Thank you, Madam President. Good morning, everyone. This is a resolution honoring Sharon Pinkenson. The Council of the City of Philadelphia is pleased and proud to honor Sharon Pinkenson, Execute Director of the Greater Philadelphia Film Office; and,; Whereas, Sharon Pinkenson is a life-long resident of Philadelphia and a graduate of the Philadelphia High School for Girls and Temple University; Whereas, Sharon Pinkenson was appointed by Mayor Rendell in 1992 when he first took office o the position of director of the Philadelphia Film Office; and. Whereas, under her direction, the office grew and began to encompass a regional approach and changes named to the Greater Philadelphia Film Office which now includes the counties of Bucks, Chester, Delaware, and Montgomery; Whereas, Sharon Pinkenson became the executive director of the Greater Philadelphia Film Office, a position she holds to this day; and, Whereas, through her efforts more than WELCOM AND PRESENTATIONS 12 major films or parts of films were shot here in Philadelphia, including the Age of Innocence, Philadelphia, Two Bits, Twelve Monkeys, Up Close and Personal, Wide Awake, Maximum Risk, Fallen, Beloved, and recently-released top grossing number one film, The Sixth Sense; and, Whereas, through the opening of such films as Philadelphia, Beloved, Wide Awake, and The Sixth Sense, more than $250,000 is raised for local charities; and, Whereas, through her efforts, Philadelphia hosted the only worldwide premiere of the movie The Sixth Sense, which generated much national and worldwide exposure for Philadelphia as an film center; and, Whereas, the economic impact of the Philadelphia region by the efforts of Sharon Pinkenson in the Greater Philadelphia Film Office has increased from $21 million in 1992 to over $180 million in 1999; and, Whereas, through her efforts the movie companies have recruited 40 percent of their production crews from Philadelphia in 1997 and over 60 percent of their crews in 1998; and, WELCOM AND PRESENTATIONS Whereas, through Sharon Pinkenson's efforts, the old Philadelphia Civic Center was converted into a television and movie sound stage facility, the largest one of its kind in the east attracting movie and television projects to Philadelphia that would never have considered the city before; Whereas, Sharon Pinkenson, in addition of her duties as director of the Greater Philadelphia Film Office serves on the boards of Temple University School of Communications and Theater, Drexel University's Nesbit College of Design, the Art Institute of Philadelphia, the American Music Theater Festival, Philadelphia 2000, Friends of Rittenhouse Square, and the Mayor's Hospitality Cabinet; Therefore, with great honor and pleasure, Council of the City of Philadelphia and all its Members extend sincere congratulatory wishes and deep appreciation to Sharon Pinkenson, Execute Director of the Greater Philadelphia Film Office, for her outstanding accomplishments and the commitment to the City of Philadelphia. And I just want to say that when you sit WELCOM AND PRESENTATIONS in movie theater and watch something that was filmed in Philadelphia, especially a movie like the Sixth Sense, and you're able to sit there and pick out -I could pick out on Ridge Avenue over on the bus ride that the young man was taking to that funeral. I could see my school, St. Joseph's Prep, which I graduated from. And to be able to see neighborhoods in Philadelphia and institutions and buildings of Philadelphia is very exciting. And I would urge Mayor Street to consider keeping this office intact and giving it more support because I think it really does make Philadelphia world-renown, and I thank her for her efforts. Thank you, Council President Verna and Councilman Kenney and to all of my dear friends in City Council. I am just thrilled to be here to represent the good work of the Greater Philadelphia Film Office, and I did not take this honor by myself. With me today are some wonderful members of my staff, and I want you to know that it is not possible, would not be possible to do all our WELCOM AND PRESENTATIONS work without this staff which I think you should note that given the economic impact, we have very few people. You might note that also in the eight years that we have been operating this office, we've spent less than three million dollars for what we will have achieved approximately $210 million economic impact. (Applause.)
My only regret is that we are not a for-profit business. (Laughter.)
So I thank you. I also thank Councilman Kenney for his recommendation that Mayor-elect Street continue to support the Film Office because, clearly, we are a group that has a mission. We have a lot of new work to do. We have a wonderful future here in this industry in Philadelphia. It's going to grow enormously. And I thank all of my friends in City Council without whose support, we would never have been able to achieve some of these very complicated filming challenges in each of your districts. Our second presentation this morning honors Mr. Acel Moore. I invite Councilman Nutter to come and make this presentation. Will Mr. Moore and those accompanying him please come forward. (Applause.)
Commending Mr. Acel Moore for his many achievements during his journalism career and congratulating him as this year's John S. Knight Gold Medal recipient. Whereas, in the career spanning 37 years at the Philadelphia Inquirer, Acel Moore has risen through the ranks from copy boy to reporter to associate editor; and, Whereas, in 1977 Acel Moore became one of the first African-Americans to win the Pulitzer Prize; and, Whereas, throughout his career, Mr. Moore has promoted diversity in newsrooms throughout the industry and has been an active mentor WELCOM AND PRESENTATIONS introducing young people to careers in journalism; and, Whereas, in 1975 he was the founder of the National Association of Black Journalists; and, Whereas, Mr. Moore was the first director of the Knight-Ritter scholarship award, he developed one of the first high school journalism workshops in the country, and he started the first internship in the industry for minority copy editors introducing young people to the production side of the business; and, Whereas, the Annual James K. Batton Excellence Award competition is designed to recognize and celebrate the successes of the Knight-Ritter people; and, Whereas, this year's top prize, John S. Knight gold medal will be awarded to Mr. Acel Moore; and, Whereas, when Mr. Tony Ritter, Chairman and CEO of Knight-Ritter, recently announced the awards recipients, he stated that Acel Moore, quote, is passionate, accomplished, insightful and energetic. He makes a different. His impact readers and on the industry has been profound. WELCOM AND PRESENTATIONS Now, therefore, resolved by the Council of the City of Philadelphia that we hereby commend Mr. Moore for his many accomplishments during his journalism career and that we extend our congratulations to him as this year's John S. Knight gold medal recipient. Resolved further that an engrossed copy of this resolution be presented to Mr. Moore as a symbol of this legislative body's gratitude for his many accomplishments and contributions to the journalism industry. Madam President, thank you. Councilman Nutter, thank you. I am profoundly honored by this recognition, and I would like to say to the Members of City Council that behind me are some of the most important decision-makers at this newspaper. You now have an opportunity to get them all together in one room. But I mention that WELCOM AND PRESENTATIONS because these individuals have supported me and have been with me, some of them, a couple of them, from the beginning who are behind me this evening -- this afternoon -- this morning. I covered it all. Today. (Laughter.)
I'm a little nervous. I shouldn't be, but I am. As a native Philadelphian, I'd like to give thanks to a lot of people who have inspired me in my work over the years. Many of the people, a few of them are right in this room sitting and are Councilmembers. I go back -- I was only 10 years old, but I did start 37 years ago. Charles Boswer who join me, I remember him when I was a young reporter. And he was an inspiration to me because of his position at City Hall and being a Deputy Mayor and I've asked him to join those who are behind me today. Being a native Philadelphian, my parents, my mother who passed in 1980 obviously is not here, but my father, he's here with me in spirit. He's 87 and is still independently living; it was difficult for him to come here this morning. I give thanks to him as well, and both of them for WELCOM AND PRESENTATIONS the inspiration they've given me. You know, I tell a story all the time when I go around the country, and I've worked with young people particularly in dozens of cities around this country, and I tell the story about Philadelphia. And Madam President, you know I'm from South Philadelphia, and I tell people that there are only two kinds of people in the world, those who are from South Philadelphia and those who wish they were. I'm only kidding. (Laughter.)
But thank you. I have nothing more to say. I'm deeply honored, profoundly honored, and I want to give thanks to all of my colleagues at the Inquirer who are here with me today and whose support that I shall always cherish. Thank you all. (Applause.)
And so I can go home without any -- and I did this when I received the gold medal, but the one person who daily inspires me and presents love every day is my wife Linda who in her own right is a fine outstanding journalist, and I always thank her for her support. This morning it's my pleasure to congratulate someone who is very young, but nonetheless has been a member of this Councilmanic Body for a very long time. Would Councilman Cohen please come forward, and I see that Mrs. Cohen is in the audience, would she come forward also. I am absolutely delighted today to present a citation congratulating Councilman David Cohen on his 85th birthday. (Applause.) Whereas, Councilman David Cohen has served with distinction in City Council since 1980 as Councilman-at-Large and from 1968 to 1971 as District 8 Councilman. After which he resigned to WELCOM AND PRESENTATIONS run for Mayor; and, Whereas, Councilman Cohen is called the conscience of the City for his compassionate advocacy for social and economic justice; and, Whereas, Councilman Cohen and his lovely wife Florence have four wonderful children, State Representative Mark Cohen, Assistant District Attorney Dennis P. Cohen, Sherry J. Cohen, an attorney; and Judy Cohen Hyman, a writer; and 4 beautiful grandchildren; and Whereas, Councilman Cohen's willingness to stand up and speak out for those in need despite the odds and his tireless energy have brought him in second for the Council-at-Large in the general election. Therefore, the Council of the City of Philadelphia extends our warmest congratulations to Councilman David Cohen on his 85th birthday and offer our best wishes for a long and continued successful life. David, we all wish we could make it. Continued good health and happiness. (Applause.)

I just want you to know I appreciate this very deeply. I guess I appreciate living to 85 more deeply, but it's been a wonderful experience and I thank you all very much for it. Victories and defeats come during life, but victory is always better. That's what I've learned out of life. Thank you very, very much. (Applause.)

November 8, 1999, to the President and Members of the Council of the COMMUNICATIONS City of a Philadelphia, I am pleased to advise you that I have today signed the following bills which were passed by Council at its session on November 4th, Bill No. 990495 and 990605. An ordinance constituting the third supplemental ordinance to the general gas work revenue bond ordinance 1998, 1998 general ordinance authorizing the director of finance on behalf of the City to enter into a qualified swap agreement as defined in the 1998 general ordinance with respect to the City's gas works revenue bonds. An ordinance amending the ordinance approved November 8, 1967, Bill No. 2809 entitled an ordinance to authorize the director of finance to establish a revolving fund in the police department and authorizing transfer in appropriations therefore by expanding the purposes for which such revolving fund may be used authorizing the director of finance to increase the size of such revolving fund and authorizing transfers and appropriations for fiscal year 2000 within the general fund. And an ordinance authorizing real estate transactions necessary to permit the City of Philadelphia to acquire property needed for the use COMMUNICATIONS by the Philadelphia International Airport, in particular authorizing the Director of Commerce and the Commissioner of Public Property to acquire by amicable negotiation or by condemnation fee simple title to certain parcels of property owned by the Redevelopment Authority of the City of Philadelphia New Eastwick Corporation. And an ordinance authorizing the Health Commission on behalf of the City of Philadelphia to enter into an agreement with the Commonwealth of Pennsylvania acting through the Department of Public Welfare for the City to manage the Health Choices Behavioral health program under which behavioral health services will be provided to Philadelphia residents who are eligible for medical assistance, all under certain terms and conditions.

An ordinance amending Title 17 of the Philadelphia Code entitled, "Contracts and Procurement," by adding a new Chapter 17-900, entitled "Neighborhood Benefit Strategy," which provides for the applicability, implementation and administration of a neighborhood Benefit Strategy for housing, commercial development, community revitalization, and public development projects sponsored or supported by the City of Philadelphia.

Thank you, Madam President. I'd just like to take the opportunity -as we all know tomorrow November 11 is Veterans' Day. I would like to take the opportunity to wish ADJOURNMENT all of your veterans from all of our wars a happy day and to thank them for service, especially in Council. Today I'd like to highlight Councilmember Cohen, Councilman Rizzo, and Councilman Longstreth, who is now here, who all served in our military. I think we're here today able to conduct this democracy, this democratic process because of their sacrifice. The thing that I would urge everyone is to in your own neighborhoods there are men and women who have served World War II, Korea, and Vietnam, and maybe if you know who they are and you happen to know where they served to take the time to at least thank them for their service, as I thank them today.
Thank you, Councilman. Before we adjourn, I would just like to remind all of my colleagues that we have a Committee of the Whole public hearing immediately after our session, so I would ask everybody remain in the chamber.
