One of the greatest things about living in the United States of America and especially in Philadelphia is the ability to express your First DiscoveryWorks Global 888.557.8650 www.dw-global.com do so freely, and one of the units of the Philadelphia Police Department that protects that right on a daily basis is our Civil Affairs Unit. And for the past 14 years, our friend here, Captain Fisher, has been allowing everyone to express their First Amendment rights in a safe way. So today we want to honor and congratulate Captain William Fisher on the occasion of his retirement from the Philadelphia Police Department. Whereas, the Council of the City of Philadelphia is pleased and proud to join with the Philadelphia Police Department, family and friends in honoring and congratulating Captain William V. Fisher on the great occasion of his retirement following 36 years of dedicated service to the Police Department and the citizens of Philadelphia; and Whereas, Captain Fisher is a life-long resident of the City of DiscoveryWorks Global 888.557.8650 www.dw-global.com Roman Catholic High School, and served honorably in the United States Army from 1966 to '68. In 1971, Captain Fisher enrolled at the University of Notre Dame and received a Bachelor of Business Administration Degree in 1975; Whereas, Captain Fisher began his career with the Philadelphia Police Department in 1976 and was assigned to the 3rd Police District. In 1981, he was promoted to Corporal, assigned to the 19th District. During his tenure, he received numerous promotions, including Detective at the then West Detective Division, Sergeant in the 12th and Evidence Room, and then as Lieutenant where he worked at Internal Affairs, Tactical Response Teams and Management Review from 1986 to 1991. In 1991, Captain Fisher was promoted to Captain and was given command of the Narcotics Unit. He was assigned there in 1996, where I actually met him, when he DiscoveryWorks Global 888.557.8650 www.dw-global.com 4th District and was perhaps the best District Captain the 4th District ever saw; Whereas, on June 1st, 1998, the first day of the 40-day SEPTA strike, Captain Fisher was assigned to the Civil Affairs Unit. Since then, his assignments have included the 2000 Republican National Convention, the 2008 National Governors' Convention, the 2010 Temple Nurses Strike, the 2011 Verizon Strike, various anti-war demonstrations and literally hundreds of other demonstrations that have taken place in the City of Philadelphia. During Occupy Philadelphia, Captain Fisher was busy for more than 55 days;

First, I want to note for the record it's two Prep graduates honoring a Roman graduate, just so we all get along here. Whereas, in accordance with Directive 70, the Civil Affairs Unit is responsible for the policing of all DiscoveryWorks Global 888.557.8650 www.dw-global.com demonstrations, protest marches, labor management disputes and picketing citywide. Captain Fisher ensures that this take places on a daily basis. He continually ensures that the preservation of peace and order, prevention of property destruction and the protection of the lives and the Constitutional Rights of all involved parties is maintained; and Whereas, Captain Fisher is an effective liaison with civic, labor and protest group leaders by maintaining an ongoing and open dialogue prior to, during, and following any events which have impact on the City. During demonstrations, labor disputes and any acts of civil disobedience, Captain Fisher and members of the Civil Affairs Unit make all reasonable efforts to employ non-arrest methods as the primary means to adjudicate any situation; therefore Resolved, by the Council of the DiscoveryWorks Global 888.557.8650 www.dw-global.com Philadelphia, that we recognize and honor Captain William V. Fisher on the occasion of his retirement after 36 years of outstanding service to the Police Department and to the citizens of Philadelphia. Throughout his time with the Police Department, Captain Fisher has gained the admiration and respect of his fellow officers, peers and supervisors, and he has exemplified the Police Department's motto of "Honor, Integrity and Service." We extend to him the sincere respect and admiration of this legislative body and wish him all the best in his future endeavors. Further resolved, that an engrossed copy of this resolution be presented to Captain William V. Fisher as evidence of the sincere sentiment of this legislative body. There's just a couple things. We're going to start off, I want to thank Debbie, because I know Debbie did all the work to put this together. Obviously I want to thank Bill and Jim. Jim has been a good friend. I first met him, like he said, 1996. He's done a lot of good things for the City, did a lot of good things for my family on a personal basis and everything else. And I've known Bill as a Fairmounter and everything. I just want to thank you. I want to thank the Council. I spent 14 years here. I guess I've seen the good, the bad and the ugly. Resolution honoring and recognizing Mr. Glenn Ellis, Sr. for his accomplishments in and service to the field of medicine and public health education. Whereas, Mr. Glenn Ellis, Sr. is an internationally respected health educator, author and medicine consultant with a life-long commitment to improving DiscoveryWorks Global 888.557.8650 www.dw-global.com for others; and Whereas, Mr. Glenn Ellis, Sr. is a Birmingham, Alabama native and attended the University of Pennsylvania's pre-med program prior to continuing on at the International College of Bio-Dynamics and the Atlantic Academy of Classical Homeopathy; and Whereas, Philadelphians have tuned in to his weekly radio broadcasts and commentary, where Mr. Ellis, Sr. provides health-conscious medical information and highlights health disparities and ethics; and

Whereas, he publishes a weekly web health column for EURweb.com which reaches over 1.4 million readers and is a frequent contributor to Real Health Magazine, Healthy Living, and the Black Aids Institute Newsletter; Whereas, Mr. Glenn Ellis, Sr. serves on many boards including the Institutional Review Board and the Ethics Committee of Mercy Health Systems in DiscoveryWorks Global 888.557.8650 www.dw-global.com Philadelphia; Whereas, as a health policy advisor to the Chairman of the Pennsylvania Black Legislative Caucus, and more recently also began serving as a Board Member of Communities and Schools in Philadelphia; and Whereas, Mr. Glenn Ellis, Sr. was a Borough Councilman in Yeadon, PA until 2001, serving as Chair of the Public Health and Safety Committee; and

Good morning, Mr. President, members of Council, Councilwoman Blackwell. com here to be living proof that there's no truth to the adage that a prophet has no honor in his own town, because you have proven that to be wrong. And if I would just be indulged for a quick moment. " We live in a country that has the most expensive healthcare system in the world, and yet as citizens of this country, we experience some of the worst health outcomes. We live in a city that has one of the highest asthma rates for young people. We have a city that almost 25 percent of our young people are obese. We have a city where infant mortality is rivaling that of the infant mortality rates in third-world countries, and yet we have a city that's recognized for eds and meds. com medicine, which is what really propelled me to write this book. So if you just bear one second, I wanted to share something I think sums up why I'm so passionate about this. Many years ago as a pre-med student, I had an experience that as I look back changed my life forever. Little did I know that more than any course I had enrolled in or any of my other educational experiences up to that point, this unusual encounter would result in my life being thrust on a path that I would continue on until this very day. An African American medical doctor who was doing his residency at Philadelphia General Hospital stopped by my apartment, as he would often do throughout my undergraduate years. com to medical school. But it all came to an abrupt halt that hot, humid summer day in Philadelphia. My friend told me that on that day, he had to take a patient he was caring for, who was a 35-year-old African American man, off of life support. His words and the look in his eyes conveyed a feeling of fear that left me paralyzed. I had dreamed of becoming a doctor and taking care of precious lives that had been part of my childhood memories and who had protected me from being scarred by the horrors of the Civil Rights Movement of the '60s in Birmingham. I felt it was my obligation to become a doctor. I had the best teachers, preachers, leaders, politicians, family members, you name it. They had all made contributions to preparing me for that journey. com apartment with my mouth dropped open, unable to move after what I heard. A man was allowed to die when my friend removed him from life support because the higher ups had determined it was futile to continue care. Following that day, two questions were raised that would set off a course of events which in me no longer played an active role in the direction of life I would take. Number one was, was I mature enough to handle having that much control over another human being's life? And number two was, what could have happened in only 35 years that a man could end up in such a dismal state of health? As it turned out, the first question paled in comparison to the enlightment and sense of purpose and clarity from the second question. com health. The social determinants of health are the conditions in which people are born, grow and are educated, live, work and age, including the healthcare system. These circumstances are shaped by the distribution of money, power and resources at global, national and local levels, which are themselves influenced by policy choices. These social determinants of health are mostly responsible for health inequities, the unfair and unavoidable differences in health status seen within and between people and even between countries. I came to understand why a 35-year-old man could end up with such a fate. Out of it all, I came to realize that health is a lot like my personal credit.

com quality of my life, I had destroyed it. I just didn't know better. You see, like credit, many of us are driven to make consumer decisions without understanding the true cost of our decisions. So my life has been devoted to improving the information available to people so that they're capable of making informed decisions about matters of health. I'm convinced that the 35-year-old man did make some lifestyle, diet and behavioral choices that landed him in that bed at Philadelphia General Hospital based on not having good information. It was clear that in order to focus attention on the social determinants of health, it is important to understand how these determinants come to influence health and cause disease. For millions of people in America, these life-threatening behaviors are a response to material deprivation and stress. com up tobacco, use alcohol, experience poor diets and have low levels of physical activity. My intention with this book is to provide some insight and understanding to so many areas and topics which most of us will find touching our lives either directly or indirectly. The benefits of this knowledge include communication with your doctor, greater adherence to the treatments, greater ability to engage in self-care, improve health status and healthier lifestyle and diet choices for you and your family. Over the years that I've written a weekly column, I've covered a range of very critical health issues which have made a difference in the lives of many people. And taking a look back at this body of writing, I bring to you the most effective prescription that you'll ever receive. com expensive healthcare system in the world, what you'll find is that information is the best medicine. A resolution calling on the Pennsylvania General Assembly to pass Senate Bill 338, The National Human Trafficking Resource Center Hotline Act.

Thank you, Mr. President. Human trafficking is a form of modern-day slavery. Victims are tricked, lured, coerced, removed from their home or country and then exploited for commercial sex and labor purposes. After drug dealing, human trafficking is tied with the illegal arms trade as the second largest criminal industry in the world. The crime occurs across the United States exploiting men, women and children, U.S. citizens and foreign nationals. There's no secret that the majority of the victims are women, 80 percent, and the average age of the United States female is 12 years old. Approximately 100,000 American children each year become victims of human trafficking. This bill currently in the General Assembly will only ask for a hotline, at no cost to the state, where DiscoveryWorks Global 888.557.8650 www.dw-global.com postage or signage will be put in places like truck stops, bus stations, motels, strip clubs and parlors, and it will provide some semblance of confidentiality and anonymity to those who wish to offer tips. So we're calling on the Pennsylvania State Senate. The bill has moved out of the Senate Labor and Industry Committee and is now up for a full Senate vote this spring. If passed into law, this bill would be another critical step towards ending human trafficking in the Commonwealth. Thank you, Mr. President.

Good morning, President Clarke and members of City Council. My name is Catherine Scott, President of the AFSCME District Council 47. I would like to speak in favor of this resolution, and I would like to thank Councilman Goode for sponsoring the resolution. I believe that the resolution lays out a clear case for why Mayor Nutter should end his demands for contract concessions and negotiate a fair contract with both AFSCME District Council 47 and 33. In spring 2009, Mayor Nutter's negotiating team stated to our team that AFSCME District Council 47 would receive financial credit toward a new contract for any savings we suggested to the City which the City could implement. As the resolution states, our unions worked with the City in restructuring the workforce, saving the City $35 million. No credit toward a new contract for our members was ever given by this Administration. Our unions suggested and costed out savings to the City to release non-violent offenders from the Philadelphia Prisons to supervise probation and other programs such as electronic monitoring, which led to a spending reduction in the Prison budget of $4 million last year. No credit was ever given to our members. Our unions supported legislation to temporarily raise the DiscoveryWorks Global 888.557.8650 www.dw-global.com sales tax in Philadelphia by 1 percent to balance the City's budget. No credit was ever given. For the past three years, I have testified in City Council budget hearings that the City could save up to $8 million by eliminating some contracted employees in the Health Department and hiring -(Applause.)

-- and hiring City employees to do the work. Even after Donald Schwarz, Deputy Mayor, acknowledged there were significant savings, no action has been taken by this Administration. (Applause.)

Why would any responsible Administration turn its back on $8 million? In 2008, our union proposed restarting Payments in Lieu of Taxes, PILOTs, which would raise significant revenue for the City without raising DiscoveryWorks Global 888.557.8650 www.dw-global.com taxes. Again, no response was forthcoming from the Administration. Instead, Mayor Nutter's Administration has pushed municipal workers -- punished municipal workers by freezing their step increases and longevity -(Applause.)

-- saving the City more than $3 million per year from AFSCME District Council 47 members alone. Again, no acknowledgment of this sacrifice by our members has been forthcoming from this Administration. The unintended consequence of this shortsighted and petty action is that the City is having significant difficulty hiring because they are no longer competitive even with high unemployment. Can you imagine the state the City will be in when the job market becomes even more competitive? Our members -- as our members retire, they will have even more difficulty providing services. Thank you for this resolution. The Mayor has always found it sarcastically saying he has a pen in his pocket ready to sign a fair contract, but what about telling the truth of what has happened over the past few years of the help that City employees have given the Mayor. We wanted to get ahead of the curve. We knew the financial situation of the City. That's why when the Mayor came to me and said he wanted to do a one-year contract, we agreed. He just got in office. We agreed. We took a one-year lump sum. Everything stayed the same. There was a financial collapse after that. Again, we understood that through the City. The Mayor came and said he had to have 200 layoffs. We got together with the Mayor and said, You have funded positions, you can put those 200 people in those funded positions, save those jobs and save $35 million. We DiscoveryWorks Global 888.557.8650 www.dw-global.com did that, all the while no increases in our healthcare, no increases in our pension. The Mayor called again, got a problem with the pension. Mind you, the Mayor is calling us. Got a problem with the pensions. We got a problem with the pension fund. We need some help up in the state to lobby. He knows where to call to get help. Call the union. You want help? Call the union, we'll help you out. We did that. We went up to the state. You got the legislation approved for that, got the legislation approved for the sales tax. As we speak now, the sales tax saved them over $100 million. Pension adjustments saved them over $238 million. To this point right now, District Council 47 and 33 have saved the City health and welfare alone and wages $140 million. Now, let's get to the point of DiscoveryWorks Global 888.557.8650 www.dw-global.com this. The Mayor is taking all this for granted. We all know the Mayor wants to be a dictator, and we've come to the point where we know the Mayor wants to break this union. But let me speak right now and say this: All we want to do is be treated fairly. We have not gone on strike. Why? Quite frankly, our employees need money and need to work too, but we value the work we have to do for these citizens. When they had a flood, our workers were there. When they had snow emergencies, our workers were there. I hear complaints sometime about sanitation workers. Get behind one of those trucks and pick up some of that filth. (Applause.)

I hear the complaints about Water Department workers and the work they do. Let one of those mains break in the middle of the night. We got our crossing guards taking our kids. DiscoveryWorks Global 888.557.8650 www.dw-global.com We are tired of being taken for granted. (Applause.)

We help this City overcome this crisis. The Controller was at our rally the other day, say calls for these pension adjustments are unfair. Our pension buyout right now -- payout is 25 for the next 25 years. We are solvent. Everybody agreed. There's changes. We went from 47 percent to 50 percent. The Mayor admits himself that things have changed, that things are getting better. He could spend $50 million on the Dilworth Plaza. He can spend $25 million on Love Park. He can spend millions of dollars on his own staff with increases in raises. (Applause.)

We help the City, and the Mayor, as Cathy stated, ignores us. We will not be ignored. That's DiscoveryWorks Global 888.557.8650 www.dw-global.com why we're here. We are here to let you know, yes, it's a long summer. We are here. We have sacrificed. And one of the main things that the Mayor is upset about, he talks about reforms in the health and welfare. We did it first. We did it so good, he took our model with management and non-union people. They pay more of the healthcare than we do. What he's upset about is, he did not break us. That's the problem. What he should understand -(Applause.)

What he should understand, he should take -- he has taken the models that we have given him, made those reform changes, made the changes to the pension adjustments, but he wants to break the union. We all know it. The union know it. We will not stand for it. We will be here. Let the Mayor hear this loud and clear: We don't deserve concessions, because we help this City. We will not DiscoveryWorks Global 888.557.8650 www.dw-global.com make concessions. We won't do it under any circumstances. That's why we're calling -(Standing ovation.)

We're calling on the fairness of you, City Council, to get the Mayor, to get him back to the table, to stop being the dictator that he thinks he is and sit down and negotiate a fair contract. Good morning, members of Council. My name is Michael Duffin. I speak on behalf of my fellow co-workers and for myself. I have worked for the City of Philadelphia since August of 2000 and in the Philadelphia Crime Information Center, P.C.I.C, for the Philadelphia Police Department since May of 2004. In June of 2008, our unit received a promotion and job title change DiscoveryWorks Global 888.557.8650 www.dw-global.com from Dispatcher to Criminal Investigative Research Analyst, coupled with a promotion from DC 33 to Local 2187 DC 47. There was also a meeting in June of 2008 in the Police Headquarters auditorium where we were presented a raise and what our step increases would be after the first two successive years. We received our initial raise, but have yet to receive our step increases. As a result, the step freeze in the last four years has resulted in a total loss of wages of $17,933 as well as a loss in pension of $4,782 per year and year after. Our unit provides services for the safety of both the Police Department and the general public. We enter wanted and missing persons, stolen property such as guns, vehicles and any property that has a serial number into local and national databases. Our unit is a 24-hour, seven-day-a-week operation. Officer safety is our number one priority DiscoveryWorks Global 888.557.8650 www.dw-global.com as well as the safety of the public. Accuracy is of most importance when entering our information, and one of my co-workers such as Joyce Feinberg has also found a way to improve the operations. In November of 2007, Joyce designed and implemented a plan to send information on wanted persons and stolen vehicles directly to patrol cars' mobile data terminals, MDTs, as they are received. This plan has resulted in over 200 more arrests per year for homicides, shootings, rapes and aggravated assaults. Our unit is also shorthanded and need new positions to fill such as analyst, leads and supervisor. This step freeze has strongly affected all of us. It is hard to live paycheck to paycheck with climbing bills such as health insurance. When working at your career, rewards should be given for your efforts. Good morning.

Good morning, City Council. My name is Azaraha Robinson. I work for the Department of Recreation at the Dorothy Emanuel Recreation Center. I've been employed for 14 years with the City. My recreation center is in Councilwoman Tasco's district. I want to talk about first how the step increase freeze has affected me personally. I've lost not one but two step increases, which it amounts about $6,814 a year for me. My healthcare has went from $47 a pay to $127 per pay. I have three children, one 12-year-old that I still am paying payments for a $1,200 balance on his DiscoveryWorks Global 888.557.8650 www.dw-global.com braces even with the increase in my pay for the healthcare. As a result, the pension has been affected about $1,800 a year if I were to retire. This is dramatically affecting my family. When I thought about what I wanted to say to Council today, as a mother I wanted to tell you about how my children and I don't go on family vacations because we just can't afford it and how hard it is to explain that to them. As a wife, I want to tell you about my husband and his company who went on strike for more than 30 days this summer, how difficult it was to make ends meet. I wanted to talk about the trickle-down effect from this situation and how it affects not just my family but all families. I work now harder and longer, with more dedication and perseverance than I did when I started in '98. My DiscoveryWorks Global 888.557.8650 www.dw-global.com recreation center has now turned into more than just the playground. We have parents that are coming in that are City employees. So now we are their counselors. We are trying to make up the difference at the rec center that they can't make up at home. We charge very little fees for a lot of our programs, but now we're charging no fees, and I'm begging my supervisor for more staff so that we can help the parents. So now I'm asking Council to help us, to help us. (Applause.)

Often we forget that the City employs thousands of professional, degreed individuals, but even with the best of education and experience, we have not been able to overcome the suffering. The City has taken advantage of our talents, our education and our professional abilities. (Applause.)

And on a personal note, my sister, who is a Ph.D. candidate who worked for the City for 19 years, resigned her position from the Lonnie Young Recreation Center as Director in September of this year. I am angered that they forced her out, angered. In closing, I must try to convey to you that the situation is diminishing our quality of life and the quality of life of our citizens. It is lessening our self-worth. It has imposed a state of social depression. The effect on families will be tremendous. Again, the employe morale is at its lowest, and there is no doubt in my mind that it will soon lead to stress, health-related problems sooner than later. My name is Pamela Robinson and I've worked for the City of Philadelphia at the Department of Human Services for ten years serving Philadelphia's children and families. I work in the Multi-Disciplinary Team, which is the MDT. This is the unit within DHS that is responsible for investigating child abuse reports on cases that are already active with DHS. This provides for fresh eyes on a case. In addition, we also investigate the fatalities and near fatalities. This means that all of the really high-profile cases are investigated by my unit. This requires DiscoveryWorks Global 888.557.8650 www.dw-global.com that I have to work long hours and many times on weekends rather than spending the time with my own family. However, this is a sacrifice that must be made to ensure that the children in Philadelphia remain safe. I put my life on the line and sometimes miss time with my own family to ensure the safety and well-being of children. The safety of Philadelphia's children often requires me to be out in the field very late at night and not get home to tuck my child into bed. (Applause.)

I not only ensure -- I'm sorry. I'm a single parent with total responsibility for my elderly mother, who has numerous health problems. I not only ensure my mother's needs are met, but I also make sure that she has enough money to pay for co-pays for her medication. Not having a new contract has made it hard to continue to deal with the DiscoveryWorks Global 888.557.8650 www.dw-global.com rising healthcare costs while my salary and benefits remain the same. I have lost my longevity. My own healthcare payroll deductions have increased considerably. My little girl is in Catholic school. Her tuition, lunch and after care has become difficult to meet. I also have to ensure that my child's very basic needs are being met. Being threatened with greater responsibility for pension and healthcare costs, along with loss of pay due to furloughs, it's frightening. I took the job with the City of Philadelphia because I wanted to be of service to the public. In particular, I choose to work with DHS in investigations so that I could do my part in ensuring every child is safe and has the opportunity to reach his or her potential. My name is Joe Mellon and I'm currently an employee of the DiscoveryWorks Global 888.557.8650 www.dw-global.com Philadelphia Health Department, Sanitary Specialist of the Environmental Health Services and a member of DC 47. My role with the Health Department is to ensure the safety and health of all citizens of Philadelphia. Some of my job duties include inspection of various types of establishments, including restaurants, which a lot of members on Council have called in complaints about. I also do institutions, including prisons, day cares, family day cares, hospitals, nursing homes and among other institutions. In the summertime, we do a lot of treatment of water basins for mosquito control to prevent disease spread through West Nile virus. We also do rat control, pool inspections to check the bacteria levels, especially in the rec department, and among other things. As a result of the pay freeze, I have lost $16,563 to date and $4,416 per year in my pension. I'm a registered nurse at the Department of Public Health. Prior to being hired by the City, I worked as a contract nurse at Health Center 1. While there, I realized this was what I really wanted to do, so I decided to take a $20,000 pay cut and come to the City. I was told you would get raises, step increases, health benefits as well as a pension, and this all seemed the right thing to do. I've been with the City, it will be two years next month, and as you all know, I have not received a raise. Everything is going up, food, gas. I live in the City, so my property taxes have been up the last two years in a row. I currently work a part-time job to make ends meet. And because of not receiving an increase, the loss of total wages is $6,432, and the step freeze has resulted in a pension loss of DiscoveryWorks Global 888.557.8650 www.dw-global.com $800 a year. I work at Health Center 1, which is a clinic that deals strictly with sexually transmitted diseases. As you know, the other health centers are ambulatory health, and they deal with specific areas of the City, but Health Center 1 we see everyone in the City. A lot of our patients are referred by the other health centers. We are currently short two nursing positions. We're a walk-in clinic, and we work short. We're required to work one night late a week, and because we're so short, we have to work both those nights, because we don't have the nurses. I'm just asking that Mayor Nutter give us a fair contract. I'm committed to being a public health servant. I really enjoy my job. How many times do you really get a job that you really love? What SEPTA is paying for their security guard company would cover our contract. I stand with more than 3,000 security officers who work hard every day to keep Philadelphia residents safe and secure, protecting our City, businesses, universities, hospitals, institutions and public facilities. We are on the front line of protecting the public, and we deserve good jobs that allow us to support our families and contribute to this community with dignity. We have joined with SEIU Local 32 BJ to raise the standards in the security industry in order to create jobs and maximize public safety. Our campaign constitutes one of the largest private-sector union organizing drives in recent memory. As the resolution introduced by Councilman at-large Kenney states, the Bureau of Labor Statistics predict that DiscoveryWorks Global 888.557.8650 www.dw-global.com by 2018 the number of jobs in the security industry would have grown 12 percent over the next ten years, a growth trend that outpaces the average of all other occupations. Although security firms are among the largest service industry employers in the City of Philadelphia, security officer wages in Philadelphia lags behind the wages of other industries in the City, including the wages of cleaners, maintenance workers, drivers, according to the Bureau of Labor Statistics. We firmly believe that raising the standards of 3,000 security officers could bring tens of millions of new consumer dollars to Philadelphia's neighborhoods over the next four years and hundreds of millions over the next ten years. I'm the Political Director at Fight for Philly, and the room has been so inspiring that I feel I need to comment that we are witnessing the troubles of the 2008 meltdown caused by bank and greed, and Philadelphia is near defenseless in the wake of the global financial industry and the damage it has caused the municipalities all across the country. We are witnessing it here in this room. We are witnessing it with the troubles with our pension, in large part caused by mortgages that were labeled -crap mortgages that were labeled as AAA and sold to pension funds caused the collapse of the pension fund industry around the country. And what are we supposed to do about this? What can Philadelphia do about it? We can really think twice about who we do business with.
