on the first floor and it goes down to the lower level uh the second unit when it comes in from
the entry you go straight up the steps to the second floor unit uh and that goes up to the
third floor. Both units have a den. And the purpose of these two units is to create a work
at home environment that we've all become used to. Instead of loading these buildings up with
bedrooms, the top floor will have access to a rooftop deck. And we have met all the setback
requirements, and we've kept the volume or the scale of the building in keeping with the
existing neighborhood. And it's just, even though it's a three-story building,
Joe, it's just a two-family dwelling. Is that right? Correct. And it's consistent with other
uses on the block. Is that right? Correct. And because it's a three-story building,
but only a two-family dwelling, you're using extra space to meet the immediate needs of
more modern homeowners, which is home offices, so that, you know, folks can work from home.
That's what we've designed here, yes.
Yep, thank you.
The property you're attached to, is that a duplex?
Baron?
Say it again, Mr. Chair.
The property that you're going to attach to.
There are the property attached to this property or next to it.
This particular house is a single family, but the rest of the prop, the rest on the other side is just vacant.
They're having a difficult time redeveloping this block.
All right.
All right.
Questions from the board?
Yes, Mr. Chairman.
Council, are there other two family units on the block?
On the block, there are several multifamily dwellings on the block.
Thank you.
Thank you.
Questions from the virtual audience.
I see no hands, Mr. Chair.
Planning Commission.
Sir, Ron Bednar, City Planning.
Property is indicated for residential use on the city plan or adopted district plan recommends no change to the existing residential single family zoning at this location.
The applicant's hardship is not supported with evidence of unique physical circumstances or condition of the property that would prevent it from being used in conformity with the code.
Majority of the block face is single family.
Therefore, we recommend the request of variance not be granted.
And I appreciate Ron's input, Mr. Chair.
Again, this is adjacent to a very large, disinvested, empty lot.
And that's why, you know, the neighboring community organization does not oppose this proposal.
So what I'm going to do with this case is I'm going to have it in an executive session next week and talk to the board about it.
Executive session.
Thank you.
Thank you, sir.
Thank you, sir.
702-302-Lamont Street.
John Doherty is the owner-applicant, pro se.
Letter of non-opposition from the Bridge Park Civic Association.
Okay, Mr. Chair.
Mr. Doherty will be back in as a panelist.
Let's see.
Hi, Mr. Doherty.
Sorry, can you unmute yourself, please?
I got it.
Yes, I think that works.
Is that working now?
Yeah, you are.
Mr. Doherty, could you state your name and spell for the court report?
Yes, John Doherty, J-O-H-N-D-O-U-G-H-E-R-T-Y.
Right.
Do you swear, Fern, to tell the truth, the whole truth, and nothing but the truth?
Yes, I do.
Our vice chair has a few questions for you, sir.
Mr. Chair, I can read the refusal in for this one because I forgot the language on Ms. Tanari's sheet.
um this application is for the demolition of rear detached structure and for the erection of a
detached structure for accessory accessory residential storage at the rear as a part of
an existing semi-detached single-family household living size and location as shown on plans
there is one use refusal whereas no more than one principal building is allowed per lot in the rsa
five zoning districts. Okay, Mr. Doherty, do you agree? Is he representing, is this per se?
Yes. Okay. Have you emailed the exhibit packet with proof of ownership tax compliance,
a copy of the refusal or referral, voters under plans of the property five days in advance of
this hearing? And have you met with the RCO and do you have a letter? Yes, I have. I have sent
the documents, and I do have a letter also. Okay, great. You may proceed and begin by sharing your
screen. Okay. Well, as the... Okay. Hopefully, that's working for you. So, can you view that?
Yes. Essentially, so... Excuse me, Mr. Daugherty. I got it, Hilary. Mr. Daugherty,
Could you show, could you, we'd like to see you on the screen if we could.
Oh, okay. I'm sorry.
No, that's not.
It should be coming up. I just, we see you now. We see you now, Mr. Doherty.
Okay. I see myself. Sorry about that, Chair.
Here you go.
Okay. Through Atulamont Street.
I live here with my wife and three children. We've been here since about 2005 in the Roxburgh section of Philadelphia.
If you're looking at the plans, essentially we have in the rear of our yard, we have a long, narrow property surrounded by this residential neighborhood.
In the rear of the yard, we have an existing 10 by 8 shed.
And I just had asked that we were, I guess, planned on putting a larger shed for storage and that type of thing in the rear of the property.
and that type of thing in the rear of the property.
We did, we met with the, well, we sent out letters to, I think, 88 neighbors throughout the neighborhood.
We have no opposition from them.
Speaking with the neighbors who are directly connected to our neighborhood, they have no problems whatsoever with putting a shed in.
I think if you can see from the, I guess, the elevations of the drawing, it's just a standard or just a simple building for the rear of the yard.
Like I said, it's going to be used just for storage.
There's no utility connections.
There's no electric, no plumbing, no mechanicals.
I think it fits in to the rest of the neighborhood.
There's several, if I can zoom in on this from the site plan, bear with me here.
There's several properties in the neighborhood that have other sheds in their backyard.
Do you have any photos in the backyard, Mr. Doherty?
I do, yes.
Here we go. Okay. That in itself, that picture right there is the photo of the yard. So, this is the existing shed.
He said the backyard from the front property line to the rear is about 200 feet. That's an existing 10 by 8 shed.
Kid swing set right here. And basically, this area right here would be where the new shed, if granted, would be placed.
Okay. And it's for storage only?
That's correct.
The only one of the things, as I started to say, there was a couple other properties in the neighborhood, even, I think, two doors down, or two doors down, about six houses down, 314 LeMond Street.
About 10 years ago, they had a similar type meeting with the zoning board of adjustments, and they were granted, I think, about a 500-square-foot garage in their side yard.
I think they were doing a double plot. So that's the only other aspect I would I would like you to consider.
This is about 200 square foot shit. Slightly bigger than that.
It's 20, 22 by 14. So that's closer to 300 square foot.
OK. OK. All right. All right. Questions from the board?
No, Mr. Chairman. No, Mr. Chairman.
