing come upon all gathered here in this Chamber, and may all the members under the direction of the President of City Council, Ann Verna, administer, apply and interpret the laws of this great city in such an insightful way that we all feel secure, trusting in their wisdom, integrity and prudence, all of which you, Gracious Lord, are responsible. On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join to the legislative affairs of our city. We certainly invite you to come again. At this time, the Chair recognizes Councilwoman Brown, who will present a resolution honoring the African American Children's Book Project. Will Ms. Marie Dutton Brown and Mr. Walter Dean and those accompanying them please join the Councilwoman at the podium. Is Councilwoman Brown in the room?
Thank you, Madam President. This morning we are honoring the African American Children's Book Project on the occasion of the African American Children's Book Fair. Whereas, the importance of book fairs cannot be understated, and for 17 years, the African American Children's Book Fair has enhanced multi-culturalism in our city utilizing the joy of reading as a tool; and Whereas, one of the most important reasons to encourage reading in our children is that studies show that the more our young people read, the more likely they are to make positive life-style decisions as they grow older; and Whereas, strictly judging by attendance, this fair is a tremendous success, as well over 4,500 people attended the fair in 2009. The line is always out the door around the entire square block. Whereas, rich or poor, no one leaves empty-handed, as the books themselves are priced at a level where they are more affordable, and posters, book markers and raffle books are distributed free of charge to all of the attendees; and Whereas, one of the esteemed attendees will be Marie Dutton Brown, who Black Enterprise has named as one of the most, quote, "the major African American players" in the publishing and international literary community. Brown has also been dubbed "the Godmother" of African American books because of her commitment to go to bat for her clients, black writers and public professionals and a democratic multi-cultural society in general; and Whereas, the fair is also lucky to host a terrific author, Walter Dean Myers, who is the Dean of children's books and has received a variety of awards for his books, including the ALA Notable books, the Coretta Scott King Award for Fiction, the Parents' Choice Award, IRA Teachers' Choice Award and the Michael L. Printz Award; and Whereas, the 18th Annual African American Book Fair will be held free of charge this Saturday, February 6th, from 1:00 to 3:00 p.m. at the gymnasium of the Community College of Philadelphia located at 17th and Spring Garden Streets. Now therefore, resolved, by the Council of the City of Philadelphia, that we hereby honor and recognize the African American Children's Book Project and Marie Dutton Brown and Walter Dean Myers on the occasion of the Annual African American Children's Book Fair. Further resolved, that an engrossed copy of this resolution be presented to the representatives of the African American Children's Book Project, Marie Dutton Brown and Walter Dean Myers, for your tremendous hard work and notable efforts in the promotion of children's literacy as evidence of the sincere sentiments of this legislative body. Introduced by Councilmembers Blondell Reynolds Brown and my colleague Curtis Jones and sponsored by all the members of Philadelphia City Council. (Applause.)

Thank you. This honor is so very meaningful for me. I am truly appreciative of the recognition from the Philadelphia City Council and equally grateful for the loyalty and support of Vanesse Lloyd-Sgambati, who for more than two decades has performed an incredible service for all of us by bringing first-class African American and multi-cultural literature to our children, their families and all communities throughout the City. Today, I celebrate Philadelphia. Philadelphia is that most special place for me. My heritage is firmly planted in its soil, from Holmesburg and Tacony where my maternal grandparents, Waverly and Marie Brown, of the 19th century and raised my mother, Josephine Brown Dutton, to South and North Philadelphia where my father's parents -- my father, Vincent L. Dutton, his parents, Bert and Beatrice Dutton, lived. I'm eternally grateful to them for their hard work and perseverance that paved the way for me and so many others in Philadelphia. Finally, I celebrate Philadelphia again not only because I was born here, graduated from Germantown High School, but I also worked at my first job after Penn State teaching at Wagner Junior High School in West Oak Lane, and as a School District of Philadelphia coordinator in the Kensington School District of integration and intergroup education during the '60s. This is where I researched, learned and taught the importance of African American and multi-cultural history and culture, which prepared me for a career of 42 years in publishing. special moment the circle is now completed. Would Ms. Redmond please join podium. I see that Councilwoman Miller is being joined by Councilwoman Tasco and Councilman Clarke, Councilman Curtis Jones and Councilwoman Brown and Councilwoman Sanchez.
Good morning, everybody. Good morning. Lots of people didn't recognize that Pat was here in the audience today, because she has on a dress. But it's our pleasure and our honor to honor Pat. Pat is just everywhere just doing so many things for so many people. Recognizing, honoring and celebrating Patricia Redmond as Presbyterian Children Village's Employee of the Year, for the last four years and her dedication and commitment to community service.
Whereas, Patricia Redmond, Pat as we all know her and love her, is a true example of how their life around; and Whereas, Pat came from Baltimore, Maryland to Philadelphia because of a drug addiction, where she was admitted into an inpatient treatment with Recovery Kings Drug and Treatment Facilities, and since then has been clean for 11 years; and (Applause.)
Whereas, Pat has been a counselor at Presbyterian Children's Village for seven years and is responsible for children from 10 to 17 years of age in the Resident Treatment Facility; and Whereas, in 2005, Mayor Street presented Pat with the "Mayor's Drug and Alcohol Executive Commission Make a Difference Award"; and
Whereas, Pat is the representative for the Safe Corridors in the 8th District and is heavily involved in the 35th and 39th Districts; Whereas, Pat supports the Police Department as communications liaison between the police, parents and juvenile offenders and is always around helping, and is always around helping, when a tragedy strikes; and
Whereas, during times of tragedy, especially when tragedy strikes an officer, Pat may be found in the Police Department handing out food or starting vigils, raising money, providing moral support for victims and their families; and
Whereas, Pat is the founder of the "Heart of Philly," a liaison between the motorcycle community and the police departments, where she has dedicated a great deal of her time, talent and a huge heart working as liaison for the motorcycle community; and Whereas, Pat has proven that change is possible, and she shows that a needing a hand to giving a hand.
Resolved, by the Council of the City of Philadelphia, that City Council hereby recognizes, honors and celebrates Patricia Redmond as Presbyterian Children Village's Employee of the Year, for the last four years and her dedication and commitment to community service. Resolved further, that an engrossed copy of this resolution be presented to Patricia Redmond as further evidencing the sincere admiration and gratitude of this legislative body. They said, uh-oh. First of all, they told me I couldn't talk long, but they know that's not true with me. But I want to give God his proper praise, which to me is hallelujah, because without God would none of this stuff be possible. And I want to thank my Councilwoman, Donna Reed Miller, who when I came here almost 11 years ago on drugs, trying to get off and get my life together, told me if I stay clean, she'll give me a chance, and not to prove myself to nobody, but to prove myself to myself. And I thank God for where you brought me from, Councilwoman. And I should be giving this citation to her, because when you're on drugs, it's hard to get off of drugs. I say. And I smoked the crack 24/7 days a week. So I thank God that I came to Philadelphia. That's why I consider myself a Philadelphian now, which my color says the "Heart of Philly," because it saved my life, it gave me a second chance. Brothers United, where you at? These are my friends. When I came here, I had no family. And I still don't have a family, but I do have a family. I consider Councilwoman and all of you City Council women, you, Madam President, I consider you all my mother, my father, Darrell. You know, this is the only family that I do have, and that's why I do so much for Philadelphia, because when I was on drugs, somebody helped my mom with my kids. So I feel as though God gave me a second chance to help somebody else with their kids. So it don't matter who kids they are. I'm going to be there for them, and anything I can do for City Council, for anybody, I know I ain't supposed to go in other people's districts, but I thank Councilwoman Donna Reed Miller for allowing me to -- I'm going to call Darrell, because I know you going to Darrell's district. I'm going to call everybody else to let you know that you in their district. But I don't consider myself being in the district. I consider myself this is a town that needs the help that God has given me the strength to do. I work nightshift, and Councilwoman Donna Reed Miller can tell you I work nightshift, from 11:00 to 9:00. I come straight home, wash my face, take a shower, put some clothes on, and whatever she need me to do, or Curtis or anybody, I'm there to do it for them. And don't get it twisted. My motorcycle community, my Truck Club and -- did I miss anybody? Flex. It's so good to see these people, who left their jobs to come celebrate. And Brothers United, who do the midnight run, they all the way from South Jersey. That just shows how much love people do have for me, because at first, I didn't think nobody loved me, because I didn't love myself, but today, I love me, and if you love yourself -(Applause.)
If you love yourself first and then love -- you can love everybody else. She kicking me, y'all. So it means for me to stop, because I can tell you a whole lot of stories, but I don't want them to cut the mike off on me neither, because they do that. But like Curtis said, I look real nice. I feel nice. But y'all make sure you get a good look, because I don't dress like this. I can't wait to get downstairs on the third floor to put my jeans and my shirt on and my sneakers so I can do what God got me to do. to pray for me and help me as best I know how. (Applause.)

One is to introduce a young man who is studying urban planning, undergraduate level, at the University of Pennsylvania, Darryl Oliver, and ask him to stand. He is a very important member of our staff. He's also helping us with all of the issues we deal with with African and Caribbean and the Haitian relief effort. So we're very, very glad board. (Applause.)
And the other is to remind you we have our Partnership for Prescription Assistance table available for those who need that help. Thank you, Madam President.

In order for them -- I mean, they are certainly one of the ten or one of the 12, but in order for them to come to be number one, they actually need people to go on the web and vote for them So today I'm asking people to go to www.chestnuthillpa.com and vote, and that will help our neighborhood here in Philadelphia, Chestnut hill, become number one in this distinct honor.
