I note that the hour has come and that a quorum of this Council is present. The Council will come to order, members will take their seats, visitors will retire to seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend David Gracie, who is the special assistant to the Bishop of the Episcopal Church of Philadelphia. He here today as the guest of Councilman Ortiz.
I feel moved this morning to ask God's guidance for the families on Hegerman Street who have been displaced, for the City workers who are responding to that emergency situation. Let's keep them in our prayers and in our thoughts. Dear Lord, in our City, in our democracy, this space is special. It is where the people come to claim their share in the Commonwealth to make sure that when the deals go GREETING/INVOCATION down, they are not left out. We ask you to bless the unions, the community organizations, the consumer groups, the individual citizens that come here to make their case. The City Councilmembers are special because they have been elected to serve the people of Philadelphia. Bless each one of them in their shining moments and in the long and tedious hours of hearings and committee work, in their bargaining and in their daily service to their constituents. Keep their priorities straight and their dealings principled, and make them ever mindful of whose interests they have been elected to represent in this special place and in your sight. Amen. Madam Chair, Vieques is an island off the shore of Puerto Rico. And in 1939, the United States Navy, Marines took it on a temporary basis to be able to hold naval maneuvers INTRO. OF BILLS, RESOLUTIONS and train troops until the end of the war, the second world war. Geraldo Rivera did a documentary about Vieques that said that Vieques, the island, the second world war never ended. Recently, there have been bombing runs and some people have died, citizens of the island. The Navy has taken two-thirds of the island and moved the people onto the center, and some bombs have dropped onto the city where some citizens and one individual was actually killed by a bomb. Congressman Brady has joined us on this, and he has already written President Clinton asking the President for a cease of the training and the bombing in Vieques and for a full fact-finding report as to why we're there and do we still need to be there 50 years after the end of the second world war. So I urge my colleagues to come together with other colleagues in City Council, as the City Council in Chicago and the City Council of New York City, and urge the Congress and President Clinton to cease the military use of Vieques at this time. Yes. Thank you, Madam President. I will be voting no on this bill for many reasons, which I've expressed at the public hearing on the Bill. It concerns both my concerns about the whole Tax Increment Financing District Program. I believe it has become the practice now for developers and other business groups to request subsidies of one kind or another from government bodies without respect to whether or SECOND READING - 990249 not they're needed to make the project a success. I believe the communities are being blackmailed generally into a situation where they have to compete with each other. In addition, in this particular case, I've raised questions about the nature of the company's employment practices and have not received information which has satisfied me so that if this were other justifications for the grant of subsidies, I don't think that this recipient is a group that ought to get them. So for those reasons, which I will not take the time to detail here because they were covered in my statements at the hearings on the matter, I will be voting no on this matter.

With the needs of homeowners like those on Hegerman Street and that whole area, with the needs of our neighborhoods for all sorts of economic development activities, I think it is a very poor use of City funding to make these subsidies and to mortgage our future, because that's what we're doing, and therefore, I will be voting no on the St. James bill.

The City Solicitor was asked to furnish a memorandum of law on the subject, and she did, and I read it. I have a great deal of respect for the City Solicitor. And she may be right in her conclusion that this bill does not violate First Amendment rights under certain circumstances. Her memorandum basically deals with publishers. I am concerned about First Amendment rights of people who are not professional publishers but who wish to express their points of view or possibly someone who ultimately might become a small publisher of a newspaper or some kind of dissemination of the information. I'm going to be voting yes on this bill but with the hope that the City Administration SECOND READING - 990312 will be alert and sensitive to any possible restriction of the right of people to express their opinions through printed materials, whether or not they are publishers. And during the next few days, beginning today, we will be having activities at the Franklin Plaza, and the Ben Franklin Institute, on the steps of the museum tomorrow. And on Saturday, Vice President Gore will be here at 3:30 at the Wyndham Plaza to make his first speech after his announcement. I invite my colleagues to attend any of the activities that we have. We have probably the most influential Latino-elected officials, appointed officials from across the country visiting our city, and perhaps we will begin sending the word out that Philadelphia is the city to come to. This is the second straight year that we have hosted one of the big national conventions. Last year was hopefully was La Raza (ph.), this year was La Leo (ph.), and hopefully, next year we will hold other conventions and make SPEECHES the city truly a bilingual city as we go into the new millennium. But all my colleagues are invited to the reception this evening at the Franklin Institute. And tomorrow we will be dancing on the Rocky steps to salsa, and everybody can come an enjoy the festivities. Thank you.
