I note that the hour has come and that a quorum of this Council is present. The Council will come to order, members will take their seats, visitors will retire to seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend David Gracie, who is the special assistant to the Bishop of the Episcopal Church of Philadelphia. He here today as the guest of Councilman Ortiz.
I feel moved this morning to ask God's guidance for the families on Hegerman Street who have been displaced, for the City workers who are responding to that emergency situation. Let's keep them in our prayers and in our thoughts. Dear Lord, in our City, in our democracy, this space is special. It is where the people come to claim their share in the Commonwealth to make sure that when the deals go GREETING/INVOCATION down, they are not left out. We ask you to bless the unions, the community organizations, the consumer groups, the individual citizens that come here to make their case. The City Councilmembers are special because they have been elected to serve the people of Philadelphia. Bless each one of them in their shining moments and in the long and tedious hours of hearings and committee work, in their bargaining and in their daily service to their constituents. Keep their priorities straight and their dealings principled, and make them ever mindful of whose interests they have been elected to represent in this special place and in your sight. Amen. Madam Chair, Vieques is an island off the shore of Puerto Rico. And in 1939, the United States Navy, Marines took it on a temporary basis to be able to hold naval maneuvers INTRO. OF BILLS, RESOLUTIONS and train troops until the end of the war, the second world war. Geraldo Rivera did a documentary about Vieques that said that Vieques, the island, the second world war never ended. Recently, there have been bombing runs and some people have died, citizens of the island. The Navy has taken two-thirds of the island and moved the people onto the center, and some bombs have dropped onto the city where some citizens and one individual was actually killed by a bomb. Congressman Brady has joined us on this, and he has already written President Clinton asking the President for a cease of the training and the bombing in Vieques and for a full fact-finding report as to why we're there and do we still need to be there 50 years after the end of the second world war. So I urge my colleagues to come together with other colleagues in City Council, as the City Council in Chicago and the City Council of New York City, and urge the Congress and President Clinton to cease the military use of Vieques at this time. And Bill No. 990449, an ordinance authorizing transfers and appropriations for fiscal Year 2000 within the Grants Revenue Fund COMMITTEE REPORTS from the Director of Finance Provision for Other Grants to the Mayor's Office of Housing and Community Development. Bill No. 990056, an ordinance providing for the submission to the qualified electors of the City of Philadelphia an amendment to the Educational Supplement to the Philadelphia Home Rule Charter relating to the method of selection and term of office of members of the Board of Education, including provisions relating to the educational Nominating Panel, as approved by resolution of the City Council; fixing the date of a special election for such purpose; prescribing the form of ballot question to be voted on; and authorizing the appropriate officers to publish notice and to make arrangements for the special election.

Respectfully reports it has considered and amended the same and returns the attached resolution to Council with a favorable recommendation.
Madam President, I note that both amendments were -- both the basically and the resolution were reported out favorably, but the record will note that the Chairman of the committee dissented as to both, voted no on both. But the Chair moves that the rules of Council be suspended to permit first reading Bill No. 990056.

Resolution No. 990388, a resolution authorizing Council Law and Government Committee to conduct a full and comprehensive investigation of the proposal to transfer regulations of the Philadelphia Gas Works from jurisdiction of the Philadelphia Gas Commission.
Madam President, the report has been circulated to the members of the Council. I'm going to ask that this matter not be -- I'm not seeking adoption of the report today but am urging all members of the Council so that -- I'm going to be asking that the question of adoption of the report be held for next week.
I appreciate that because we did not receive the report until very late last evening, and I note that I for one have not had an opportunity to read it.
